What to Do if an ATM Dispenses Cash Without Debiting Your Account

If an ATM gave you cash but your account shows no matching debit, promptly tell the bank or credit union that issued your card. Explain plainly that you initiated the withdrawal and received the cash, but the debit is missing. Keep the receipt and transaction details, and ask the bank how it will reconcile the transaction. If another company operates the ATM, contact that company too.

What to do right away

  1. Check the right account and transaction date. Review the account in your bank’s official app or website, or check your statement. A transaction might not appear immediately, but do not assume that a posting delay explains it.
  2. Contact the card-issuing bank or credit union promptly. Use a verified contact method, such as the phone number on your card or the institution’s official app or website. The Consumer Financial Protection Bureau (CFPB) says to call your bank or credit union immediately about an ATM dispensing error. Its guidance addresses receiving the wrong amount; here, the separate issue is that no debit appears. See the CFPB’s ATM error guidance (modified September 4, 2024).
  3. Give an accurate account of what happened. Tell the representative the amount of cash received, the ATM’s location, and the date and time. Say that you made the withdrawal and received the cash, but no corresponding debit is visible. Do not describe a withdrawal you initiated as unauthorized.
  4. Keep the transaction details. Save the receipt. If the ATM did not issue one, write down its address or identifying location, any terminal number shown, the exact time, the amount, and any screen message.
  5. Contact the ATM owner if it is a different company. The CFPB advises contacting the owner when the ATM is not operated by your bank or credit union. Keep a record of that contact too.
  6. Ask for documented instructions. Ask the bank to record or open an inquiry, how it will reconcile the cash dispense, and what it wants you to do with the funds while it investigates. Note the case or reference number, representative’s name or department, and any promised follow-up date. Do not make an unsolicited deposit or send money through a link or payment method provided by an unverified caller or message.
  7. Monitor the account and keep your records. Check for a later debit or adjustment, and keep copies of messages and notes from calls. If the bank does not resolve the issue, use its formal complaint process and then contact the regulator appropriate for the institution.

How the situation changes what you should do

Situation What to do
The ATM belongs to your bank or credit union Report the missing debit to the card issuer and provide the receipt or transaction details.
A separate company operates the ATM Contact your card issuer and the ATM owner; keep a record of both reports. The CFPB recommends contacting the separate owner about an ATM dispensing error.
The withdrawal is not yet visible in the app Confirm that you are viewing the correct account and date, then report the missing debit rather than assuming it will post later.
A statement has been sent and still does not show the transaction Tell the bank that the statement does not reflect the cash withdrawal, and ask how to submit a formal notice of error. Regulation E’s general notice period is tied to the statement that first reflects the error.
You have a personal consumer account The federal electronic-fund-transfer rules discussed below may apply, depending on the account and facts.
You have a business, prepaid, or other account Do not assume the same procedures apply. The account type, agreement, and transaction facts can affect the process.

What Regulation E does—and does not—establish

For covered electronic fund transfers, Regulation E’s error definition includes an incorrect transfer to or from a consumer’s account, a bank computational or bookkeeping error relating to an electronic fund transfer, and a consumer’s receipt of an incorrect amount from an electronic terminal. An ATM withdrawal with cash dispensed but no matching debit may raise an account-record error. The regulation’s application and the resolution of this exact fact pattern depend on the circumstances; the cited official material does not specify a definitive repayment process for cash received when no debit appears. See 12 CFR § 1005.11 and its official interpretation.

In general, a consumer must notify the financial institution of a covered error no later than 60 days after the institution sends the statement that first reflects the error. For a properly reported error, the institution generally has 10 business days to investigate. If it needs more time, Regulation E generally requires provisional credit in covered circumstances, subject to exceptions and conditions. The rules also include further resolution and notice requirements, with deadlines that can vary based on account age and transaction circumstances. These timelines do not, by themselves, establish that a consumer may keep cash dispensed without a debit. Ask the bank for its position and instructions in writing if the issue is disputed.

Escalating an unresolved complaint

If customer service does not resolve the matter, submit a formal complaint through the bank’s own process and keep its response. The next regulator depends on the institution’s charter: the Office of the Comptroller of the Currency (OCC) handles complaints about national banks, while state regulators or other agencies may be relevant for other institutions. The OCC’s Checking Accounts: Understanding Your Rights guidance says ATM withdrawals are subject to electronic-fund-transfer rules and describes escalation routes that vary by institution.

This is general information for U.S. consumer personal accounts. Business and prepaid accounts, transactions outside the United States, account agreements, and the specific facts may change which procedures apply. If the bank’s position on repayment remains materially disputed, consider jurisdiction-specific legal advice.
