Leave the water and the beach immediately. Move away from the shoreline and every connected waterway, then follow local officials and posted evacuation signs to a designated safe place outside the tsunami hazard zone. If you cannot identify or reach that place, go as high or as far inland as you can. Keep monitoring official updates and do not return until authorities give an all-clear.
This advice applies whether the warning comes through an alert, a siren, a lifeguard, or your own observation of a natural warning. A tsunami warning means dangerous flooding and currents are possible and evacuation is recommended. A strong or long earthquake, an unusual rise or fall of the sea, or a loud ocean roar can signal a tsunami before any official message arrives.

Do these things first
- Stop swimming, surfing, boating, or playing at the waterline. Get off the beach rather than waiting to see what happens.
- Move away from all water. Leave the shoreline, harbor, marina, estuary, river mouth, creek, canal, and any other waterway connected to the ocean. Tsunami currents can travel well beyond the open beach.
- Use the local evacuation route. Follow official directions, evacuation signs, and instructions from emergency personnel to the designated safe area outside the hazard or evacuation zone.
- If you have no reachable destination, gain elevation or distance. Follow signs if they are available. Otherwise, move to higher ground or farther inland; U.S. Tsunami Warning Centers give a general fallback of at least 100 feet above sea level or one mile inland when no safe place can be reached.
- Keep receiving updates once you are safe. Use NOAA Weather Radio, local radio or television, and mobile alerts or data. Remain outside the evacuated area until local officials say it is safe.
Do not stop to take photographs, watch the water, collect belongings, or wait for a second confirmation. Those delays keep you in the area where flooding and currents can become dangerous.

Know what a “tsunami warning” requires
The National Weather Service defines a tsunami warning as a situation in which a tsunami capable of widespread flooding is expected or occurring. Dangerous coastal flooding and currents are possible, so evacuation is recommended. Treat the word “warning” as an instruction to act, not as a reason to wait for more information.
| What you notice | What it means | Your action |
|---|---|---|
| Official tsunami warning by alert, siren, broadcast, or emergency personnel | Dangerous flooding or currents are possible; a tsunami is expected or occurring. | Leave the water and evacuate the beach and nearby waterways immediately. |
| Strong or long earthquake at the coast | A local tsunami may follow before an official alert reaches you. | Protect yourself during the shaking, then evacuate as soon as you can move safely. |
| Sea rises or falls unusually fast | This is a natural tsunami warning. | Do not investigate or wait for confirmation; move inland or to higher ground. |
| Loud roar from the ocean | This can precede a tsunami. | Leave immediately and follow the evacuation route. |
These natural signs are especially important for a local tsunami, which can arrive quickly. The National Weather Service explains the alert categories and natural warnings in Understanding Tsunami Alerts.
If you feel an earthquake while you are at the beach
Protect yourself during the shaking
While the ground is moving, drop, cover, and hold on. Protect your head and body from falling objects and unstable structures. Do not run toward the water or begin an evacuation route until you can move without being injured by the earthquake itself.

Evacuate without waiting for an alert
When the shaking stops enough for you to travel safely, leave the beach and waterways immediately. A strong or long earthquake is a natural warning; a local tsunami may arrive before authorities can issue a message. You do not need a siren, phone alert, or official confirmation to begin moving.
Use the nearest marked route to the designated safe area. If signs or officials direct you somewhere different from your plan, follow the current local instruction. The National Weather Service’s earthquake-specific advice is included in its tsunami alert guidance.
Where to evacuate
First choice: the locally designated safe place
Evacuation maps and orders are location-specific. Follow posted tsunami evacuation signs and directions from local emergency managers, police, fire services, lifeguards, or other officials. A route that is safe in one town may lead into the hazard zone in another, so do not substitute a familiar beach exit for the marked route.

