First, obtain and analyze the summary statement, then contact the NIH program official named at its top. With that advice and your institution’s grants office, decide whether to submit one eligible A1 resubmission or prepare a new A0 application. An A1 generally must be filed within 37 months of the original A0, after the summary statement is issued, and only when the current funding opportunity permits resubmissions.
Start with the summary statement
The summary statement is the authoritative record of what the peer reviewers found persuasive, unclear, weak or nonresponsive. NIH requires the principal director or principal investigator (PD/PI) to have received this document before an A1 resubmission can be submitted. Do not make a resubmission decision from the overall impact score alone.

Separate scientific concerns from administrative constraints
- Scientific and approach issues: significance, innovation, experimental design, methods, analysis, feasibility, team expertise, rigor, reproducibility, human-subjects protections or animal-care plans.
- Administrative issues: missing documents, eligibility, budget or page-limit problems, application-type restrictions, due-date rules and the terms of the funding opportunity.
- Opportunity constraints: whether the announcement accepts an A1, whether your activity code and application type are allowed, and whether the announcement is a PA, PAR, PAS or RFA.
Create a response matrix while the comments are fresh. Put each major concern in one row, identify the proposed change, assign an owner and note where the fix will appear in the revised application. Distinguish a correctable misunderstanding from a genuine design weakness; the latter requires a substantive scientific change, not a sentence added to the introduction.
Contact NIH in the right order
After peer review: the program official
The NIH Institute or Center program official listed at the top of the summary statement is the appropriate contact after review. Ask about the likelihood of funding in the current fiscal context, whether the proposed response addresses program priorities and whether an A1 or a new A0 is more sensible. NIH explicitly encourages applicants to discuss resubmission questions with the Institute or Center scientific contact associated with the application.

Keep the conversation focused. Send the application number, activity code, review date, impact score, percentile if reported, and a short list of the concerns you plan to address. A program official can explain programmatic fit and next steps, but cannot promise an award.
While an application is still under review: the scientific review officer
Before a summary statement is available, the scientific review officer (SRO) shown in eRA Commons is the contact for questions about the review process and timing. The SRO is not the person who advises on post-review funding strategy; that role normally shifts to the program official once the summary statement is issued.
Include your institutional grants office
Your sponsored-programs or research-administration office can verify submission windows, application types, institutional approvals, overlap disclosures, budget changes and any proposal-submission-system requirements. Ask the office to check the current notice rather than relying on a prior cycle’s instructions.
Choose between an A1 and a new A0
NIH describes two main routes after an unfunded application: a single A1 resubmission that responds to the original review, or a new A0 application prepared under the current new-application rules. The right choice depends on the opportunity, timing, scientific strategy and overlap status.

| Decision factor | A1 resubmission | New A0 application |
|---|---|---|
| Purpose | Revises the unfunded A0 in response to its summary statement. | Starts a new application under the current opportunity and application rules. |
| Timing | Must follow receipt of the summary statement and generally be submitted within 37 months of the original A0. | Uses the due dates and eligibility rules for a new application; the 37-month A1 window does not apply. |
| Number allowed | Generally one eligible A1 for a competing new, renewal or revision A0. | May be submitted after an unsuccessful A1, subject to current rules and overlap restrictions. |
| Response to prior critique | Required in an introduction, normally limited to one page unless the opportunity or NIH page-limit table says otherwise. | Do not include an introduction responding to the prior critiques. |
| Scientific direction | Usually preserves the project while making substantial, defensible improvements. | Can reflect a changed opportunity, updated aims or a substantially reframed project; NIH does not require a wholly different scientific direction after an unsuccessful A1. |
| Opportunity compatibility | The current funding opportunity must accept resubmissions. A different PA, PAR or PAS may sometimes be used if it accepts resubmissions and you remain eligible. | Must satisfy the selected opportunity’s new-application and activity-code requirements. |
Use the A1 route when the reviewers identified fixable issues, the opportunity accepts resubmissions and the 37-month deadline leaves enough time for credible changes. A new A0 is often more appropriate when the opportunity has changed, the project now needs different aims or preliminary data, the A1 deadline has passed, or the current notice does not permit an A1.
Understand the A1 rules before revising
One resubmission opportunity
NIH accepts only one A1 resubmission of an eligible competing new, renewal or revision A0. An A1 is identified by the A1 suffix in the application identifier. If the A1 is unsuccessful, the next submission is a new A0 rather than another A1 of that same application.
The 37-month window
The A1 must be submitted within 37 months of the original A0. The clock is tied to the A0 it follows, not to the date on which you happen to receive a later conversation or internal approval. After the window closes, submit as a new application. Confirm the exact dates with your grants office and the current NIH policy because a funding opportunity can impose additional requirements.

