Then verify the exact game edition and activation country with the seller or publisher. If a purchased key is for another region, request a refund or a replacement from the seller; do not use a VPN or proxy to disguise your location.
The correct remedy depends on the title, edition, country, platform, seller and error message. The procedures below separate those cases so you do not apply a store refund policy to a third-party key or mistake a gift restriction for a missing game.

Identify which kind of region problem you have
The word “unavailable” describes several different failures. Read the exact message and establish where the transaction stopped before contacting support.
The game is missing from your local store
If a title does not appear in your country’s storefront, the restriction affects purchase or distribution in that territory. A key from another seller is not automatically a solution: the publisher may also block activation there. Look for the publisher’s current country information and ask a seller to confirm that the exact edition can be activated in your country.

A third-party key will not activate
A code bought outside the platform’s own store may be limited to a publisher-defined group of countries. Steam says these restrictions vary by publisher and should be disclosed by the publisher or retailer. The error may read “Game not available in your territory.” Steam Support cannot remove the restriction and cannot refund a third-party key.
A gift cannot be redeemed
Gifts have their own rules. Steam displays the countries in which a gift can be redeemed at purchase and in the gift description, and Steam says that country set can change. A gift sent from another country is therefore not equivalent to a normal store purchase.
Your store region is wrong while traveling
Travel can make the storefront appear unfamiliar, but it is not permission to change your account country to obtain a restricted product. Steam advises travelers to keep the store region aligned with the country where they permanently reside.

The key activates but the game has a location restriction
Activation and use are separate questions. When comparing an offer, ask whether the country limit applies to buying, redeeming, downloading or running the game after activation. A seller’s statement that a code is “global” is not enough unless it covers the exact platform, edition and country.

Check eligibility before paying for a key
Do these checks on the exact listing, not on a different edition or a general page for the franchise.
- Confirm the launcher. Establish whether the code is for Steam or another PC platform. A key for one launcher cannot be redeemed in another, even when the game title is identical.
- Confirm your account country. Use the country attached to the account that will redeem the code, not merely your current travel location.
- Read the activation territory. Look for an explicit list of eligible countries or a restriction notice. If the listing says only “worldwide” or “global,” ask the seller to name your country in writing.
- Match the edition. Standard, deluxe, regional, bundle and promotional editions can carry different entitlements and restrictions. Check the platform, language package and edition name character for character.
- Check who provides support. A platform purchase, publisher-authorized retailer sale and unaffiliated third-party transaction can have different refund routes.
- Save the evidence. Keep the product page, country wording, price, order number and any written confirmation. A screenshot or saved message makes a compatibility dispute easier to explain.
Steam’s guidance is to ask the retailer before buying when a key might be region-restricted. Do not assume that a restriction shown on one title applies to every game from the same publisher.
If you already bought the wrong-region key
Do not keep attempting activation or try to disguise your location. Repeated attempts do not convert a regional code, and a VPN or proxy can create an account-compliance problem.

- Capture the precise failure. Record the full error, date, account country, platform and key order details. State whether the code was never revealed or was revealed and rejected; the seller may use different procedures.
- Contact the seller first. Explain that the code is restricted to a different country and request either a refund or a replacement that is explicitly compatible with your country. Include the listing and the country confirmation you relied on.
- Ask for a written decision. If the seller says the code is valid, ask which countries can activate that exact edition and where that restriction was disclosed. Keep the reply.
- Use publisher guidance when it directs you back to the retailer. Support pages for individual games may identify the correct code-location check, but they commonly send a purchase problem back to the seller.
- Escalate only through the correct channel. Steam Support handles Steam purchases and account issues; it does not refund third-party CD keys or remove their regional limits. A retailer must handle a retailer transaction.
You can use a concise request such as:
Order: [order number]
Platform and edition: [exact name]
Account country: [country]
Error: [exact message]
The listing did not clearly state that this code was restricted to another country. Please provide a refund or replace it with a code confirmed for activation in [country].Replace the bracketed fields with your own information; do not send your password or full payment-card number.

Steam-specific rules for purchases, keys and gifts
Direct Steam purchases
Steam says most products bought directly for yourself from its store do not have a region restriction, although a store restriction should appear on the product page. This statement applies to the Steam transaction itself, not to a code purchased elsewhere.
Third-party Steam keys
Publishers decide whether a key is limited to a territory. Steam’s support wording is explicit: “Steam Support is unable to modify or remove any region restrictions.” If a key is intended for another region, Steam directs the buyer to the seller for a refund.
Steam gifts
The redeemable countries are shown when the gift is purchased and in its description. Steam notes that the allowed-country set can change, so an old screenshot or a previous gift transaction does not guarantee that a new gift will work.

Keep the store region set to your permanent country of residence when traveling. Steam warns that using a VPN or proxy to disguise your location to redeem a restricted gift violates its terms and may result in account restrictions. The compliant alternatives are to obtain a copy sold for the current eligible country, ask the sender to cancel or replace the gift where possible, or contact Steam about a store transaction that cannot be completed normally.

Use the exact publisher instructions for the exact game
General platform guidance cannot replace a title-specific support page. Rockstar’s support documentation, for example, provides code-location troubleshooting and a country list for some Grand Theft Auto V PC activation codes, while warning that additional title or region restrictions may apply. Treat that list as evidence for the specified product and edition, not as a rule for every PC game.
SEGA Support similarly tells customers who bought a new game key to contact the retailer for a replacement and provides a separate path for a game that is not available in the customer’s region. These examples illustrate the normal order of operations: identify the product-specific rule, then return to the merchant that supplied the code when the transaction itself must be corrected.

Steam’s platform refund policy
Steam’s standard policy, last updated April 23, 2024, generally allows a game refund request within two weeks of purchase when the account has less than two hours of playtime. That is a policy for purchases made on Steam; it is not a guarantee that a third-party key will be refunded.

Third-party transactions
Valve says it cannot refund third-party purchases such as CD keys or wallet cards. Send those requests to the seller named on your receipt. If the seller advertises a code as compatible with your country and then supplies a restricted one, include that representation in your complaint.
Local legal remedies
Steam notes that consumers in some jurisdictions may have additional rights, including rights concerning faulty games. The applicable remedy depends on your country, seller, transaction details and how the product was described. If a seller refuses to correct a clearly misdescribed purchase, check your local consumer-protection authority or obtain jurisdiction-specific legal advice; platform policy is not a substitute for local law.
Compare legitimate replacement options
When choosing what to do next, compare the options on the same criteria rather than choosing the cheapest code.

Also verify whether the restriction affects purchase, activation, gift redemption or post-activation use; whether the listing disclosed it; and which consumer rules apply where you live.
Troubleshoot the common messages
“Game not available in your territory”
Steam uses this wording as an example of a regionally restricted CD key being activated from another region. Confirm the account country and key territory, then contact the seller. Do not ask Steam to override the code; its support policy says it cannot remove the restriction.
“Not Available In Your Region”
This wording appears as a support heading in SEGA’s documentation. Match the message to the exact launcher and title, then follow the publisher’s product-specific instructions while keeping the retailer as the refund or replacement contact.
The listing showed no restriction, but activation fails
Save the listing as it appeared at purchase and request a written explanation. Ask the seller to identify the eligible countries for that exact code. If the restriction was not disclosed, clearly request a refund or a compatible replacement.
The gift fails but a normal purchase works
Check the gift description and the countries shown at purchase. Gift eligibility is a separate rule from ordinary store purchasing, so a working local store does not prove that the gift can be redeemed.
