If a drone threatens or strikes a commercial vessel or port, protect people first, activate the vessel or facility’s approved emergency and security procedures, and notify the authorities named in that plan. Do not improvise a maneuver, electronic countermeasure or weapon response from a generic checklist. The correct actions depend on the vessel’s flag, location, cargo, port rules, current advisories and the type of unmanned system involved. For U.S.-flagged commercial vessels covered by the applicable MARAD advisory, the specified immediate reports are the Ship Security Alert System, the U.S. Fifth Fleet Battle Watch and UKMTO. Everyone else should use the reporting channels required by their own flag state, port and security plan.
What to do in the first minutes
A drone incident is both a security event and a conventional maritime emergency. A strike can injure crew or shore workers, start a fire, damage propulsion or navigation equipment, release hazardous cargo, interrupt communications and force a port or anchorage to close. The safest response is therefore a coordinated one, not a solo attempt to identify, chase or disable the aircraft.

- Raise the designated alert and account for people. Use the alarm, public-address message or other alert method in the vessel or facility plan. Move personnel to the cover, lockdown area or muster location specified for the threat and cargo involved. Give priority to anyone injured, exposed to fire or chemicals, or trapped by damage.
- Apply the approved emergency and ship-security procedures. The master, company security officer, port security officer and emergency teams should act within their assigned roles. The sequence may differ for a sighting, an incoming weapon, an impact, a fire or a suspected unexploded device.
- Keep the vessel safe to navigate. If propulsion, steering, radar, electronic chart systems, AIS, GPS or VHF are affected, use the redundancy and restricted-visibility procedures in the safety management system. Do not make a sudden course or speed change unless the master and competent authority determine that it is safe; an evasive maneuver can create a collision or grounding risk.
- Report through the correct channels. Contact the company security contact, port authority and competent maritime authorities listed in the plan. Apply any location- or flag-specific instruction immediately.
- Control secondary hazards. Establish fire boundaries, isolate damaged systems, check dangerous-goods spaces, monitor pollution and prepare medical evacuation or tug assistance as directed by the plan and authorities.
- Record what happened. Preserve times, positions, bearings, observed characteristics, alarms, damage, communications and actions taken. A factual log supports rescue, investigation, insurance and later improvements.
The UK Department for Transport’s Countering drone threats to shipping guidance (20 May 2024) states: “It is important that any response is reasonable and proportional to the anticipated threat, considering the likelihood and probable consequences of any incident.” That principle rules out a universal tactical recipe. A response that is reasonable in an empty offshore area may be unsafe inside a crowded port, near fuel tanks or alongside passenger facilities.
Know what kind of unmanned threat you are dealing with
The UK guidance is aimed at aerial drones, including small commercial aircraft and loitering munitions. It does not cover every unmanned attack. Surface or subsurface autonomous vehicles, coordinated swarms and larger military aircraft may require different warnings, authorities and protective measures. Treat an uncertain contact as an unidentified hazard and follow the plan for an unknown security threat rather than assuming it is a hobby drone.

Visual identification is useful for authorities, but it is not a prerequisite for protecting people. Crew should not leave cover, approach a crashed device or handle debris to obtain a better view. Record observations from a safe position: time, direction, approximate altitude, number of objects, lights, sound, behavior, apparent launch or recovery point and any visible payload. Avoid transmitting speculative descriptions as facts.
Prepare before a voyage or port call
Build a route- and cargo-specific threat assessment
Assess the route, intended port, anchorages, nearby military or industrial sites, local restrictions, history of attacks and the consequences of a hit to the vessel or cargo. Include the possibility of navigation or communications interference and a period of congestion if a port stops movements. Revisit the assessment when official advisories change; a plan written for one region cannot be assumed to fit another.
For vessels within the scope of the cited U.S. MARAD advisory on Houthi attacks in the Southern Red Sea, Bab el Mandeb Strait and Gulf of Aden, MARAD recommends a pre-voyage risk assessment, protective measures in the vessel security plan, caution and monitoring VHF Channel 16. That notice is not a worldwide rule. Verify the current MARAD notice and the requirements of the vessel’s flag state before relying on it.

