If a tropical storm threatens your island, follow local authorities’ instructions first. Leave only while the route and transport are safe; if it is too late or unsafe to travel, go to the designated shelter and prepare to stay there. Check current ferry, flight, port, and lodging arrangements directly with their operators—an old timetable is not proof that a route is still running.
What should you do first?
- Check local orders and official alerts. Use the island’s disaster-management agency and meteorological service, plus the relevant regional forecast center. Follow evacuation instructions. Alert terms vary by region, so do not rely on a generic definition instead of the local authority’s directions. The U.S. National Weather Service explains that a watch means hazardous conditions are possible and a warning means they are expected; those terms do not replace local instructions (NWS hurricane safety).
- Decide whether safe departure is still possible. If authorities advise leaving and travel is safe, confirm the last operating boat, ferry, or flight directly with the operator and act early. Australia’s Smartraveller advises island travelers to return to the mainland before boats stop running, if it is safe (Smartraveller tropical-storm advice).
- If you cannot leave safely, find shelter and prepare to remain. Ask local authorities and lodging staff where the designated shelter is, how to get there, and whether your accommodation is suitable for sheltering in place. Keep essential supplies and documents accessible.
- Keep checking for updates through more than one channel. Follow official notices and forecasts, and use local radio, television, SMS, or embassy alerts where available. Internet and cellular service can fail.
The U.S. Department of State says, “The best time to leave is before a crisis happens,” and advises using commercial transport when it is safe and available (Department of State: Crisis Response and Evacuations). That is not a reason to set out after roads or waters have become dangerous.

How do you decide whether to leave or shelter?
| Situation | Safer next step | What to verify |
|---|---|---|
| Authorities advise evacuation and the route is safe | Leave early using available commercial transport. | Confirm the departure, route, terminal or port, and destination with the operator; arrange where you will stay after arrival. |
| Transport is operating, but conditions or access are changing | Check directly with carriers and local officials before traveling to the airport or port. | Whether the specific service and terminal are operating now—not just whether it appeared on an earlier schedule. |
| Authorities advise sheltering, or movement is unsafe | Go to the designated shelter or follow local shelter-in-place instructions. | Shelter location, safe route, access needs, and instructions from local authorities. |
| You have medical, mobility, or other urgent needs | Tell local authorities and your lodging provider promptly and ask what assistance is available. | Whether the shelter and transport can accommodate your needs; do not assume they can. |
Flights may be delayed or cancelled, and seaport access may also be affected. Contact the airline or travel agent about rebooking, and ask your hotel or tour operator about itinerary changes, shelter arrangements, and check-in procedures. Do not try to preserve an itinerary by crossing unsafe roads or water.
What if you cannot evacuate?
Locate the shelter and understand the route
Ask local officials where the designated shelter is and what evacuation instructions apply. Check more than one route only if it is safe to do so. Ask lodging staff whether the property is intended to shelter guests in place. Shelter, food, water, and medical facilities can be scarce, and some areas may not have adequate shelter for people who stay; make this decision with current local guidance, not assumptions about the building.

- Passport, identification, and important contact details, kept in a secure waterproof pouch or dry bag.
- Local cash, a flashlight, and a battery-operated radio if available.
- A charged phone and any available backup power source.
During the storm, follow local shelter directions. The CDC advises staying inside and away from windows, and waiting for an official message that the hurricane is over. A lull can be temporary. Do not enter floodwater or travel on storm-affected roads because conditions appear calmer (CDC hurricane safety).
How can you keep receiving reliable updates?
Check the local meteorological service and disaster agency, and use more than one way to receive alerts. NOAA recommends having multiple ways to get forecasts and warnings. If internet or mobile service becomes unreliable, local television, radio, SMS, and embassy alerts may still help. U.S. citizens traveling abroad can enroll in the Smart Traveler Enrollment Program (STEP); travelers of other nationalities should check their own government’s travel-alert service (NOAA hurricane preparedness; U.S. STEP).

What should travelers with pets or access needs arrange?
Ask in advance whether your shelter, hotel, airline, ferry, and any evacuation transport can accommodate your pet or access needs. Do not assume a government-coordinated evacuation can carry pets: U.S. State Department guidance says its coordinated transportation generally cannot. If you need medication, mobility assistance, refrigeration, or another accommodation, tell local authorities and your lodging provider as early as possible.

What can an embassy do—and what can it not do?
For U.S. citizens abroad, the Department of State may share crisis information and, in some emergencies, coordinate departure when commercial options are unavailable and transport is safe. It generally cannot provide transport within the country. A coordinated evacuation may take travelers to a nearby safe, accessible location rather than to the United States; travelers generally arrange and pay for lodging, living costs, and onward travel. U.S. government-coordinated transport is ordinarily reimbursable, with rare exceptions (Department of State evacuation guidance). Travelers of other nationalities should contact their own embassy or consular service.
Do not wait for an embassy evacuation if safe commercial transport is available. Consular help is not a guaranteed ticket home.

What should you check in your travel insurance?
Read your own certificate and policy; there is no universal rule that travel insurance covers a hurricane. Check the exact trigger and timing for cancellation, trip interruption, and travel delay, as well as medical care and evacuation limits, storm definitions, exclusions, effective dates, supplier refunds, required documents, and reporting deadlines. Contact the insurer’s emergency-assistance line for instructions before paying for replacement travel when time and safety permit.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minutePolicy wording can make a material difference. For example, a sample Travel Insured policy describes specified weather and evacuation triggers, excludes some claims when a hurricane was foreseeable before the applicable coverage effective date, and sets a reporting condition for cancellations. Those terms apply to that sample wording, not to every insurer or policy (sample Travel Insured policy). For U.S. travelers, the State Department recommends considering insurance for emergency medical care and checking whether existing health coverage applies abroad (Department of State: Your Health Abroad).

Which storm figures are useful—and what do they mean?
In CDC and NWS guidance, a hurricane has sustained winds of at least 74 mph; tropical-storm-force winds are 39–73 mph. These are classification thresholds, not a prediction of conditions at your location (CDC hurricane information; NWS hurricane safety).
For U.S. National Weather Service planning, a hurricane watch is issued 48 hours before tropical-storm-force winds are expected, and a warning 36 hours before those winds are expected. These are U.S. planning lead times, not a guarantee that a local island authority will provide the same amount of evacuation time. In the Atlantic and eastern North Pacific, NWS tropical-cyclone advisories are issued at least every six hours; public advisories are issued every three hours when coastal watches or warnings are in effect (NWS tropical cyclone information).
