First compare the physical disk’s capacity with the size of the partition or mounted volume, then account for decimal-versus-binary units. If the entire disk is genuinely undersized, isolate the cable, port, enclosure, controller and computer before attempting any repair. Do not initialize, format or repartition a disk that may contain files you need.
Start by identifying which capacity is actually wrong
There are three different numbers that people commonly call a drive’s “capacity”:
As an Amazon Associate I earn from qualifying purchases.
- Advertised capacity: the byte count printed by the manufacturer.
- Physical-disk capacity: the size the computer reports for the whole device, including all partitions and unallocated space.
- Volume capacity: the size of a particular partition or mounted drive letter. A volume can be smaller than the physical disk by design.
Use this quick distinction before changing anything:
| What you observe | Most likely explanation | Safe first action |
|---|---|---|
| The number is modestly lower than the label, in a predictable proportion | Decimal manufacturer units are being displayed as binary units by the operating system or utility | Convert the byte count; do not repair the disk |
| The whole disk has the expected size, but the mounted volume is smaller | Unallocated space, multiple partitions or a deliberately limited volume | Inspect the partition map in Disk Management |
| A disk above about 2 TB exposes only roughly the first 2 TB | MBR partitioning cannot address the rest of a large disk in this Windows scenario | Check the partition style and UEFI/OS compatibility before changing it |
| The physical disk itself changes size or is shown as unreadable | Power, cable, USB port, enclosure, controller, computer or drive problem | Test the connection path and another computer |
The examples and interface paths below use Windows terminology. Other operating systems use different utilities and labels, but the same questions still apply: is the discrepancy only a unit conversion, is space outside the current volume, or is the host failing to identify the disk correctly?

Why a correctly sized drive can look smaller
Drive manufacturers use decimal units. In that convention, 1 GB is 1,000,000,000 bytes and 1 TB is 1,000,000,000,000 bytes. Some operating-system screens and utilities count in binary units while displaying the familiar GB or TB label. A binary gigabyte is 1,073,741,824 bytes, and a binary tebibyte is 1,099,511,627,776 bytes.
Because a binary unit contains more bytes, the same drive produces a smaller numerical value when converted to binary units. Seagate’s conversion is:
binary TB = decimal bytes ÷ 1,099,511,627,776
| Label on the drive | Manufacturer’s decimal byte count | Approximate binary display |
|---|---|---|
| 500 GB | About 500,000,000,000 bytes | Lower than 500 in a binary-based display |
| 1 TB | 1,000,000,000,000 bytes | About 0.91 TiB |
The distinction is terminology as well as arithmetic. Technically, 1,099,511,627,776 bytes is 1 TiB, not 1 TB, and 1,073,741,824 bytes is 1 GiB, not 1 GB. Software does not always use those technically precise labels, so a screen that says “TB” may actually be counting tebibytes. A roughly 9% difference for a nominal 1 TB disk is therefore expected and is not evidence of damaged sectors or a counterfeit drive.

Check the raw byte count or the manufacturer’s stated decimal capacity when you need to decide whether the difference is normal. Do not compare only the rounded number in a file manager with the rounded number on the box.
Check the whole disk separately from its volume in Windows
Windows Disk Management shows the physical device and the partitions laid out on it. This is the most useful check when the disk is detected but the available drive letter appears too small.
- Sign in to Windows and open Disk Management by right-clicking the Start button and choosing Disk Management (also shown as Create and format hard disk partitions).
- In the lower pane, identify the correct physical disk by its disk number, model and total size. Do not rely on the drive letter alone; letters belong to volumes, not necessarily to an entire device.
- Compare the total size shown beside the disk with the manufacturer’s decimal byte count, allowing for the decimal/binary conversion described above.
- Examine the blocks to the right of the disk label. A block marked Unallocated is part of the physical disk that is not currently inside a partition. A partition can also be split into several volumes, each with its own size.
- Only after confirming that the disk is empty or fully backed up should you consider creating a volume in unallocated space. A new volume can be assigned a chosen size, so the existing volume may not consume every available byte.
A physical disk that reports its expected size but has unallocated space does not have a capacity fault. Expanding or creating a volume changes the partition layout; it does not increase the disk’s physical capacity. If the disk contains files, identify which partition owns them before selecting any command.

Windows may show a disk as Not initialized, RAW or Unallocated. Those labels can mean a new, empty disk, but they can also reflect damaged partition information or a failing device. Treat the contents as potentially valuable until you have established that the disk is new and empty.

Large disks: the MBR limit and GPT
On Windows systems, a disk larger than 2 TB needs the GUID Partition Table (GPT) partition style to address its full capacity. Master Boot Record (MBR) uses 32-bit sector addressing; with 512-byte sectors, the practical limit is approximately 2.2 TB. A 3 TB disk using MBR can therefore expose only the first roughly 2 TB, leaving the remainder unavailable even though the drive electronics are working.
| Partition style | Large-disk behavior | When it is appropriate |
|---|---|---|
| MBR | Approximately 2.2 TB maximum addressable in the described 512-byte-sector scheme; space beyond the limit may not be usable | Older hardware or operating systems that do not support GPT/UEFI |
| GPT | Designed for modern large disks and more than four partitions | Modern systems, especially when the disk must use its full capacity |
For a disk that boots Windows, GPT is not the only requirement. The computer needs compatible UEFI firmware, and the operating system and storage controller must also support the arrangement. Older systems can have additional limits, so check the computer or motherboard vendor’s specifications before changing the partition style. A GPT data disk and a GPT boot disk are not the same compatibility question: boot firmware matters when the disk contains the operating system.

