The Ministry of Finance’s September 15, 2026 statement says customers do not pay UPI merchant discount rate (MDR), and banks have been advised to ensure merchants do not pass MDR on to customers.
If the shop refuses, you can decline the purchase, pay by another method, or leave. Keep the displayed price, bill, and any payment prompt or message if you want a record. A merchant-pricing dispute is different from a failed, debited, fraudulent, unidentified, or unauthorized transaction; those payment problems follow a separate bank or NPCI complaint route.

What the current rule means for a UPI customer
The latest official consumer-facing guidance identified here is a Ministry of Finance, Government of India press release dated September 15, 2026. It distinguishes a merchant-side cost from a customer fee:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Person-to-person (P2P) UPI transactions remain free.
- Merchant payments up to ₹2,000 remain free of MDR.
- Qualifying small merchants remain under a zero-MDR framework.
- Specified merchant transactions above ₹2,000 may attract MDR within the merchant payment ecosystem.
- The customer is not supposed to pay that MDR. Banks have been advised to ensure merchants do not pass it on, and UPI application providers are prohibited from imposing platform fees or hidden charges.
The ministry’s wording is important: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” It also states: “Banks have been advised to ensure that merchants do not pass MDR charges on to customers.” That does not turn a merchant’s MDR into a government tax or a fee you owe at the counter.

The same release says 96% of merchant transactions would remain unaffected under the framework it described. That figure is a ministry estimate for merchant transactions in that framework; it is not a claim that 96% of all merchants, all transaction value, or every individual purchase is in the same category.
What to do at the counter
1. Ask for the final listed price
Stay specific and non-confrontational. Ask, “Is the displayed price the final price if I pay by UPI?” If the answer is no, ask the shop to state the amount it will accept by UPI and why the extra amount is being added. You are trying to establish whether the shop will honor the displayed price, not to argue about a technical payment term.
Check whether the extra amount appears before you authorize the payment. A separate line on a bill, a revised total on a payment screen, or a verbal request can matter later if you decide to document the incident. Do not scan or approve a payment until the total is clear.

If the shop agrees to accept the listed price, complete the payment only after checking the payee name and amount shown in your UPI app. If it insists on an additional amount, you can use another payment method, ask whether it will sell at the displayed price through that method, or decline the purchase and leave. You do not have to complete a purchase merely because you opened a UPI payment screen.

The ministry statement addresses the customer’s responsibility for MDR; it does not require you to resolve a general disagreement about the shop’s posted price on the spot. A practical choice is to avoid a transaction whose final price you do not accept.
3. Keep a record if the issue matters
Save a photograph or note of the displayed price, the bill, and any written or digital request for a surcharge. If a payment prompt shows a different total, retain the relevant screen or message where your device permits it. Record the shop name, date, time, and what amount was requested. Keep only information you are entitled to collect, and avoid photographing other customers’ personal data.
4. Escalate only a payment-transaction problem through the payment channels
If money was debited, the transaction failed, or the matter involves fraud, an unidentified payment, or an unauthorized transaction, contact your bank. NPCI describes its transaction complaint facility as a route to the relevant member institution, which is responsible for action and resolution. NPCI specifically directs fraud, unidentified, and unauthorized transaction complaints to the customer’s bank.

That route concerns the payment transaction itself. It is not a guaranteed remedy for a shop’s general pricing decision or refusal to accept UPI at a particular price. Describe the issue accurately: a debited-but-failed payment is different from a shop asking for a higher price before any payment is made.

