Act promptly, but verify the transaction first. Check the merchant descriptor, date, amount, pending status, subscriptions, receipts, and purchases by authorized users. If you still do not recognize it, contact your card issuer through its official app, website, or the phone number on the card or statement. Ask whether the card should be locked or replaced, then send a written billing-error notice within 60 calendar days after the charge first appeared on your statement. Keep paying the undisputed portion of the bill while the issuer investigates.
This guide summarizes U.S. Consumer Financial Protection Bureau (CFPB) guidance for credit cards. Debit cards and bank-account transfers follow different deadlines and procedures, explained below.

1. Confirm that the charge is really unauthorized
An unfamiliar line on a statement is not automatically fraud. Merchants sometimes use a legal company name, a payment processor, a parent company, or a location that differs from the store name you remember. Before disputing it, compare the transaction with your records.
- Check the exact merchant descriptor, transaction date, amount, and whether the entry is pending or posted.
- Search email receipts, digital-wallet histories, delivery confirmations, and recent online orders.
- Review recurring subscriptions, free trials that converted to paid plans, and annual renewals.
- Ask household members and anyone listed as an authorized user whether they made the purchase.
- Consider temporary authorization holds, such as those used by hotels, car-rental companies, restaurants, or fuel stations.
If the transaction remains unexplained, treat it as a suspected unauthorized charge and report it without waiting for the next statement. The CFPB advises contacting the card provider promptly when suspicious activity appears.

2. Contact the card issuer through a verified channel
Use the issuer’s official mobile app or website, or call the number printed on the back of the card or on your statement. Do not rely on a phone number in an unexpected text message, email, or search advertisement. Tell the representative which transaction you did not make or authorize and ask what security action is appropriate.
What to request during the first contact
- Ask whether the card can be locked immediately to stop additional transactions.
- Ask whether the issuer will cancel the card and issue a replacement number. CFPB guidance says cancellation and replacement may be necessary when card data could be compromised.
- Ask how the issuer wants the transaction disputed and where written billing-error notices must be sent.
- Request a confirmation, claim, or case number and write down the date, time, channel, and representative’s name if provided.
A card lock can prevent new use, but it does not replace the formal dispute process. Follow the issuer’s instructions for replacing the card, updating legitimate recurring payments, and monitoring the account for additional suspicious entries.
3. Send a written billing-error notice within 60 days
For a U.S. credit-card billing error, the CFPB says you should send written notice within 60 calendar days after the charge first appeared on the statement. A telephone call can begin the process, but written notice protects the specific billing-error rights described in the Fair Credit Billing Act and Regulation Z.
Use the correct address
Follow the billing-dispute instructions on your statement. The dispute address may be different from the address used for payments, so sending the letter to the payment address can delay or jeopardize the notice. If the issuer provides a secure online dispute channel, use it as directed, but retain a copy or downloadable confirmation of what you submitted.
Include enough detail to identify the claim
Your notice should identify the account, the transaction date and amount, the merchant descriptor, and why you believe the charge was not authorized. State that you are disputing a billing error and request an investigation. Attach copies of relevant receipts, fraud alerts, or correspondence when useful, but keep the originals. Do not send information that is unrelated to the transaction.

Keep proof of delivery
Save the letter, attachments, screenshots, upload confirmations, postal tracking, and any reply. A simple log should record when you noticed the charge, when you contacted the issuer, every case number, and each follow-up date. The CFPB specifically recommends keeping copies and notes of communications.
4. Pay the part of the bill that is not disputed
Do not stop paying the entire credit-card bill. Under the CFPB’s billing-error guidance, you generally do not have to pay the disputed charge or related finance or other charges while the issuer investigates, but you must pay the correct, undisputed amount by its due date.

If you are unsure which amount is undisputed, request written clarification. Continue to meet the payment deadline for legitimate purchases; failing to do so can create late fees or other account problems unrelated to the disputed transaction.
5. Know the issuer’s investigation timetable
The CFPB’s guide says the issuer generally has 30 days to acknowledge receipt of a written billing-error notice and another two billing cycles to complete the investigation. The disputed line may remain visible on statements during that period. Its appearance does not by itself mean the claim was rejected.
Keep every interim statement and compare it with the issuer’s notices. If the issuer asks for information that you have, provide it promptly and retain what you sent. Do not assume a particular refund date: the final result depends on the issuer’s investigation and the facts of the claim.

