What to Do if Space Debris Is Predicted to Threaten a Satellite

A conjunction warning is a prediction of a possible close approach, not proof that a collision will occur. The satellite owner or operator should review the Conjunction Data Message (CDM), have its conjunction-assessment and flight-dynamics teams calculate the probability and consequences, monitor updated orbit solutions, and decide under approved mission rules whether avoidance is justified. If it is, the team designs a maneuver, screens the resulting trajectory against the threatening object and all other catalog objects, and executes only after the authorized final decision.

What a conjunction warning actually means

Space-surveillance systems compare predicted trajectories for active satellites, rocket bodies and debris. When two objects are forecast to pass within a screening volume, the result is a conjunction alert and usually a Conjunction Data Message (CDM). It is an instruction to analyze the event, not an automatic maneuver order.

NASA puts the distinction plainly: “The results from a Conjunction Assessment (CA) screening merely indicate that two objects will come into somewhat close proximity; they do not determine what the collision risk actually is.” The statement appears in NASA’s Step 2: Close Approach Risk Assessment guidance, last updated September 29, 2023.

The 18th Space Defense Squadron (18 SDS) supplies conjunction data from its catalog. NASA says its on-orbit screening is performed three times daily. The NASA Conjunction Assessment home page carrying that description was last updated September 9, 2026. ESA describes its own operational predictions as being updated several times a day and typically looking seven days ahead. Those are service characteristics, not a promise that every spacecraft receives an alert on exactly that schedule.

A warning can disappear, become less serious, or become more concerning as tracking observations improve the estimated orbits. A predicted miss distance is never a perfectly known future position.

Who is responsible for the response?

The spacecraft owner or operator remains responsible for interpreting the CDM and deciding what to do. Conjunction-assessment services, NASA’s Collision Avoidance Resources (CARA), ESA support, and flight-dynamics contractors can provide analysis, but they do not replace the mission’s approved authority, flight rules or command chain.

The response should stay inside the mission’s established operations process. For an unspecified satellite, no outside party can know the correct maneuver authority, telemetry status, fuel reserve, attitude constraints, contact schedule or risk threshold. Public observers should not attempt to contact a spacecraft, transmit commands or improvise orbital advice.

First response: turn the alert into an analyzed event

  1. Authenticate and log the message. Confirm that the CDM belongs to the correct spacecraft, identify the predicted time of closest approach (TCA), and preserve the message and its orbit version for traceability.
  2. Route it to the responsible teams. Notify the conjunction-assessment, flight-dynamics, mission-operations and program-authority roles defined by the mission plan. An alert that is not acknowledged inside the organization can become an operational failure even when the underlying prediction is harmless.
  3. Check the current analysis state. Determine whether a newer CDM, tracking solution or covariance has superseded the message. Use the freshest approved data rather than treating the first notification as final.
  4. Assess both likelihood and consequence. Calculate or review collision probability (Pc), uncertainty and the possible mission impact before discussing a maneuver.
  5. Set a reassessment schedule. Keep the event on the operations team’s watch list until it is safely below the mission’s action criteria or mitigation has been completed and verified.

This sequence prevents the most common conceptual error: treating a screening hit as a confirmed impact.

How collision probability is estimated

Collision probability is an estimate that the objects’ actual separation will fall inside their combined protected physical radii during the encounter interval. NASA describes the calculation as using the predicted miss distance, the event covariance (the uncertainty in the relative state), and the combined hard-body radius of the two objects.

Input What it represents Why it matters
Predicted miss distance The modeled separation at closest approach A small nominal miss can still be safe if uncertainty is low, while a larger nominal miss may deserve attention when uncertainty is broad.
Orbit covariance Statistical uncertainty in position and velocity, including the relative encounter geometry New tracking observations can shrink or reshape the uncertainty and change Pc.
Combined hard-body radius The protected physical radii of both objects added together The probability concerns an actual physical intersection, not merely entering an arbitrary screening box.
Encounter interval and geometry How relative motion carries the uncertainty region through the closest-approach plane Two events with similar miss distances can produce different Pc values because their geometry differs.

Pc is not the same as a guarantee or a percentage certainty that a collision will happen. It is a model-based probability derived from uncertain orbit estimates. Teams also assess consequence: loss of a protected spacecraft, interruption of a critical service, or the secondary debris a collision could generate. The appropriate action therefore depends on risk, not Pc alone.

Thresholds: use the mission’s rules, not a universal number

NASA CARA publishes numerical reference points, but they are NASA operational criteria rather than an international standard. Its public Step 2 guidance says a Pc above 1E-07 merits operational attention and a Pc above 1E-04 calls for mitigation action. The page was last updated September 29, 2023.

NASA’s Step 3: Close Approach Risk Mitigation page, also last updated September 29, 2023, describes an approximate 3E-06 Pc mitigation target for its reference requirement. These figures must be read with their NASA CARA context; they are not permission to command another organization’s spacecraft.

ESA describes a different framing: the operator sets a mission-designated tolerable probability threshold. The value depends on the spacecraft’s role, maneuver capability, fuel budget, operational constraints, data quality and the authority’s accepted risk. Importing NASA’s numbers into another mission’s flight rules without confirmation can create either unnecessary maneuvers or unacceptable exposure.

Decision question What the team examines
Is this event actionable? Pc relative to the mission threshold, consequence of loss, confidence in the orbit solution and time remaining.
Would a maneuver help? Predicted Pc reduction, burn timing, delta-v or fuel cost, attitude and payload constraints, and the ability to command and verify it.
Could avoidance create a worse event? Whether the new trajectory introduces another high-risk conjunction, violates mission constraints or degrades future operations.

