If your ARC Raiders Outpost objective or Research Station upgrade is not moving, first identify which progression system you are using. The Sheltered Retreat project unlocks the Outpost; Research Station levels are a separate upgrade path inside it. Read the active objective on the project or station screen, because the orange notification dot can be missing even when the first Outpost stage has counted.
Check the displayed prerequisite and inventory requirements, correct camera-obstruction problems during the photo step, and then verify whether the objective text changes. If every visible requirement is satisfied but the state remains unchanged, document the screen and contact Embark support. Official materials do not provide a guaranteed Outpost-specific recovery sequence.

First, identify which progression system is stuck
Players often call both systems “Outpost research,” but they have different requirements and failure symptoms.

Do not assume that upgrading the regular Workshop unlocks the Outpost. The documented unlock route is the Sheltered Retreat project.

Check the active objective before repeating anything
- Open the Outpost project or Research Station screen.
- Read the exact objective title and requirement currently shown. For the unlock project, the stages are Research Topside Living Conditions, Gather Building Materials, and Safe Guard the Building Site.
- Compare the text on that screen with what you actually completed. A missing notification dot is not proof that the objective failed.
- Look for a changed objective, a completed requirement, or an updated prerequisite. If none of those changed, record the current screen before trying another action.
This check prevents a common mistake: repeating an earlier task when the project has already moved to a different stage or when only the interface indicator is stale.
Fixes for the Sheltered Retreat Outpost unlock
Stage 1: photograph the farmland house
The first objective asks for a photo of a farmland house around Ruined Homestead on the Blue Gate map. The Camera is an in-game item. You can purchase it from Shani, craft it at the Workbench, or find one Topside.
Embark lists a camera issue in which furniture or the player character can block the camera at certain angles. If the photo does not register, move to a clear viewpoint, change the angle, and remove nearby obstructions. Then return to the project screen and see whether the objective text changed.

The official note does not define a precise distance, a required on-screen prompt, or an exact framing rule. Treat those details as unconfirmed rather than inventing a positioning requirement. If a clear photo still leaves the objective unchanged, capture a screenshot of the objective and report the state to support.
Stage 2: gather the building materials
The current station reference lists these quantities for the building-material objective:

Use the quantities shown on your own project screen as the final authority, because game balance and requirements can change. If the project still shows a missing item, check the exact item name and count rather than substituting a similar component. Once the listed inventory is present, reopen the project and verify whether the objective advances.

Stage 3: make the building site safe
The final Sheltered Retreat step is described as distracting and destroying ARC machines so construction can proceed. The available reference does not specify the ARC types, exact number, or whether all actions must occur in one raid. Do not rely on a guessed count or assume that repeating raids is a guaranteed fix.

The missing orange Outpost dot is a documented interface issue
Embark’s Frozen Trail 2.0 known-issues page states: “The Outpost tab lacks the orange dot indicator after completing first stage objectives to unlock it.” The issue is attributed to the ARC Raiders Team and is listed among Outpost problems being worked on for a future Live Update. The material does not confirm that a fix has shipped, so check current release notes for status.

Because the dot can be absent, use the project screen itself to determine progress. A missing dot can coexist with a completed first stage; it is not conclusive evidence that your photo or another objective failed. Conversely, seeing a dot does not replace checking the requirement text.

The Research Station is a separate progression path inside the Outpost. The current reference describes four Research Station levels, and each level requires the matching Outpost level. In addition to that dependency, each upgrade lists specific components:

These are reference values, not a promise that every build will show identical costs. Open the station in your current game and compare both columns of requirements: the required Outpost level and the item list. Having every item while your Outpost is one level too low will not unlock the upgrade.
Why level 4 may matter for weapon modules
The research bench unlocks weapon amplification modules. Amplification requires both Gunsmith level 4 and Research Station level 4. If you are trying to amplify a weapon and believe “research” is stuck, verify both of those separate level requirements before troubleshooting a bug.
Troubleshoot by the symptom you see
The objective text never changes after the photo
- Confirm that Sheltered Retreat is the active project.
- Verify that the target is a farmland house around Ruined Homestead on Blue Gate.
- Use a clear camera view and change your angle to avoid furniture or your character model blocking the shot.
- Reopen the project screen and check the text, not just the orange dot.
- If it still does not register, preserve a screenshot and contact support.
The Outpost tab has no orange dot
- Inspect the active project and its completed requirements.
- Do not treat the absent dot as proof that the stage was lost.
- Check Embark’s current release notes for whether the listed indicator issue has been resolved.
The materials are in storage but the upgrade remains unavailable
- Compare every item name and quantity with the station’s current list.
- Check the matching Outpost-level prerequisite.
- Make sure you are looking at the Research Station upgrade rather than the Sheltered Retreat unlock project.
- Use the in-game values if they differ from the reference list above.
The ARC site-safety objective appears complete but construction does not proceed
- Read the exact active wording and determine whether another stage replaced it.
- Do not assume an undocumented ARC type, kill count, or single-raid rule.
- Record what the project screen shows and send that information to support if the state remains unchanged.
Actions that are not documented fixes
The official material reviewed for this problem does not promise that restarting the game, changing maps, repeating the objective, or resetting a character will repair Outpost progression. It also does not support deleting data or abandoning progression as a remedy. These actions can create additional risk without addressing the underlying state, so do not present them as guaranteed solutions.
When and how to contact Embark support
Use the Embark ARC Raiders Help Center’s game-progression or technical-troubleshooting route when all visible requirements are met but the project or station remains blocked. The public support index provides those categories but does not document a guaranteed Outpost-specific recovery procedure.
Include concise, reproducible information:
- Your platform.
- The exact project or Research Station level.
- The active objective title and every requirement shown.
- What you completed, including the map and target for the photo stage.
- The current inventory or Outpost level relevant to the requirement.
- Whether the orange dot is missing, present, or inconsistent with the project text.
- A screenshot or short recording of the unchanged state, if possible.
This gives support the information needed to distinguish a missing prerequisite, a display problem, and a progression-state error.
Do not confuse an Expedition reset with an Outpost stall
Embark’s Expedition Project explanation describes a different progression system. A voluntary Expedition reset removes character progression, inventory, Workshop progress, and crafting capabilities, while an unfinished Expedition project retains progress until a future finalization window. That background does not establish that an Expedition reset causes Sheltered Retreat or Research Station stalls. Do not use it as an explanation unless an official support response specifically connects the two in your case.
