Describe what you saw and heard, where and when it happened, and whether anyone appears to be in immediate danger. Follow the crew’s instructions; do not investigate, confront someone, or try to take control of the response.
What counts as something worth reporting?
Report specific conduct or a threat—not a person’s appearance, identity, or an unsupported suspicion. A threatening statement, attempted interference with crew, or an object that seems suspicious may warrant alerting crew. Do not inspect an object, test a threat, or try to determine what is happening yourself.

There is no universal passenger checklist in the official guidance cited here. This advice to report direct observations is a practical way to help crew assess a situation without presenting assumptions as facts.
How to alert the cabin crew
- Choose a safe moment. Tell a nearby cabin crew member discreetly if you can do so safely. If you cannot reach one, attract crew attention without creating a disturbance. The FAA advises passengers to pay attention to cabin and flight crews and follow their safety guidance, but does not prescribe a particular signal or device.
- Give a concise account. State where the event is, when it happened, and what you directly saw or heard. Quote exact words if you remember them. Say plainly if someone appears to be in immediate danger.
- Separate facts from interpretation. For example, describe a specific action or statement rather than labeling someone dangerous or guessing at their motive.
- Follow crew instructions. Crew members are responsible for the onboard response. Do not confront or restrain anyone, photograph at close range, investigate, or interfere with crew duties.
What happens after you report it?
Give crew the information you have, then let them decide what action is appropriate. The FAA says crews help keep passengers safe and recommends following their guidance on board. Its unruly-passenger process relies on reports from airline crews, and the FAA investigates incidents involving alleged regulatory or legal violations; crew reporting is discretionary. A passenger report therefore does not guarantee a particular investigation or outcome.

If you want to provide a further statement after landing, ask the airline or crew whether a follow-up process is available. Procedures and applicable laws can vary by airline, route, and jurisdiction; there is no single passenger reporting channel established by the guidance cited here.
Who the official reporting guidance is for
The FAA’s passenger-safety and unruly-passenger pages are U.S.-focused sources. ICAO materials describe aviation-security reporting systems and reporting responsibilities for Member States and relevant aviation-security entities. Those ICAO requirements are not a direct passenger reporting duty or a universal individual complaint channel.
