If an electronic roadside sign appears wrong, do not brake, swerve, turn around or change lanes abruptly just to obey a message that conflicts with what you can safely see. Keep a predictable course, obey current traffic signals, lane controls and speed limits, and treat the warning as information that may refer to a hazard farther ahead. Once you are no longer driving, report a suspected error to the agency that owns that road.
An immediate threat is different from a stale or confusing message. Use emergency services when people, vehicles or the roadway face immediate danger. For a non-emergency report, give the road authority the route, direction, nearest exit or landmark, sign location, date and time, and the exact wording or symbols displayed. There is no single reporting number that applies to every state, city, toll road or country.

Make the safety decision before the reporting decision
A changeable message sign can be inaccurate, but it can also describe conditions several miles ahead, a lane closure that is about to begin, or a danger hidden by terrain, darkness or traffic. Decide first whether the situation itself is urgent. Do not investigate by stopping on a shoulder, walking toward the sign or using a handheld phone while moving.

If the message points to an immediate danger
Give priority to what is physically happening on the road. A crash, fallen object, fire, wrong-way vehicle, flooding, exposed live wire, collapsed sign structure or blocked travel lane may require an emergency response even if the electronic message is unclear. Slow only as much as current traffic and road conditions permit, leave space around your vehicle, and follow police, flaggers and other temporary controls.

Call the applicable emergency number when there is an immediate threat to life or roadway safety. If you are already in a jurisdiction with a separate transportation-management number for urgent road conditions, that channel may also be useful, but it does not replace emergency services for a crash or comparable emergency.
If the message merely appears stale or incorrect
Continue driving predictably. Do not make a sudden lane change, exit, U-turn or hard stop solely because the display conflicts with conditions you can currently observe. Look for conventional signs, pavement markings, cones, workers, police instructions and actual traffic conditions. When you can safely stop at a legal location, or after you reach your destination, contact the road owner through its official reporting channel.
What changeable message signs are designed to do
Electronic roadside signs are called changeable message signs (CMS), dynamic message signs (DMS) or variable message signs (VMS). They are used to communicate changing traffic conditions, unusual events, diversion guidance, regulatory information and advance warnings. The Federal Highway Administration (FHWA) describes them as traffic-operation tools, not replacements for ordinary traffic-control devices.
Caltrans likewise describes its CMS as real-time safety and guidance displays for planned and unplanned events that significantly affect the state highway system. Its description is important for drivers: an electronic display supplements conventional controls. A message does not cancel a posted speed limit, a lane-control signal, a police direction or a barricade.

In a January 4, 2021 official ruling interpreting the 2009 Manual on Uniform Traffic Control Devices, FHWA said the primary purpose of CMS is to provide relevant information about changing highway traffic conditions. The ruling identifies five effectiveness principles:
- Fulfill a genuine traffic or safety need.
- Command attention without creating unnecessary distraction.
- Convey a clear, simple meaning.
- Command respect so drivers take the display seriously.
- Give drivers adequate time to make a proper response.
Those principles explain why a message can still be relevant when the road immediately in front of you looks normal. The warning may concern a downstream location, a recurring closure window or a condition that has changed since the display was programmed. They also explain why a confusing or apparently obsolete message is worth reporting rather than improvising a dangerous maneuver.
What to do while you are still approaching the sign
- Scan the roadway, not just the display. Check mirrors, adjacent lanes, pavement markings, fixed signs, traffic signals and the behavior of vehicles ahead. A message may identify a hazard that is not yet visible.
- Keep your movement smooth. Maintain a safe following distance and remain in your lane unless a normal, legal maneuver is required by the actual roadway. Do not brake sharply to reread a sign.
- Follow the most immediate lawful control. Police officers, flaggers, lane-control signals, barricades and physical closures govern your movement. A CMS provides information and guidance but does not authorize you to ignore those controls.
- Do not use a handheld device to verify the warning. Wait until you are parked legally and safely, or have a passenger handle a call or note. Never stop in a travel lane, gore area, narrow shoulder or other exposed location merely to photograph a display.
- Remember that distance matters. If the display names an exit, town, mile marker or incident ahead, allow for the possibility that the condition is beyond your current view. Keep following the route until an ordinary, safe decision point appears.
Choose the right reporting path
The correct contact depends on two questions: how urgent is the problem, and who owns the road? The following framework prevents a routine web form from being used for an emergency and prevents a state agency from receiving a report about a city street it does not control.

