What to Do When a Satellite Collision Alert Requires an Orbit Maneuver

A satellite conjunction alert is a prompt to assess and coordinate—not proof that a collision will occur. First preserve the current tracking and maneuver data, then have the authorized flight-dynamics team recompute probability of collision (Pc), miss distance, encounter geometry, and uncertainty. The project authority decides whether mitigation is required under the mission’s approved threshold. Do not command a burn from the alert alone.

The practical sequence is: validate the alert, quantify changing risk, compare maneuver and no-maneuver trajectories against the full catalog, coordinate with any active secondary spacecraft, obtain approval, submit the maneuver ephemeris with covariance for screening, and execute only through the mission’s controlled operations process.

What a conjunction alert actually means

Screening systems look for objects whose predicted paths enter a defined screening volume. A Conjunction Data Message (CDM) reports the two objects’ states, covariances, closest-approach parameters and orbit-determination information. It is a predicted close approach, not a confirmed impact trajectory.

NASA’s Step 1 guidance states: “It is important to recognize that CDMs are not collision warnings—no actual assessment of collision risk has been performed in generating them.” The alert is therefore the start of an assessment workflow. Predictions can change as new tracking observations are incorporated, so an early CDM should never be treated as a final decision product.

NASA describes screening by the U.S. Space Force 18th Space Defense Squadron as occurring three times a day on its conjunction-assessment page. That cadence is context, not a promise that every mission receives an alert or an update at a particular time. Your mission’s data-sharing agreement and operational schedule control what is actionable.

Immediate actions in the first minutes

Preserve the exact alert and current state

Save the original CDM, message time, object identifiers, reference frames, epochs, covariance data and screening source. Record which orbit solution and force model were used by your flight-dynamics system. Do not overwrite the initial message when later updates arrive; the sequence of updates helps the team understand whether the encounter is converging or dispersing.

Notify the authorized assessment team

Use the mission’s documented escalation path to notify flight dynamics, mission control, the spacecraft owner or operator, and the person empowered to make a conjunction-mitigation decision. A general engineering or IT contact should not substitute for the mission’s designated authority. Keep the alert in the mission’s controlled communications channel so all participants work from the same version.

Freeze unapproved changes

Pause nonessential orbit or attitude changes that could invalidate the current analysis. Do not uplink a maneuver, alter an attitude profile, or ask another operator to move solely because a CDM arrived. The team first needs a common, time-tagged trajectory and a clear statement of which activities are already committed.

How to assess collision risk

Risk is not determined by one number. Analysts combine the estimated probability of collision with the predicted miss distance, the combined physical size of the objects, encounter geometry, and uncertainty in both trajectories. They also consider the consequences if the unfavorable part of the uncertainty distribution occurs.

Probability of collision (Pc)

Pc is an estimate derived from uncertain predicted trajectories. It represents the likelihood that the actual miss distance will be smaller than the objects’ combined size under the selected statistical model. Pc is not a direct measurement and should be recomputed whenever the orbit solution, covariance or encounter geometry changes.

Miss distance and hard-body radius

Miss distance is the predicted separation at the time of closest approach. The combined hard-body radius is the sum of the physical radii used for the two objects. A small miss distance can remain serious even when Pc is difficult to estimate, while a larger miss distance can still produce a material Pc when uncertainty is broad or the geometry is unfavorable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Geometry and uncertainty

Relative velocity, approach direction, covariance orientation and the quality and age of tracking data affect the calculation. Ask the analyst to identify which uncertainty dimensions dominate the result and whether the covariance is realistic, validated and expressed in the correct frame. A stale or inconsistent covariance can make an apparently precise risk value misleading.

Consequences and mission context

Risk management weighs likelihood and consequence. A fragile, high-value or crew-supporting spacecraft may warrant more conservative action than a mission with substantial fault tolerance, even at the same Pc. Include propulsion margin, power and pointing constraints, payload operations, communications coverage, regulatory commitments and the effect of a maneuver on mission objectives.

Who decides and which threshold applies?

NASA NPR 8079.1 (2023) assigns the conjunction-mitigation decision to the project manager, using risk-analysis recommendations and mission procedures. Its baseline Earth-orbit criterion at the mitigation commitment point is either a Pc greater than 1E-04 (one in 10,000) or a Euclidean miss distance less than the combined hard-body radius.

That value is a NASA procedural baseline, not a universal rule for every civil, commercial or national operator. Your approved flight rules may use a different threshold, additional consequence criteria, or a separate authority chain. Record the applicable rule in the decision log and identify the exact time at which the threshold is evaluated. Do not silently substitute NASA’s criterion for your own mission policy.

