First, protect yourself and others. Do not drive, climb, trespass, or move toward a light to get a better view. If it appears to threaten life or property, contact local emergency services or law enforcement. Otherwise, record what you actually observed—time, place, direction, duration, movement and brightness—before trying to identify it.
Most unusual-looking lights have ordinary explanations, including bright planets and stars, aircraft, satellites, rockets, balloons, meteors, remote-control aircraft, clouds and camera artifacts. An observation is “unidentified” only when the available information does not establish what it was; that label is not evidence of an extraordinary cause.

1. Make the situation safe before investigating
Keep your attention on immediate hazards rather than the sky. Stay clear of roads, rooftops, cliffs, power lines, bodies of water and restricted areas. Never point a laser at the object or at an aircraft. A laser can distract or temporarily impair a pilot and is a serious aviation-safety incident, not a harmless way to signal.

2. Write down the observation while it is fresh
Human memory quickly turns an uncertain observation into a confident story. Make notes as soon as you can, ideally while another witness independently records what they saw. Describe appearances, not conclusions: write “a white point moved east for about 40 seconds,” rather than “a craft flew at 1,000 feet.” Unless you have a reliable measurement, apparent altitude and speed cannot be established from unaided viewing.
Use this observation record
- Date and local time: Include the time zone and whether the event occurred during twilight or in full darkness.
- Exact viewing location: A street address, coordinates or a clearly identifiable site is more useful than a city name alone.
- Starting position: Note the compass direction if known (for example, southwest) and whether the light was low near the horizon or high overhead.
- Apparent motion: Record whether it was stationary, drifting, moving in a straight line, changing direction, hovering or disappearing behind cloud. “Apparent” matters because perspective can make a distant object seem to move differently from its true path.
- Duration and path: Estimate how long you watched it and how much sky it crossed. If possible, describe the travel time between two recognizable points.
- Brightness: Compare it with nearby bright stars, as NASA recommends. Note whether it was steady, flashing, pulsing, fading or becoming brighter.
- Color and shape: Record colors and apparent shape without assuming that a color proves a particular vehicle or phenomenon.
- Viewing conditions: Include cloud cover, haze, moonlight, light pollution and whether the object appeared before or after sunset.
- Witnesses and media: List who saw it, what each person independently reported and whether a photograph or video was captured.
Preserve the original photo or video file, not just a compressed social-media copy. Keep its original filename and metadata if available. Also write what you saw with your unaided eyes; an object visible only in a photograph may be a lens flare, internal reflection or optical aberration rather than something in the sky.
3. Compare the observation with ordinary explanations
No single clue proves an identification. Use the combination of timing, direction, apparent movement, duration, brightness and viewing conditions to decide which explanations deserve checking first.
Bright planets and stars
Venus is a frequent source of questions because it can appear exceptionally bright and remain close to the horizon around sunrise or sunset. NASA also identifies Sirius, Jupiter and Mercury as bright objects that can draw attention. A star or planet generally stays fixed relative to nearby stars during a short observation, although it can appear to shimmer, change color near the horizon or seem to move because of eye movement and atmospheric distortion.

Check a planetarium application or an equivalent sky chart for the exact date, time and location. Plot the western, southwestern or other relevant part of the sky and compare the predicted position with your notes. A physical planisphere can help compare the visible star field, but it cannot reliably identify aircraft, satellites, meteors or every planet for every location and date, so it is optional rather than necessary.
Aircraft
Aircraft can look stationary when they approach head-on, then appear to move suddenly as their angle changes. Navigation and landing lights may be steady or blinking, and haze or cloud can hide the aircraft body. An aircraft seen in twilight may reflect sunlight even when its own lights are difficult to see. Record the direction, sound (if any), flashing pattern and whether the light passed behind a cloud. Do not infer altitude from apparent size or brightness.

A satellite can appear as a steady point gliding across the sky without the sound or flashing pattern associated with many aircraft. It may brighten or fade as its reflective surfaces change angle relative to the Sun. The timing relative to sunset or sunrise is important because a satellite can be illuminated while the observer is already in darkness. A satellite-tracking or planetarium service can test this possibility when your time and location are accurate.
Rockets and launches
Launches can produce expanding glows, unusual trails or moving lights that look unlike a single aircraft. A launch-related explanation requires a matching time and location; do not identify a sighting solely from a video resemblance. Record the direction and duration and check official launch information for the relevant region if it is available.
Balloons and unlit aircraft in twilight
NASA notes that the interval relative to sunset can affect whether sunlight illuminates a balloon or an aircraft whose lights are not visible. A balloon may drift slowly with the wind and appear to hover. Describe the apparent drift and the light level in the sky instead of assuming the object is powered or controlled.

Meteors and fireballs
NASA defines a meteor as the streak of light visible when a meteoroid enters Earth’s atmosphere and disintegrates. A very bright meteor is often called a fireball. These events are usually brief and can cross a large section of sky in seconds, sometimes fragmenting or leaving a persistent-looking train. A witness description alone does not establish that a particular streak was a meteor, so record the duration, path, color, fragmentation and any sound before applying the label.

