If an exchange stops withdrawals or trading, do not assume immediately that it is insolvent—and do not send more money to “unlock” your account. Treat the cause as unresolved, preserve every record, verify the announcement through the exchange’s official channels, secure your account, and prepare for either a temporary restriction or a formal insolvency process.
Start with a documented, low-risk response
A withdrawal or trading halt can result from maintenance, a blockchain or network problem, an asset-specific issue, account verification, a legal order, or broader financial distress. The status alone does not establish which explanation is true. Your first objective is to preserve evidence and prevent an avoidable loss while you find out more.

- Pending withdrawal requests, error messages, account restrictions and verification prompts.
- The account agreement, custody terms, lending or staking terms, and any product-specific conditions still accessible in the account.

The Federal Trade Commission’s business-dispute guidance recommends retaining copies of online messages and noting dates, contacts and promised actions. Keep the original files as well as screenshots, and store a copy somewhere you can access if the exchange account is disabled.

2. Verify what has actually stopped
Open the exchange’s official mobile app or type a website address you already know yourself. Do not follow a link from an unsolicited email, direct message or “recovery” representative. Read the platform’s status page and announcements, then classify the restriction:
| Question | Why it matters |
|---|---|
| Are withdrawals, deposits, trading, or all three affected? | A single function being unavailable can have a different cause from a platform-wide shutdown. |
| Which assets and blockchain networks are named? | A restriction may apply to one token or network rather than your entire account. |
| Is the restriction account-specific or affecting customers generally? | An individual verification or compliance hold calls for different follow-up from a system-wide halt. |
| What specific cause and next update time does the notice give? | A precise explanation and a defined update are information to record, not a guarantee that funds are safe. |
| Has a regulator, court or claims agent issued a formal notice? | Independent notices can confirm that a legal or insolvency process exists. |
Contact support from inside the account or through a contact method already verified on the official website. Ask which assets and networks are affected, why your access is restricted, what documents are required, when the next update is expected, and for a ticket number. Keep the exchange’s reply with your other records. A support response is not proof that the platform is solvent or that a withdrawal will be honored.
3. Protect access without making the situation worse
- Change your exchange password if you suspect it has been exposed, and use a unique password that you do not use elsewhere.
- Review active sessions, linked devices, API keys and withdrawal-address settings. Revoke anything you do not recognize, using controls inside the official account.
- Keep multi-factor authentication enabled. Never disclose a one-time code, password, private key or seed phrase to anyone.
- Do not install remote-access software because a supposed employee, investigator or government agent tells you to.
- Do not deposit additional money or pay a “release,” “tax,” “validation” or “compliance” fee to obtain a withdrawal unless the requirement is independently confirmed in the official written terms and through a trusted channel. An unsolicited demand is a major warning sign.
If withdrawals resume, transfer carefully
A temporary reopening can create a rush and new opportunities for mistakes. Follow only the exchange’s own instructions displayed in your authenticated account.

- Confirm the exact asset, destination address and blockchain network. A correct address on the wrong network can still result in an irreversible loss.
- Check the platform’s stated network fee, minimum withdrawal and daily or account-specific limit.
- Use a wallet whose address you control and have independently verified. A self-custody wallet can hold assets that are successfully withdrawn; it cannot retrieve an exchange balance that remains frozen.
- If the platform permits it, consider a small test transfer before moving the remainder. Wait for the expected confirmation and verify the receiving wallet before sending more.
- Save the withdrawal request, transaction hash, fee and confirmation as evidence.
Do not accelerate a transfer because of an unsolicited message claiming that a short deadline, special network or private address is required.

