Treat an internet-exposed wind or solar control system as an operational-technology (OT) security incident. Notify the facility’s incident lead, control-room or operations supervisor, network owner, and the turbine, inverter, SCADA, or integration vendor. Do not make an improvised firewall change, disconnect equipment, or power down a controller before operations personnel assess dependencies and the incident team agrees on a safe action.
Then determine exactly what is reachable, whether public access is operationally necessary, and whether there are signs of misuse. Remove unnecessary internet paths through a reviewed network change. If remote access must remain, replace direct exposure with a restricted, monitored route using controls such as a jump host, multifactor authentication (MFA) where supported, current software, and monitored ingress and egress traffic.

What internet exposure means—and what it does not prove
A wind-farm SCADA server, solar-plant controller, engineering workstation, gateway, VPN appliance, or other control-system component is exposed when it can be reached from the public internet. Reachability is a dangerous condition, but it is not proof that an attacker entered the system. The immediate objective is to reduce the opportunity for exploitation while preserving safe operation and evidence needed for investigation.
CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, covers ICS, SCADA, industrial IoT, and remote-access technologies. CISA warns that “Many organizations unknowingly leave common vulnerabilities and weaknesses exposed to the internet, making them easy targets for exploitation.” Public exposure should therefore be handled as an OT event rather than an ordinary IT firewall ticket.

The response depends on the site’s country, equipment, network design, operating procedures, service contracts, and evidence. The available guidance does not establish a universal containment command, a particular reporting duty, or that any specific facility has been compromised.
First response: bring the right people together
Use the site’s established ICS incident-response plan. CISA’s ICS practice is structured around preparation, incident management, recovery, mitigation, remediation, and lessons learned; it recognizes that legacy equipment and operational constraints can make abrupt defensive actions unsafe.
- Notify the incident lead. Open an OT or ICS security incident with a time, reporter, affected site, and known exposure.
- Include operations. Bring in the control-room supervisor, plant manager, or other person authorized to make operating changes.
- Include technical owners. Add the network and security owners, system integrator, and equipment vendor contacts.
- Preserve the current picture. Record the exposed hostname or address, service and port, discovery time, screenshots, firewall rules, and recent changes before altering them.
- Set a communication path. Decide who can approve access changes, who communicates with the vendor, and how operators will be reached if remote connectivity is interrupted.
- Use the incident plan. Follow its escalation, evidence handling, recovery, and post-incident requirements rather than inventing a parallel process.
Assess operational risk before changing connectivity
Do not assume that blocking an address is harmless. A connection may support vendor maintenance, alarm delivery, weather or market data, fleet coordination, safety monitoring, or a failover function. Conversely, a system that appears to need remote access may be reachable directly only because of an old rule that no longer has a business justification.

- Which asset is exposed: SCADA server, human-machine interface, programmable controller, inverter gateway, engineering station, router, modem, or remote-access appliance?
- Which protocol, port, account, and source addresses are reachable, and is access inbound, outbound, or both?
- What equipment, safety functions, communications links, and third parties depend on that path?
- Is the exposure required for a documented operational purpose, and who approved that purpose?
- Could blocking, restarting, isolating, or patching the asset affect generation, protective functions, alarms, or safe shutdown?
- What maintenance window, rollback method, and local fallback exist if the change causes a fault?
CISA advises assessing whether each asset needs to be internet-accessible and reviewing dependencies before making changes. Its guidance states: “Review interdependencies to ensure that changes do not inadvertently disrupt essential services or operations.” The site’s impact analysis and risk assessment should be recorded with the change approval.
Choose containment according to operational need
| Exposure state | Preferred direction | Checks before implementation |
|---|---|---|
| No operational need for public access | Remove or restrict the internet path through a controlled firewall, routing, or remote-access change. | Confirm local control, alarms, vendor support, failover, and recovery procedures remain functional. |
| A documented operational need remains | Replace direct exposure with a restricted remote-access architecture, such as a jump host or hardened VPN path, with MFA where possible and continuous monitoring. | Limit users, devices, protocols, schedules, and privileges; verify patch status and the security of every connected endpoint. |
CISA names firewalls, jump hosts, MFA, VPNs, updated systems, and traffic monitoring as relevant controls, but it does not prescribe one architecture for every renewable-energy facility. The correct design depends on the plant’s topology and operating requirements.
Remove unnecessary public access safely
If the asset does not need internet access, the goal is to eliminate the path rather than merely hide the service. A network engineer, operations representative, and vendor should agree on the implementation and test plan.
- Identify every path. Check perimeter firewalls, cloud gateways, cellular modems, port forwards, remote-management services, and third-party connections. A single firewall rule may not be the only route.
- Document the approved change. State the source, destination, protocol, ports, owner, reason for removal, maintenance window, validation steps, and rollback.
- Apply the narrowest safe restriction. Remove the public route or limit it to approved internal segments. Avoid broad changes that could isolate safety or monitoring systems.
- Validate from outside and inside. Confirm that the service is no longer publicly reachable, while operators verify that required local and plant-to-plant functions still work.
- Close residual access. Disable unused accounts and services, remove obsolete vendor rules, and review alternate links such as cellular or cloud connections.
The CISA advisory for the Nordex NC2 wind-farm SCADA product gives product-specific mitigation language: “Minimize network exposure for all control system devices and/or systems, and ensure that they are not accessible from the Internet.” It also says to “Locate control system networks and remote devices behind firewalls, and isolate them from the business network.” Those recommendations should not be treated as a diagnosis of any other manufacturer’s system, but they illustrate the security objective.

