If inflation or a recession threatens your job, act before your final paycheck. Confirm what income and benefits may continue, prepare an unemployment claim, compare health-insurance options, and build a cash-flow plan that protects housing, utilities, food, transportation, and essential medical care first.
This U.S.-focused guide explains what to do while you are still employed, after hours are cut or a layoff occurs, and how to use public re-employment services without falling for scams. State rules, employer plans, deadlines, and household costs vary, so verify each decision with the responsible agency, plan administrator, lender, or servicer.

Start with a 48-hour risk plan
Do not wait for an official termination notice if your workplace has announced layoffs, reduced shifts, hiring freezes, or major cost cutting. Use the next two days to turn uncertainty into a list of decisions and dates.
Recommended Free Tools
- Identify the likely income change. Write down whether the risk is reduced hours, furlough, temporary closure, or job loss. Note the expected date and whether severance or unused-paid-time arrangements have been discussed.
- List essential expenses. Separate housing, utilities, food, transportation, insurance, medicine, and minimum debt payments from subscriptions and discretionary spending.
- Check benefits. Find your health-plan summary, payroll contacts, retirement-plan information, and any employer notice about continuation coverage or a layoff meeting.
- Open a folder for records. Keep pay information, employment dates, benefit notices, and claim-related correspondence together. Store copies in a personal location only when doing so complies with employer policy and confidentiality obligations.
- Ask about public help early. Your employer or state Rapid Response team may hold meetings before the last day of work. Those sessions can explain job search, training, health coverage, and benefit services.
Inflation makes this preparation more urgent because the same emergency fund buys less every month. A small, accessible cash reserve is still useful; the Department of Labor’s financial-education guidance notes that even a few dollars can help when they are kept in a low-risk account you can reach quickly.

While you are still employed
Build a realistic household cash picture
Use current take-home pay, not a hoped-for future salary. Record cash savings, severance assumptions, recurring bills, debt balances, minimum payments, insurance premiums, and the date each bill is due. Include expenses that may rise during unemployment, such as health-plan premiums or commuting costs if you begin a wider job search.
A simple cash-flow worksheet can show how many weeks your accessible savings would cover essential expenses. Run at least three versions: no income, unemployment benefits at an amount you have confirmed with your state, and a reduced-hours scenario. Treat severance as uncertain until the employer provides written terms.
Prepare your next-job materials
Update your résumé and a basic list of transferable skills before access to work systems ends. Record projects, responsibilities, measurable results, certifications, and professional contacts that you are allowed to retain. Ask for Rapid Response assistance
Rapid Response services are organized through state and local workforce systems for employers and workers affected by layoffs or closures. The Department of Labor says services can begin before employment ends and may cover job search, training, health coverage, and benefits. Ask your human-resources contact or state workforce agency when the next information session is scheduled. Availability depends on the state and the layoff situation.
Increase liquidity without creating a new problem
If you can, move small amounts into an accessible emergency account while you still receive wages. Avoid locking every dollar into an account that is difficult or expensive to access. Before withdrawing retirement savings, compare the immediate cash with possible taxes, penalties, lost growth, and the effect on long-term retirement security. A retirement withdrawal is not automatically the cheapest solution to a short income gap.
If your hours are cut or you lose the job
File for unemployment promptly
Unemployment insurance is administered by each state. File with the state where you worked and review that state’s eligibility, wage-base, benefit-amount, waiting-period, and ongoing-certification rules. A reduction in hours may qualify in some circumstances, but eligibility is not automatic.

Pick the symptom - the matching free tool is one click away.
- Find the correct state agency. Use the official workforce or unemployment agency for the state where the work was performed, rather than assuming your home state is the right filing location.
- Gather claim information. Have employment dates, employer details, wage information, the separation or hours-reduction date, and any requested identification information available. The agency may ask for additional records.
- Answer completely and accurately. Explain whether the separation was a layoff, lack of work, reduced hours, resignation, or discharge. Incomplete or inconsistent information can delay a decision.
- Track confirmation and deadlines. Save the confirmation number, notices, messages, and dates for any requested response. Read instructions about weekly or periodic certifications and work-search activities.
- Report changes. Tell the agency about returned work, changed hours, earnings, or other facts it asks you to report. Do not assume a previous approval covers a new situation.
State rules and processing times change. If an application is denied or delayed, read the notice for appeal or correction instructions and meet the stated deadline. Do not rely on a social-media post or a paid intermediary to interpret your eligibility.

