Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAfter discovering a breach, contact the organization’s incident-response lead immediately, preserve the suspected device and available evidence, and contain access under qualified IT or security direction. Do not casually reboot, log off, wipe, or reinstall a suspected device. At the same time, start a dated record of what happened and have legal or privacy staff determine which notification rules apply to the organization’s country, sector, data and risk profile.
“Regional organization” does not identify a single legal regime. A municipality, school group, health network, nonprofit, association or multi-site business can face different duties depending on where it operates and whose information is involved. Treat the first response as both a technical emergency and a governance process.

The first 15 minutes: stabilize the situation
1. Escalate to the designated response lead
The person who finds the incident should contact the organization’s designated IT, security or incident-response lead using a trusted channel. Follow the incident plan if one exists; do not improvise a broad email to every employee.
Give the responder a concise handoff:
- When the suspicious activity was first noticed and when it may have started.
- Which computer, server, account, application or site is involved.
- What the user saw, such as a ransom message, unfamiliar login, changed file, fraudulent email or unusual system behavior.
- Who may have had access, including vendors or shared accounts.
- What information could be affected and which people or groups may be impacted.
- What actions anyone has already taken and who can answer follow-up questions.
If the normal response lead is unavailable, use the organization’s documented backup contact. Record the time of every escalation attempt.

2. Should you turn off a hacked computer?
Usually, no—not without direction from the response team. Canadian Centre for Cyber Security guidance advises keeping a suspected device powered on, locking it, and not shutting it down, rebooting it or logging off. Volatile information in memory and active connections can disappear when power is removed.
Leave the screen and cables as they are, prevent casual use, and tell responders where the device is. Do not run “cleanup” utilities, delete suspicious files, reinstall the operating system or copy files to a personal drive. A responder may decide that isolation or shutdown is necessary, but that decision should account for evidence, attacker activity and the effect on essential services.
3. Start a contemporaneous record
Create a protected incident log as soon as possible. Write facts separately from assumptions. Include the first observation, affected devices and accounts, messages or alerts, actions taken, people informed, decisions made and the time of each event. Preserve original emails, headers, screenshots and alert identifiers where policy permits; do not edit the originals.
Keep the log access-controlled. It may later support forensic work, regulatory explanations, insurance claims, legal advice and lessons learned.
Contain the breach without destroying evidence
Containment aims to stop ongoing unauthorized access while preserving enough evidence to understand what happened. IT or an incident-response provider should choose measures based on scope, operational risk and the likelihood that an action will erase volatile data.

| Containment measure | When it can help | Operational and evidence consideration |
|---|---|---|
| Quarantine an affected system | Separates a suspected endpoint or server from normal traffic. | Can stop lateral movement; coordinate the change so logs and volatile evidence are not lost. |
| Move systems to a separate VLAN | Limits communication while allowing responders controlled access. | May preserve the system for investigation, but can interrupt applications that depend on network connectivity. |
| Disable network interfaces or remove wired and wireless connectivity | Useful when active attacker communication must be interrupted quickly. | Fast isolation can affect business-critical services; document exactly what was disconnected and when. |
| Restrict privileges or disable compromised accounts | Reduces the attacker’s ability to use stolen credentials. | Check for service accounts, dependencies and evidence of unauthorized use before making broad changes. |
| Revoke access for connected third-party applications or services | Stops a compromised integration from reaching other systems or data. | Identify tokens, API keys and delegated permissions; preserve relevant audit records before revocation where feasible. |
These actions are not a universal sequence. A suspected single laptop may need a different response from a compromised identity provider or a ransomware outbreak. Keep senior leaders informed about business impact, and have communications staff coordinate any public statement. Use trusted channels because an attacker may be monitoring ordinary email or collaboration accounts.
Protect critical operations
Tell the response lead which services cannot safely be interrupted, such as emergency communications, clinical systems, payroll or public-facing services. The team can then isolate affected segments, impose temporary access controls or schedule changes while maintaining essential operations. Do not reconnect a device merely because a deadline is approaching.