To inspect the style without altering data, right-click the physical disk label in Disk Management, open Properties, choose the Volumes tab and read Partition style (the wording can vary by Windows release). Do not use Initialize, Delete Volume or a conversion tool as a diagnostic shortcut. Repartitioning can make existing files inaccessible, and a failed conversion can complicate recovery.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If the physical disk itself reports the wrong size
When the whole disk, rather than just one volume, is the wrong size, isolate the connection path methodically. A different result through another host is evidence that the original path is involved, but it does not by itself identify whether the drive, enclosure, controller or cable is at fault.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Record the observation. Note the disk model, the capacity shown, its status in Disk Management and whether the behavior is consistent after a restart. A capacity number alone cannot distinguish hardware failure from corrupted metadata.
- Rescan the disks. In Disk Management, use Action > Rescan Disks. Wait for the list to refresh before interpreting a transient “missing” state.
- Remove unnecessary intermediaries. For a USB drive, connect it directly to a computer’s USB port rather than through a hub or front-panel extension. Some ports or hubs cannot supply enough power or have their own faults.
- Try another suitable cable. Use a cable designed for the drive’s connector and data rate. A cable can permit intermittent detection or incomplete identification without the disk itself being defective.
- Try another port. Prefer a port on the computer itself, and test more than one port when available. Port-specific power or controller problems can mimic a bad disk.
- Check Device Manager. Look under disk drives and USB or storage controllers for warning icons or error messages. Capture the exact status rather than guessing from the capacity display.
- Test another computer. Connect the drive directly to a second compatible computer. If it reports the same incorrect capacity there, suspect the drive, its enclosure or its controller, and contact the relevant hardware vendor if the data is backed up. If it works normally elsewhere, troubleshoot the original computer’s port, driver, power or controller.
Windows documentation notes that a disk that will not initialize can result from missing or corrupted formatting, a hardware issue or another problem; in the described situation, a failing disk is a common cause. An Unreadable status can involve hardware failure, corruption or input/output errors. These are possibilities, not a diagnosis. Repeated clicking, disconnects, read errors or a rapidly changing capacity increase the urgency of protecting the data.

Protect files before attempting a repair
If the disk contains photographs, work files, backups or anything else you cannot replace, stop before initializing, formatting, cleaning or repartitioning it. Microsoft states: Formatting a volume will destroy any data on the partition.
Formatting is not a harmless way to make a missing drive letter reappear, and Windows guidance specifically warns against formatting a RAW or unallocated partition when the goal is to recover its files.
- Do not click Initialize Disk merely because Windows offers it.
- Do not delete a volume to combine free space unless you have a verified backup and have confirmed the correct disk.
- Do not run a “clean” or repartition operation on a disk whose original layout you may need to recover.
- Do not keep power-cycling a drive that is failing mechanically or producing repeated I/O errors; additional operation can reduce the chance of recovery.
When files are important and the disk is unstable, preserving recoverable data takes priority over restoring the displayed capacity. A professional data-recovery service may be appropriate, particularly when the drive is unreadable on multiple computers or is making unusual noises. Capacity restoration is not a substitute for retrieving the files.
Safe setup for a genuinely new, empty disk
The following workflow is for a disk you have confirmed is new or contains no needed data. If you cannot make that confirmation, return to the data-safety section instead.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Open Disk Management and verify the model and size of the target disk. Disconnect other removable disks if their similar names make identification uncertain.
- If Windows reports the disk as not initialized, choose a partition style based on the computer’s capabilities. GPT is the normal choice for modern UEFI systems and for disks above 2 TB. MBR is reserved for older systems that cannot support GPT or UEFI and therefore may not expose the full capacity of a large disk.
- Right-click unallocated space and choose New Simple Volume. Select the volume size deliberately; using less than the available space leaves the remainder unallocated.
- Assign a drive letter only if you need one, choose a file system and perform the format. Formatting creates a usable empty volume but erases data that was previously in that partition.
- After completion, reopen Disk Management and verify that the physical disk, partition and volume sizes match your plan. The displayed decimal/binary difference can still remain after a successful setup.
Some USB disks cannot be initialized through this exact Disk Management workflow. If Windows presents a device-specific limitation, follow the enclosure or drive manufacturer’s instructions rather than forcing a different partitioning operation.
Use the symptom to choose the next check
| Symptom | Interpretation | Next decision |
|---|---|---|
| Nominal 1 TB appears near 0.91 in a binary-labelled screen | Expected unit conversion | Leave the partitioning unchanged |
| Disk Management shows the expected physical size plus an unallocated block | The volume does not use all available space | For an empty disk, create or resize a volume; for a data disk, back up and verify the layout first |
| A 3 TB disk shows only about 2 TB usable and is MBR | Addressing limit of MBR in this Windows scenario | Check UEFI, OS and controller support before planning a GPT migration |
| The size is different through a hub but correct when directly connected | Hub, power or port path is implicated | Replace or bypass the faulty connection path |
| The same incorrect size appears on two computers | Drive, enclosure or controller is implicated, but the exact component is not proven | Protect data and seek hardware-vendor or recovery assistance |
| The disk is RAW, unreadable or uninitialized and contains needed files | Possible metadata corruption or hardware failure | Do not format or initialize; prioritize recovery |
When replacing the drive is not the first fix
A replacement drive cannot correct a decimal-versus-binary display, an MBR addressing limit or a defective USB hub. Likewise, a partition utility cannot repair an underpowered port or a failing enclosure. Match the remedy to the observation: unit conversion requires no repair, unallocated space requires a considered partition decision, a large-disk limit requires a compatible partition style and firmware, and an inconsistent physical-disk report requires connection-path isolation.
Once files are safely backed up and the hardware path is known to work, you can decide whether to change the layout, replace an enclosure or cable, or retire the drive. Until then, every destructive storage command carries more risk than the original capacity display.
