Do not treat a missing or mismatched survey number as a problem that one generic application can solve. First identify whether the inconsistency is in the registered deed, the state revenue record, or the cadastral map. Then compare the complete document chain, parcel extent and boundaries. A clerical revenue-record error may fit a state correction service; an incorrect deed, uncertain parcel identity, or disputed ownership usually needs the registration authority, an official survey, legal advice, or separate proceedings.
Why the same property can have different survey numbers
In India, a property’s identity is represented in several connected but distinct systems. A registered sale deed contains a legal description agreed by the parties and recorded by a registration office. A Record of Rights (RoR) or equivalent revenue extract is maintained by the state land-revenue administration. A cadastral or survey map shows the parcel’s location, shape and adjoining plots. Mutation or transfer entries record changes in the revenue account after a transaction. These services are related, but they are not interchangeable.

A number can change because a large original plot was subdivided, a state completed a resurvey, or an old survey number was replaced by a new number. It can also be absent because of a drafting omission or a clerical data-entry mistake. A different number alone does not prove that the documents describe different land. The extent, four boundaries, village or mouza, subdivision, map position and prior-document chain must be checked together.

What to do first: build a complete record set
Before filing anything, collect clear, complete copies rather than only the page that displays a number. Use a simple comparison sheet for every identifier and physical description.
- The registered deed, including its entire property schedule, annexures, plans and registration details.
- The current revenue extract, such as the RoR or the state’s equivalent.
- Prior revenue extracts showing the earlier entry, if available.
- The cadastral map, survey sketch or official spatial extract for the village or mouza.
- Mutation, transfer or inheritance orders and acknowledgements.
- Earlier deeds, partition deeds, release deeds or subdivision references in the chain of title.
- Any old-to-new survey-number conversion, resurvey notice or subdivision order issued by the state authority.
Write down the village or mouza, taluk or equivalent local area, plot or survey number, subdivision number, stated area, boundaries and every reference to an earlier number. Note the document date and issuing office. This lets an official see whether the discrepancy is a simple transcription issue or an identity problem.
How to diagnose the mismatch
| What differs | What it may mean | Likely first route |
|---|---|---|
| Number missing or mistyped in a revenue extract, while the deed, map and earlier records agree | Possible clerical or data-entry error | State land-revenue correction service or the relevant revenue office |
| Number differs because an original parcel was subdivided or renumbered | Administrative change rather than a new parcel | Obtain the official subdivision, resurvey or old-to-new reference and have the records linked |
| Number missing or wrong in the registered deed | Defect or omission in the registered instrument | Ask the state registration authority and a property lawyer about a registered correction instrument or other remedy |
| Map, boundaries or ground location do not match the documents | Uncertain parcel identity or boundary issue | Request an official survey or map inquiry; do not rely on a clerical correction |
| Another person contests ownership, area or boundaries | Substantive title or boundary dispute | Separate legal or revenue proceedings, with professional advice |
Keep the categories separate. A mutation entry may update a revenue account, but it does not automatically amend an incorrectly drafted registered deed or decide who owns disputed land.

What do I do if my property survey number is missing?
Missing from a revenue or Record of Rights entry
Compare the entry with the deed schedule, the prior RoR and the cadastral map. If the area and boundaries consistently identify one parcel, submit a correction request through the state’s published land-record service or the responsible revenue office. Include copies of the documents that establish the correct number and ask for a written acknowledgement.

West Bengal’s published Minor Correction of Land Records service is an example of this type of route. It describes requests for minor plot-detail corrections, made online or through the relevant land-revenue office, with supporting land records and deed or mutation documents. That is a West Bengal example, not a nationwide form or checklist. The service page showed a last-updated date of Friday, 26 June 2026; that date describes the page, not a universal statutory deadline.
Missing from the registered deed
A revenue office generally cannot rewrite the text of a registered deed. Take the complete deed and the matching revenue and map records to the state registration authority or a property lawyer. Ask specifically what registered correction instrument, rectification deed, re-registration step or other remedy is legally available in that state. The applicable process varies, and the available national material does not establish one procedure for every state.
Missing because the parcel was later subdivided
Look for the subdivision order, resurvey record or official old-to-new number reference. The current number may be absent from an older deed simply because the deed predates the change. Request an official certified extract or linking statement rather than inserting a new number into the old instrument yourself.
What if the survey number is wrong in my deed?
Do not assume that a corrected RoR or mutation entry cures the deed. First test whether the deed’s other details—area, boundaries, village, map reference and chain of prior deeds—unambiguously point to the intended parcel. If they do, the issue may be a correctable drafting error, but the correction must be made through the registration process recognized by the state.

If the deed’s number points to another parcel, or its boundaries and area conflict with the land you possess, stop treating the matter as clerical. Obtain an official map or survey inquiry and legal advice before selling, mortgaging, developing or signing a replacement document. A private amendment, handwritten change or unregistered letter does not reliably alter a registered instrument.
When contacting the registration office, ask for the written requirements for a correction or rectification and whether all original parties must execute a new instrument. Do not rely on an informal assurance that mutation will fix the deed; keep the office’s written response with the file.
Why is the survey number different across my sale deed and land records?
Check for old and current numbering
Many apparent conflicts are historical. A parent plot may have been split into subdivisions, or a resurvey may have assigned new numbers. Compare the date of each document with the date of the resurvey or subdivision. An official conversion table, subdivision order or map can connect the old and current identifiers.
Compare physical descriptions, not numbers alone
For each record, place the following in one table: survey and subdivision number, stated area, north/east/south/west boundaries, village or mouza, adjoining plot numbers, map sheet or sketch reference, and the document’s date. If these details line up, the number difference may be administrative. If they do not, request a survey or legal review.