What do I do about healthcare coverage?
Job loss can create an enrollment opportunity outside ordinary open enrollment, but the qualifying event, deadline, premium, and effective date depend on your circumstances. Compare every available route rather than accepting continuation coverage automatically.
| Option | When it may fit | Costs and trade-offs to check | Timing questions |
|---|---|---|---|
| Employer continuation coverage (often called COBRA) | You want to keep the same employer plan and its network, doctors, or deductible structure. | You may have to pay both the employee and employer premium shares, plus an administrative charge. The total can be much higher than the payroll deduction you were used to. | Read the election notice, election window, coverage start date, and payment due dates. Confirm how a later switch would affect enrollment. |
| Spouse’s or family member’s employer plan | A household member has employer coverage and the job loss qualifies for a special enrollment event under that plan. | Compare the added premium, deductible, coinsurance, provider network, prescription coverage, and out-of-pocket limits. | Ask the plan administrator for the special-enrollment deadline and the date coverage begins. |
| Marketplace plan | You need an individual or family plan after losing employer coverage and meet the applicable special-enrollment rules. | Premiums, tax-credit eligibility, deductibles, networks, and prescription costs vary by household income and plan. | Check the application deadline and whether coverage starts immediately or on a later date. |
| Medicaid or CHIP | Household income and other eligibility factors meet your state’s program rules. | Premiums and cost sharing may be lower, but provider networks and covered services differ by state and program. | Apply through the responsible state channel and ask when eligibility and coverage take effect. |
For each option, write down the monthly premium, deductible, other cost sharing, provider network, prescription coverage, coverage start date, and enrollment deadline. Check whether your doctors, hospitals, and essential medicines remain covered. If you have ongoing treatment, ask the plan administrator or insurer how a change affects prior authorizations and continuity of care.
Make a short-term cash plan
Pay in order of consequence
When money is tight, prioritize expenses whose interruption could cause immediate harm or make recovery harder:
- Housing payments and utilities.
- Food, necessary transportation, and essential medical care.
- Insurance premiums that protect health, housing, or a vehicle needed for work.
- Minimum payments or arrangements required to prevent collections, repossession, foreclosure, or eviction.
- Other bills after you have contacted the provider and asked what options exist.
Pause or cancel nonessential subscriptions and automatic purchases. Keep a written calendar of due dates so a forgotten autopayment does not drain funds needed for food or housing.

Call creditors before a missed payment
Contact your mortgage servicer, landlord, lenders, utilities, and other billers as soon as you know income may fall. Ask whether they offer a payment plan, temporary forbearance, changed due date, fee relief, or another hardship arrangement. Ask what interest, reporting, documentation, and repayment consequences apply. None of these remedies is guaranteed, and verbal promises should be followed by written confirmation.
Do not stop paying silently if you can make contact. A provider may have options that disappear after an account becomes seriously delinquent, while a missed payment can add fees or damage your credit record.
Review student-loan choices
Federal student-loan borrowers can contact their servicer to review current income-driven repayment options if income falls. Private-loan borrowers should ask their servicer what hardship programs exist; federal programs do not automatically apply to private loans. Before changing a payment, confirm the new amount, start date, interest treatment, and documentation requirements.
Use public re-employment services strategically
American Job Centers and Rapid Response sessions can do more than distribute job listings. Ask for:

Protect your records and avoid job scams
Keep useful employment evidence
Save lawful copies of records showing your role, responsibilities, pay, performance, employment dates, benefit elections, and professional contacts. Preserve notices about reduced hours, layoffs, severance, and health coverage. Follow company rules and confidentiality obligations; never take proprietary data or customer information.
Recognize high-risk offers
Be cautious when a supposed employer, benefits helper, or government representative:

Verify contacts through the agency or employer’s independently located official channel. Do not send money or identity documents simply because a message uses a government logo or a familiar name.
A practical timeline
| When | Actions |
|---|---|
| Today, while employed | List essential expenses, savings, debts, insurance, and severance assumptions; update your résumé; collect lawful records; ask about Rapid Response. |
| When hours fall or a layoff is announced | Confirm the final work date and benefits end date; attend information sessions; prepare the unemployment documents; compare health-plan routes. |
| First days without normal income | File with the correct state unemployment agency; save confirmations; contact lenders, landlord, servicers, and billers before missed payments; apply for applicable health coverage. |
| Each week afterward | Complete required unemployment certifications, track job-search activity, update your cash-flow calendar, and follow up on insurance and hardship requests. |
Keep a single log with the agency, employer, insurer, lender, or servicer contacted; the representative’s name; the date; the promised next step; and any confirmation number. This prevents missed deadlines when several programs are moving at once.
How to decide under pressure
For every major choice, compare three things: the timing and certainty of incoming cash, the cost of borrowing or missing a payment, and the long-term consequence. A cheaper monthly health premium may come with a higher deductible or narrower network. A payment pause may postpone rather than erase what you owe. A retirement withdrawal may solve this month’s bill while creating taxes, penalties, and less retirement income later.
Use verified numbers from your state agency, plan administrator, lender, and servicer. If a deadline or eligibility rule is unclear, ask the responsible organization to state it in writing. This approach is slower than guessing, but it reduces the chance that inflation or a recession turns a temporary job disruption into a preventable financial crisis.
