What to Do if Your Organization Is Hit by a Cyberattack

Activate your approved incident-response plan, isolate affected systems without destroying evidence, and coordinate security, IT, leadership, legal counsel, insurers and authorities. Do not let individual employees improvise a shutdown or negotiate with attackers. The first decisions should limit further access while preserving the information responders need to determine what happened and recover safely.

Start with coordination, not improvisation

A cyberattack is an organizational incident, not just an IT outage. Use the incident-response plan your organization has already approved. Name an incident lead, establish a decision log and bring in the people the plan identifies: internal security and IT staff, senior leadership, managed service providers, cyber-insurance representatives, legal counsel and communications personnel.

As an Amazon Associate I earn from qualifying purchases.

Assume ordinary email, chat, file shares or phone systems could be monitored or controlled if the attacker has compromised identity or collaboration systems. Move sensitive coordination to an out-of-band channel that is not suspected of being affected. Keep leaders updated as facts change, but label assumptions as unconfirmed. A short, timestamped situation report should record known impacts, actions taken, decisions pending and the person responsible for each action.

  • Confirm who has authority to approve isolation, service shutdowns, notifications and restoration.
  • Record the time the incident was detected, the initial symptoms and every containment or evidence-preservation action.
  • Use a separate, trusted communications method for responders and executives.
  • Engage qualified incident-response or digital-forensics specialists when your staff cannot preserve evidence or assess the compromise reliably.

Do not assume the event is ransomware. The same process can apply to credential theft, destructive malware, data exfiltration, a compromised cloud account or a denial-of-service attack, but the technical steps and legal consequences differ.

Contain the attack while protecting evidence

Determine which systems, accounts and network segments may be affected, then isolate them in a coordinated way. CISA’s ransomware guidance states: “Determine which systems were impacted, and immediately isolate them.” Isolation can mean disconnecting a workstation from wired and wireless networks, removing a server from a security group, blocking a compromised account or separating an entire segment at the switch level.

Choose the least destructive effective isolation

Situation Usually appropriate first action Important caution
One endpoint shows suspicious encryption, malware activity or unauthorized tools Remove it from wired and wireless networks through approved controls. Do not delete files, reimage the device or run cleanup tools before responders decide what evidence is needed.
Several devices in one network segment are affected Isolate the segment or switch ports and block known malicious connections. Coordinate with operations so critical services are not accidentally cut off.
Multiple segments or core services appear compromised Consider taking the network offline at the switch level and protect unaffected critical systems. Document the scope and approval; a broad shutdown can create safety and business-impact risks.
A device cannot be disconnected through network controls Power it down only when network disconnection is impossible. Powering off can destroy volatile memory and other short-lived evidence.

Prioritize containment around identity systems, administrative workstations, remote-access infrastructure, public-facing services and systems that can propagate the attack. Protect business-critical processes deliberately rather than leaving them connected by default. If cloud resources are involved, preserve provider logs and consider snapshots for later review, following the provider’s documented process.

Preserve volatile evidence and establish the scope

Evidence disappears quickly. Before changing a system, ask qualified responders which collection steps are safe. When feasible, capture forensic images and memory, and preserve endpoint, network, authentication, security and firewall logs. Memory and logs with short retention are often more urgent than disk files that can be collected later.

Collect before you clean

  • Preserve the affected host’s current state and note its hostname, user, location, network address and time zone.
  • Capture memory and system images when responders have the tools and authority to do so.
  • Export relevant endpoint-detection, identity, VPN, firewall, DNS, proxy, cloud and application logs before retention windows overwrite them.
  • Save indicators of compromise such as suspicious file hashes, domains, IP addresses, processes, scheduled tasks and newly created accounts.
  • Maintain an evidence log showing who collected each item, when, from which system and where it is stored.

Review endpoint and network-detection records for signs that the attacker entered earlier than the first alert, moved laterally or accessed additional systems. Search identity logs for unusual authentication locations, impossible travel, new multifactor devices, privilege changes and use of dormant accounts. The aim is to establish a defensible scope, not to produce a premature story.

If your organization lacks forensic capability, bring in a qualified responder. Well-intentioned copying, rebooting, password changes or malware removal can overwrite evidence and make it harder to determine the initial access path. Preserve the original data and work from copies whenever possible.

Notify the right people and report when appropriate

Follow the organization’s incident and communications plans. Internal stakeholders may include executives, IT operations, security, privacy, human resources, facilities and business-unit owners. External stakeholders can include your cyber insurer, managed service provider, cloud provider, outside counsel, forensic specialists, customers or partners whose systems may be at risk.

Regulatory and law-enforcement reporting

For ransomware incidents in the United States, CISA’s guidance identifies CISA, local FBI field offices, the FBI’s Internet Crime Complaint Center (IC3) and U.S. Secret Service field offices as reporting options. Contact information and reporting processes can change, so verify current details when the incident occurs. Reporting can help authorities connect related attacks and may support recovery, but it does not replace technical containment.

Legal notification duties depend on jurisdiction, sector, the information involved, contracts and the facts established during the investigation. Do not infer a deadline from a generic article. Ask counsel which regulators, customers, employees or partners must be notified, what evidence must be preserved and how privilege should be handled. Coordinate any public statement with communications and legal teams. State what is confirmed, what remains under investigation and when the next update will be provided; do not present suspected data theft or an unverified attacker claim as a fact.

Remove the attacker’s access

Containment stops immediate spread; eradication addresses the access path that could let an attacker return. Identify the first breached systems and accounts, including email accounts, and determine whether stolen credentials, tokens or remote-access tools remain usable.

