A failed connection alone does not prove that the government blocked it. But if the FIU confirms the provider is unreported, treat the situation as a potential asset-recovery and account-security issue—not as a routine website fault. Follow official withdrawal guidance, protect your credentials, and report suspected illegal activity through the listed channels.
What to do first
On October 13, 2026, South Korea’s Financial Intelligence Unit (FIU) announced that the Broadcast Media and Communications Review Committee had decided, following reviews on October 6 and 7, to block domestic access to 27 currently operating websites associated with unreported virtual asset service providers. The action extended earlier domestic app-store measures to websites. The FIU said access blocking applies to overseas sites, while service termination applies when the server or operator is in Korea.

Use this sequence before deciding what the failed connection means. The FIU’s reported-provider list is the key status check; its count of 28 reported providers was as of June 24, 2026, and is not a substitute for checking the current list.

Use the exchange’s legal business name, not just a brand or domain. If you are unsure which company operates the service, check the provider’s official account notices or terms without entering sensitive details into an unfamiliar page.
- Check the current FIU list of reported virtual asset service providers. Confirm the exact provider name and check the FIU’s latest notices. Do not rely on a search result, a working website, an app-store listing, or a provider’s own claim that it is registered.
- If the provider is listed, investigate the connection separately. A loading failure does not establish that the site is part of the blocking action. Check for a provider outage notice and try a different ordinary connection or device only to diagnose a technical problem—not to evade an official restriction.
- If the provider is confirmed unreported, prioritize account safety and recovery. Do not try to defeat a government block or rely on replacement domains. Seek the withdrawal instructions described by the FIU and DAXA, and act promptly if the provider still makes withdrawals available.
- Report suspected illegal activity. The October 13 FIU notice lists police at 112, the FIU at [email protected], and DAXA at [email protected].
The FIU’s separate list of providers referred to investigative authorities is explicitly not exhaustive. A provider’s absence from that enforcement list does not establish that it is lawful or properly reported.

How to tell whether the problem is a block or a technical failure
A site that does not load can have several causes: a service outage, a local network or device problem, a changed address, or an official access restriction. The failure itself cannot distinguish among them. The FIU says it may seek prompt review and blocking when it identifies an unreported business, even without a user harm report or a judicial determination. It also expects operators to change addresses or establish replacement sites and says those sites may be monitored for further review requests.
That means both a previously familiar address failing and a new address appearing are reasons to verify status—not proof of status. Check the FIU list and current official notices before acting. Do not use an alternate domain, a VPN, or another workaround to get around an official block. An alternate address may not be an authorized service, and attempting to restore access can expose you to phishing or impersonation.
If the provider is on the FIU list, the page failure alone is not enough to conclude that it has been blocked. Use ordinary troubleshooting only to determine whether the issue may be local: check whether your internet connection works elsewhere, review the provider’s official service-status notice, and contact support using a channel you already trust. Avoid searching for unofficial “new links” or entering your password into a page reached through a message or social-media post.
If the provider is unreported: protect and recover your assets
The FIU advises users to promptly withdraw their own virtual assets and deposits if a provider is confirmed unreported. This is not a promise that withdrawals will be possible. The FIU explicitly recognizes that access restrictions may make withdrawals difficult. Its notice says it will work through DAXA, with cooperation from providers, to give existing users detailed withdrawal methods and procedures.

Use the official withdrawal guidance
Contact DAXA at [email protected] or the FIU at [email protected] for the stated guidance. Ask for instructions that apply to your specific provider and account, including how to verify any withdrawal process. The notice does not publish a universal withdrawal procedure, deadline, supported-asset list, or guarantee of recovery; the steps depend on the relevant provider’s cooperation. Treat any instruction claiming to be official as unverified until you confirm it through the named channels or the provider’s established official support route.
If you can still reach your account through an established, trusted route, review its balances and withdrawal options. Follow the provider’s legitimate withdrawal process and carefully check destination addresses, networks, and any stated limits before confirming a transaction. Do not guess at a network or send a small test transfer unless it is part of verified instructions you understand. The FIU notice does not specify transfer networks, fees, processing times, or asset-specific procedures, so do not assume that one exchange’s process applies to another.
Keep a clear record
Save account identifiers, transaction records, balance information, relevant notices, and correspondence with the provider. Preserve screenshots or copies of error messages and withdrawal requests where practical. These records can help you explain the situation when contacting the FIU, DAXA, police, or the provider. Do not alter records or share them publicly; remove passwords, authentication codes, private keys, and unnecessary personal information before sending anything.