Secure remote access that must remain
Some plants need remote support or centralized fleet operations. The answer is not to leave a controller directly exposed. Build a controlled route whose users, devices, time windows, and permissions can be identified and revoked.
Use a jump host or equivalent controlled gateway
Place the internet-facing entry point in a separate, hardened segment. Require authorized users to connect to the gateway first, then reach only the specific management interface they need. Do not allow the gateway to become an unrestricted bridge into the control network.
Require strong identity controls
Use MFA where the product and operating process support it. Give each person a unique account, remove shared credentials where feasible, and grant the minimum privilege needed for the task. Time-limited vendor access and approval for each session reduce standing exposure.

Keep access systems current
Patch the remote-access gateway, jump host, operating system, and connected endpoint according to a risk-informed maintenance plan. A VPN can be one component of the design, but CISA warns that VPN products can contain vulnerabilities and that a VPN is only as secure as the devices connected through it.

Monitor both directions
Collect authentication, session, configuration, and network records. Monitor ingress and egress for unexpected sources, destinations, protocols, connection times, repeated failures, or transfers. Configure alerts that the operations and security teams can actually review during plant operating hours.
Investigate for signs of misuse
Exposure alone does not establish intrusion. The incident team should preserve records before rotating or deleting them, following the organization’s evidence procedures and the limitations of the equipment.
- Review firewall, VPN, jump-host, SCADA, HMI, and operating-system logs for successful and failed logins.
- Check for new accounts, changed privileges, altered remote-access rules, unexpected configuration downloads, or unexplained controller restarts.
- Compare engineering and set-point changes with approved work orders and operator logs.
- Look for unusual outbound connections, data transfers, scanning, or commands at times when no maintenance was scheduled.
- Record time zones, clock accuracy, log retention, and any gaps that limit conclusions.
If indicators suggest compromise, contain according to the ICS response plan and vendor instructions. Avoid wiping systems, rebooting controllers, or restoring backups until the incident lead and operations team understand the effect on safety, evidence, and recovery.

CISA recommends patching exposed systems while using risk-informed decisions and assessing operational impact. There is no universal patch order that is safe for every live control system.
Check whether other assets are exposed
After stabilizing the original event, review the authorized asset inventory and remote-access register. Search for other public addresses, forgotten port forwards, duplicated vendor accounts, cloud dashboards, cellular gateways, and equipment installed outside the documented architecture.
CISA lists Shodan, Censys, Thingful, and Shadowserver as examples of web-based discovery platforms. Their inclusion is not an endorsement, and investigation must be authorized: verify asset ownership, scope, and legal permission before querying or probing systems. Passive inventory data, firewall records, provider reports, and vendor portals may be safer starting points than active testing.
Reconcile discoveries with the site inventory. An address that appears to belong to a plant may be shared, stale, or owned by another organization. Do not attempt login, exploitation, or intrusive scanning merely to confirm exposure.
Common mistakes that make an OT incident worse
- Blocking first and asking questions later: a well-intended rule can interrupt alarms, safety monitoring, or controlled shutdown.
- Assuming exposure equals compromise: this can trigger unnecessary destructive actions and obscure the evidence needed to determine what happened.
- Relying on a VPN alone: an unpatched VPN or compromised connected laptop can preserve the original risk.
- Using shared vendor credentials: shared accounts prevent reliable attribution and make revocation incomplete.
- Connecting the control network to the business network: convenience can create a path for threats that isolation would have blocked.
- Installing an appliance without architecture review: a firewall or gateway is useful only when correctly placed, maintained, monitored, and approved for the site.
- Testing with unauthorized scanners: unapproved probing can violate policy, trigger protective systems, or affect fragile equipment.
- Skipping recovery rehearsal: an access change is incomplete if operators do not know how to restore service safely.
Close the incident with measurable follow-up
When containment and recovery are complete, update the network diagram, asset inventory, remote-access register, account list, firewall rules, vendor contacts, and maintenance procedures. Record why internet access existed, who approved it, what was changed, what evidence was reviewed, and which risks remain.
Test the revised design during a planned window: confirm that public access is absent where it should be, required remote sessions traverse the controlled gateway, MFA and least privilege work, logs reach the monitoring team, and operators can run the plant locally if remote access fails. Set an owner and review date for every exception. Feed findings into training, procurement requirements, incident exercises, and future system upgrades.
The practical standard is simple: no direct public reachability without a documented operational need and assessed protections. Where the need disappears, remove the path. Where it remains, make access deliberate, limited, observable, and reversible.