Keep contact details in a form that remains available if the bridge network or internet fails. Assign alternates for every critical role and define how the master, shore management and port control will authenticate urgent instructions.
Train and exercise the response
Drills should test more than the alarm. Practise moving people to cover, maintaining a navigational watch, switching to backup communications, making a concise report, isolating a damaged space and handing over to shore responders. Include night operations, bad weather, a simultaneous fire or medical casualty and a loss of GPS or AIS. Record decisions and timing, then update the plan when a drill exposes a gap.
Maintain an information-sharing network
The UK guidance supports relationships with maritime law enforcement, military and port-security stakeholders and with other regional operators. Establish who provides verified threat information, how warnings are authenticated and which channel is used for urgent updates. Monitor the current official maritime advisories that apply to the route. UKMTO operates a voluntary reporting scheme, publishes changing incident warnings and provides reporting formats for its relevant areas; it is not the sole reporting authority worldwide.

| Situation | Required or relevant channel | Important qualification |
|---|---|---|
| U.S.-flagged commercial vessel in the waters covered by MARAD advisory 2025-001 | Immediately activate the Ship Security Alert System and contact the U.S. Fifth Fleet Battle Watch and UKMTO. | This instruction is limited to the advisory’s stated audience and region. Check the current notice and flag-state requirements. |
| Vessel operating in a UKMTO reporting area | Use the current UKMTO reporting format and reporting channel, and follow the vessel security plan. | UKMTO’s scheme is voluntary and area-specific. Other authorities may also require a report. |
| Any other commercial vessel | Notify the master or facility incident commander, company security officer, port authority, flag-state authority and local competent maritime or emergency authority named in the plan. | There is no single global reporting sequence established for every flag and port. |
| Port, terminal or anchorage disruption | Coordinate with port control, maritime safety authorities, pilots, tugs and emergency services before movement or reopening. | Do not self-declare a port closure or resume traffic on the basis of an unverified message. |
A good initial report separates observed facts from assessment. Include the vessel or facility identity, position, time zone, course and speed, what was seen or heard, number and direction of objects, impact or near miss, injuries, fire, cargo and pollution status, navigation or communications failures, actions already taken and assistance required. Preserve original radio, radar, CCTV and bridge-record data in accordance with the investigation plan.
Managing a vessel during the threat
Protect the bridge and essential teams
The master should place the bridge, engine control, communications and emergency teams where the plan says they can work while reducing exposure. Bridge resource management matters: assign one person to navigation, one to communications and one to external-threat information when staffing permits. Read back critical instructions and challenge an order that conflicts with collision-avoidance, port-control or emergency procedures.
Deal with damage without creating a second casualty
After an impact, check for fire, flooding, structural damage, fuel or chemical release, unexploded ordnance and loss of steering or propulsion. Use the vessel’s damage-control, dangerous-goods and firefighting procedures. Do not send crew into a damaged compartment until it has been assessed for fire, toxic atmosphere, electrical hazards and secondary devices. Request tugs, pilots, medical evacuation or firefighting support through the appropriate authority.
Preserve navigation and communications discipline
A drone event can produce false targets, GPS disruption, AIS anomalies or radio overload. Cross-check electronic information with visual bearings, radar, depth, speed and known navigation marks. If electronic interference is suspected, state the limitation clearly in reports and increase lookout and bridge-team cross-checks. Continue required safety communications even if security traffic is intense.

