Assume the attack is still active. Activate your incident-response and communications plans, isolate affected systems without destroying evidence, and put one decision team in charge. Then rank construction work by safety and contractual impact, switch essential tasks to controlled manual procedures, report the incident to the appropriate authorities and insurers, and restore only from verified clean backups in a staged environment. Paying a ransom is not a recovery plan: the FBI says it does not support ransom payment, and payment never guarantees usable files or a clean network.
What to do in the first hour
The first objective is to stop additional damage while keeping people safe. Do not let an individual project manager, technician, or vendor make an isolated decision about shutting down systems, contacting an attacker, or rebuilding a server. Use the approved incident-response plan and communications plan, even if they were written for a different type of outage.

1. Form a single incident decision team
Name one incident lead and bring together operations, IT or your managed service provider, executive leadership, legal counsel, the cyber insurer, safety leadership, project controls, and communications. Include a field representative who understands which systems are currently needed to operate equipment and protect workers. Establish an out-of-band channel, such as phone calls or a known-clean messaging account, because corporate email and chat may be monitored or unavailable.

NIST guidance from 2019 emphasizes defined recovery roles, decision strategies, exercised plans, isolated backups, and a current contact list. Record who can authorize network isolation, emergency purchases, notifications, restoration, and any contact with an extortionist. Start a written timeline immediately; use UTC or a clearly identified local time zone and preserve the original timestamps from alerts and devices.

2. Isolate affected technology
CISA’s 2023 #StopRansomware guidance says to determine which systems were impacted and immediately isolate them. Disconnect an infected workstation from Ethernet and Wi-Fi. If several machines or subnets are involved, take the relevant network offline at the switch level where feasible. Disable remote-access tools and suspected VPN sessions through a clean administrative path, and prevent affected credentials from authenticating to other systems.
Isolation is not the same as wiping. If a system controls a crane, gate, batching plant, access-control reader, or other operational technology, coordinate with the site safety lead before powering it down. Move people and equipment to a safe state first, follow the manufacturer’s emergency procedure, and document any change. Keep unaffected systems separated rather than reconnecting them merely to test whether they still work.
3. Preserve evidence before rebuilding
Save ransom notes, encrypted-file extensions, filenames, timestamps, endpoint alerts, firewall and authentication logs, suspicious emails, memory or disk images where your forensic provider advises, and an inventory of affected devices and accounts. Photograph screens if a device may be altered by a shutdown. Preserve the original files in read-only or access-controlled storage and record who collected each item.
Do not delete the note, reformat every computer, or restore over the original evidence before receiving forensic advice, unless an immediate safety or containment requirement leaves no alternative. Evidence supports law-enforcement reporting, insurance claims, root-cause analysis, and a defensible decision about whether the attacker has been removed.

Keep a construction company operating safely
After containment, perform a rapid business-impact analysis. Rank each workflow by four factors: risk to people or required inspections, contractual and regulatory exposure, revenue impact, and technical dependencies. Set a recovery-time objective (how long the workflow can be unavailable) and a recovery-point objective (how much recent data can be recreated) for each priority. Do not assign a universal outage number; a high-rise project, a road crew, and a design office have different tolerances.
| Workflow | Why it matters | Controlled fallback while systems are isolated |
|---|---|---|
| Site safety, permits and inspections | Missing information can expose workers and create regulatory violations. | Use printed or known-clean offline copies of safety plans, permits, emergency contacts, inspection checklists and equipment procedures. Log every change and inspection for later entry. |
| Scheduling and dispatch | Lost sequencing can strand crews, equipment and deliveries. | Have the superintendent maintain a dated paper or offline schedule, call crews directly, and reconcile changes at a fixed time each day. |
| Drawings, BIM/CAD and document control | Using an obsolete drawing can cause rework or unsafe installation. | Freeze the last verified revision, mark it “controlled offline copy,” distribute through a clean read-only channel, and record every transmittal and field clarification. |
| RFIs, submittals and change management | Untracked decisions can become disputes or unauthorized work. | Number paper or offline forms, obtain named approvals, and maintain a custody log until the system of record is restored. |
| Payroll and timekeeping | Employees, subcontractors and wage obligations still require accurate records. | Use signed daily time sheets with project, cost code, supervisor and break details. Store originals securely and reconcile duplicates before payroll is run. |
| Procurement and deliveries | Material shortages can stop a critical path. | Use a preapproved phone list and numbered purchase orders. Confirm quantities, prices, delivery windows and authorization in writing outside the compromised system. |
| Communications | Rumors or conflicting instructions can create safety and contractual problems. | Publish one approved status through designated phone trees, radio channels or a known-clean account. Keep a call and message log. |
| Site-control or equipment systems | Compromise may affect physical movement, production or environmental controls. | Place equipment in its documented safe mode, isolate it from corporate networks, and use manufacturer-approved local controls until specialists validate recovery. |
Use a controlled manual process
Manual workarounds should be treated as temporary systems, not informal notes. Give each form a unique number, date, project, author and approver. Store the originals in a locked location and scan them only with a known-clean device. At the end of each shift, reconcile dispatch, drawings, RFIs, deliveries and time records so conflicting versions are found while people still remember what happened.
Keep safety and regulatory records available offline wherever possible. Emergency contacts, first-aid information, evacuation routes, lockout/tagout procedures, lift plans and inspection requirements should not depend on a domain controller or cloud login that may be unavailable. If a required record cannot be verified, stop the affected activity and escalate to the safety lead rather than guessing.

