If a red road reflector is missing, loose or damaged, report it to the authority responsible for that road. Give the exact location, how many studs are affected and photographs when you can take them safely. If the defect makes the roadway immediately dangerous, use the local emergency or law-enforcement route instead of waiting for a routine maintenance response.
Road studs are also called cat’s eyes or reflective road studs. Their colors and technical specifications differ between jurisdictions, so report the condition you observe rather than trying to choose a replacement product or install one yourself.

First decide whether the hazard is urgent
The correct reporting channel depends first on the risk to people using the road. A missing reflector on a quiet, well-marked stretch can usually enter the normal road-defect system. A line of missing studs on an unlit bend, a loose stud in a live lane or damage combined with an obstruction may require immediate public-safety action.

If the roadway has unexpectedly become unsafe, contact the appropriate local emergency service or law enforcement agency. North Carolina’s transportation department advises notifying local law enforcement immediately when roadway damage or an obstruction could pose a motorist hazard, so public-safety measures can be taken.

Westmorland and Furness Council provides a local example of a separate emergency channel. In that council area, telephone 0300 373 3306 when a highway emergency is very likely to present an imminent threat to life, serious injury or serious property damage. That number and definition apply to the council’s area; they are not a universal road-stud hotline.
Use the routine road-defect channel when the risk is not immediate
For a non-emergency, submit the report through the current road-problem portal, telephone line or other contact method of the road-owning authority. Councils and transport departments normally assess the report and set repair priorities. A routine submission should still explain why the missing or damaged studs reduce guidance, especially at night or in poor weather.

Identify who owns the road
Road ownership is more useful than the reflector’s color when you are choosing a reporting channel. A national or state route may be maintained by a transport department, while a city street or county road may be handled locally. The same town can therefore have several separate defect-reporting systems.
State, interstate or other major routes
Indiana’s transport department illustrates the distinction. Its customer-service portal accepts reports about missing or faded pavement markings on interstates, U.S. routes and state roads in Indiana. If the marking creates a safety hazard, the department lists its Transportation Services Call Center at 1-855-INDOT4U. Those contacts are Indiana-specific and concern pavement markings, but the ownership principle also helps when a road stud is missing: use the state agency for a state-controlled route.

City and county roads
Indiana directs people to the local city street department for city roads and the county highway department for county roads. A reflector on a local street may therefore have no connection with the state transport department’s maintenance system. Check the road name, route number and nearby jurisdiction signs before submitting the report.
Council-maintained highways
In England’s Westmorland and Furness Council area, the council asks residents to report missing, damaged or loose reflective road studs and says it will assess the report, prioritizing repairs when safety may be affected. Other councils use different portals, telephone numbers and definitions of an emergency, so confirm the current instructions for the road’s location.
Prepare a report that a maintenance crew can use
A vague message such as “red reflector missing near town” can be difficult to locate and may be delayed for clarification. Include enough detail for an inspector to find the defect without putting yourself in danger.
Record the exact location
- Give the road name and route number, if displayed.
- Identify the direction of travel and the side of the carriageway.
- Add the nearest junction, house number, landmark, bridge, milepost or other fixed reference.
- Use a map pin or coordinates when the reporting system accepts them.
Describe whether the stud is on the edge line, a central dividing line, an island or another road feature. If several are missing, state the length of the affected stretch and the approximate spacing rather than simply writing “many.”