Establish what happened and what was exposed
The investigation should answer five questions: what happened, when it began, which systems and accounts were involved, whether access is still occurring, and whether information was viewed, altered, destroyed or copied. Include cloud services, remote access, mobile devices, backups and supplier connections in the scope.
Preserve and collect evidence
Qualified personnel should preserve relevant logs, endpoint records, authentication history, email data, firewall events, cloud audit trails and malware samples in a way that maintains integrity. Note the source, time zone, collector and storage location for each item. Restrict handling to people who need it.
For ransomware or another highly disruptive event, CISA guidance describes capturing system images and memory from sample devices when initial mitigation is not possible, along with preserving volatile logs. Those are ransomware-oriented tactics, not mandatory steps for every incident. The response team should select collection methods appropriate to the event and avoid changing evidence unnecessarily.

Map data and affected people
Identify the categories of information in each affected system: credentials, identity details, financial records, health information, confidential correspondence, operational data or intellectual property. Determine whose data may be involved, in which countries, and whether the information was encrypted or otherwise protected.
Quick wins for a faster PC:

Distinguish confirmed viewing or extraction from possible exposure, and record the basis for each conclusion. That distinction affects both risk analysis and notification decisions.
Who must be notified, and how long do you have?
There is no global breach deadline. The applicable authority, trigger and clock depend on the country or countries, the organization’s sector, the type of data, contractual commitments and the risk to people. Privacy counsel or a qualified compliance professional should map those rules while the technical investigation proceeds.
UK example: the ICO’s 72-hour rule
Under UK Information Commissioner’s Office guidance, a notifiable personal-data breach must be reported without undue delay and within 72 hours after the organization becomes aware of it. The 72 hours is a legal deadline for qualifying UK cases, not a worldwide standard and not a guarantee that every breach must be reported.
| UK situation | ICO guidance described in the source material |
|---|---|
| Notifiable personal-data breach | Report to the ICO without undue delay and within 72 hours of awareness. |
| Breach likely to create a high risk to people’s rights and freedoms | Inform affected individuals without undue delay. |
| Information incomplete at the initial report | Provide supplementary information in phases without undue further delay. |
| Decision not to report | Document the breach and the reasoning for the decision. |
If the organization operates in the UK and the deadline may apply, begin the risk assessment immediately rather than waiting for a perfect forensic answer. A regulator can receive an initial report followed by verified details where the guidance permits phased information.

Other authorities and contractual duties
Depending on the facts, the organization may also need to contact police or a national cyber authority, an insurer, a sector regulator, a professional body, a bank or payment provider, or affected suppliers. These are not universal obligations. Review the law for every affected jurisdiction and the organization’s contracts, grant conditions and cyber-insurance policy.
Notify affected people responsibly
Notification should be based on the documented risk assessment and applicable law, not on a desire to send the same message to everyone. A clear notice explains:
- What happened and when, using plain language.
- What information may be involved and what remains unconfirmed.
- The likely consequences for the person.
- What the organization is doing to contain and investigate the incident.
- Where to ask questions, including a monitored phone number or web address.
- Practical protective steps, such as changing a reused password, enabling multifactor authentication, watching for phishing or fraud, and contacting a bank when financial information may be involved.
Use a channel that recipients can trust. Warn people that criminals may exploit the incident with convincing follow-up messages. Do not include unnecessary personal details, speculate about blame or promise that no further impact is possible.

Recovery begins after containment and an informed decision about what can safely be restored. Prioritize services by criticality and dependencies rather than restoring everything at once.

