What to Do If Construction Work Uncovers Archaeological Remains

Stop ground-disturbing work around the discovery, keep workers and machinery away, leave the material where it is, and report it through your site procedure and the responsible local authority. If human remains may be present, treat the discovery as urgent and contact police or the locally designated authority immediately. The exact contact, forms, protection period and legal duties depend on the country, locality, type of find and project consent.

Immediate actions when a possible archaeological find appears

1. Stop work in the affected area

Stop excavation, grading, drilling, trenching or any other activity that could disturb the material or the ground around it. Stop only the affected area if your approved chance-find procedure defines a wider or narrower zone, but do not allow routine work to continue so close that vibration, vehicle movement, spoil placement or weather can damage the discovery.

Tell nearby workers and operators to stay clear. Shut down or move machinery only in a way that does not strike, crush or expose more of the find. A supervisor should control access while the site decides what safety measures are needed.

2. Do not touch, clean or excavate the material

Leave the object, layer, wall, feature or bone where it was found. Do not pick it up, brush soil away, wash it, reposition it, dig around it or take it to an office for safekeeping. Its position, surrounding soil and relationship to other materials can be essential evidence.

If the project procedure permits, record the location from a safe distance. Use the site address, grid reference or coordinates, and note the excavation or work area. Do not step into an unsafe trench or enter a restricted zone merely to obtain a photograph.

3. Notify the site chain of command

Tell the foreperson, site supervisor, project manager or the person named in the project’s chance-find plan. Give a factual account: what was exposed, where it was exposed, what activity was underway and whether the material remains in place. Follow the project’s written escalation route rather than relying on an informal message to a colleague.

4. Contact the responsible heritage authority

The project manager or designated environmental or heritage lead should contact the authority responsible for the site. Depending on the location, that may be a county or municipal council, a provincial or state heritage department, an Indigenous or First Nations cultural-heritage body, a national heritage service or another named agency. Some jurisdictions require a notification form in addition to a telephone call.

Do not assume that a planning permit, environmental approval or absence of an archaeological condition answers the reporting question. Local guidance can still require a stop and notification when unexpected material is exposed.

5. Keep the discovery protected while advice is obtained

Maintain a clear buffer around the exposed area. The site safety plan determines whether fencing, a guarded exclusion zone or other controls are required. Barrier tape may provide a temporary visual marker if the site procedure allows it, but tape does not replace physical barriers, trench protection, security or other controls required for the hazard.

Prevent unauthorised collecting, vehicle access, spoil dumping and further excavation. Do not invite visitors to inspect the material. Keep any records, photographs or location data with the project file and restrict access where the procedure requires it.

There is no worldwide stand-down period. Queensland, for example, tells crews not to disturb a qualifying historical archaeological discovery for 20 working days unless written permission is given. That period is specific to the Queensland process and must not be applied to another country or even to another category of find in Queensland.

What may qualify as a possible archaeological remain?

Objects and deposits

Report unusual pottery, glass, metal, worked stone, brick, timber, bone, charcoal concentrations, burials, shells or other material that appears to be in an old or significant deposit. A single object can be important because of where it lies; do not decide on site that an item is too ordinary to report.

Structures and ground features

Archaeology can appear as foundations, walls, floors, ditches, pits, roads, wells, kilns, hearths, postholes, buried surfaces or layers of dark or unusually packed soil. Keep the feature intact until an appropriately qualified person has assessed it.

Indigenous or First Nations cultural heritage

Indigenous cultural material may follow a separate reporting route and involve recognised communities or representative bodies. In British Columbia, the chance-find procedure calls for notifying Indigenous groups with an interest as well as the project team and the provincial Archaeology Branch. Queensland distinguishes First Nations cultural heritage from non-Indigenous historical archaeological artefacts and provides separate reporting routes.

Fossils and palaeontological material

A fossil is not automatically handled through an archaeological process. Queensland guidance identifies fossil or palaeontological discoveries as having a separate reporting route. Keep the material undisturbed and ask the project’s environmental or heritage lead which authority must be contacted.

Human remains require an urgent, separate response

Do not touch, move, clean or expose suspected human remains further. Stop work, secure the area and notify police or the locally designated authority immediately. Heritage officials may also need to be contacted, but a heritage call must not delay an emergency notification required by local law.

Queensland requires immediate notification to Queensland Police when human remains are discovered during development. The British Columbia mining-exploration procedure distinguishes suspected current remains and directs police contact if the operator representative is unavailable. In the French public-works contract conditions covered here, human remains are reported immediately to the mayor. These examples show why the correct contact depends on the jurisdiction and the circumstances; use the site’s emergency plan and local instructions.

Do not publicly circulate photographs or details that could compromise a police investigation, respect for the deceased or the protection of a sensitive site. Record the location only from a safe distance and only as permitted by the project procedure.

Information to provide when you report the discovery

Prepare a concise, factual report. The authority or local form may ask for more, but the following details allow it to triage the call:

  • Location: site address, project name, excavation or work-area reference, and coordinates or a grid reference if available.
  • Time and circumstances: when the material was noticed and what activity exposed it.
  • Description: visible material, approximate dimensions if they can be estimated without touching it, and whether it appears to be an object, structure, deposit, fossil or bone.
  • Condition: whether the discovery is still in place, was damaged by the work, or became detached accidentally.
  • Human-remains concern: state clearly if bone could be human, without making a forensic identification.
  • Protection already applied: work stopped, people and equipment kept away, and any temporary exclusion control established.
  • Contact details: the supervisor and a person who can provide safe access to the area.

Oxfordshire County Council’s guidance specifically asks what was found, where it was found and how it was found. The wider checklist above turns those core questions into information a construction authority can use without requiring workers to handle the material.

