Seeing a bluefin tuna is not permission to fish for it. In England, recreational catch-and-release fishing is lawful only from a vessel holding a Marine Management Organisation (MMO) permit for the English catch-and-release recreational fishery (CRRF), during the published season and under its conditions. A CRRF-caught fish must not be harmed, removed from the sea, brought aboard, transferred or landed.
The right response depends on what happened: a sighting, an accidental hook-up, deliberate recreational targeting and commercial fishing are different situations. The English CRRF rules do not automatically apply across the UK, and the current official material does not set out a separate step-by-step reporting procedure for an unpermitted recreational angler who accidentally hooks a bluefin.

First, identify which situation you are in
“Encounter” can mean anything from spotting a tuna beside the boat to fighting a hooked fish. Before taking action, establish your status, the vessel’s purpose and where you are fishing. The legal consequences are not the same for an ordinary angler, a permitted CRRF vessel and a commercially authorised vessel.

|---|---|---|---|
| Visual sighting | Any angler; any UK waters | A sighting alone does not authorise targeting or capture. | No CRRF catch report is created merely by seeing a fish. |
| Accidental hook-up by an unpermitted recreational angler | Ordinary recreational fishing; area-dependent | The reviewed official material does not provide a complete public protocol for this exact event. | Do not assume the CRRF 24-hour report applies. Seek instructions from the relevant fisheries authority and record what happened. |
| Permitted English CRRF trip | Named vessel, rod and line, English waters only | Catch-and-release conditions prohibit harming, removing, bringing aboard, transferring or landing a bluefin. | The vessel owner must report every permitted trip within 24 hours of return, even when no bluefin is caught. |
| Commercial fishing | Commercial vessel with the required licence authorisation | Targeting needs specific licence authority. Bycatch and landing rules are separate from the recreational CRRF rules. | Commercial records and instructions apply; do not substitute the recreational report. |
If you only see a bluefin tuna
Do not change course to target it
Slow down or maintain a safe course and observe from a distance. Do not cast, troll, chum or otherwise alter your fishing activity with the purpose of catching the fish unless the vessel is participating legally in the English CRRF. A bluefin sighting does not confer a permit, and a CRRF permit is tied to the named vessel rather than being a general licence for every angler or boat.

Record a sighting without interfering
If it can be done safely, note the date, approximate position, time, number of fish and identifying features. Keep the boat, lines and crew clear of the animal. Photographs or video should never require approaching, chasing or blocking the fish. A sighting record is not a substitute for a fishery report and does not create a reporting duty that the applicable rules do not state.
If a bluefin is accidentally hooked on an ordinary recreational trip
This is the area where the current public guidance is least specific. The official sources reviewed do not give an unpermitted recreational angler a dedicated notification channel, deadline or step-by-step welfare protocol. They also do not say that the CRRF’s 24-hour reporting rule applies to someone outside that fishery.
Prioritise a controlled release
Do not deliberately injure the fish, bring it aboard, remove it from the sea or attempt to land it. Those actions are expressly prohibited for fish caught under the English CRRF and can cause severe stress or injury in any tuna. Keep people clear of the gunwale, avoid entering the water and do not make a risky manoeuvre to secure the fish. If the line can be released without a dangerous struggle, do so; otherwise, handle the tackle in the least harmful way that keeps the crew safe.
This is practical harm-minimisation, not a claim that the CRRF conditions are a complete all-UK rule. Fishing regulations outside the English CRRF may differ, and the reviewed official material does not establish a universal accidental-hook-up procedure.

Do not invent a reporting deadline
As soon as the boat and crew are safe, obtain current instructions from the MMO or the fisheries authority responsible for the waters where the incident occurred. Tell them that the fish was accidentally hooked, that the vessel was not participating in the English CRRF (if that is the case), and what happened on release. Keep a contemporaneous note of the date, location, gear, approximate fight time, release condition and any bycatch. These details are useful if an authority asks for an account, but recording them does not itself create a legal report.
When a charter or club boat is involved
Tell the skipper immediately. The skipper controls the vessel’s actions and may know whether it holds a current permit or commercial authorisation. Do not assume that an angler’s personal membership, a previous season’s permission or a charter operator’s general fishing licence covers bluefin. Ask the skipper to confirm the vessel’s status and to contact the appropriate authority rather than filing a CRRF report under the wrong category.
Rules for a permitted English CRRF vessel
The MMO’s 2026 English CRRF is a narrow, vessel-specific fishery. The permit identifies the vessel and allows rod-and-line catch-and-release fishing in English waters only. It does not authorise bluefin fishing in other UK waters or permit landing a fish.