Someone may claim they can unlock the site, recover frozen crypto, or arrange a special withdrawal. Be wary of unsolicited contact, requests for an upfront payment, promises of guaranteed recovery, and demands for remote access to your device. The FIU specifically warns against disclosing private keys, login information, or copies of identity documents to an unreported provider. The same caution applies to anyone claiming to help you recover funds: do not share secrets that give control of your account or wallet.

Protect your account and identity
Prioritize the information that could let someone take over your account or impersonate you. Do not send a provider or an unsolicited “recovery agent” your private keys, password, one-time authentication codes, or identity-document copies. Never enter credentials into a page simply because it resembles the exchange or uses a replacement domain.
- Use only a support channel you have verified independently; do not trust contact details supplied in an unexpected message.
- Do not install a purported recovery app or grant a stranger remote access to your phone or computer.
- If you suspect your password or email account has been exposed, secure the email account and change reused passwords on other services. Do not send authentication codes to anyone claiming to be support.
- Keep identity documents and transaction records private. Provide information only through a verified process and only when you understand why it is required.
- Be skeptical of high-return or principal-guarantee claims, secret or insider information, and “global listing” pitches. The FIU warns that losses connected with unreported operators may be difficult to remedy.
Why an overseas exchange can be covered
A foreign headquarters or server location does not by itself exempt a virtual asset service provider that conducts business targeting Korean residents. The FIU says South Korea’s Specific Financial Information Act reporting requirements also apply to overseas providers doing business directed at users in Korea.
When assessing whether an overseas provider is conducting domestic business, the FIU says it considers indicators together. These include offering a Korean-language website, marketing to Korean customers, and supporting KRW payments. They are assessment factors, not a rule that any single feature automatically makes every foreign exchange illegal or subject to blocking.

The FIU says unreported business can carry a maximum penalty of up to five years’ imprisonment or a fine of up to KRW 50 million. That is the stated maximum for the provider’s unreported business; it is not a penalty a user should assume they face simply because they saw or used a blocked website.

What changed, and what the older app actions mean
The October 2026 website action followed separate app-store measures in 2025. According to FIU notices, Google Play began blocking domestic access to 17 apps on March 25, 2025, so users could not newly install or update them. Apple began blocking domestic access to 14 apps on April 11, 2025; the FIU named KuCoin and MEXC as examples. Those historical app counts describe those specific actions. They are not the number of websites involved in the October 2026 decision, which was 27.
The practical lesson is to check the provider’s current FIU status rather than infer it from an old app notice or a count reported at a particular date. The FIU’s count of 28 reported providers was published in its June 24, 2026 notice; provider status and list contents can change.
Choosing another exchange safely
Do not choose a replacement because it has a familiar name, a working domain, an overseas headquarters, or an app-store listing. First verify that the provider appears on the current FIU reported-provider list. Then confirm that it offers the specific services you need and that you are eligible to use them.

Availability and terms can vary by service and user eligibility. The reported-provider list establishes reported status; it does not by itself tell you whether a particular asset, payment method, or account feature is available to you.
Do not use a referral or recommendation link to an unreported provider. The FIU warns that referral or recommendation activity may be viewed as assisting unreported business and could expose the recommender to criminal liability. If you suspect wrongdoing or face a withdrawal problem, use the FIU, DAXA, or police reporting channels rather than relying on a promoter.
Where to ask for help or report suspected wrongdoing
For the withdrawal guidance described in the October 13, 2026 notice, contact DAXA at [email protected] or the FIU at [email protected]. The notice also lists police at 112 for suspected illegal activity. When reporting, give a concise account of the provider’s name, what happened, relevant dates, and the records you have retained. Do not include passwords, private keys, or authentication codes in an email or police report.
The FIU’s warnings and provider-status information are the basis for checking whether a service is reported. The police, FIU, and DAXA are reporting or guidance channels; their listing does not mean that a particular withdrawal will be recovered or that each case will have the same outcome.