Count and describe the defects
State the number of affected studs and distinguish between conditions: completely absent, detached and lying in the carriageway, cracked, deeply scratched, covered by dirt or no longer reflecting light. Mention if the defect is repeated along a curve, at a junction or where lane guidance is especially important.
Add photographs only when it is safe
Photographs can show the road layout, the missing position and the remaining studs used as a reference. Take them from a safe place without standing in a live lane or stopping where doing so creates another hazard. If conditions are unsafe, omit the photograph and explain that the location was reported without one.
Explain the visibility problem
Tell the authority whether you noticed the issue at night, in rain, fog or another low-visibility condition. This context helps the inspector understand why the defect matters even when daytime pavement markings appear adequate.
Submit the report step by step
- Make the scene safe. Continue driving if stopping would expose you or others to traffic. If you must stop, use a lawful, protected place and avoid entering the carriageway.
- Classify the risk. Decide whether the missing or damaged studs create an immediate danger. For an urgent hazard, contact local emergency services or law enforcement first.
- Identify the road owner. Check whether the route is controlled by a national or state transport agency, a city, a county or a council. Use that body’s current defect-reporting channel.
- Write the location precisely. Include route, direction, side of road, nearest fixed reference and a map pin or coordinates where available.
- Enter the count and condition. Say how many studs are affected and whether each is missing, loose, damaged, dirty or no longer reflective.
- Attach safe photographs. Include a wider context image and a closer image only if both can be taken without entering traffic.
- Save the confirmation. Keep the reference number, submission date and any promised response channel so you can provide additional information without opening a duplicate report.
- Escalate a continuing danger. If the roadway worsens or becomes immediately unsafe after a routine report, make a new urgent notification rather than relying only on the earlier maintenance ticket.
Why road studs matter at the road edge
Road studs, often called cat’s eyes, help improve visibility, particularly at night and in poor weather. They reinforce the road’s edge or other boundaries when paint is hard to see. South Africa’s Department of Transport manual describes studs as a way to delineate roads and notes that their height can keep them above a film of water that may obscure conventional markings.

That benefit is conditional. A stud that has detached, lost its reflective surface or become covered in contamination may provide little guidance even if it remains physically present. A missing sequence can also make the road boundary harder to follow on a bend or during rain.
Common reasons a stud stops working
- Loss of adhesion: the unit separates from the pavement and may be missing or loose.
- Scratched retroreflective elements: surface damage reduces the light returned to a driver.
- Dirt and contamination: grime can obscure the reflective face.
- Road maintenance: fog-spray, resurfacing and related work can cover, dislodge or remove studs.
These causes are described in the cited South African manual and council guidance; designs and failure patterns are not identical on every road. Reporting the observed symptom gives the authority enough information to inspect the underlying cause.

Color conventions, approved products and installation rules vary by country and road context. Hong Kong’s Transport Department manual, dated November 2025, specifies red reflected light for studs indicating the left-hand edge of the carriageway in that jurisdiction and sets approval and installation requirements. That is a Hong Kong example, not a worldwide rule for red studs.
Because of those differences, a report should identify the damaged unit and its position rather than prescribe a particular color, brand, adhesive or replacement model. The road authority can select a compliant product and determine whether the site needs a stud, a pavement-marking treatment or another safety measure.
Why installing one yourself is a bad idea
Public-road reflectors are part of the highway’s engineered safety system. Their position, height, reflectivity, adhesion and compatibility with markings can be subject to local approval and installation requirements. The reviewed guidance describes authority inspection, repair prioritization and jurisdiction-specific technical rules; it does not provide a public do-it-yourself procedure.
Do not walk into traffic to retrieve a loose unit, glue a replacement to the pavement or place a consumer marker in the road. An improvised repair can detach under traffic, create a new projectile or conflict with the road owner’s layout. Report the defect and let the responsible authority inspect and repair it.
What happens after you report
The authority may verify ownership, inspect the location and rank the repair against other safety work. Westmorland and Furness Council says it assesses reports and prioritizes repairs where safety may be affected. A report can therefore receive a later routine visit even when it is accepted as valid.

Keep your reference number and monitor the location only from a safe place. If additional studs fail, the affected area expands or traffic control becomes necessary, submit an updated report and use the urgent route if the situation now presents an immediate threat.
Examples of the decision in practice
A single missing stud on a local urban street
Note the street, direction and nearest address, count the missing unit, and send the information to the city or council road-defect service. Add a photograph from the pavement only if it can be taken safely.
A series of missing studs on a state highway curve
Use the state transport agency’s channel for that route, describe the curve and travel direction, and explain the night or rain visibility concern. If the absence leaves drivers without a clear edge at that moment, contact local law enforcement or the emergency service as well.
A loose reflector in an active lane
Do not stop in the lane or attempt to remove it. Treat the obstruction as an urgent roadway hazard and notify the appropriate emergency or law-enforcement service, then provide the exact location to the road owner when it is safe to do so.
