If a delivery robot is blocking a sidewalk or crosswalk, first look for a safe, accessible way around it. Do not push, block, open, disable, or repair the machine. Report an obstructive or malfunctioning device through your city’s transportation, public-works, or 311 service, describing whether it blocks a curb ramp or crossing. If someone is in immediate danger or an injury or collision has occurred, contact the appropriate local emergency or law-enforcement authority.
Cities and statutes may call these machines “personal delivery devices” (PDDs). The exact right-of-way rules and reporting process depend on where you are, so treat Florida, Washington, Alexandria, and Washington, D.C., examples as jurisdiction-specific rather than a nationwide rule.

What to do immediately
1. Check whether an accessible route exists
Pause before stepping into traffic or squeezing past the robot. Look for a route that keeps you on a sidewalk or marked crossing and does not require entering a roadway, crossing landscaping, or using a steep or uneven edge. The City of Alexandria tells residents they may walk around a personal delivery device, but that advice assumes a route is actually usable.

A wheelchair user, person using a walker, blind pedestrian, or someone pushing a stroller may be unable to get around a machine placed at a curb ramp, narrow sidewalk, or crossing entrance. If the robot occupies the only usable path, treat it as an access obstruction rather than an inconvenience to be solved by climbing around it.

2. Leave the device alone
Do not push, block, tamper with, lift, open, unplug, or attempt to repair the robot. Alexandria’s official resident guidance states: “Do not attempt to push, block, or tamper with the device.” Moving it can create a collision, damage property, interfere with a remote operator, or leave the machine in an even more dangerous position.
3. Report the obstruction
Use the local reporting route for a malfunctioning or obstructive device. Depending on the city, that may be a 311 service, transportation department, public-works department, or a reporting channel identified on the city’s personal-delivery-device page. Alexandria’s example is Alex311; residents are directed to use the keyword “personal delivery device.” Other cities may use different categories or forms.
4. Explain the access impact
Give the agency enough detail to distinguish a minor narrowing from a complete barrier. Include the exact location, the nearest address or intersection, whether the robot is moving or stopped, and whether it is blocking a curb ramp, detectable warning surface, crosswalk entrance, bus stop path, or the full sidewalk. State whether a clear, accessible alternate route exists. This description helps the receiving agency assess urgency; it is practical guidance, not a claim that every reporting form requires each item.

5. Escalate immediate danger appropriately
If the robot is creating an immediate collision risk, a person is injured, or property has been damaged, use the emergency or law-enforcement channel appropriate to your location. Do not assume that a reporting deadline written for robot operators also applies to pedestrians. Washington’s 48-hour rule, for example, applies to an eligible entity reporting a covered injury or property-damage incident, not as a blanket filing deadline for every passerby.
Why a curb-ramp or crosswalk blockage is serious
Sidewalk width is only one part of accessibility. Curb ramps connect the sidewalk network to the street crossing; blocking one can force a wheelchair user into traffic or require a long, unsafe detour. A 2021 Toronto city committee communication described a reported incident in which a wheelchair user could not reach a curb cut because an automated delivery robot occupied it. That account documents the consequence of a blockage, but it does not establish how often such events occur.
The same distinction applies to crosswalks. A pedestrian who can step around a stopped robot may still be unable to do so safely if the alternative path crosses moving vehicles, lacks a curb cut, or conflicts with the pedestrian signal. When reporting, identify the specific feature that is inaccessible instead of simply saying the robot is “in the way.”

Rules are local, not universal
There is no single nationwide rule that every delivery robot must follow in exactly the same way. State statutes, municipal codes, permits, and operator conditions can differ. The following examples show why you should check the rules where the obstruction occurred.
| Jurisdiction | What the cited rule or guidance says | What it means for a pedestrian |
|---|---|---|
| Florida | Florida Statute §316.2071 says a personal delivery device operating on a sidewalk or crosswalk “must not unreasonably interfere with pedestrians or traffic and must yield the right-of-way to pedestrians on the sidewalk or crosswalk.” It must also obey official traffic and pedestrian-control signals. | Florida’s statutory duties support the pedestrian’s right of way, but they do not authorize a passerby to move or disable a device. Use the local reporting route when the machine interferes. |
| Washington state | RCW 46.75.020 permits operation on sidewalks and crosswalks, with a limited alternative when a sidewalk is absent or inaccessible. Operation must follow local right-of-way rules, and an operator must control or monitor navigation and operation. For covered injury or property-damage incidents, the eligible entity must report to local law enforcement within 48 hours. | The 48-hour requirement is an operator or eligible-entity duty. It is not a general deadline imposed on every pedestrian witness. |
| Alexandria, Virginia | The city’s “Personal Delivery Devices” resident guidance says PDDs should yield to pedestrians, tells residents not to push, block, or tamper with a device, and directs reports through Alex311 using “personal delivery device.” The page was updated December 12, 2025. | Follow the city’s stated reporting path and provide the location and access problem rather than handling the robot yourself. |
| Washington, D.C. | The District Department of Transportation (DDOT) sets reporting duties for its permitted operators when specified injury or property-damage incidents occur. A DDOT permit announcement issued in 2026 also described a disability-interaction field test for permitted operators. | Those requirements govern permitted operators and the District’s program; they should not be treated as a universal pedestrian procedure in other cities. |
These examples illustrate variation rather than a complete survey of U.S. law. A robot’s presence on a sidewalk may be lawful in one place and subject to different operating conditions in another. Local right-of-way rules and permit requirements control.
How to make an effective report
Record the essentials without touching the robot
- Location: Give the street address, intersection, block face, or a nearby fixed landmark.
- Path affected: Identify the sidewalk, curb ramp, crosswalk, transit stop, driveway crossing, or entrance that is blocked.
- Device status: Say whether it is stopped, moving unpredictably, displaying an error, or repeatedly returning to the same spot.
- Detour: Explain whether an accessible route exists and whether reaching it would require entering traffic or crossing an unsafe surface.
- Urgency: Note an immediate collision hazard, a person waiting in the street, an injury, or property damage.
- Time: Include when you observed the obstruction and whether it remained in place when you reported it.
Only collect photographs or video if you can do so without entering traffic, obstructing other pedestrians, or approaching the machine. Do not open a compartment to find an operator phone number or attempt to read internal equipment.

