If your tap water suddenly looks cloudy or discolored, smells unusual, or otherwise changes, check your water utility’s current alerts and contact it if no notice explains the change. Follow the notice exactly: a boil-water advisory, a do-not-drink notice, and a do-not-use notice can impose different restrictions. Don’t assume water is safe—or unsafe for a particular reason—based on how it looks or smells.
What to do first when tap water changes
- Check your water utility’s current alerts. Look on the utility’s website or contact it directly for a notice covering your area. If there is no alert but the water has changed, report the problem to the utility and ask what to do. The U.S. Environmental Protection Agency (EPA) advises customers to follow local instructions for the specific event: EPA customer guidance on water decontamination.
- Read the restriction before using the water. A notice may say to boil water, not to drink it, or not to use it. These are not interchangeable instructions. Use bottled drinking water if the utility or local authorities recommend it, and follow their directions for the uses covered by the notice.
- Don’t treat boiling as a general-purpose fix. Boiling can kill many disease-causing organisms when emergency guidance calls for it, but it does not remove heavy metals, salts, or most other chemicals. If the notice says not to drink or use the water, do not substitute boiling for that instruction. EPA explains the limits of emergency treatment in its emergency disinfection guidance.
Why is my tap water cloudy, discolored, or smelly?
Changes in appearance or odor can have different causes, and these clues alone do not identify a contaminant or tell you whether the water is safe. EPA notes that some substances can affect water’s color, cloudiness, taste, or smell. Its secondary drinking-water standards address aesthetic qualities such as these; sensory changes are not, by themselves, a determination of health risk. Odor-free water is not necessarily safe either. See EPA’s guidance on secondary drinking-water standards and nuisance chemicals.

Cloudy water
Cloudiness is a reason to check for a local alert and contact the utility if none is posted; it is not a reliable safety test. Cloudiness can also make disinfection less effective. EPA’s directions to let cloudy water settle and filter it through a clean cloth, paper towel, or coffee filter apply to its emergency water-treatment procedure—not to diagnosing a tap-water problem or proving that the water is safe.
Discolored or unusual-smelling water
Color and odor may indicate a change in water quality, but they do not establish what caused it. Describe what you notice when contacting the utility and ask whether its current guidance calls for avoiding any uses, testing, or other steps.

Can you tell if there is lead in water by its color or smell?
No. EPA says, “You cannot see, taste, or smell lead in drinking water.” Rust-colored, cloudy, or odorous water does not prove lead is present, and water that looks and smells normal does not rule it out. For information about your public water system, consult its Consumer Confidence Report; for a specific concern, ask the utility or your state drinking-water authority about testing by a state-certified laboratory. EPA provides further detail in its lead FAQ on unfamiliar odors and discoloration.
When should you boil tap water?
Boil water when an official notice or appropriate emergency guidance instructs you to do so. Boiling or disinfection can kill many disease-causing organisms, but it does not destroy heavy metals, salts, or most other chemicals. Because a water advisory may instead tell you not to drink or use the water, check the local notice rather than applying a generic boiling instruction to an unknown problem. EPA’s emergency disinfection guidance describes when emergency treatment is relevant and what it cannot remove.

How to get tap water tested
Testing is most useful when it answers a specific question, such as whether a particular contaminant is present. Ask your utility or state drinking-water authority which state-certified drinking-water laboratories can test for that substance and what sampling instructions to follow. A test for one contaminant does not answer every possible water-quality concern. EPA’s customer guidance points to certified laboratories, and its lead FAQ explains why appearance and odor cannot determine whether lead is present.
What to do after a water advisory
Wait for the utility to say the advisory has ended and provide any required cleanup instructions. Ask whether household plumbing, faucets, service lines, or connected appliances need flushing, and follow its steps and scope. There is no universal flushing duration that applies to every incident; EPA’s post-advisory guidance for customers directs people to their water system for those details.