Reasonable investigation is required
The CFPB’s official interpretation of Regulation Z, 12 C.F.R. § 1026.12(b), states that “the card issuer must conduct a reasonable investigation of the claim.” An issuer may request cooperation or supporting information, but the interpretation does not allow an automatic denial solely because a consumer declined one particular request, such as an affidavit or police report. You should still respond to reasonable requests and explain any information you cannot provide.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches6. Understand when you may be liable
For U.S. credit cards, CFPB guidance sets different outcomes depending on what happened and when you reported it. Your card agreement may provide protection that is more favorable than the legal minimum.
| Situation | General CFPB guidance | What to do |
|---|---|---|
| Physical card was lost or stolen and reported before it was used | You cannot be held responsible for unauthorized charges made after the report. | Report the loss immediately and follow replacement instructions. |
| Physical card was used before you reported it lost or stolen | Liability is generally capped at $50. | Report the loss as soon as you discover it and dispute the transactions. |
| Only the account number was stolen; you still have the physical card | You generally have no liability for unauthorized use. | Notify the issuer and ask whether the account number must be replaced. |
| A person you allowed to use the card made the purchase | The use may be treated as authorized until you tell the issuer that the person is no longer authorized. | Tell the issuer when authorization ended and identify the transactions at issue. |
These are general rules, not a determination of your individual claim. Report promptly even when you believe the eventual liability will be zero.
7. Distinguish fraud from a merchant dispute
An unauthorized-use claim means you did not make or authorize the transaction. A different type of billing dispute applies when you made the purchase but the merchant did not deliver the goods, provided defective service, charged the wrong amount, or otherwise failed to meet the transaction terms. Describe the facts accurately when you contact the issuer; calling a legitimate purchase “fraud” can complicate the investigation.
If another person had permission to use the card, explain the permission and when it ended. The issuer may need that timeline to determine whether later transactions were unauthorized.

8. If the transaction is on a debit card, stop and use the bank’s process
Debit-card purchases draw money from a bank account and are governed by different electronic-transfer rules. Do not apply the credit-card 60-day written billing-error process as if it were the complete debit-card procedure.
CFPB guidance says certain lost or stolen debit-card situations have a two-business-day reporting period, while a statement showing an unauthorized electronic transfer creates a separate 60-day notice period. The bank generally has 10 business days to investigate, subject to exceptions and additional procedural details. Contact the bank immediately, report the transaction through its designated fraud channel, and follow its instructions about temporary account restrictions and written confirmation.
9. Keep a complete case file
Organize your records in one folder, whether paper or digital. Include:
- A copy or screenshot of the statement showing the charge.
- The merchant descriptor, date, amount, and whether it was pending or posted when reported.
- Dates and methods of every call, chat, app report, and letter.
- Names or identification numbers of representatives, plus claim and confirmation numbers.
- Copies of written notices, attachments, delivery evidence, and issuer responses.
- Proof that you paid the undisputed balance by the due date.
This record makes follow-up easier and gives you a precise account of what you reported and when.
10. Common mistakes that can weaken your response
Waiting for certainty or the next statement
You can verify obvious explanations first, but do not postpone notification once the charge still appears unauthorized. Prompt reporting helps the issuer limit additional exposure and starts the security process.

Using an unverified contact number
Fraudsters sometimes impersonate issuers. Open the official app or type the issuer’s known web address yourself, or use the number printed on the card or statement.
Sending the notice to the payment address
Check the statement’s billing-dispute instructions. The correct correspondence address may be elsewhere.
Ignoring the whole bill
Only the disputed amount and related charges covered by the billing-error process may be withheld while the investigation proceeds. Pay the undisputed amount on time.

A pending authorization may disappear or change when posted. Record it and ask the issuer how it wants a pending transaction handled, but continue monitoring for a posted charge.
Expecting an automatic refund
The issuer must investigate, but no source establishes a guaranteed outcome or refund date. Keep responding to requests and review the final determination carefully.
11. A practical same-day checklist
- Open the transaction details and record the merchant, amount, date, and status.
- Check receipts, subscriptions, digital wallets, household purchases, and authorized users.
- Contact the issuer through its official app, website, or the number on the card or statement.
- Ask about locking or replacing the card and obtain a claim number.
- Locate the billing-dispute address and prepare written notice identifying the charge.
- Send the notice within 60 calendar days after the charge appeared on the statement and retain proof.
- Pay the undisputed balance by the normal due date.
- Track the issuer’s acknowledgement, investigation requests, statements, and final decision.
12. What to do after the issuer responds
Read the determination and compare it with your records. If the issuer removes the charge, verify that related finance or other charges were handled as stated and that your account balance is accurate. If it denies the claim, review the explanation, gather any missing factual information, and use the issuer’s stated reconsideration or complaint channel. Keep paying legitimate charges while you pursue clarification.
If the suspected fraud involved more than the card number, tell the issuer that account or personal information may have been exposed and ask what additional account-security steps it recommends. The CFPB advises alerting the financial provider when card data may have been compromised, but its guidance does not establish that any particular monitoring service is required.
