Do not sell solely because prices fell. A sharp decline is a reason to pause, check your goals and cash needs, compare your current portfolio with your intended allocation, and understand the costs and tax effects of any trade. The right response depends on your time horizon, risk tolerance, financial situation and whether a life event has changed your plan—not on the size of a headline move.
This checklist is general investor education for people in the United States. It is not an individualized recommendation to buy, hold or sell any security.

1. Pause before making a major change
A market drop by itself does not prove that your investment plan is wrong. Selling in response to a short-term decline can turn a temporary loss on paper into a permanent one, while trying to time a recovery can lead to buying high and selling while markets are falling. The Securities and Exchange Commission (SEC), in its October 5, 2026 World Investor Week bulletin, cautions that chasing returns through short-term trading or trying to time the market can produce exactly that pattern.
Take a cooling-off period before placing a large order. During that pause, write down:

- What this money is intended to fund.
- When you expect to need it.
- How much you may need to withdraw.
- What your original investment plan required you to do during a decline.
If the answers are unchanged, the decline may call for monitoring or a scheduled rebalance rather than an emergency exit. If your circumstances have changed, that is a planning issue to address deliberately.
2. Check whether your personal circumstances changed
Asset allocation—the mix of stocks, bonds, cash and other investments—should reflect your own circumstances. Review the four questions below before deciding whether to alter it.
What is the goal for this money?
Money for a bill due soon has a different job from money intended for a retirement several decades away. Identify the account’s purpose and whether that purpose has changed since you invested.

When will you need the money?
Your time horizon is the period until you expect to spend the funds. A longer horizon may give you more time to withstand market volatility; a shorter horizon can make a large decline more consequential, especially if withdrawals are imminent.
Can your income and savings cover near-term needs?
Review current income, emergency savings and planned expenses. Adequate savings can reduce the chance that you must liquidate investments during a downturn. An older SEC educational article used “up to six months” of savings as an illustration, not as a universal requirement. Your appropriate cash reserve depends on job stability, expenses, insurance, household responsibilities and access to other resources.

Has your tolerance for losses changed?
Risk tolerance is your ability and willingness to accept losses. A life event—such as retirement, a job change, a major purchase, a medical expense or a change in family responsibilities—can alter both your ability to take risk and your willingness to do so. If the portfolio’s normal fluctuations now keep you from following your plan, that is useful information to discuss and document rather than a reason to react to one day’s prices.
3. Make a liquidity and withdrawal check
List bills, tuition payments, home purchases, required withdrawals and other cash needs for the coming months and years. Separate money needed soon from money that can remain invested for a longer period.

- Check whether a planned withdrawal can be delayed without creating a problem.
- Keep near-term spending needs in vehicles appropriate for that time horizon rather than relying on a sale of a volatile holding at an unknown price.
- For retirement accounts, note any required minimum distributions or other account rules that apply to your situation.
A liquidity need can justify raising cash, but the amount and timing should come from the withdrawal plan. Selling an entire portfolio simply because markets are down can create a different risk: running out of assets if prices recover after you exit.
4. Inspect your actual allocation and hidden concentration
Do not assume that a portfolio is diversified because it contains several funds. Compare your current percentages with the target percentages in your investment plan. Then look inside each fund and account.
Check individual holdings
Identify whether one company or a small group of companies represents a large share of your assets. Employer stock and other concentrated positions deserve special attention because your income may already depend on the same company or industry.

Check sectors and asset classes
Review exposure to sectors, countries, company sizes, bonds of different credit qualities and cash. A fund focused on one sector or narrow theme can behave much more like a single bet than a broad-market holding.

Two funds with different names may own many of the same companies. Compare their top holdings and stated objectives. The SEC notes that a mutual fund or exchange-traded fund is not necessarily diversified when it is narrowly focused, and that multiple funds can leave an investor with hidden concentration.
Diversification and asset allocation are important pillars of resilient investing, but they cannot eliminate losses. Their purpose is to avoid relying on one security, sector or market outcome.
5. Decide whether rebalancing fits your written plan
Rebalancing means restoring your portfolio to its intended allocation. It is not the same as selling because a headline is frightening or buying because a category recently rose.
Use the target allocation as the starting point
Write down the target percentage for each major category and the current percentage. A decline can make one category underweight while another becomes overweight. A rebalance may involve trimming an overweight holding, adding to an underweight category or directing new contributions toward the underweight area.

Choose a review method in advance
The SEC describes two common approaches:
- Calendar review: check the allocation on a schedule, such as every six or twelve months.
- Preset thresholds: act when an allocation moves a specified amount or percentage away from its target.
Neither interval is a mandatory rule. The SEC says rebalancing tends to work best relatively infrequently. Frequent trading can add costs, taxes and opportunities for emotional decisions.
Consider a target-date fund’s built-in process
Managers of target-date funds handle asset allocation and rebalancing within the fund. That does not make every target-date fund suitable for every investor. Check the fund’s target year, investment approach, fees, risk level and terms, and make sure the target date matches the goal for the account. If you hold other investments outside the fund, those holdings can change your overall allocation even while the fund itself is being rebalanced.