Check the funding opportunity and activity code
Open the current funding opportunity and read its “Application Types Allowed” section. Verify that it accepts resubmissions and that your activity code and application type are eligible. Moving between a PA, PAR or PAS and an RFA generally requires a new A0; do not assume that an A1 can simply be transferred between announcement types. NIH policy may provide a narrow exception, so ask the program official before changing announcements.
Renewal applications have additional limits
- If a competing A0 renewal is not funded, the permitted choices are an A1 renewal resubmission or a new application, not another A0 renewal in that series.
- If an A1 renewal is unsuccessful, NIH does not accept another renewal application in that series.
- For a new A0 after an unsuccessful A1, follow the new-application requirements and omit an introduction that answers the old critiques.
Build a substantive A1 response
The A1 introduction is not a cover letter and not a list of promises. It should briefly identify substantial additions, deletions and changes, then answer the issues raised in the summary statement. The usual limit is one page, unless the funding opportunity or NIH page-limit table specifies a different limit.
- Re-read every reviewer section. Mark recurring concerns, conflicting comments and issues that affected the overall impact score.
- Decide what changes the science. Revise aims, rationale, methods, controls, milestones, statistical plans, recruitment strategy or team roles where the critique reveals a real weakness.
- Add evidence where it changes feasibility. Incorporate new preliminary data, current literature citations and updated reference letters when they materially strengthen the case.
- Write the one-page introduction. Group responses by major issue and point reviewers to the revised sections. State what was deleted as well as what was added.
- Revise the attachments themselves. NIH says not to mark up changes inside application attachments. Do not use tracked changes, colored highlighting or marginal change bars as a substitute for a clear introduction.
- Run a compliance review. Check page limits, forms, human-subjects or animal sections, budget justification, data-management requirements, authentication plans and institutional approvals against the current notice.
Later submissions should reflect the state of the field at the time of filing. Update citations, preliminary results, methods and reference letters rather than submitting an unchanged application with a new introduction. New information that undermines an original assumption should be addressed directly; hiding it can make the revision less credible.

When a new A0 is the better route
A changed opportunity or activity code
If the project now fits a different announcement, or if you must move from an RFA to a PA, PAR or PAS (or the reverse), treat the submission as a new A0 unless NIH confirms an applicable exception. Rebuild the application to the new notice instead of carrying forward language that no longer matches its review criteria.
A materially different project plan
A new A0 can be appropriate when updated data support different aims, the field has moved in a new direction, or the original approach cannot be repaired without replacing its core logic. NIH does not require the science to be unrelated to the prior application, but the A0 must meet current new-application rules and must not contain an A1-style response introduction.
A missed A1 deadline
Once 37 months have elapsed from the original A0, the application must be submitted as a new application. Budget the time needed to obtain new institutional approvals and to update all forms rather than trying to preserve the expired A1 designation.
Best Value
Do not create an overlap or appeal problem
Overlapping applications
NIH does not allow duplicate or highly overlapping applications to be under review at the same time. Compare aims, work packages, budgets and requested years across every pending submission. Tell your grants office and program official about related applications before submitting another version; they can advise whether withdrawal, clarification or a different timing is required.
Appeals are narrow and procedural
An appeal addresses a perceived flaw in the scientific peer-review process, such as a procedural problem that materially affected the review. It is not an appeal of NIH’s decision not to fund an application simply because the score was disappointing. The appeal process has specific criteria and timing, so consult the current NIH appeal policy and your institution’s authorized representative before acting.

A practical decision timeline
- Day 0: summary statement arrives. Download it from the NIH/eRA system, confirm that all sections are present and record the A0 date.
- Days 1–10: diagnosis. Build the response matrix, identify administrative fixes and estimate whether the core science can be strengthened within the available schedule.
- Days 5–20: NIH discussion. Contact the program official named on the statement with focused questions about program fit, funding likelihood and A1 eligibility.
- Days 10–30: route selection. Have the grants office verify the “Application Types Allowed” section, the activity code, the 37-month date, overlap status and any appeal.
- Revision period. Generate the new data, rewrite the approach, update citations and letters, and draft the one-page A1 introduction if applicable.
- Final submission check. Validate forms, attachments, page limits, budget, compliance sections and institutional authorization before the deadline.
The dates above are a planning framework, not NIH deadlines. Your funding opportunity’s due date and the A0 date control eligibility.
Common mistakes and how to avoid them
- Submitting before the summary statement: wait until the PD/PI has received the prior review document.
- Assuming a low score guarantees funding: ask the program official about programmatic priorities and available funds; no policy page supplies a universal resubmission success rate.
- Making cosmetic edits: address the scientific cause of each major concern with changed methods, controls, data or rationale.
- Using the wrong announcement: verify resubmission eligibility and the application-type rules in the current notice.
- Submitting a second A1: NIH generally allows only one A1 for an eligible A0.
- Putting the old critique into a new A0 introduction: a new A0 follows new-application rules and should not contain an A1 response introduction.
- Marking up attachments: explain changes in the permitted introduction; do not rely on tracked changes or colored text inside the application.
- Ignoring elapsed time: calculate the 37-month A1 limit from the original A0 and plan internal reviews backward from the due date.
- Filing overlapping applications: disclose related submissions and pending appeals before placing another application under review.
Questions to take to your program official
- Does the current opportunity accept an A1 for this activity code and application type?
- Is the project still aligned with the Institute or Center’s priorities and current funding plans?
- Which reviewer concerns most affected the application’s overall impact?
- Would updated preliminary data or a changed aim set make a new A0 more competitive?
- Are there announcement, renewal, overlap or appeal restrictions that change the available route?
- What internal or external date should the institution use for a complete submission review?
An unfunded decision is a decision about that submission in that review cycle, not a determination that the underlying scientific question has no value. The actionable path is to use the summary statement, obtain program-specific guidance, verify the current rules and then make one deliberate choice between a compliant A1 and a properly rebuilt A0.
