Keep your distance, avoid fumes and contact, and call your local emergency number if the spill is active, substantial, unidentified, near a drain or waterway, involves a truck or cargo, or has caused a fire or injury. Do not drive or walk through the liquid, try to identify it up close, or attempt cleanup.
What to do, in order
- Stop at a safe distance. Do not drive or walk through the liquid. Avoid stopping where your vehicle creates another traffic hazard, and do not approach to identify the fuel.
- Move away from exposure. If you can do so without crossing the spill or entering traffic, move uphill and upwind. Avoid breathing fumes and touching the liquid. Do not smoke or introduce flames or sparks. Only remove an ignition source if you can do so safely without approaching the spill, as advised by the Texas Commission on Environmental Quality.
- Keep others clear from a safe place. Warn companions and nearby people not to approach. Do not stand in traffic or walk along a live lane to place a warning device; traffic control and restricting access are responder tasks.
- Call for help when there is a serious or uncertain hazard. Contact the local emergency number for fire or injury, an ongoing leak, a large or unknown spill, a spill from a truck or cargo vehicle, or fuel reaching a drain or waterway. If you are unsure whether the situation is dangerous, keep back and call. Follow the dispatcher’s instructions.
- Give dispatch useful details from where you are safe. Report the road, nearest landmark or mile marker, direction of travel, whether anyone is hurt or there is a fire, and what you can see about the vehicle or its markings. Do not go closer to read placards. If you cannot safely make the call, ask someone already in a safe location.
- Leave containment and cleanup to trained responders. Do not approach with sand, absorbents, a fire extinguisher, or water, and do not wash fuel into a drain.
Why distance matters
Fuel is not only a fire risk. Petroleum can make a road slippery, harm wildlife and water quality, and soak into soil or groundwater. It may flow into storm drains or sewers, where vapors can create additional hazards. The Minnesota Pollution Control Agency warns that washing gasoline away can move vapor or explosion hazards into storm or sanitary sewers.

Unknown liquid should be treated as potentially hazardous until identified. Illinois emergency guidance says to avoid walking into, touching, or inhaling hazardous material and to stay uphill and upwind where possible. See Ready Illinois: Hazardous Materials. You do not need to determine whether a spill is gasoline, diesel, or another substance before asking for help.
What not to do
- Do not cross the spill, touch it, or lean over it to inspect or smell it.
- Do not smoke, light a flame, or create sparks nearby.
- Do not build a barrier, apply absorbent, stop a leak, direct traffic, or collect contaminated material. The FHWA field guide describes containment and spill actions for safety and service patrol personnel, not untrained bystanders.
- Do not use water to push fuel off the road or into a drain.
- Do not use a spill-size cutoff to decide that it is safe to approach or ignore. Hazmat response policies vary; the FHWA discussion of hazardous-material procedures describes responder-policy thresholds, not a public safety rule.
If you are in the vehicle that is leaking
There is no single maneuver that is safe for every vehicle, road, and spill. Prioritize reaching a safe place only if moving will not worsen immediate danger or spread contamination. Once safe, call for help and explain that your vehicle may be leaking; do not get close to inspect the spill.

If the spill is burning, someone is hurt, or cargo is involved
Call emergency services immediately from a safe location and follow the dispatcher’s directions. Do not attempt firefighting or rescue through fuel unless responders direct an action that can be done safely. For an unidentified substance or a marked cargo vehicle, assume a hazardous-material risk and keep well clear; do not approach to read markings. FHWA documentation describes responder practices for assessing incidents from a safe distance and restricting access, not instructions for bystanders to manage the scene: Traffic Incident Management in Hazardous Materials Spills.

As a bystander, your priority is to get yourself and others to safety and notify emergency services when the situation warrants it. Do not assume you must determine whether the incident is legally reportable. PHMSA’s hazardous-material incident reporting FAQ discusses regulated reporting duties, including obligations that may apply to people in physical possession of regulated hazardous material; it is not a general reporting rule for every witness.