Review high-risk access paths

  • Disable or reset compromised user and administrator credentials through a trusted administrative path.
  • Revoke active sessions, refresh tokens, API keys and other persistent authentication material when compromise is possible.
  • Examine VPNs, remote-access servers, single sign-on, privileged-access systems and public-facing services for unauthorized changes.
  • Remove malicious persistence, unauthorized accounts, scheduled tasks and remote-management tools only after evidence has been collected.
  • Patch or otherwise mitigate the vulnerability used for initial access, then verify the fix rather than assuming it worked.

Changing every password immediately may be necessary in some incidents, but doing so from a compromised administrator workstation can hand new credentials to the attacker. Use clean, trusted management systems and coordinate resets with responders so evidence and access dependencies are not lost.

Recover in a clean, prioritized environment

Recovery should restore the services the organization needs most while minimizing reinfection risk. Do not restore everything at once merely because backups exist. Establish a clean recovery network, verify that systems entering it are not compromised and restore critical services in an agreed order.

Build a recovery sequence

  1. Define business priorities. Identify services required for safety, essential operations, identity, communications and regulatory obligations. Assign an owner and recovery dependency for each.
  2. Validate backup sources. Use offline, encrypted backups where available. Confirm backup dates, completeness and whether the attacker could have altered or reached them.
  3. Prepare clean infrastructure. Harden the recovery environment, restrict administrative access, enable logging and use trusted images and software.
  4. Restore the foundation. Bring back identity, network controls and other dependencies in a sequence that prevents an untrusted service from reintroducing the attacker.
  5. Test before reconnecting. Scan restored systems, check accounts and configurations, review logs and verify that security controls function as expected.
  6. Reconnect gradually. Monitor restored services for unusual authentication, outbound connections, file changes and other indicators of persistence.

A cloud snapshot can support investigation or recovery, but a snapshot is not automatically clean. Assess when it was taken, whether the compromise was already present and whether credentials or configuration changes were captured with it. Keep affected systems available for forensic review until responders and legal counsel agree that preservation is no longer required.

Decide how to handle a ransom demand

CISA, the FBI and the NSA strongly discourage paying ransomware actors. Their advisory warns that payment may embolden adversaries and encourage criminal activity, and payment does not guarantee that files will be recovered. A decryptor may fail, stolen data may still be published and the attacker may retain access.

Treat any payment discussion as a serious organizational, legal and operational decision. Before considering it, involve executive leadership, counsel, the cyber insurer, law enforcement and qualified incident responders. Check sanctions and other legal restrictions, preserve the demand and related communications, and assess whether restoration from clean backups or other alternatives is feasible. Do not let an attacker’s deadline replace a controlled decision process, and do not promise employees, customers or the board that payment will restore data.

Use a current framework, then improve the plan

NIST Special Publication 800-61 Revision 3, published April 3, 2025, integrates incident-response recommendations into cybersecurity risk management through the NIST Cybersecurity Framework 2.0. It is a useful reference when updating governance, preparation, detection, response and recovery practices.

CISA’s cited checklist is ransomware-focused. Adapt its actions to the actual incident instead of assuming every cyberattack has encrypted files or requires the same notifications. Map the organization’s plan to its real assets, suppliers, cloud services, legal duties and recovery priorities.

After services are stable

  • Build a timeline from initial access through detection, containment, eradication and restoration.
  • Identify control failures, delayed decisions, missing logs, communication gaps and dependencies that were not documented.
  • Update policies, contact lists, access controls, backup protections and technical detections.
  • Exercise the revised plan with leadership, IT, security, legal, communications and key suppliers.
  • Track corrective actions to completion rather than treating the post-incident meeting as the end of the work.

CISA’s guide puts the purpose plainly: “Document lessons learned from the incident and associated response activities to inform updates to—and refine—organizational policies, plans, and procedures and guide future exercises of the same.”

Common mistakes that make an incident worse

  • Shutting down everything immediately: broad power-offs can destroy volatile evidence and interrupt safety-critical services. Isolate deliberately, and power down only when network disconnection is not possible.
  • Continuing normal communications: an attacker monitoring email or chat can learn containment plans. Use a trusted out-of-band channel.
  • Cleaning before collecting: reimaging, deleting malware or rebooting may erase the clues needed to find the initial breach and other affected systems.
  • Restoring from the first available backup: a backup may contain the compromise or be reachable by the attacker. Validate it in a clean environment.
  • Announcing unconfirmed facts: premature claims about stolen data, the attacker or the number of affected people can create legal and trust problems.
  • Treating ransom payment as a recovery plan: payment cannot guarantee decryption, confidentiality or removal of the attacker.

A practical decision check for incident leaders

Question If the answer is yes If the answer is unknown
Are multiple systems, accounts or segments showing related activity? Escalate containment, isolate the broader segment and bring in additional responders. Assume scope may be larger until logs and endpoint evidence are reviewed.
Could volatile evidence be lost by a reboot or shutdown? Collect memory and relevant logs before changing the system, when feasible. Pause destructive actions and ask a qualified responder for a collection plan.
Is a business-critical service involved? Set an explicit continuity priority and executive owner while containing the threat. Identify dependencies before disconnecting or restoring it.
Can internal staff preserve evidence and restore safely? Use the approved internal process and document decisions. Engage qualified incident-response or forensic assistance rather than improvising.

The objective is controlled risk reduction: stop the attacker’s access, preserve enough evidence to understand the incident, meet applicable obligations and bring back trustworthy services. Every organization should adapt these actions to its jurisdiction, sector, technology and approved response plan.
