What to do in the first minute
1. Stop the exposure
Close the stream, scroll past it, or leave the app. If autoplay keeps showing it, exit the feed entirely. Do not replay the stream to check what happened. A second viewing is not needed for reporting and can make the experience harder to shake.

2. Do not turn exposure into redistribution
Do not record, download, screenshot, forward, repost, or send the footage to friends or group chats. Sharing a link or image can expose people who did not choose to see it, and copies can continue circulating after the original stream ends. Netsafe’s guidance for New Zealanders is direct: “You do not need to watch graphic footage to understand or remain informed about an event.”

If you plan to report the stream, note information that identifies it without retaining the disturbing material:

- the platform and the stream’s URL, if it is already visible in your browser history or address bar;
- the account or channel name;
- the date and approximate time you encountered it; and
- a short, factual description such as “graphic violence shown in a live broadcast.”
Do not reopen the stream simply to collect more evidence. If you did not capture the URL before leaving, report the account or post using the information the platform already displays.
4. Report it in the platform’s own flow
Use the service’s built-in report control and choose the closest accurate reason. Explain what appeared, whether it was live, and why it may breach the platform’s rules, without copying graphic language or attaching the footage. Reporting helps the service locate the material; it is not a promise of immediate removal.
5. Treat immediate danger as an emergency
If the stream suggests that a person is in imminent danger, contact your local emergency service or law-enforcement agency immediately. The emergency number depends on your country or region. Do not wait for a platform review, and do not circulate the footage as a substitute for calling authorities. YouTube’s policy help gives the same instruction: “If you believe anyone is in imminent danger, you should get in touch with your local law enforcement agency to report the situation immediately.”

How to report without watching again
Reporting controls move as apps change, so look for the service’s current Report option on the live video, post, account, or channel. Submit the report from the page where you first encountered the material whenever possible.
- Open the content menu without replaying the stream. On many services this is a three-dot or similar menu beside the post or player.
- Select the closest policy category. Possible labels include violent or graphic content, sensitive media, abuse, or another safety category. Choose the most specific option available rather than selecting a random reason.
- Describe only observable facts. State that the material was a live stream and that it showed graphic or violent imagery. Avoid speculation about who is involved or what happened.
- Submit once. Repeated reports, reposts, or comments generally do not improve the evidence and can spread the material further.
- Leave the page. Do not monitor the stream for a takedown. A platform may review it later, and you do not need to remain exposed while that happens.

These are policy descriptions, not promises about how quickly a particular case will be reviewed. Platform interfaces and categories can change; use the labels shown in your current app or browser.
When disturbing content may or may not break a platform’s rules
It is possible for footage to be upsetting without fitting a platform’s narrow removal criteria. YouTube, for example, distinguishes material intended to shock or disgust from content presented in educational, documentary, scientific, or artistic contexts. That does not mean you must keep watching it. Leave first, then report if you believe the stream violates a rule.

Meta says it removes particularly violent or graphic imagery and may place some other material behind a warning label, with additional restrictions for users under 18. X restricts violent speech or media in highly visible areas, including live video, while still reviewing reports individually. Twitch’s classification filters depend on labels and account or location settings. None of these policies ensures that every graphic stream will be blocked before someone sees it.

If the stream shows an apparent immediate threat
Use the ordinary emergency channel for your location. Tell the dispatcher what you observed, where the event may be occurring if that is known, and how you found it. You can provide the platform, account name, URL, and approximate time without sending graphic files unless authorities specifically request material through an official process.
- Do not confront the account owner.
- Do not announce publicly that you contacted authorities.
- Do not attempt to investigate by finding mirror streams or archived copies.
- Do not assume a platform’s content team can dispatch help faster than local responders.
If there is no indication of immediate danger, use the platform report process and leave the content. A moderation decision and an emergency response serve different purposes.

Helping a child or teenager who saw it
Start with calm, simple reassurance
Move the young person away from the screen and say plainly that they did the right thing by telling you. Ask what they need right now—quiet, company, water, or a break from the device—without asking them to describe the disturbing images in detail.
Do not make them prove what happened
You do not need a screenshot or a replay to decide on next steps. If the URL, username, platform, and approximate time are available without reopening the stream, keep those details for a report. Otherwise, report the account or post using what remains visible in the app.

Report together, then stop browsing
Use the platform’s report control with the young person only if doing so will not expose them again. After submitting, close the app and switch to an activity that does not involve the same feed. Avoid showing news coverage or searching for explanations that reproduce the material.
Take ongoing distress seriously
If the experience continues to upset the viewer, encourage them to talk with a trusted adult, school counselor, health professional, or appropriate local support service. Support routes differ by country. Netsafe’s advice and contact route are specifically for people in New Zealand; readers elsewhere should use a service available in their own area. Seek urgent help through local emergency services if anyone is at immediate risk of harm.
Reducing the chance of seeing it again
- Use content preferences and filters. Twitch offers content-classification controls, and other services provide sensitive-media or safety settings. Read what a setting actually filters before relying on it.
- Block or unfollow the account. X documents both actions, and comparable controls may be available elsewhere. Blocking removes a direct source but cannot stop reposts from other accounts.
- Report repeat violations. If the same account repeatedly posts prohibited material, report each relevant item through the platform’s current route rather than engaging in the comments.
- Review age settings for young users. Some services apply different defaults to under-18 accounts. Those defaults vary by service, viewer status, and location and cannot guarantee that every unexpected stream will be hidden.
- Turn off autoplay or leave recommendation feeds. Where the app offers these controls, they can reduce surprise exposure, but they are not a complete safety barrier.
Common mistakes to avoid
- Watching “just long enough to understand.” The first frame is enough to leave and report; continued viewing adds exposure, not reliable context.
- Saving evidence in your camera roll. A screenshot can be rediscovered, backed up, or shared accidentally. Keep locating details, not graphic media.
- Posting warnings with the original link. A warning does not cancel the risk of exposing everyone who clicks it.
- Assuming a report means removal. X explicitly says reports are reviewed and are not automatic takedown requests; other services also assess context.
- Treating filters as guarantees. Labels may be missing, applied late, or handled differently by age, login status, and country.
- Using a single global emergency number or hotline. Emergency and emotional-support services are local. Confirm the correct route for your location.
Why platforms provide these controls
Guidance for UK platform operators recommends making reporting available at relevant points during broadcasts and providing access to support resources. That is operator guidance, not a promise that any particular service will act immediately. For viewers, the practical implication is to use the report control where you encounter the stream, then disengage rather than trying to moderate the event yourself.
A simple decision rule
Is someone in apparent immediate danger? Contact local emergency services or law enforcement. Is the material graphic but not an emergency? Leave, preserve only non-graphic locating details, report it, and do not redistribute it. Are you or a young viewer distressed? Stop browsing, talk to a trusted person, and use an appropriate local support service. Platform policies and settings can help, but no service guarantees that you will never encounter disturbing live content.