How to classify what happened
| What you see | What it means for your next step | What to keep |
|---|---|---|
| The shop asks for extra money before you pay by UPI | Ask whether it will honor the displayed price. If it refuses, pay another way or leave. | Displayed price, bill, and the surcharge request if you want a record. |
| The shop accepts UPI but the payment fails | Check your bank or UPI transaction status before trying again. If money was debited or the status is unresolved, contact the bank and use the relevant NPCI transaction complaint route. | Transaction ID, amount, time, status message, and bank communications. |
| You do not recognize the payment or did not authorize it | Contact your bank promptly and report it as unidentified or unauthorized. NPCI directs these cases to the customer’s bank. | Alerts, transaction details, and any communication with the bank. |
| The shop’s bill shows a different price from the display | Ask the shop to explain the total before paying. Decide whether to accept the final price; do not assume a payment dispute will be resolved by an NPCI transaction complaint. | Display, bill, and any written explanation. |
Why a merchant’s MDR is not your UPI fee
MDR is a charge associated with the merchant payment ecosystem. Depending on the transaction category and amount, a merchant’s bank or payment arrangement may involve MDR. The September 2026 ministry statement says the customer does not pay that charge, even where a specified merchant transaction above ₹2,000 may attract MDR.
This is why “the bank charges me MDR, so you must add it” is not a complete explanation of what you owe. The ministry says banks should ensure merchants do not pass MDR charges to customers. It also says UPI application providers may not impose platform fees or hidden charges. A shop may still quote a price you do not want to pay, but you should not be told that a merchant-side MDR is automatically a customer transaction fee.
Do not confuse the threshold with a permission to add a surcharge. The ₹2,000 figure describes the ministry’s MDR framework for merchant payments; it is not a rule that lets a shop charge you an extra amount whenever your purchase exceeds ₹2,000. P2P transfers and merchant purchases are different categories, and merchant-side treatment is not the same as your customer obligation.
Questions to ask before approving a payment
- What is the final amount, including any separately stated charge?
- Will the shop accept the displayed price by UPI?
- Does the payment screen show the correct merchant name and amount?
- Is the request being made before payment, or did a completed payment fail or remain pending?
- Will you receive a bill showing the amount actually paid?
If the amount changes after you scan, stop and verify rather than approving automatically. A UPI PIN authorizes the amount shown in the payment flow; it does not make an unclear price acceptable.

What the earlier legal explanation says
An August 18, 2025 Lok Sabha answer explained that section 10A of the Payment and Settlement Systems Act, 2007 bars banks or system providers from imposing charges on payers or beneficiaries using prescribed electronic modes. It said UPI had been prescribed under the cited Income-tax Act provision.
That parliamentary explanation is useful legal history, but it predates the framework described in the September 15, 2026 ministry release. For a customer deciding what to do at a shop now, use the newer ministry statement’s distinctions: P2P remains free, merchant payments up to ₹2,000 remain free of MDR, qualifying small merchants remain under zero MDR, and any applicable merchant-side MDR is not a customer charge.
Common mistakes to avoid
- Paying first and disputing the price later: Confirm the final amount before entering your PIN.
- Calling MDR a tax: The ministry describes it as a merchant payment-ecosystem charge, not a government tax owed by the customer.
- Assuming every complaint belongs with NPCI: NPCI’s facility concerns UPI-system transaction complaints routed to member institutions. Fraud, unidentified, and unauthorized cases go to your bank.
- Retrying a failed payment without checking status: A retry can create a duplicate debit if the first transaction later succeeds. Check your bank or transaction history first.
- Overstating the 96% figure: It refers to the ministry’s reported share of merchant transactions unaffected under its framework, not to every merchant or purchase.
A simple decision path
- Read the displayed price and ask for the final amount by UPI.
- If the shop accepts that amount, verify the payee and total, then pay.
- If it adds a surcharge, ask whether it will remove it. If not, use another payment method or leave.
- Keep the display, bill, and surcharge request if you want evidence of the pricing dispute.
- If money was debited, the transaction failed, or the payment is fraudulent, unidentified, or unauthorized, contact your bank and use the applicable NPCI transaction complaint route.
The key distinction is simple: a shop’s refusal to honor a price is a purchasing decision you can decline, while a debited, failed, or unauthorized payment is a transaction problem that belongs with your bank and the appropriate payment-system complaint channel.