If port or anchorage operations are disrupted
A port may suspend berthing, cargo work, pilotage or vessel movements after a sighting even when no ship is hit. Follow the port’s incident command structure and wait for an authenticated reopening instruction. Keep agents, cargo interests and crew informed through the company’s communication plan, but do not circulate unverified threat details that could trigger panic or interfere with an investigation.
Congestion itself can become a safety hazard. A Joint Maritime Information Center advisory dated March 2026 described a high concentration of vessels at anchor, drifting and alongside in the Arabian Gulf, together with electronic interference and spoofing. In that specific regional situation, it recommended robust bridge resource management and disciplined VHF and AIS communications. The warning is dated and regional; it should not be presented as the condition of every port or as a current count for October 2026.
The same advisory reported a historical average of approximately 138 vessel transits per 24-hour period through the Strait of Hormuz. That is a historical average cited in the March 2026 advisory, not a current traffic count, port-capacity figure or prediction. If a closure or delay creates a queue, operators should establish safe holding areas, tug and pilot availability, under-keel-clearance limits, weather limits and a communications schedule before allowing vessels to move.
Choosing proportionate mitigation measures
Counter-drone options can provide warning, protect people, limit damage or attempt to stop a device. They also can interfere with navigation, communications, aircraft, port equipment or nearby people, and some actions may be illegal without government authorization. The UK guidance recommends assessing the net benefit rather than buying or deploying one universal system.
Best Value
| Option category | Potential value | Questions to resolve before use |
|---|---|---|
| Detection and alerting | More time to move people, pause cargo work and notify authorities. | Can it distinguish relevant aerial threats from birds, cranes and other traffic? Who monitors it, and how are false alarms handled? |
| Physical protection and shelter | Reduces exposure to fragments, blast, fire or falling debris. | Are cover locations accessible during cargo operations? Do they create evacuation or hazardous-material risks? |
| Navigation, watchkeeping and procedural controls | Limits collision and grounding risk during an interruption or electronic interference. | Are backup methods, extra lookouts and bridge-team roles trained and documented? |
| Electronic or kinetic defeat measures | May disrupt or stop a device in some circumstances. | Is the action legally authorized and technically reliable in that port? Could it affect GPS, AIS, VHF, aircraft, nearby vessels, people or critical infrastructure? |
| Hardening and emergency equipment | Can reduce fire, blast, flooding or hazardous-cargo consequences. | Has the equipment been integrated into drills, inspected and matched to the vessel, cargo and responder capability? |
For every option, compare the assessed likelihood and probable consequence of the threat, the protection it offers, operational and legal risks, fit with the route and port, training burden and cost. Involve the flag state, port authority and competent security agencies before installing or using specialized counter-UAS equipment. No source establishes a single product or tactic suitable for all commercial operators.
Recovery, investigation and return to service
Stand down only on an authenticated instruction
When the immediate threat has passed, use the plan’s stand-down process. Confirm that authorities have cleared the area, account for every person, check for delayed fire or structural damage and maintain a watch for additional devices. A port should reopen berths, channels or cargo operations only after the competent authority has completed its safety and security assessment.
Document and preserve evidence
Log the timeline, messages, alarms, decisions, weather, position, photographs, video, radar or sensor data, injuries, damage, cargo effects and assistance received. Preserve original records and label copies. Do not speculate publicly about the attacker or publish sensitive security details that could endanger another vessel.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesConvert the event into a plan improvement
The UK guidance specifically recommends event records, recovery steps and lessons learned. Review whether the alert reached everyone, whether cover was usable, whether contacts answered, whether navigation remained safe and whether cargo or port interfaces worked as expected. Update the threat assessment, contact list, training and drills, then brief all affected crews and contractors.
Common mistakes to avoid
- Trying to identify or photograph a drone from an exposed deck, quay or roof.
- Firing, jamming, hacking or pursuing an aircraft without legal authority and an approved plan.
- Making an abrupt maneuver that endangers nearby traffic or ignores pilot and port-control instructions.
- Assuming a report made to one organization satisfies flag-state, port, company and military reporting duties.
- Treating an old regional advisory as a live global threat picture. Check UKMTO, MARAD, flag-state and local authority notices at the time of the incident.
- Declaring a berth safe because the first device has disappeared; attacks and unexploded hazards may persist.
- Allowing rumors, unverified social-media posts or spoofed messages to override authenticated instructions.
What this means for masters, security officers and port operators
The durable answer to “What to do if a drone attack disrupts commercial shipping or port operations” is organizational: protect people, use the approved plan, report through the channels that apply to the vessel and location, manage the ordinary maritime hazards created by the interruption, and recover under competent authority. The cited guidance supports preparation, training, information sharing and proportionate mitigation assessment; it does not replace a vessel’s security plan, a port emergency plan, flag-state law or current regional instructions.
Operational conditions change quickly. UKMTO’s official site publishes live incident information and reporting formats, while MARAD and other authorities issue notices for defined audiences and regions. Check those current sources, the vessel’s flag-state instructions and the port’s control messages immediately before relying on any contact, warning or tactical measure.