Why the estimate changes as TCA approaches

Tracking updates can reduce uncertainty and move the calculated probability in either direction. NASA notes that some events drop in risk after planning starts but before the maneuver commitment point, allowing the action to be cancelled. Waiting can prevent an unnecessary burn once the orbits become better known; acting earlier can permit a smaller maneuver that achieves the same risk reduction.

The team must balance those effects against practical lead time. A maneuver requires analysis, command preparation, ground-station access, spacecraft configuration, propellant and post-burn verification. Each mission should set reassessment times and escalation triggers in advance rather than relying on an improvised last-minute judgment.

When mitigation is warranted: available options

For most maneuverable spacecraft, NASA describes a propulsive orbit change as the primary response. The burn may adjust along-track position, altitude, inclination or another element so that the spacecraft and debris no longer occupy the same uncertainty region at TCA. The best direction, magnitude and time are mission-specific.

Propulsive maneuver

A thruster burn provides direct trajectory control but consumes propellant and can affect pointing, payload operations, orbit maintenance and later conjunctions. Flight dynamics should optimize the burn against the required Pc reduction and remaining fuel, not simply maximize separation.

Differential drag

In low Earth orbit, some spacecraft can change atmospheric drag by altering attitude and frontal area. The resulting gradual change in along-track position can reduce risk without a conventional thruster burn, but it needs sufficient atmospheric density, time and approved spacecraft modes. It is not available to every design.

Attitude or projected-area change

A spacecraft that cannot modify its trajectory may sometimes reduce collision cross-section by presenting its minimum projected area toward the approaching object. This option changes physical exposure rather than the orbit and must be compatible with power, communications, thermal and payload requirements.

Option Potential advantage Constraints to check
Propulsive burn Direct and often rapid trajectory change Fuel or delta-v, thrust performance, attitude, commandability, payload interruption and new conjunctions
Differential drag Can change along-track timing without a conventional burn Requires a suitable low-orbit environment, time, controllable attitude and mission approval
Minimum projected area May reduce physical collision cross-section when orbit changes are unavailable Does not remove the orbital conjunction; power, thermal, communications and pointing limits may rule it out

Screen the proposed trajectory before commanding it

A maneuver is not successful merely because it improves the original event. NASA says the team should build an ephemeris that includes the proposed maneuver and submit it for catalog screening. ESA likewise describes screening candidate orbit files to confirm the intended reduction while keeping other conjunction risks acceptable.

  1. Generate the maneuver solution. Include burn time, duration, direction, expected execution errors and the resulting orbit.
  2. Propagate the post-maneuver ephemeris. Recalculate the original encounter with realistic uncertainty, not just the nominal trajectory.
  3. Screen all relevant objects again. Look for new close approaches created by the altered orbit, including events outside the original alert’s time window.
  4. Compare alternatives. Evaluate Pc reduction, fuel cost, time available, mission disruption, confidence in the data and risk introduced elsewhere.
  5. Prepare execution and recovery. Define command authorization, abort conditions, tracking support, post-burn orbit determination and the next screening cycle.

The maneuver candidate must satisfy the mission’s risk requirement and remain operationally executable. A mathematically attractive burn that cannot be commanded, tracked or recovered from is not a usable mitigation.

Timing of the final decision

NASA’s reference process typically begins high-risk mitigation planning about three days before TCA. Its public Step 3 page places the final risk examination and maneuver decision commonly at a commitment point one to one-half day before TCA. These are typical NASA planning figures, not universal deadlines. A spacecraft’s orbit, propulsion, communications and operator procedures may require a different schedule.

At the commitment point, the authorized team decides among executing the screened maneuver, continuing to monitor, or standing down because updated risk is now acceptable. NASA’s guidance states: “Many events drop off in risk after planning begins but before the maneuver commitment point, allowing the mitigation action to be dispensed.”

How often do avoidance maneuvers happen?

ESA reports an average of approximately 12 collision-avoidance maneuvers per year on the reviewed collision-avoidance page. That is an agency-reported average across its activities, not a forecast for any particular satellite and not an indication that every conjunction alert leads to a maneuver.

The number of alerts is much larger than the number of executed burns because screening deliberately identifies possible close approaches for further analysis. Better observations, lower consequence, a mission’s threshold, or a safe natural evolution of the event can all result in no maneuver.

Common mistakes and how to avoid them

  • Calling the alert a predicted impact. Use “possible conjunction” until the risk assessment supports a stronger statement.
  • Using nominal miss distance alone. Include covariance, hard-body radii and encounter geometry.
  • Applying someone else’s threshold. NASA’s 1E-07 and 1E-04 references do not automatically govern an ESA, commercial, civil or military mission.
  • Waiting without a plan. Reassessment is useful only when the team has a defined decision timeline, command path and maneuver preparation process.
  • Optimizing only the original event. Screen the post-maneuver ephemeris against other objects and future conjunctions.
  • Ignoring execution uncertainty. Include burn errors, orbit-determination quality, spacecraft mode constraints and post-maneuver verification.
  • Assuming every spacecraft can maneuver. Differential drag or attitude changes may be possible for some missions, while others have no approved trajectory-modification capability.
  • Confusing orbital debris with reentry danger. A conjunction concerns two objects remaining in orbit near one another; it is not an uncontrolled-reentry public-safety alert.

What a general reader should understand

There is no public action that can make a threatened satellite move. Satellite operators and their authorized support teams receive updated tracking data, quantify the uncertainty, and choose whether an approved avoidance action is worth its operational cost. Most warnings are therefore decision points rather than predictions of inevitable destruction. The responsible response is disciplined analysis, repeated with better data, followed by a screened maneuver only when the mission’s own risk policy requires it.
