What to do if a FortiGate device was exposed to FortiBleed

If a FortiGate device may have been exposed to FortiBleed, handle the event as a possible credential compromise: terminate active administrator and VPN sessions, reset the affected credentials, enforce multifactor authentication, inspect the device and connected identity systems, and remove public access to management interfaces. A firmware update by itself does not invalidate passwords that an attacker may already possess.

Fortinet’s June 19, 2026 analysis describes FortiBleed as a credential-harvesting and brute-force campaign, not a newly disclosed Fortinet vulnerability. Your response should therefore address stolen or reused credentials and possible persistence, not just software patching.

What FortiBleed means for a FortiGate administrator

Fortinet says the activity called FortiBleed involved threat actors reusing credentials from previous incidents and using brute-force techniques against devices with weak password hygiene and no multifactor authentication (MFA). In its June 19, 2026 article, Fortinet states: “This is not a new Fortinet vulnerability, and this activity is not related to any recent incident or advisory.”

Singapore’s Cyber Security Agency (CSA) describes attempts against internet-facing FortiGate and VPN portals that included brute force, dictionary attacks and credential stuffing. Credential stuffing means trying username-and-password combinations stolen from one service against accounts on another service. A device can therefore be at risk even when its FortiOS installation has no newly exploitable defect: a reused password, an exposed administrative portal or a missing second factor can be enough.

The practical consequence is important. Treat a possible exposure as an identity and access incident. Updating FortiOS can improve password storage and security controls, but it cannot recall a password that was already disclosed or prove that an attacker did not log in.

First response: contain access before investigating deeply

Make the following changes in order. Record who approved each action and the time it was performed so investigators can distinguish your remediation from earlier activity.

  1. Terminate active sessions. End all active FortiGate administrative sessions and VPN sessions, with priority given to internet-facing systems and accounts that may have been reused elsewhere. Do not assume an idle session is harmless; an attacker with a valid session may not need to authenticate again.
  2. Rotate credentials. Reset every FortiGate administrator password and VPN password that could have been exposed. Include local accounts, emergency or break-glass accounts, service accounts used by the appliance, and any password shared with another system. Use unique, long passwords and do not recycle the old value. If an administrator used the same password on email, directory, cloud or other infrastructure, reset it there as well.
  3. Apply MFA to every administrator and VPN account. CISA urges phishing-resistant MFA for remote-access and administrative accounts and recommends enforcing it on external gateways and administrative interfaces. If your available method is not phishing-resistant, deploy the strongest supported option immediately and plan a migration to a phishing-resistant method. Verify that every account, including rarely used accounts, is covered.
  4. Restrict management exposure. Remove internet access to the firewall administration interface wherever operationally possible. Fortinet identifies trusted hosts and local-in policies as controls that can limit who reaches management, while removing internet administration altogether is the stronger option. Permit administration only from trusted internal networks or a dedicated management path, and remove accounts that are unauthorized or no longer necessary.

These actions reduce the chance of continued access, but they do not establish whether the device was already altered. Continue with the evidence and configuration review below.

Harden how administrator passwords are stored

Fortinet recommends moving to current FortiOS releases in the 7.4, 7.6 or 8.0 branches that support PBKDF2 hashing for administrator credentials. CISA gives the same direction and calls for removal of weaker legacy password-hash settings.

Before changing firmware, identify the exact FortiGate model, current release, boot mode and high-availability arrangement. Consult the supported upgrade path for that model and test the procedure in your change process; the campaign advisories do not establish a universally safe sequence for every device. Preserve a known-good configuration and recovery access before you begin, while ensuring that the preserved copy is protected as sensitive evidence.

After upgrading, confirm that PBKDF2 is actually enabled and that weaker legacy settings have been removed according to Fortinet’s documentation. Recheck administrator access and automation that depends on the appliance after the change. A release that supports PBKDF2 improves resistance to offline password cracking, but it does not replace the credential resets and session termination already required.

Check the configuration and account inventory

Compare the running configuration with a known-good baseline from before the suspected exposure. Pay particular attention to accounts that nobody in your organization recognizes. Fortinet and Singapore CSA cite examples such as forticloud, fortiuser, fortinet-support and fortinet-tech-support. The presence of one of these names is an investigation lead, not automatic proof of compromise; validate its creation time, permissions, authentication history and owner.

Look for unexpected password resets, newly created VPN users, changed administrator roles, altered trusted-host entries, new local-in policies, modified remote-authentication settings and configuration changes that permit traffic or management from unfamiliar networks. Preserve the original records before deleting a suspicious account, because deletion can remove useful attribution evidence.

Review logs and connected identity infrastructure

Collect and correlate logs from the FortiGate, VPN service, authentication systems and domain controllers. Search for:

  • Administrator or VPN logins from unfamiliar IP addresses, countries, autonomous systems or impossible travel patterns.
  • Successful logins after repeated failures, password changes that no administrator requested, and access at unusual times for your organization.
  • Configuration commits, policy edits, account creation or privilege changes that do not match an approved change ticket.
  • Use of a newly created account, repeated attempts against many usernames, or connections from an address associated with other suspicious activity in your environment.
  • Follow-on access to servers, directory services, file shares or cloud applications that could indicate lateral movement.