Compare the no-maneuver and maneuver cases

A maneuver is acceptable only if it reduces the relevant risk without creating a worse problem elsewhere. Evaluate the unmodified trajectory and each candidate maneuver with the same data standards and catalog snapshot. The following questions belong in the comparison package:

Decision factor What the team should document
Post-maneuver Pc Predicted probability after the maneuver, including the covariance used and the time of the assessment.
Miss distance and geometry Closest-approach distance, relative velocity and encounter-plane geometry before and after the maneuver.
Data quality Tracking age, orbit-determination method, covariance realism and remaining uncertainty.
Catalog-wide effects Any new conjunctions introduced by the maneuver, not just the original event.
Spacecraft capability Available delta-v, propulsion configuration, attitude and pointing limits, power, thermal and communications constraints.
Mission impact Effects on orbit maintenance, payload operations, ground contacts, licensing or other committed activities.
Coordination and timing Whether another operator can be contacted, whether plans can be frozen, and how much time remains for screening and approval.

There is no universally best maneuver vector. A small along-track change, an in-track timing change, a radial or cross-track change, or no maneuver may be appropriate depending on the spacecraft and encounter. The correct choice is the one supported by current analysis, mission limits and authorized decision-making—not a generic recipe.

Step-by-step operational workflow

  1. Validate the event. Confirm object IDs, time of closest approach (TCA), reference frames, epochs, covariance fields and the source of the CDM. Check that the message belongs to the current spacecraft and not a superseded object or duplicate event.
  2. Reproduce the screening. Load the latest trusted orbit solutions into the mission’s flight-dynamics tools. Verify units, frame conversions, force models and time systems. If your result differs materially from the alert, resolve the data or configuration discrepancy before choosing an action.
  3. Build a time series. Compare successive CDMs and tracking updates. Plot Pc, miss distance, covariance growth and encounter geometry over time. A trend toward lower risk is not permission to stop monitoring; a late increase may require rapid escalation.
  4. Apply the approved decision rule. At the mission’s mitigation commitment point, compare the current assessment with the documented Pc, miss-distance and consequence criteria. Capture the recommendation, assumptions, analyst identity and time in the conjunction log.
  5. Generate candidate trajectories. Model the unmodified path and feasible maneuvers within propulsion, attitude and mission constraints. Propagate each candidate through TCA and far enough afterward to expose secondary conjunctions or recovery problems.
  6. Screen against the full catalog. Check every candidate maneuver, not only the original secondary object. Confirm that mitigation does not create another conjunction above the mission threshold. Include planned maneuvers already approved for either spacecraft in the scenario set.
  7. Coordinate with an active secondary. If the other object is an active, maneuverable spacecraft, contact its owner or operator through the established channel. Exchange the minimum authoritative ephemeris and covariance information required for analysis, agree which vehicle will maneuver when possible, and freeze the other spacecraft’s planned trajectory through TCA. Do not assume silence means consent.
  8. Obtain formal approval. The designated project or mission authority accepts, rejects or defers the mitigation recommendation under the mission’s flight rules. Keep a signed or otherwise auditable record of the decision, rationale, constraints and go/no-go conditions.
  9. Submit the maneuver for independent screening. Provide the planned maneuver ephemeris with covariance through the mission’s required service. NASA NPR 8079.1 specifies submission to the Conjunction Assessment Risk Analysis (CARA) team or Johnson Space Center Flight Operations Directorate at least 24 hours before intended execution to allow screening. Treat that interval as a NASA procedural requirement for its context; another operator may have a different requirement.
  10. Reassess after screening. Incorporate the external screening result, any new CDMs and any operator coordination. If the maneuver creates a new high-risk event, return to candidate generation rather than executing the original plan automatically.
  11. Execute through controlled operations. Verify command loads, attitude, burn time, propulsion configuration, ground-station coverage, telemetry limits and abort criteria in the mission’s approved command process. Only the authorized flight-control team should release the maneuver.
  12. Confirm and close the event. Check telemetry and post-burn orbit determination, then rescreen the updated trajectory. Retain the decision record, executed command details, tracking data, screening messages and lessons learned.

What the maneuver data package must contain

A useful package lets an independent analyst reproduce the risk calculation. Include the spacecraft identifier, state vector or ephemeris, time system and reference frame, covariance with its definition, maneuver epoch, burn components or finite-burn model, expected execution uncertainty, attitude assumptions, propulsion limits and the planned post-maneuver recovery. Add the unmodified trajectory for a direct comparison.