Before placing an order, estimate the consequences of that specific transaction and account.
- Transaction costs: commissions, bid-ask spreads or other trading charges may apply, depending on the security and account.
- Fund expenses: ongoing expense ratios and other fund costs affect returns whether or not you trade.
- Taxable gains: selling in a taxable account can create a capital gain or loss. The tax result depends on facts such as cost basis, holding period and other transactions.
- Account rules: withdrawals, conversions and sales inside retirement or other tax-advantaged accounts can have different consequences.
An SEC and FINRA year-end tax bulletin from 2012 is useful for the general reminder that selling can have tax effects, but its policy discussion is historical. Do not use it as a statement of current tax law. For a personal tax question, consult a qualified tax adviser or current IRS material before acting.

7. Protect retirement savings during a downturn
Retirement planning adds withdrawal timing to the allocation decision. A person still accumulating assets may have a long horizon, while someone taking regular withdrawals has less flexibility after a decline.
- Map expected withdrawals to the accounts and investments that will provide them.
- Review whether near-term spending is supported by an appropriate cash or lower-volatility reserve.
- Check beneficiary designations, contribution rates and any employer-plan restrictions when reviewing the account.
- Do not change an allocation solely to make a recent loss look smaller; change it when the time horizon, cash needs or risk capacity has changed.
If you are near retirement, already withdrawing, facing required distributions or unsure how a sale affects taxes, individualized advice can be valuable. A professional cannot remove market risk, but can help coordinate withdrawals, taxes and an allocation that matches your circumstances.
8. Watch for scams that exploit market fear
Volatile markets create openings for impersonation and “recovery” schemes. Treat unsolicited messages that promise high returns with little or no risk as a warning sign. Be especially cautious when someone pressures you to act immediately, asks for secrecy, requests payment by an unusual method or claims to have guaranteed information about the next market move.
Verify a financial professional independently. Use the SEC’s Investment Adviser Public Disclosure (IAPD) database or FINRA BrokerCheck to check registration and disciplinary information. Do not rely on a phone number, email address, website or credentials supplied in an unsolicited message. Contact a firm through information you obtain independently and ask how it is paid before sharing account details or transferring money.
9. Know when to seek qualified help
Consider getting individualized assistance when:
- You are close to retirement or taking regular withdrawals.
- A required withdrawal, large purchase or other deadline is approaching.
- Your portfolio contains concentrated employer stock or overlapping funds that you cannot analyze confidently.
- You are deciding whether to sell in a taxable account and do not understand the likely tax treatment.
- A major life event has changed your income, expenses, dependents or ability to tolerate losses.
- You are receiving conflicting advice or feel pressured to make an immediate trade.
Before engaging anyone, verify registration and background through IAPD or BrokerCheck, ask for a clear description of services, and understand every fee and potential conflict. A recommendation should be based on your goals, time horizon, financial situation and risk tolerance—not on a promise that a particular investment will recover.
10. A practical decision checklist
Use this sequence whenever a sharp decline tempts you to act:
- Pause. Avoid a major trade made solely in response to a market headline.
- Define the money’s job. Record the goal and the date or range when you may need the funds.
- List cash needs. Identify upcoming bills, planned withdrawals and the savings available to cover them.
- Review your plan. Recheck risk tolerance, income, savings and any life event that changed the original assumptions.
- Measure the portfolio. Compare current and target allocations, then inspect individual holdings, sectors and fund overlap.
- Test the proposed action. Decide whether it is a planned rebalance, a cash-raising step tied to a real need or an emotional reaction.
- Estimate costs and taxes. Review trading charges, fund expenses and possible taxable consequences before submitting an order.
- Check for fraud. Ignore unsolicited guarantees and independently verify any professional or offer.
- Document the decision. Note what you changed, why, and when you will review the plan again.
- Escalate when personal details matter. Seek qualified financial or tax advice when the decision depends on retirement timing, required withdrawals or complex tax facts.
What a market drop can—and cannot—tell you
A falling account balance tells you that current market prices are lower than they were when you last looked. It does not, by itself, tell you whether your goals changed, whether you have enough liquidity, whether your allocation is still appropriate or whether selling now will improve your outcome. Those answers come from your plan and circumstances.
Use the decline as a prompt for a structured review: pause, check your needs, inspect concentration, rebalance only according to a plan, account for costs and taxes, and protect yourself from fraud. If the decision turns on facts specific to your household, get advice from a properly verified professional rather than a stranger promising certainty.