Keep the original timestamps, time-zone information and device identifiers. Export logs to storage that the FortiGate cannot overwrite, and record the collection method. If logs are retained centrally, compare the central copy with the appliance’s local records to identify gaps.

When FortiGate uses Active Directory or LDAP, Fortinet advises treating the integrated account as compromised if the device may have been accessed. Reset that account according to your directory change procedure, check whether the same secret was used elsewhere, and monitor directory activity for new accounts, group changes, authentication from unusual hosts and lateral movement. A clean FortiGate configuration does not by itself clear an identity provider that may have supplied credentials to it.

Decide whether the device must be treated as compromised

Use the evidence, not a single lookup result, to choose the recovery path.

Observed signal What it can indicate Required response
New VPN user or unfamiliar administrator Unauthorized account creation or persistence Preserve account and audit records, disable the account, rotate related credentials and begin incident response.
Unexpected password reset or administrator change An attacker may have obtained privileged access Revoke sessions, reset all affected credentials, review every privileged action and expand the investigation to connected systems.
VPN access from an unexpected location or IP address Use of a stolen or guessed credential Correlate the source with authentication and endpoint logs, block confirmed malicious access and search for follow-on activity.
Unapproved firewall or VPN configuration modification Possible persistence, traffic redirection or access expansion Compare with the known-good baseline, preserve the altered configuration and follow Fortinet’s recovery guidance.
Directory or server activity following a suspicious FortiGate login Potential lateral movement beyond the appliance Escalate to your identity and incident-response teams and investigate affected hosts and accounts.

Fortinet says to treat a device as compromised when there is evidence of unapproved configuration modification or other indicators of compromise, including newly created VPN users, unexpected password resets or VPN access from unexpected locations. If your internal network may be compromised, Fortinet recommends contacting its support organization and following its recovery guidance.

Recovery when indicators of compromise are present

Do not jump directly to a factory reset. Singapore CSA warns that credential changes alone may not be sufficient if an attacker achieved persistence, and it says a factory reset may need to be considered. The reset destroys logs, configurations and other artifacts, so preserve those materials first and obtain the appropriate internal and vendor approval.

  1. Preserve evidence. Export logs, configurations, account lists, certificates, relevant authentication records and a timeline of changes. Store copies read-only or in a location isolated from the appliance.
  2. Contain connected systems. Disable or reset accounts that authenticated through the FortiGate, including directory-service accounts, and isolate hosts showing follow-on activity. Apply your organization’s incident-response process for suspected lateral movement.
  3. Obtain recovery guidance. Engage Fortinet support when the internal network may be affected. Confirm the supported firmware image, configuration rebuild method and validation checks for the specific model.
  4. Rebuild deliberately if required. If the investigation and vendor guidance call for a factory reset, perform it only after evidence collection. Reapply a reviewed configuration, recreate only authorized accounts, enable MFA and PBKDF2-capable password storage, and keep management off the public internet.
  5. Validate before reconnecting. Check administrator and VPN account inventories, policies, trusted hosts, routing, certificates, logging destinations and authentication integrations. Monitor for renewed suspicious access when the device returns to service.

What public exposure figures do—and do not—prove

CISA’s June 18, 2026 notice refers to leaked credentials associated with approximately 74,000 Fortinet devices, including firewalls and VPN gateways. Singapore CSA’s June 22, 2026 advisory reports that a threat actor leaked credentials of more than 70,000 FortiGate devices worldwide. The differing figures reflect campaign-level reporting by two agencies; neither number establishes that your organization was affected.

Both agencies point readers toward third-party dataset lookup tools. A match can justify urgent investigation, but a non-match does not clear a device: inventories can be incomplete, identifiers can change and public datasets may contain errors. Confirm exposure by reconciling your asset inventory with FortiGate logs, account history, configuration changes and identity-system records. Do not publish or assume an exposure finding for a particular organization without that evidence.

Operating checklist after the incident

  • Maintain a current inventory of every FortiGate appliance, VPN portal, management address, model and FortiOS release.
  • Keep administrative interfaces on trusted internal networks or a dedicated management path, with narrowly scoped trusted hosts and local-in policies where needed.
  • Require MFA for all administrator and VPN accounts, including emergency access, and review enrollment and recovery methods.
  • Use unique credentials and a controlled secret store; prohibit reuse between the firewall, directory services and unrelated applications.
  • Forward firewall, VPN, authentication and configuration-change logs to a protected central system and alert on unusual privileged access.
  • Review local users, VPN users, administrator roles and directory integrations on a defined schedule, removing accounts without a current owner.
  • Document a model-specific FortiOS upgrade and recovery procedure, including configuration backups and evidence-preservation steps.
  • Exercise the response process so staff know how to terminate sessions, rotate credentials, preserve artifacts and contact the appropriate support or incident-response team.

The central decision is whether evidence shows unauthorized access or persistence. If it does, preserve artifacts and follow a full compromise-recovery process; if it does not, complete the hardening and monitoring steps anyway because the campaign specifically targeted weak passwords, reused credentials and publicly reachable management.
