A data breach does not by itself mean someone has stolen your family member’s identity. Start by confirming exactly what information was exposed, then secure affected accounts and use protections that match the risk. For U.S. consumers, the FTC’s breach-response guidance points people to IdentityTheft.gov/databreach for steps based on the exposed data.
1. Confirm what was exposed
Read the notice carefully and make a list of the affected family members and data types. The right response depends on whether the incident involved a payment card, account credentials, Social Security number, date of birth, medical insurance information, or another identifier. The IRS notes that a stolen credit-card number calls for a different response from exposure involving tax-account information.

- Keep the breach notice and note any enrollment deadlines for offered services.
- Verify the organization’s response and contact details on its official website. Do not rely on links or phone numbers in an unexpected email or text.
- Use the FTC’s Data Breach Resources index or the specific guide at What To Do After a Data Breach to find steps tailored to the exposed information.
The IRS cautions that not every breach leads to identity theft, and not every identity theft is tax-related. Its data breach guidance for taxpayers explains why the type of information matters.

If a password or account login was exposed
Change the password for the affected account. If you reused it elsewhere, change it on those accounts too. Turn on two-factor authentication wherever it is available, and review account activity for changes or transactions the account holder does not recognize.

If a Social Security number or other identity data was exposed

Exposure alone does not establish that anyone has used the information.

Both a credit freeze and an initial fraud alert are free, but they work differently. A freeze blocks new creditors from accessing the frozen credit file until the person lifts it. An alert asks businesses to verify the applicant’s identity before granting new credit, but it does not block access to the file.

| Option | What it does | How to set it up and how long it lasts |
|---|---|---|
| Credit freeze | Blocks creditors from accessing the frozen report to open new credit while the freeze is active. | Contact Equifax, Experian, and TransUnion separately. It is free and remains in place until lifted. |
| Initial fraud alert | Asks businesses to verify identity before opening new credit; it does not block access to the credit file. | Contact one bureau; it must notify the other two. It is free and lasts one year, with the option to renew. |
| Credit monitoring | Notifies you of changes or activity on the credit reports it monitors. | May be offered free after a breach or sold as a paid service. Coverage can include one, two, or three bureaus; the exact coverage depends on the offer. |
| Identity recovery service | May assist with recovery steps, letters, or freezes. | May be included with an offer or cost extra; the scope varies by service. |
Learn how to place or lift protections in the FTC’s Credit Freezes and Fraud Alerts guide. A freeze and an alert can coexist. A freeze is the stronger barrier to opening new-credit accounts, but the account holder must lift it when a legitimate credit check is needed.
Monitoring is not a substitute for checking bank statements or tax activity: FTC guidance says credit monitoring may not alert you to bank withdrawals or tax-return fraud. Review free credit reports as well, rather than assuming a paid monitoring plan covers every form of misuse.

4. Take the child-specific steps when a minor’s information was exposed
If the affected child is under 16, a parent or guardian can request a free credit freeze, but the process differs from an adult freeze. Follow the current instructions from each credit bureau. Check whether a credit file exists if the child’s personal information was exposed; a freeze request is not the same as checking for misuse.

If a dependent’s Social Security number causes an e-file tax return to be rejected because a return was already filed under that number, the IRS says a separate Form 14039 may be needed. See the IRS guidance on Understanding your letter 4281C and its data breach information for taxpayers. The minor freeze instructions are in the FTC’s credit freeze and fraud alert guide.

5. Use IRS procedures only when the issue is tax-related
A breach does not automatically mean someone can file a fraudulent tax return in your family member’s name. The IRS says a credit-card number alone does not affect an IRS account; the risk is more relevant when a Social Security number and financial information such as wages were exposed.
Follow IRS instructions if the agency contacts the taxpayer about tax identity theft or if an e-file return is rejected because a return has already been filed under that Social Security number. Form 14039 is for circumstances specified by the IRS, not a form to submit automatically after every breach. Keep filing as directed, including on paper if necessary, and respond promptly to IRS correspondence. Start with the IRS’s Data breach information for taxpayers page.
6. Act on signs of identity theft and keep records
Warning signs can include a bill that never arrives, an unexpected bill, an unfamiliar account, an unrecognized withdrawal, or credit activity the person did not authorize. If you find evidence of identity theft, use IdentityTheft.gov for a free personalized recovery plan and tools to track steps and prepare letters and forms.
- Contact affected banks, insurers, providers, or other institutions through their verified official channels.
- Save the breach notice, account correspondence, suspicious bills or statements, and records of whom you contacted.
- If the organization offers free credit monitoring or identity theft insurance, the FTC recommends taking advantage of the offer; note its deadline and check exactly what it covers.
For sensitive paper records, shred them before disposal. That can reduce risk from discarded documents, but it cannot protect information that was already exposed in the breach. The FTC’s identity theft guidance also explains warning signs and recovery options.