Move beyond the boundary shown on the local map or identified by officials. Continue away from every waterway, not merely from the strip of sand where you started.
Fallback when no route or destination is reachable
If you cannot determine the designated safe place, cannot reach it, or local directions are unavailable, use evacuation signs if any are visible. Otherwise, move as high or as far inland as possible. The U.S. Tsunami Warning Centers’ general fallback is at least 100 feet above sea level or one mile inland. This is a federal rule of thumb for circumstances in which a safe place cannot be reached, not a replacement for your community’s posted route, hazard map, or evacuation order. See the U.S. Tsunami Warning Centers FAQ for that qualification.
| Situation | Decision |
|---|---|
| You can see and follow a marked local evacuation route | Take that route to the designated safe area outside the hazard zone. |
| Officials give a direct instruction | Follow the current instruction, even if it differs from a route you expected. |
| You cannot identify or reach a safe place | Use evacuation signs; if none guide you, move at least 100 feet above sea level or one mile inland as a general U.S. fallback. |
What not to do on the way out
- Do not stay to watch the ocean. A retreating or advancing shoreline is a warning sign, not a spectacle.
- Do not take photos or video. Stopping on the beach, a pier, bridge, harbor, or riverbank leaves you exposed and can obstruct other evacuees.
- Do not wait for a second message. Natural warnings require action even when your phone has not alerted.
- Do not return for possessions. Leave equipment and belongings if retrieving them would keep you in the hazard area.
- Do not assume a quiet interval is safe. A pause, a cancellation message, or a smaller first wave is not an all-clear.
After you reach safer ground
Keep monitoring official information
Once you are outside the hazard zone, continue listening to NOAA Weather Radio, local radio or television, and mobile alerts or data. Authorities may change the evacuation area, route, or shelter direction as they receive new information. Keep your phone available for emergency messages, but do not rely on a single channel.

Stay away until the all-clear
Reaching land does not end the danger. The first wave may not be the largest, and dangerous flooding and currents can continue for hours or even days. Stay out of the beach, harbor, rivers, and evacuated areas until local officials explicitly say it is safe to return. The National Weather Service explains the continuing danger in After a Tsunami.
Understand what “cancellation” does not mean
A cancellation or lull in the broadcast does not authorize you to go back. Only the local authority managing the evacuation can provide the all-clear for that area. Continue following official updates if messages conflict or seem incomplete.

Why moving away from every waterway matters
Tsunami energy travels through bays, harbors, rivers, and channels. Dangerous currents can persist where the open ocean looks calm, and water can move inland along connected waterways. For that reason, “leave the beach” means leaving the entire coastal-water network in the evacuation area, not simply stepping above the wet sand.
Best Value
Move until you are outside the mapped hazard zone or have reached the safe place identified by officials. If the local map is unavailable, use the higher-or-farther-inland fallback rather than choosing a nearby viewpoint or seawall.
When an official message and your observations differ
Use the most urgent credible instruction. If an official warning tells you to evacuate, act immediately even if the sea appears normal. If you experience a strong or long earthquake, see an unusual rise or fall, or hear a loud roar, evacuate without waiting for an official warning even if your phone shows nothing. Natural warnings can precede official alerts, and local tsunamis can arrive quickly.
Once moving, follow the local route and officials’ directions. Do not turn back to verify the observation or wait for a broadcast to catch up.
Location and guidance limits
The evacuation distances and the 100-foot/one-mile fallback cited here come from U.S. federal guidance. Evacuation maps, safe zones, routes, warning systems, and legal orders differ by country, state, territory, and municipality. Local authorities and posted signage always control the actual destination and route.
If you are outside the United States, use your local emergency-management and coastal-warning authority’s instructions. The core action remains the same: leave the water, move away from connected waterways, go to the designated safe area or higher/farther inland, and remain out until officials give the all-clear.
Quick Recap
A compact decision checklist
- Warning received? Stop water activities and leave the beach now.
- Natural warning noticed? After protecting yourself from shaking, evacuate without waiting for an alert.
- Route visible? Follow the posted local evacuation signs and officials to the designated safe place.
- Route unknown or blocked? Move higher or farther inland; the U.S. general fallback is at least 100 feet above sea level or one mile inland.
- Safe for now? Monitor NOAA Weather Radio, local broadcasts, and mobile alerts.
- Wave passed or message quiet? Stay out until local officials issue an explicit all-clear.