Remote-control aircraft, drones, towers, reflections, illuminated clouds and moving ground lights can all be mistaken for distant objects. Nearby lights often change apparent direction or size more noticeably than astronomical objects. Look for a relationship to buildings, hills, trees or cloud layers, but do not enter private or restricted property to investigate.
Camera artifacts
If the “object” appears only in a photograph or video, test the image before treating it as a sky event. Lens flare, internal reflections, sensor artifacts, autofocus behavior and motion blur can create bright spots or streaks. Compare multiple frames, inspect whether the spot moves with the camera and check whether it is absent from direct visual observation. Keep the original file so others can evaluate it without the distortions introduced by messaging or social platforms.
4. Use a repeatable identification workflow
- Secure the scene. Move to a safe position, avoid lasers and do not pursue the light.
- Make a contemporaneous record. Write the date, local time, location, direction, duration, path, brightness, color, weather and witnesses.
- Separate observation from interpretation. Preserve the words “appeared,” “seemed” and “could not determine” when that is what you know.
- Check the sky first. Use a planetarium program for the exact time and place, paying particular attention to Venus, Sirius, Jupiter and Mercury.
- Test moving explanations. Compare the sighting’s speed, steadiness, flashing, sound and direction with aircraft, satellites, rockets, balloons, meteors and remote-control aircraft.
- Evaluate media independently. Compare the original photo or video with what witnesses saw directly and look for camera-related artifacts.
- Ask for local expertise. If it remains unidentified, a local astronomy club can help analyze the sky position and timing. Share the notes and original media rather than a claim about what the object “must” have been.
5. Understand what “unidentified” means
NASA’s September 2023 UAP advisory defines a UAP as “observations of events in the sky that cannot be identified as aircraft or known natural phenomena from a scientific perspective.” That is a statement about the limits of the available observation, not a conclusion that the cause is unusual.
The same advisory says that the available high-quality observations were too limited to draw firm scientific conclusions about the nature of UAP. In practical terms, an unresolved report can reflect missing timing, poor viewing conditions, an incomplete recording, an unrecognized conventional object or a genuinely unusual event. The responsible next step is to preserve better data and describe the uncertainty accurately.

6. When and where to report in the United States
Immediate danger
If the activity may endanger life or property, FAA guidance says to report it to local law enforcement. Provide the location, direction, timing and specific safety concern. Use emergency services when the threat is current; use a non-emergency channel for a completed event that poses no immediate danger.
General UAP or unexplained-phenomena reports
The FAA’s current Aeronautical Information Manual directs members of the public who want to report UAP or unexplained phenomena to the All-domain Anomaly Resolution Office (AARO). This is U.S.-specific guidance. Follow the current AARO and FAA instructions at the time you submit a report, because procedures can change.
Laser aimed at an aircraft
Treat a laser illumination as an aviation incident rather than an ordinary sky-identification question. The FAA asks public witnesses to email [email protected] and include:
- your name and contact information;
- the date and time of the incident;
- the location; and
- a description of what happened, including the aircraft’s apparent direction and the laser’s color if you can safely provide those details.
The FAA says it or the appropriate law-enforcement agency may follow up for clarification. Do not confront the person using the laser or attempt to obtain closer footage.

Outside the United States
Use your country’s emergency service for immediate danger and its civil-aviation or police reporting system for aviation hazards. A U.S. reporting route does not transfer automatically to another jurisdiction. Keep the same factual observation record so local authorities can assess the event.

7. Common mistakes that make a report less useful
- Chasing the object: This creates traffic, trespass and personal-safety risks while adding little reliable data.
- Guessing altitude or speed: Without a measured reference, apparent size and motion are not dependable measurements.
- Editing the only copy: Filters, crops and re-encoding can remove information needed to assess an image.
- Starting with a conclusion: Calling something a spacecraft, meteor or drone before documenting it encourages witnesses to remember details that fit the label.
- Ignoring twilight: Sunlight can illuminate high objects after sunset and before sunrise, changing how balloons, satellites and aircraft appear.
- Relying on one witness’s interpretation: Collect independent descriptions before discussing possible causes.
- Using a planisphere as a complete detector: It can show the star field but cannot identify every moving or transient object.
8. A concise report format
You can organize a submission or astronomy-club request in this order:
- “On [date] at [local time and time zone], from [location], I saw [neutral description].”
- “It appeared in the [direction] at approximately [high/low] elevation and moved [description] for about [duration].”
- “Its brightness was [comparison with nearby stars], and it [did/did not] change, flash or fragment.”
- “Conditions were [twilight/darkness, cloud, haze and visibility].”
- “The object was [or was not] visible without the camera. The original media is preserved.”
- “Potential hazards were [specific facts], and I contacted [agency] at [time] if applicable.”
This format gives investigators usable observations without overstating what the witness could know. It also makes it easier to compare the event with a planet, aircraft, satellite, rocket, balloon, meteor or camera artifact.
Frequently Asked Questions
Should I report every unexplained light to the police?
No. Contact law enforcement when the activity appears to threaten life or property, or when another aviation or public-safety hazard is involved. For a non-dangerous U.S. sighting that remains unexplained, FAA guidance directs the public to AARO.
Can I identify a meteor from a short video?
A short streak may be consistent with a meteor, but the recording alone may not establish that identification. Preserve the original file and document the timing, path, duration, color and any fragmentation.
What if the object was visible only in my photo?
Treat that as a possible camera artifact until tested. Compare frames, check whether the spot moves with the camera and preserve the unedited original.
Is a UAP the same thing as an alien spacecraft?
No. NASA uses UAP for an observation that cannot be identified as an aircraft or known natural phenomenon from the available evidence. The term does not specify a cause.