CISA recommends engaging internal leaders, IT or managed security providers, cyber insurers and appropriate public-information staff. Report the incident to CISA, a local FBI field office, the FBI Internet Crime Complaint Center (IC3), or the U.S. Secret Service as appropriate. The FBI directs ransomware victims to report to IC3. Preserve the report number and all submitted material in the incident file.
Issue one factual status to owners, general contractors, subcontractors, suppliers and field supervisors. State what services are unavailable, what work is continuing under manual controls, how urgent requests should be sent, and when the next update will arrive. Do not speculate about the attacker’s identity, the extent of data theft, or a restoration date before those facts are verified. Tell recipients how to recognize legitimate instructions so criminals cannot exploit the outage with fake payment or bank-change requests.
Plan recovery in dependency order
Restoration should happen in a clean recovery segment, not on the original network by default. CISA directs organizations to restore from offline, encrypted backups according to critical-service priority while avoiding reinfection. Maintain recovery hardware and golden images for systems that must be rebuilt rather than merely unlocked.

Verify backups before they become connected
A backup is useful only if it is both clean and restorable. Select copies created before the compromise, preferably offline or immutable and encrypted. Scan them with current security tools in an isolated environment, compare file counts and critical project versions, and perform a test restore before authorizing production use. If a backup catalog or cloud account may have been altered, verify it through an independent administrative path.

NIST’s 2026 OT Backup Quick Start Guide states, “OT backups are vital for recovery from reliability or cyber incidents.” It recommends creating backups regularly, testing them, and reviewing them during recovery exercises. Apply the same discipline to site-control or equipment systems connected to corporate networks: keep configuration exports, firmware details, licenses and recovery hardware with the backup documentation, and test a restoration without exposing live equipment.
Reconnect in stages
- Build or reimage a small clean recovery segment from golden images and patched installation media.
- Reset passwords, revoke sessions and rotate exposed keys, tokens, certificates and service-account secrets before reconnecting dependent systems.
- Close the initial access path: patch the exploited software, disable unused remote services, remove unauthorized accounts and tighten firewall rules.
- Require multi-factor authentication for administrative and remote access, then apply least-privilege permissions.
- Restore one priority service and its data, scan it again, and have its business owner confirm that records and calculations are correct.
- Reconnect additional services in dependency order while monitoring endpoint, identity, DNS, firewall and backup logs for recurrence.
- Keep a clean recovery segment and untouched evidence available until the incident lead and forensic adviser agree that eradication is complete.
Should you pay the ransom?
The FBI’s published guidance states: “The FBI does not support paying a ransom in response to a ransomware attack.” CISA, the FBI and the NSA warn that payment can encourage further crime and does not guarantee file recovery. Attackers may provide a defective decryptor, demand a second payment, retain stolen data, or leave another access method behind.
Any consideration of payment belongs to a documented decision process involving legal counsel, the insurer, sanctions screening, law enforcement and a technical assessment of recovery without payment. Check whether the proposed recipient or intermediary is subject to sanctions or other restrictions in every relevant jurisdiction. Confirm what data may have been stolen, what contractual or privacy notices are required, and whether paying would violate policy or coverage conditions.

After operations resume
Resuming production is not the end of the incident. Complete a post-incident record containing the timeline, affected systems and accounts, indicators of compromise, containment actions, decisions and approvals, costs, notifications, manual records, restoration tests and any failed recovery attempt. Keep copies of forensic reports and evidence-handling notes with access limited to the response team.
Run a lessons-learned review with field and office personnel, not only the IT team. Update the incident-response, continuity and communications plans; replace stale contact details; and exercise the manual procedures used for drawings, RFIs, timekeeping, dispatch and emergency communications. Test restores on a schedule and after major system changes. Rotate credentials and keys that could have been exposed, improve network segmentation and least privilege, and require MFA wherever it is technically feasible.
Share useful indicators of compromise with CISA or the relevant sector information-sharing group when appropriate and legally permitted. Feed the findings into subcontractor access rules, vendor due diligence, backup design and project kickoff checklists. The goal is a repeatable recovery capability: a construction company should be able to isolate a compromised environment, continue safety-critical work, prove what happened and rebuild from clean systems without relying on an attacker’s promise.
