Follow the active signs and traffic-control devices first. Slow down, leave extra space, and make only a safe, predictable lane change. If traffic is still moving freely, an early merge is generally appropriate. If traffic has slowed to a queue and signs or officials direct drivers to use both lanes to a marked merge point, continue in your lane and alternate into the open lane there—the “zipper merge.”
Those two techniques are not contradictory. They apply to different traffic conditions and work-zone designs. A roadside message such as “Merge Now” overrides general advice; so does a message telling drivers to use both lanes until a designated merge area.

Start with the instruction at the work zone
Work zones are temporary traffic-control systems. Cones, drums, pavement markings, arrow boards, flaggers, police officers and electronic signs define where a lane ends and where vehicles should move. The same highway can use an early-merge layout one day and a late-merge layout the next.
- Read every sign before changing lanes. Look for messages such as “Lane Ends,” “Merge Now,” “Use Both Lanes,” “Merge Here,” reduced speed limits and truck-specific instructions.
- Obey a flagger, police officer or other authorized traffic director even if an electronic sign appears to say something different.
- Do not cross a solid line, channelizing device or closed-lane boundary to gain position.
- Expect a second lane closure, shifted alignment or workers immediately beyond the first sign.
General guidance cannot replace the plan operating at a particular site. If the signs call for an early merge, move when a safe gap is available. If they direct traffic to use both lanes to a defined merge point, stay in your lane until that point and take turns.

Choose early or zipper merging by traffic condition
The Federal Highway Administration (FHWA) describes a condition-based approach for dynamic merging. Merge early when traffic is free-flowing. When traffic slows, use both lanes to the merge point and alternate into the open lane. The active message and the lane-control layout remain decisive.
| Traffic and control condition | What to do | Why |
|---|---|---|
| Traffic moving near normal speed; signs say to merge | Signal, check mirrors and blind spots, and move into the open lane as soon as a safe gap appears. | Early merging avoids a last-second lane change while vehicles are moving quickly. |
| Traffic is queued or crawling; signs say to use both lanes or merge at a marked point | Use the open lane up to the designated merge area, then alternate one vehicle at a time. | Using both lanes can use available pavement more evenly and reduce speed differences. |
| Traffic director gives a direct command | Follow the director’s hand signal or instruction. | On-site personnel control the temporary traffic pattern. |
| No clear instruction or an unsafe gap | Reduce speed, maintain your lane, increase following distance and wait for a safe opportunity. | Never force a merge to satisfy a general rule. |
What “zipper merge” means
FHWA’s Work Zone Best Practices Guidebook defines a zipper merge as using both lanes until the defined merge area and then alternating into the open lane. The pattern should look like a zipper: one vehicle from the closing lane, then one from the continuing lane, with each driver leaving enough space for the next vehicle.
Do not treat the zipper method as permission to pass a posted queue on the shoulder, enter a closed lane, or race to the front. It applies only to a lane that remains open up to the marked merge point.
How to merge safely, step by step
- Scan well before the taper. Identify which lane ends, where the merge point is, the posted speed and any truck or height restrictions. Check mirrors and traffic behind you.
- Lift off the accelerator. Work-zone speed reductions may be necessary before the lane closure. Avoid abrupt braking that could trigger a rear-end crash.
- Signal early enough to communicate. A signal shows your intention; it does not give you priority. Keep it on while you check for a gap and begin the move.
- Check the blind spot immediately before moving. Look in the side mirror, then make a quick shoulder check. Motorcycles, compact cars and work vehicles can disappear beside you.
- Match the open lane’s pace. Enter smoothly without stopping in the taper. If the gap is closing, slow and wait rather than forcing another driver to brake.
- Cancel the signal and re-establish space. Leave more following distance than usual after the merge. A vehicle ahead may brake for workers, equipment or a sudden alignment shift.
For a zipper merge, repeat the same checks at the marked merge area. The vehicle already in the open lane should create a usable gap; the vehicle in the closing lane should enter that gap without accelerating past it.

What to do when traffic backs up
Approach the end of the queue
Rear-end crashes are common in work zones. As soon as you see stopped or slow traffic, release the accelerator, brake smoothly and watch for vehicles approaching from behind. Keep enough room ahead to stop without blocking an intersection, railroad crossing or emergency access.
Use hazard awareness, not a fixed following-distance number
There is no single distance that fits every work zone. Increase the normal gap when pavement is wet, visibility is poor, the queue is moving intermittently, heavy trucks are nearby or workers are close to the travel lane. A larger gap gives you time to react to a sudden stop and lets another vehicle merge without cutting sharply across your path.
Stay in the correct lane through stop-and-go traffic
If signs support a late merge, remain in the closing lane until the defined merge area instead of moving left several hundred metres early. If signs require an early merge, do not continue in the closing lane simply because it is shorter. Lane discipline makes the pattern predictable for everyone.