State which catalog and tracking data were used, when they were generated, and which candidate is the recommended option. Mark preliminary values clearly and replace them as soon as validated data arrive. A maneuver file without covariance is not enough for a meaningful probabilistic screening.

Coordination rules when both spacecraft can maneuver

Two independent maneuvers can interact and make the prediction less reliable. Establish one contact for each operator, one authoritative timeline and one agreed trajectory freeze through TCA. Exchange updates whenever either spacecraft changes its plan. If contact cannot be established, follow the mission’s documented default-of-no-contact rule and record the attempt; do not invent a coordination protocol during the emergency.

Coordination does not transfer decision authority. Each operator remains responsible for its spacecraft, its safety constraints and compliance with its approved flight rules. The objective is a predictable pair of trajectories and a maneuver that lowers total encounter risk.

Why a generic command or burn vector is unsafe

Public guidance does not provide a universal command sequence or safe maneuver vector for an unknown spacecraft. The right command depends on propulsion type, available delta-v, attitude-control authority, orbit regime, navigation quality, payload state, communications access and recovery constraints. A vector that separates one pair of objects can produce a new conjunction or violate another mission limit.

Use mission-specific flight-dynamics software, validated command procedures and the responsible mission-control and flight-dynamics teams. If the spacecraft cannot maneuver, document that constraint and focus on tracking updates, operator coordination, protective configuration changes and contingency planning permitted by the mission.

Common failure modes and how to correct them

Treating the first CDM as a collision warning

Symptom: An operator commands a burn immediately after receiving the alert. Correction: Reclassify the message as a proximity alert, reproduce the screening and wait for the authorized risk assessment.

Using a stale orbit or mismatched covariance

Symptom: Internal Pc or miss distance cannot be reconciled with the latest CDM. Correction: Align epochs, frames, units, force models and covariance definitions, then rerun the analysis with current tracking data.

Optimizing only for the original secondary

Symptom: The proposed burn lowers the original Pc but creates another catalog conjunction. Correction: Screen every candidate against the full catalog and propagate far enough to expose downstream effects.

Ignoring the other operator’s plan

Symptom: Both spacecraft maneuver independently or one maneuver invalidates the other’s analysis. Correction: Contact the active secondary’s owner, agree on a trajectory freeze through TCA and exchange updated ephemerides.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Submitting too little information or too late

Symptom: An external screening team cannot evaluate the maneuver before execution. Correction: Send a complete ephemeris with covariance and all required metadata as early as the mission process allows; NASA’s cited procedure calls for at least 24 hours in its context.

Applying a threshold from another organization

Symptom: A team cites NASA’s 1E-04 value without checking its own flight rules. Correction: Identify the mission-specific threshold and authority, using NASA’s number only as the stated NASA baseline.

How ESA describes support

European Space Agency collision-avoidance guidance describes a similar support pattern. When a mission’s tolerable probability threshold is exceeded, its Space Debris Office can support maneuver definition and planning, advise on strategies, and screen orbit files to confirm risk reduction and check for other conjunctions. The details of notification, authority and timing still come from the mission’s agreement and operating organization.

Operational checklist

  • Original CDM and all subsequent updates preserved.
  • Correct object IDs, TCA, epochs, frames, units and covariance verified.
  • Current tracking and orbit determination loaded into the approved analysis system.
  • Pc, miss distance, geometry, uncertainty and consequence assessment documented.
  • Mission-specific threshold and decision authority identified.
  • Unmodified and candidate maneuver trajectories propagated.
  • Full-catalog screening completed for every candidate.
  • Active secondary operator contacted and trajectory freeze agreed where possible.
  • Ephemeris, covariance and maneuver metadata submitted through the required channel.
  • Formal go/no-go approval recorded.
  • Command, telemetry, abort and post-burn verification steps checked.
  • Updated orbit determined and rescreened after execution.

What to remember

An alert starts a controlled risk-management process. The safe response is not to guess a burn; it is to obtain current orbit data, quantify uncertainty, compare complete trajectories, coordinate with the other operator, and let the mission’s authorized authority decide under its approved rules. NASA’s 2023 procedure provides useful examples—a Pc threshold of 1E-04 or a miss distance below combined hard-body radius, and a 24-hour maneuver-submission interval—but those figures remain context-specific. Your spacecraft’s flight rules, capabilities and operational agreements govern the final action.