Check the full chain
Read the prior deed, partition or release instrument that transferred the parcel into the current owner’s hands. A later deed may use a current number while an older deed uses the parent number. Missing links in that chain are more significant than a typographical difference in one extract.
When to request an official survey or map inquiry
Use the competent state survey or land-record authority when the cadastral map, boundaries, area or physical location cannot be reconciled from the documents. Ask what inspection, demarcation or map-verification service is available locally and what evidence must accompany the request. A survey output should identify the parcel examined, the records used and any measurements or map references, and you should retain the signed or certified result.
The Department of Land Resources describes the Unique Land Parcel Identification Number (ULPIN) as a 14-digit identifier based on parcel longitude and latitude. Its reliability depends on detailed surveys and geo-referenced cadastral maps. Where a state has implemented ULPIN, it may provide an additional parcel identifier for cross-checking. It does not, by itself, settle a disputed title or replace the state’s deed and revenue procedures; confirm local availability and use with the authority.

How to file a revenue-record correction request
- Identify the correct office. Use the property state’s official land-revenue or land-record service and confirm whether the request is online, in person or both.
- Describe one correction clearly. State the existing entry, the proposed number, and why the supporting records establish the change. Distinguish a missing number from a subdivision or resurvey conversion.
- Attach the record chain. Provide the deed schedule, current and prior extracts, mutation documents, map or survey extract and any old-to-new reference requested by the office.
- Submit and obtain proof. Save the application number, acknowledgement, uploaded files, payment receipt if any, and the date and office of submission.
- Respond to verification. The authority may inspect records, seek clarification or conduct an inquiry. Answer in writing and preserve every notice.
- Collect the written decision. Obtain the corrected extract or an order explaining refusal. Check the revised number, area, boundaries and owner details immediately.
- Update connected records where required. If a correction exposes a deed or map inconsistency, do not assume the systems synchronize automatically; ask each competent office what separate action is needed.
West Bengal’s minor-correction workflow illustrates why supporting documents matter, but other states may use different names, portals, forms or scrutiny standards. The national service structure identifies deed registration, RoRs and cadastral or spatial data as separate services.

When a correction request is not enough
- Ownership is contested: a clerical service is not a substitute for adjudicating title.
- Boundaries overlap: obtain an official demarcation or survey and use the legal or revenue forum specified by the state.
- The deed identifies another parcel: seek registration-law advice before relying on a mutation entry.
- Area or possession is disputed: preserve evidence and avoid construction or transfer decisions based only on an unverified number.
- The authority rejects the request: read the written reason and ask about the state’s review, appeal or separate proceeding; no universal appeal period can be assumed.
The Government of West Bengal expressly cautions that “Major ownership disputes, boundary disputes or title disputes may require separate legal or revenue proceedings.” That warning is a useful boundary for every state’s minor-correction workflow: an administrative correction should not be presented as a decision on contested rights.
Common mistakes and safer alternatives
| Mistake | Why it creates risk | Safer approach |
|---|---|---|
| Changing the number by hand on a deed or scan | It does not amend the registered instrument and can undermine authenticity | Use the state’s recognized registration correction process |
| Relying only on mutation | Mutation is a revenue entry, not automatic proof that a deed or title is correct | Reconcile deed, RoR, map and chain separately |
| Assuming a different number means a different property | Subdivision and resurvey can change identifiers | Find the official old-to-new link and compare boundaries and area |
| Using a consumer GPS or measuring tape as proof | Informal measurements cannot amend government records or establish title | Request an authorized survey or demarcation when location is uncertain |
| Submitting only the first page of a deed | The schedule, boundaries and annexures may contain the decisive description | Submit and preserve the complete registered document |
| Proceeding without an acknowledgement | You may be unable to prove what was filed or when | Keep the application number, receipt and all correspondence |
How to protect the paper trail
Keep a chronological file containing certified or downloaded copies, application acknowledgements, notices, survey sketches, inspection reports and written decisions. Record the office, date and reference number for every interaction. Store an unaltered digital copy and a readable paper copy. If a professional prepares a comparison, retain the underlying records as well as the opinion. No universal retention period was established for all Indian states, so keep the file for as long as the property may be transferred, financed or litigated.
Questions to settle before selling or mortgaging
- Can the current survey and subdivision number be traced to the number in the deed through an official record?
- Do the area and four boundaries match the cadastral map and the latest revenue extract?
- Has any correction been issued in writing by the competent authority?
- Does the registered deed itself still contain an omission or wrong identifier?
- Is any person challenging ownership, possession or the boundary?
If any answer is unresolved, disclose the issue to the proposed buyer or lender and obtain state-specific legal advice before signing. Treating an unresolved identity problem as a routine spelling correction can create a larger dispute later.

Does a different survey number automatically invalidate my sale deed?
No. A different number may reflect subdivision or resurvey. Validity depends on whether the deed’s area, boundaries, village, map references and title chain identify the same parcel. If those details conflict or another person claims the land, obtain an official survey and state-specific legal advice.
Can a mutation application correct a survey number written incorrectly in the deed?
Not automatically. Mutation updates a revenue record; it does not by itself amend the registered deed. Ask the state registration authority what correction or rectification instrument is available and keep the revenue and registration files separate.
What is ULPIN, and can it prove ownership?
ULPIN is described by the Department of Land Resources as a 14-digit parcel identifier based on longitude, latitude, detailed surveys and geo-referenced cadastral maps. Where implemented, it can help cross-check parcel identity, but it does not independently decide title or resolve a boundary dispute.
