Keep following your court order and approved schedule while the agency reviews the event. Do not remove, disconnect, reset, or try to repair the equipment yourself.

Can an electronic monitoring tag report a location incorrectly?
Yes. GPS systems can place a person at a location where they were not actually present, a problem commonly called GPS drift. Indiana’s Q4 2023 electronic monitoring report says GPS locations are not exact at all times and drift can range from several feet to several hundred feet. That possibility does not mean every alert is false or automatically excuse a violation.

The Administrative Office of the U.S. Courts identifies satellite and environmental factors that can contribute to drift, including ionosphere thickness, satellite orbit, humidity, and multipath distortion, when GPS signals bounce off buildings. The agency must assess an alert against the person’s schedule, permitted zones, and case conditions. The federal field guide describes officers reviewing GPS points, satellite counts, speed, and movement patterns as part of that investigation. What to do when you get an alert
- Contact your assigned officer or monitoring unit promptly. Explain that you believe the alert is inaccurate, give the time and your actual location, and ask what instructions to follow. Illinois OSPS, for example, tells participants to contact its Electronic Monitoring Unit about unexplained tag alarms or vibration; Cook County tells participants with equipment difficulties to contact their officer. Those contacts are specific to those programs, not general hotlines. Illinois OSPS electronic monitoring instructions; Cook County Adult Probation electronic monitoring.
- Continue to follow your written conditions and approved schedule. Do not assume a suspected GPS error changes a curfew, exclusion zone, or other restriction. In Illinois, requirements vary by case; OSPS directs participants to check court records and consult their attorney and assigned officer. Cook County says schedule changes must go through the appropriate officer or court process. Illinois OSPS; Cook County Adult Probation.
- Do not interfere with the device. Do not remove, disconnect, reset, or attempt a repair unless the responsible agency specifically instructs you. Cook County warns that interference with device communication, tampering, or failure to charge can lead to a non-compliance report or law-enforcement involvement. Cook County Adult Probation.
- Record what happened and save relevant material. Write down the alert time, where you were, what the device displayed or sounded, and any calls, texts, or voicemails. Keep records that could independently help establish your whereabouts or circumstances, such as work, appointment, hospital, accident, or transportation documentation. Cook County specifically advises retaining hospital or accident records for emergency circumstances; no universal evidence checklist is established for GPS drift. Cook County Adult Probation.
- Respond to agency messages and ask how the event will be reviewed. Illinois OSPS’s pretrial instructions tell participants who receive a call or text from its Electronic Monitoring Unit to contact the unit as soon as possible and follow the voicemail or text directions. The federal guide describes officer investigation of alerts, but review timing depends on the technology and program. Illinois OSPS; U.S. Courts field guide.
- Talk to your attorney if the alert is being treated as a violation or the consequences are unclear. Illinois OSPS advises participants to consult their attorney as well as their assigned officer about their specific requirements. This article provides general process information, not legal advice. Illinois OSPS.
Why alerts differ between monitoring systems
An electronic monitoring tag is not always a GPS tracker. Federal location-monitoring guidance describes GPS, radio frequency (RF), voice recognition, and virtual mobile applications. Depending on the system, an alert could concern an apparent zone exit, loss of communication, charging, or another equipment function. The alert alone is not enough for a wearer to diagnose the problem; follow the instructions for the specific device and program. U.S. Courts, Use of Location Monitoring in the Field; U.S. Courts location-monitoring overview.
| Technology | What it generally monitors | What an alert may concern |
|---|---|---|
| GPS | Location across areas, including movement relative to approved zones | An apparent zone exit, location point, or communication issue; location points may be affected by drift |
| Radio frequency (RF) | Whether a transmitter is within range of a home receiver | Presence or connection with the receiver |
| Voice recognition | Check-ins using voice | A check-in or verification event |
| Virtual mobile application | Monitoring through an application | An app-based check-in or monitoring event |
These are broad distinctions, not a diagnosis of a particular device. Implementations and response procedures vary by agency. In November 2024, the U.S. Courts reported that about 8,000 people were assigned to federal location monitoring at a time; among federal participants, 60% used GPS, 33% RF, and the remainder voice recognition or a virtual mobile application. Those figures describe federal monitoring, not all U.S. programs. U.S. Courts location-monitoring overview (November 2024).

What the agency may examine
Under federal guidance for federal probation and pretrial services, officers investigate alerts and assess possible drift using GPS points, the number of satellites producing them, point speed, and movement patterns. The same guidance describes 24/7 alert response within its federal procedural framework; it does not establish that every state or county uses identical methods or deadlines. The field guide also states that it is general information and does not create legal rights or precedent. U.S. Courts field guide.
Indiana’s Q4 2023 report defines a false location alert as a reported location where the monitored person was not actually present and says the supervising agency confirms whether reported events meet its criteria. In one county example for that quarter, 118 people were monitored over 6,739 monitoring days; the system collected about 4.8 million points and the report counted 165 confirmed false location alerts. This is a jurisdiction-specific example, not a national error rate: confirmed alerts are not equivalent to every raw location point or every vendor-generated alert. Which instructions apply to your case?
Federal court guidance covers federal probation and pretrial services; it is not a national rule for every state or county. Illinois OSPS instructions apply to that program, cover 83 Illinois counties, and note that requirements vary by case. Cook County’s adult probation page describes its own procedures; it also says new sheriff pretrial enrollments stopped on April 1, 2025. That enrollment update does not change the need for a person already under monitoring to use the contact information and instructions for their own case. The Indiana report supplies an official definition and a local example, not a general procedure.
No universal contact number, response deadline, appeal route, or required evidence bundle is established across programs. Check your order and program paperwork for the right contact and procedure, and ask your assigned officer what information is needed to review the alert.