What happens when a fish is caught
The MMO’s conditions state that a bluefin caught in the CRRF must not be:
- harmed;
- removed from the sea;
- brought aboard the vessel;
- transferred to another vessel; or
- landed.
The vessel owner and skipper are responsible for compliance. The MMO may consider removing a permit for non-compliance. A release must therefore be planned around keeping the fish in the water and avoiding actions that amount to landing or onboard handling.
The mandatory trip report
Every permitted CRRF trip in English waters must be reported within 24 hours after the vessel returns, regardless of whether a bluefin was caught. The MMO’s wording is explicit: “Regardless of whether a BFT was caught or not, the Vessel Owner MUST ensure that all their BFT ‘catch and release’ trips have been reported to the MMO.”

This 24-hour requirement belongs to the regulated CRRF. It should not be copied onto an ordinary recreational trip without confirmation from the responsible authority.
Commercial vessels: a different legal framework
Commercial targeting is not covered by the recreational permit. A commercial vessel may target bluefin only when its fishing licence specifically authorises that activity. Commercial bycatch, landing records and conservation rules are separate from the English CRRF conditions.
Release and bycatch
The MMO says commercial vessels should release bluefin alive and unharmed wherever possible. If a fish cannot be returned alive, the vessel must record the bycatch. Instructions for a dead fish depend on the fish’s size and the vessel’s circumstances, so a crew should follow its commercial guidance and licence conditions rather than applying recreational advice.
Minimum conservation reference size
The 2026 commercial guidance gives a minimum conservation reference size of 30 kg or 115 cm fork length for Eastern Atlantic and Mediterranean bluefin tuna. This measurement is part of the commercial framework; it is not a recreational landing allowance and does not make it lawful for an unpermitted angler to retain a fish.

English waters are not the same as all UK waters
The CRRF permit is limited to English waters. Seeing a fish, holding a permit for an English vessel or fishing from a UK-registered boat does not extend that permission into Welsh, Scottish, Northern Irish or other waters. The commercial guidance is broader in scope but still contains geographic limits and separate conditions.
When location is uncertain, use the vessel’s actual position and the applicable jurisdiction at the time of the event. Ask the relevant fisheries authority which rules apply before assuming that an English permit or report form is valid elsewhere.
Why the rules are tightly controlled
Bluefin management combines quota controls, vessel authorisation, catch-and-release requirements and international reporting. The MMO states that the UK annual bluefin quota allocation is 230 tonnes for 2026–2028, with 120 tonnes allocated to support the 2026 commercial fishery. Those figures describe quota management; they do not represent an allowance available to individual recreational anglers.

How to interpret release-condition statistics
The MMO’s 2025 English CRRF statistics recorded 2,586 of 2,666 reported hookups—97.00%—as released in an “alert” condition. That is a reported condition category for that season, not a guarantee that every fish survived and not a prediction for an individual encounter. A fish can appear alert at release and still suffer delayed effects, which is why avoiding capture and limiting handling remain important.
A practical decision checklist
- Identify the event: sighting, accidental hook-up, permitted CRRF catch or commercial activity.
- Confirm the vessel and jurisdiction: check whether the boat is the named CRRF vessel, commercially authorised or neither, and whether it is in English waters.
- Stop deliberate targeting unless the correct authority exists: a sighting is not permission.
- Keep the fish in the water: do not bring it aboard, transfer it or land it; avoid deliberate harm and unsafe handling.
- Notify the skipper: on a charter, club or workboat, the skipper must direct the vessel’s response.
- Use the correct reporting rule: CRRF vessel owners report every permitted trip within 24 hours; do not assume that deadline applies to an unpermitted accidental hook-up.
- Preserve accurate facts: record time, location, gear, fight duration, release condition and bycatch if safe to do so.
- Seek current authority instructions: contact the MMO or the fisheries authority for the waters involved when the public rules do not cover the event.
Common mistakes to avoid
- “I only saw it, so I can try for it.” A sighting does not confer permission.
- “Any UK boat can join the CRRF.” The permit identifies a vessel and is limited to English waters.
- “The 24-hour report applies to every angler.” The published requirement is for permitted CRRF trips.
- “Commercial bycatch rules tell me what to do recreationally.” Commercial authorisation, records and size rules are separate.
- “A fish marked alert definitely survived.” The statistic records an observed release condition, not survival.
- “Landing it briefly is harmless.” CRRF conditions expressly prohibit bringing a caught bluefin aboard, removing it from the sea or landing it.
What remains uncertain for an unpermitted accidental hook-up
The current official material does not identify a dedicated public reporting route or deadline for an ordinary recreational angler who accidentally hooks a bluefin outside the CRRF. It also does not publish a universal, step-by-step welfare protocol for that event. That gap matters: applying the CRRF form or 24-hour deadline automatically could misclassify the incident, while ignoring the event could leave the angler without authoritative advice.
Until the responsible authority confirms the procedure, keep the account factual, avoid landing or onboard handling, involve the skipper where applicable and request instructions for the specific waters and vessel status. Do not present an English recreational rule as an all-UK rule.