How the response differs by jurisdiction

The following examples are local procedures, not a universal construction rule. Confirm the current contact details, forms and project conditions before work starts.

Jurisdiction and scope Initial notification Handling or stand-down direction
British Columbia, mining exploration chance finds Notify the project team, the provincial Archaeology Branch and Indigenous groups with an interest. Stop nearby work, avoid disturbance and record the location. For suspected current human remains, contact police if the operator representative is unavailable.
Oxfordshire, England If possible, stop work in the area and contact Oxfordshire County Council with what was found, where it was found and how it was found. The council advises next steps and may visit. Planned-development evaluations can involve desk-based assessment, non-invasive survey and trial trenches carried out by professional archaeological companies.
Queensland, Australia: non-Indigenous historical archaeological artefacts Stop works, contact the responsible department and submit the department’s notification form. Do not disturb the discovery for 20 working days unless the Queensland government gives written permission. First Nations cultural heritage and fossil or palaeontological discoveries use separate reporting routes. Suspected human remains go immediately to Queensland Police.
France, the cited public-works contract conditions The contractor reports potentially artistic, archaeological or historical objects to the project manager; the contractor and client jointly declare them to the mayor. Do not move objects without the client’s authorisation. If an object becomes detached accidentally, secure it. Human remains are reported immediately to the mayor.

The British Columbia procedure page reported an update on 11 February 2026. The Queensland guidance was last reviewed on 6 June 2025. Local rules can change, so a project should keep its current procedure and emergency contacts at the site office and in crew briefing materials.

If there was no archaeological condition on the planning permission

An unexpected discovery can still require action. Oxfordshire County Council addresses the question of finding archaeology during construction when no archaeological condition was attached to the planning permission: stop work in the area if possible and contact the council with the what, where and how details. The council then advises what should happen.

Do not restart simply because the planning document is silent. The authority may determine that no further archaeological work is needed, ask for a professional evaluation or require controlled recording before construction continues. Keep the affected area protected while that decision is made.

What happens before work can restart?

Assessment and documentation

A qualified archaeologist or heritage officer may inspect the exposure, photograph and draw the context, map the location, identify material and determine whether more investigation is warranted. The assessment may define the limits of a buffer or distinguish archaeological material from modern debris.

Controlled recovery or redesign

If recovery is appropriate, it should occur under the authority’s direction and the project’s approved method. The solution could involve a controlled excavation, monitoring during limited works, preservation in place, a design change or another management measure. Workers should not select a method by themselves.

Written direction and records

Keep the notification, photographs, coordinates, authority advice, inspection notes and restart approval with the project records. A verbal instruction may be useful during an emergency, but follow the local procedure for any written clearance, permit or amended method statement required before the affected work resumes.

Planning that reduces delay and accidental damage

Archaeological heritage is finite and non-renewable. The UK Environment Agency notes that discoveries can delay capital or maintenance projects and that planning how archaeology will be managed can reduce delay risk. Treat chance finds as a project-control issue, not merely an unexpected obstruction.

  • Include a chance-find procedure in the construction environmental or site management plan.
  • List the supervisor, project manager, heritage authority, Indigenous or First Nations contacts, police and emergency services relevant to the site.
  • Brief operators and subcontractors before excavation begins, including photographs or descriptions of the kinds of material to report.
  • Show the stop-work boundary, reporting route and human-remains escalation in toolbox talks.
  • Keep coordinates, forms, contact numbers and authority instructions accessible when work is taking place.
  • Confirm whether planned archaeological evaluation is required before construction. Oxfordshire guidance describes desk-based assessment, non-invasive survey and trial trenches as possible evaluation methods, with professional archaeological companies carrying out the work.

Planning cannot eliminate every discovery, but it prevents the first response from depending on guesswork and makes it easier to protect the material without losing control of the programme.

Common mistakes to avoid

Continuing “just for a few minutes”

Further excavation can destroy the context that makes a find interpretable. Stop the affected operation immediately and wait for direction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Moving an object to keep it safe

Unauthorised movement can damage the object and erase its location evidence. Protect the area instead. The French contract conditions expressly require client authorisation before moving objects; only accidentally detached objects are to be secured.

Cleaning or testing the material

Washing, scraping, metal-detecting around the find or applying a field test can remove evidence or cause damage. Leave examination to the authorised specialist.

Assuming every bone is archaeological

Bone may be modern human, historic human, animal or another material. Do not make that determination on site. Treat possible human remains as an urgent notification and follow the police or designated-authority route.

Using the wrong reporting channel

Historical artefacts, Indigenous cultural heritage, fossils and human remains may have different authorities and forms. A general heritage mailbox may not satisfy an immediate police-reporting requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a generic internet contact

Contacts and procedures change. Use the project’s approved plan and verify the current local authority, department and emergency numbers for the site’s country and locality.

A field-ready decision sequence

  1. See something unusual: stop the activity that could disturb it.
  2. Make the area safe: keep workers, vehicles and spoil away using the site’s approved controls.
  3. Preserve the context: do not touch, clean, move or excavate around the material.
  4. Escalate internally: notify the supervisor or project manager and activate the chance-find procedure.
  5. Classify the urgency: if human remains may be present, notify police or the locally designated authority immediately; identify separate Indigenous or fossil routes where relevant.
  6. Report facts: provide the location, time, work activity, description, condition and protection measures.
  7. Hold the affected work: wait for assessment, instructions and any required written permission or clearance.

The safest default is simple: stop, protect, report and wait. The authority that receives the report—not the excavator operator or an unqualified observer—decides what the discovery means and what work may proceed.