Choose the correct local channel
Start with your city’s 311 system when one exists, searching for categories such as sidewalk obstruction, personal delivery device, or transportation. If no 311 route is available, check the municipal transportation or public-works department for its right-of-way complaint process. A city may also list a dedicated contact for permitted operators. Because these systems differ, do not substitute Alexandria’s Alex311 keyword or another city’s form for your own local process.
Keep the complaint focused
Describe the access consequence rather than speculating about who owns the robot or why it stopped. “Stopped across the only curb ramp on the northeast corner of Main and First at 3:15 p.m.; no accessible detour” is more actionable than “robot abandoned on sidewalk.” If the device begins moving before the agency arrives, report that it was mobile and note the direction it traveled.
What to do when there is an injury, collision, or immediate hazard
Use emergency services when a person is injured, a machine is in an active traffic lane, or a collision is happening. Follow the dispatcher’s instructions and move to a safe location. For a non-emergency crash or property-damage event, use the local law-enforcement or incident-reporting process and preserve basic facts such as time, location, visible damage, and witness contact information when it is safe to do so.
Best Value
Do not interpret an operator reporting rule as permission to delay urgent help. Washington’s 48-hour provision is a useful example of the distinction: it assigns a report to an eligible entity after a covered incident, while an injured pedestrian still needs immediate assistance.
Why “just walk around it” can be inadequate
Accessibility depends on the whole route, not merely on whether a person can pass the robot’s side. A wheelchair may need the curb ramp’s level landing to align with the crosswalk. A blind pedestrian may rely on the detectable warning and consistent edge of the ramp. A person with limited balance may be unable to step over a curb or use a muddy verge. A parent with a stroller may not be able to turn safely in a narrow gap.
When you report, avoid assuming that a visible gap is accessible. State what you can observe: for example, “The robot leaves about two feet beside the building, but the curb ramp is completely occupied.” That gives the agency a clearer picture of who is excluded by the obstruction.

Common mistakes to avoid
- Moving the robot out of frustration: It may roll, tip, or create a new obstruction, and official guidance specifically tells residents not to push or tamper with it.
- Stepping into traffic without checking: A blocked crosswalk does not make a roadway detour safe or lawful.
- Assuming every robot has the same rule: State law and city permits differ; Florida’s right-of-way language cannot be applied automatically in another state.
- Calling an operator deadline your own deadline: Washington’s 48-hour incident rule is directed at an eligible entity.
- Reporting without the access detail: “Robot on sidewalk” may be triaged differently from “only curb ramp blocked for wheelchair users.”
- Trying to repair or disable the machine: A malfunction should be handled by the operator or agency responsible for the device.
A quick decision guide
| Situation | Best next action |
|---|---|
| The robot narrows the sidewalk, but a safe, level, accessible path remains. | Use the clear route, then report the obstruction if it appears abandoned, malfunctioning, or recurring. Do not touch the device. |
| The robot blocks a curb ramp or the only accessible crossing route. | Do not force a detour into traffic. Report the exact location and state that the accessible route is blocked. |
| The robot is moving unpredictably or entering a vehicle lane. | Keep clear and use the appropriate urgent local authority; report the device’s last known location and behavior. |
| A collision causes injury or property damage. | Seek emergency help for injuries, then follow the local incident-reporting process. Operator deadlines do not replace immediate medical or emergency assistance. |
| You cannot find a city-specific robot complaint form. | Try the municipal 311, transportation, or public-works service and describe it as a personal delivery device or sidewalk obstruction. |
What happens after you report
Response times and follow-up vary by city and operator. Keep the complaint number or confirmation if the system provides one. If the robot remains in place, submit an update referencing the original report rather than creating conflicting descriptions. For a recurring problem at the same location, report the pattern with dates and times, while avoiding claims about frequency that you cannot document.
There is no substantiated nationwide statistic showing how often delivery robots block sidewalks, curb ramps, or crosswalks. The documented Toronto example demonstrates the potential access impact, not a representative rate. Treat each obstruction on its facts and use the local process designed for public-right-of-way problems.