- Confirm the recovery source. Use known-clean, offline and encrypted backups where available. Check backup dates, integrity and whether the compromise could have reached the backup system.
- Rebuild or clean systems. Remediate the exploited access path, apply required updates and harden exposed configurations. A restored system that still contains the attacker’s persistence is not recovered.
- Replace or revoke credentials. Reset compromised passwords, rotate keys and tokens, disable stale accounts, and review privileged and service-account access. Follow investigation findings so resets do not overlook a remaining entry path.
- Restore in stages. Bring back the most critical services first, with monitoring and a rollback plan. Verify authentication, logging, integrations and data integrity before expanding access.
- Monitor for renewed activity. Watch endpoint, identity, network and cloud telemetry for re-entry, unusual privilege use or data transfer. Keep heightened monitoring in place for as long as the response team considers justified.
- Return to normal operations deliberately. Obtain technical and business-owner sign-off, communicate limitations and record the time and basis for each restoration decision.
CISA recommends restoring data from offline, encrypted backups and documenting lessons learned. UK National Cyber Security Centre guidance treats recovery from a highly disruptive incident as a distinct program that can take days or weeks before a broader organizational rebuild. The precise duration depends on scope, dependencies and evidence from the investigation.

Responsibilities by role
Leaders and board members
- Appoint one incident lead and ensure that legal, privacy, IT, communications and business owners can make timely decisions.
- Protect the response budget and preserve access to external forensic or legal expertise when internal capacity is insufficient.
- Receive a regular situation report covering known facts, uncertainty, service impact, decisions needed and notification deadlines.
- Approve public communications through the designated communications function, not through individual employees.
IT and security staff
- Preserve evidence before making destructive changes where circumstances allow.
- Scope identities, endpoints, servers, cloud services, suppliers and backups—not only the first machine reported.
- Contain according to risk, record each action and preserve logs before retention limits remove them.
- Validate that rebuilt systems are clean and that the exploited path is closed.
Privacy, legal and compliance staff
- Identify every relevant jurisdiction, sector rule, contract and regulator.
- Assess the type of data, affected people, likely harm and whether encryption or other safeguards change the risk.
- Track awareness time, reporting clocks, notification decisions and the reasons supporting them.
- Coordinate with insurers, law enforcement and specialist advisers where appropriate.
Employees and local site managers
- Report suspicious activity immediately and preserve the device as found.
- Do not forward sensitive incident details through personal accounts or social media.
- Follow instructions about password changes, device isolation and communications.
- Send suspected follow-up phishing to the designated reporting channel instead of replying.
Common mistakes and safer alternatives
- Rebooting to make the computer usable: keep it powered on and locked until responders advise otherwise.
- Wiping the obvious malware: preserve the system and collect evidence before cleanup.
- Announcing an unverified cause: describe confirmed facts and label hypotheses as such.
- Waiting for a complete investigation before checking deadlines: begin jurisdiction and risk analysis as soon as awareness occurs.
- Restoring from the newest backup automatically: verify that the backup predates compromise and is clean.
- Resetting one password and stopping: review tokens, multifactor methods, privileged accounts, service accounts and connected applications.
- Sending one blanket notice: tailor communications to the affected population and the legally supported risk assessment.
- Failing to record a non-reporting decision: document every breach and the reasoning, including when no regulator notice is made.
Use the incident to improve the organization
After services stabilize, complete a structured review. Record the timeline, affected assets and data, response actions, decisions, communications, costs, control failures and unresolved risks. Identify which preventive or detective controls would have shortened the time to discovery or limited access.
Update the incident plan with named alternates, trusted contact methods, evidence-preservation instructions, supplier contacts, notification workflows and restoration priorities. Test those changes with a tabletop exercise. NIST Special Publication 800-61 Revision 3, listed as the current revision from April 2025, supersedes Revision 2; NIST Special Publication 1800-29, published in February 2024, addresses data-confidentiality breach response and recovery. Use such frameworks as a foundation, then adapt procedures to the organization’s actual jurisdictions and services.
“This guidance provides a framework for handling highly disruptive cyber incidents, but it does not provide an exhaustive checklist of all activities required which will vary depending on the details of the incident and the legal and regulatory jurisdictions that apply.”