| Immediate danger to people or traffic | Emergency services; follow any local transportation-management emergency procedure | Call the emergency number without waiting for a routine sign-report form. |
| Crash, fire or comparable emergency | Emergency services | In Delaware, DelDOT distinguishes 911 emergencies from urgent roadway-condition reports; that procedure is a state example, not a national rule. |
| Suspected error on a state highway | The state department of transportation’s official road-concern or service-request channel | Use the state agency responsible for that route, not automatically the nearest city. |
| Suspected error on a city, county or local road | The responsible public works or local transportation department | State agencies may redirect local-road reports to the local authority. |
| Suspected error on a toll road or privately operated facility | The tollway or facility operator’s official traffic or customer-service channel | Ownership can differ from the state highway agency even when the road crosses the same region. |
Examples from U.S. agencies
Caltrans directs questions or problems involving electronic-sign messages to the Public Affairs Officer in the relevant locality. Indiana’s transportation agency, INDOT, provides a state-road concern route for damaged, missing or deteriorated signs and directs local-road matters to the appropriate local authority. Delaware’s transportation department publishes a 24/7 Transportation Management Center route for urgent roadway conditions such as sign damage and separately directs other emergencies, such as crashes, to 911.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
These examples show why a universal “false highway sign” number would be misleading. Procedures, names and online forms change, and an agency’s authority ends at its jurisdictional boundary. Use the official transportation, public works, tollway or road-operator website for the place where the sign stands. If the road owner is unclear and the danger is immediate, call emergency services rather than delaying to identify the agency.
What to include in a useful report
A precise report lets an operator identify the correct sign, check its controller and determine whether the message was intentional. Include all of the following when you can do so without driving or stopping unsafely:
- The road name or route number, including the state or province if relevant.
- Your direction of travel.
- The nearest exit, cross street, mile marker, interchange, town or recognizable landmark.
- The sign’s position, such as before an interchange, over a particular lane or on a frontage road.
- The date and approximate time you saw it.
- The exact words, numbers, colors or symbols displayed. If the message alternated, record each screen in order.
- Why it appeared false, outdated or confusing, such as a closure that had ended or an incident that was not present.
- Any visible damage, darkness, missing pixels, obstruction or sign face tilted toward traffic.
Do not guess at a mile marker or rewrite the message from memory if you can safely record it later. A passenger may take a photograph, or you may photograph the sign after parking legally with a clear view. A photo is optional; a detailed location and time are more important than risking a roadside stop.
A concise description works best
State the observation without accusing an operator of negligence. For example, explain that while traveling northbound on a named route near a specified interchange at a particular time, the sign displayed a closure message, yet the referenced ramp was open and no closure equipment was visible. Mention whether you saw a separate hazard farther ahead. This gives the agency a testable fact pattern and preserves the possibility that the message referred to a downstream condition.

When a warning seems wrong but may still be relevant
The incident is farther ahead
Many displays provide advance warning. Traffic may be flowing at your location while a crash, debris field or lane reduction exists beyond the next interchange. Treat the distance named on the sign, if any, as meaningful and wait for a safe decision point before diverting.
The condition changed after the message was posted
Operators may need time to confirm that a crash is cleared, a work zone is removed or a diversion is no longer needed. A message can therefore lag behind reality. Report a likely stale message, but do not create a sudden maneuver to avoid a condition that no longer appears to exist.
The display has a technical or physical fault
Missing characters, frozen text, contradictory screens, unreadable brightness or a sign facing the wrong direction can make a warning appear false. Describe the visible fault and location. The road owner can compare your observation with maintenance records and the sign’s control system.

Messages sometimes describe congestion, weather, a planned event or a regional restriction rather than a hazard at the exact sign. Read the complete message, including arrows, route numbers and time windows, before deciding what it means. If it remains unclear, maintain your course and report the ambiguity when safe.
Best Value
Message length, readability and the limits of old figures
FHWA incident-management guidance published in 2010 said a DMS message at typical highway speeds may need to be presented in about eight seconds or less. The publication translated that design constraint to roughly eight words at 55 mph, seven words at 65 mph and six words at 70 mph. These are message-design figures, not a promise that every driver can read or comprehend a display within exactly eight seconds. They support the practical rule to take only short glances and never stare at the sign.
The same 2010 publication cited a 2006 ITS Deployment Survey count of 3,398 permanently installed and 1,362 portable dynamic message signs in 81 U.S. metropolitan areas. Those numbers describe a historical survey, not the current national inventory. They demonstrate how established the technology was, but they should not be used to estimate how many signs exist today.
FHWA’s 2021 ruling states that “Clear and simple messages are easy to read and comprehend with only short glances away from the roadway, resulting in minimal visual and cognitive distraction from the driving task.” If a display forces prolonged reading, contains unexplained abbreviations or cycles through too much text, report the readability concern without trying to solve it by slowing abruptly or stopping beneath the sign.

Common mistakes and safer alternatives
| Mistake | Why it creates risk | Safer alternative |
|---|---|---|
| Braking hard after seeing a contradictory message | Following traffic may not expect the change, and the actual hazard may be elsewhere. | Ease off smoothly only as road conditions require and keep a predictable path. |
| Changing lanes across traffic to reach an exit immediately | Late merges create side-impact and rear-end risks. | Continue to the next legal decision point and follow posted route guidance. |
| Stopping on a shoulder to call the agency | Shoulders can expose occupants to fast traffic and may be reserved for emergencies. | Wait for a safe, legal stopping place or let a passenger report it. |
| Using a phone to photograph or search while driving | Handheld use and visual distraction reduce control of the vehicle. | Record details from memory, use a passenger, or document the sign after parking. |
| Calling a familiar agency without checking ownership | The report may be delayed or sent to the wrong jurisdiction. | Identify the state, local, toll or facility road owner from its official site. |
| Treating a routine form as an emergency channel | Web requests may not be monitored quickly enough for an active threat. | Use emergency services for immediate danger. |
How the approach differs outside the United States
Terms vary by country. The United Kingdom Department for Transport’s 2015 material uses variable-message-sign terminology and describes a similar broad function, but it does not establish U.S. reporting procedures. Outside the United States, identify the national, regional or local road operator for the sign and use that authority’s current emergency and non-emergency channels. Do not assume that a U.S. state-DOT process, phone number or agency title applies elsewhere.
Quick Recap
A short checklist to remember
- Assess the real roadway and any immediate threat before reacting to the display.
- Keep the vehicle predictable; do not make a sudden maneuver solely because the message looks wrong.
- Obey police, flaggers, lane controls, barricades, pavement markings and other current traffic controls.
- Use emergency services for an active danger; reserve routine reports for non-emergency errors.
- Report to the road owner responsible for that location.
- Provide route, direction, landmark or exit, sign location, date, time and exact message text.
- Never stop or use a handheld phone in an unsafe way just to document the sign.