Recognize recovery scams after a halt
People who have just lost access to an exchange are targeted by impostors posing as regulators, lawyers, investigators, exchange employees or “blockchain recovery” specialists. The Federal Trade Commission warns that these schemes may demand money or account information while promising to retrieve funds. A person who contacts you first and asks for an upfront fee, cryptocurrency payment, bank details, remote access or login credentials is not made trustworthy by using official-looking logos or case numbers.
- Never pay an unsolicited recovery service to release or trace funds.
- Never share your seed phrase, private key, password, verification code or full financial-account credentials.
- Do not click a recovery link or install software supplied through an unexpected message.
- Verify any claimed agency, court or law firm by finding its contact information independently and calling through that channel.
Reporting a scam can help authorities connect cases, but no report guarantees an individual refund.
Report suspected fraud or misconduct in the United States
Choose the channel that matches what happened and preserve your evidence before submitting it. You can also notify the exchange through its official support system.
- Federal Trade Commission: submit a consumer-fraud report at ReportFraud.ftc.gov, including the platform, dates, amounts, messages and payment addresses.
- Commodity Futures Trading Commission: use the CFTC complaint process for suspicious activity or information about possible violations of commodity-trading laws, particularly where derivatives or commodity interests are involved.
- Securities and Exchange Commission: submit information through the SEC’s Tips, Complaints and Referrals system when the facts may involve securities or securities-market misconduct.
- FBI Internet Crime Complaint Center: report suspected internet-enabled theft or fraud through IC3 and include transaction hashes, wallet addresses, contact details and copies of messages.
Explain the facts chronologically and distinguish what you observed from what the exchange told you. Agencies use reports to identify patterns; filing one does not freeze an exchange, establish liability or promise recovery.

What a halt does—and does not—tell you about insolvency
A halt is a serious access problem, but it is not a diagnosis. A platform can restrict withdrawals during maintenance or a network incident and later restore them. Conversely, a broad and indefinite halt can occur while a company is under severe financial pressure. Until an official court, regulator or company filing provides evidence, describe the cause as unresolved.
Crypto held through a platform is not the same as money in an insured bank deposit. The FTC states that crypto deposits with crypto-based providers are not FDIC insured. In its discussion of Voyager, the agency described customers being locked out after the company failed and entered bankruptcy. Government insurance should not be assumed to make an exchange balance whole.
There is no current, general statistic establishing how often a withdrawal halt becomes bankruptcy or what percentage of customers ultimately recover. Treat online claims of a predictable recovery rate with skepticism.
Historical example: Celsius shows why details matter
Celsius halted customer withdrawals, transfers and swaps on June 12, 2022, and filed for Chapter 11 bankruptcy on July 13, 2022. An SEC complaint filed in 2023 reported that liabilities exceeded assets by approximately $1.2 billion at filing. Those are historical events and allegations specific to Celsius, not a forecast for another exchange.

A U.S. Bankruptcy Court opinion in the Celsius case also addressed disputes over whether assets associated with different customer account types belonged to the bankruptcy estate. The practical lesson is narrow but important: the terms for the particular account and product you used can affect treatment. Do not assume that every customer, token or account type has the same legal position.
If a formal insolvency case begins
Confirm the case through authoritative notices
Verify a claimed bankruptcy or restructuring through the court docket, a court-appointed claims agent, or a notice linked by a regulator. Social-media posts and messages from people offering to “move your claim to the front” are not official process instructions.
Prepare a complete claim file
- Preserve the balance and asset-by-asset holdings recorded near the halt.
- Collect transaction histories, deposit and withdrawal hashes, identity-verification records and account correspondence.
- Save the account agreement and terms for each product, including custody, staking, lending or earn features.
- Record every claim form, deadline, reference number and confirmation you submit.
Follow the case-specific form and deadline exactly. The court, trustee or claims agent may require identity checks and supporting records. Keep copies of everything submitted and do not send originals unless the official process specifically requires them.

Readers outside the United States
This guidance is U.S.-focused because the strongest cited authorities are U.S. agencies and courts. If you are elsewhere, use the financial regulator, consumer-protection authority and insolvency court or administrator for your country. The evidence-preservation, official-channel and anti-scam steps apply broadly, but insurance rules, complaint routes, account contracts and creditor priorities depend on local law.