Never use the shoulder as a bypass
The shoulder may contain workers, disabled vehicles, equipment or debris. It can also be reserved for emergency responders. Enter it only where a sign or traffic director explicitly authorizes travel.

Commercial-driver considerations
FMCSA’s work-zone safety tips for commercial motor vehicle drivers include researching the route before departure, using an available detour, watching signs, slowing down, checking blind spots and maintaining extra space. FMCSA states: “When approaching lane closures, move into the open lane as soon as possible.”
That sentence is safety advice for commercial drivers, not a command to make an unsafe or prohibited early move. If the work zone displays a late-merge instruction, or if a large vehicle cannot change lanes safely, the driver should follow the active traffic-control plan and wait for an appropriate gap. Trucks need additional room to brake and turn; smaller vehicles should not accelerate into a truck’s blind spot or block its merge.
How dynamic merge systems work
Some agencies use electronic signs and sensors to change merge instructions as traffic conditions change. FHWA’s technology supplement gives an example for a two-to-one lane drop: dynamic early merge is described as optimal below 1,500 vehicles per hour when speeds are near free flow, while dynamic late merge is described as optimal around 1,500 to 2,000 vehicles per hour as speeds approach congestion.
Those ranges describe agency system operation, not a calculation drivers should perform. A motorist cannot reliably estimate vehicles per hour from the driver’s seat, and the example does not override a posted sign. Watch the current message, lane markings and instructions from personnel.

Why agencies use a zipper merge
FHWA reports that a zipper merge can produce more even lane use, lower speed differences between lanes and more predictable behavior. Its best-practice entry lists a possible queue reduction of “up to 40%.” That is a reported potential benefit, not a guarantee for every project; geometry, demand, driver compliance and downstream intersections all affect the result.
Drivers make the system work by maintaining a steady, moderate speed, leaving a gap and alternating at the marked point. Blocking the closing lane early, accelerating to prevent a merge or changing lanes repeatedly defeats the pattern and can increase conflict.
Distractions and hazards to eliminate
FMCSA advises commercial drivers to avoid phone use, eating, adjusting the radio, programming GPS and other distractions in work zones. The same principle applies to every driver: set navigation before entering the area, keep both hands available, and stop in a legal location if you must handle a device.
- Watch for workers stepping between vehicles, construction trucks entering from access points and equipment that obscures signs.
- Expect narrow lanes, uneven pavement, temporary stripes, steel plates, abrupt curves and opposing traffic separated by minimal space.
- Use headlights when required by local law or conditions, and keep windshields and mirrors clear.
- Do not follow a vehicle so closely that it hides a sign, flagger or stopped queue.
Common mistakes and the safer correction
| Mistake | Safer correction |
|---|---|
| Merging early in a long queue despite “Use Both Lanes” signs | Remain in the open lane designated by the sign and alternate at the marked merge point. |
| Driving to the taper at highway speed | Reduce speed before the queue and leave extra room to stop. |
| Refusing to let one vehicle merge in a zipper pattern | Hold a steady pace and create one usable gap; do not block or accelerate. |
| Changing lanes without a blind-spot check | Use mirrors, signal and make a final shoulder check immediately before moving. |
| Using the shoulder or a closed lane to bypass traffic | Stay within the marked travel lanes unless an authorized traffic director permits otherwise. |
| Following a familiar route instead of reading temporary signs | Treat every work zone as a new layout and obey the current signs. |
If you miss the merge
Do not stop in the taper, reverse, make a sudden U-turn or cut across a closed area. Continue at the reduced speed, follow the lane that remains open and take the next legal route or direction provided by signs. If you become disabled, activate hazard warning lights when appropriate, move out of the travel lane only if it is safe and call for assistance; remain alert for approaching traffic.

What the current federal rules mean for drivers
FHWA says the Work Zone Safety and Mobility Rule (Subpart J) and the Temporary Traffic Control Devices Rule (Subpart K) were published in the Federal Register on November 1, 2024, with an effective date of December 2, 2024, for Federal-aid highway projects. These are requirements for agencies and projects. They do not give a driver a separate procedure from the signs at the roadside.
FMCSA reports that nearly 900 people are killed in work-zone crashes each year on average, with more than one-third of those crashes involving a commercial motor vehicle. The agency page does not specify the averaging period for that figure. The practical implication is immediate: slow down, watch the queue and leave room for heavy vehicles and workers.
Quick decision checklist
- What do the current signs, markings and traffic directors say?
- Is traffic free-flowing, slowing or stopped?
- Which lane remains open, and where is the defined merge point?
- Can you change lanes without forcing another vehicle to brake?
- Have you checked mirrors and the blind spot?
- Have you increased your following distance and removed distractions?
When conditions change, reassess at the next sign. Early merging is suited to free-flowing traffic and an early-merge instruction; zipper merging is suited to a backed-up queue and a sign-supported merge point. In every case, the safest move is the one that follows the active work-zone plan without sudden braking, acceleration or lane changes.
