Act in this order: activate your approved incident-response plan, coordinate communications, isolate affected systems without destroying volatile evidence, bring in qualified responders and required reporting contacts, then rebuild only on a clean recovery network from trusted offline backups. Do not improvise a mass shutdown or start restoring servers while the attacker may still have access.
This guide follows the response checklist in CISA’s joint #StopRansomware Guide (revised October 19, 2023), developed with the FBI, NSA and MS-ISAC. It is operational guidance for organizations, not legal advice or a replacement for your incident-response team.

1. Activate the response plan and establish one communications channel
Use the organization’s approved incident-response plan and communications plan immediately. Notify the internal security or IT response lead, executive decision-makers and the people responsible for business continuity. Depending on your contracts and insurance, that group may also include an incident-response provider, managed security provider, cyber insurer and outside counsel.
Assign a single incident commander or response lead to set priorities and record decisions. Keep a timeline of alerts, isolation actions, evidence collected, people contacted and systems changed. A contemporaneous timeline helps responders reconstruct what happened and prevents conflicting instructions.

Assume the intruder may be watching email, collaboration tools or ticket systems. Use out-of-band communications, such as phone calls or a separate trusted messaging channel, for sensitive coordination when practical. Do not post detailed containment plans in a compromised environment.
- Confirm who can authorize network changes, evidence collection, emergency service shutdowns and restoration.
- Give responders a current network diagram, asset inventory, backup information and relevant vendor contacts.
- Tell staff not to reboot, delete files, run “cleanup” utilities or negotiate with the attacker unless the response lead authorizes it.
2. Determine what is affected, then isolate it promptly
CISA’s checklist states: “Determine which systems were impacted, and immediately isolate them.” Start with the ransom note, endpoint alerts, authentication anomalies, encrypted-file locations and reports from users. Identify affected hosts, accounts, subnets, cloud workloads and shared storage; also mark systems that are showing suspicious activity but are not yet confirmed compromised.
Choose host isolation or network isolation
| Situation | Preferred action | Reason and caution |
|---|---|---|
| One or a few clearly identified devices | Disconnect each device from Ethernet and Wi-Fi, or use an approved endpoint-isolation control. | Limits disruption while stopping those hosts from communicating with the attacker or spreading laterally. |
| Several systems or a subnet appear compromised | Isolate the segment at the switch or other network-control point. | Network-level isolation is faster and less error-prone than finding every infected endpoint; coordinate the change with the response lead. |
| Cloud workload or storage volume is involved | Restrict access and take a point-in-time volume snapshot before making destructive changes. | The snapshot preserves a reference state for later forensic review; do not treat it as proof that the workload is clean. |
| Isolation cannot be performed safely | Temporarily take the relevant network offline, or power down only as a last resort. | Power loss can destroy memory-resident evidence and infection artifacts. |
Disconnecting a cable or disabling a switch port is different from deleting a machine, wiping a disk or uninstalling security software. Preserve the device in its current state until qualified responders advise otherwise. If the organization has segmented networks, isolate administrative interfaces, backup infrastructure, remote-access gateways and identity systems as well as user endpoints when indicators suggest they may be involved.

3. Should you turn off an infected computer?
Usually, no. CISA warns that powering down can destroy infection artifacts and evidence held in volatile memory. Its checklist says to preserve “evidence that is highly volatile in nature—or limited in retention to prevent loss or tampering (e.g., system memory, Windows Security logs, data in firewall log buffers).” Disconnect the host from the network first whenever that can stop spread.
Power down only when network disconnection or a temporary network shutdown is not possible, or when leaving the host running creates an immediate safety or operational danger that the response lead has weighed. A forced shutdown may be necessary in a rapidly spreading event, but record who authorized it, when it occurred and why.
Preserve live state before changing it
- Capture memory from a representative sample of affected devices when the response team has the capability and tools to do so.
- Export short-retention Windows Security logs and relevant endpoint, authentication, VPN, DNS, proxy and firewall records before they roll over.
- Preserve firewall log buffers and other telemetry that may disappear when a service restarts.
- Collect the ransom note, a small number of encrypted files and suspected malware samples without opening or executing them.
- Record indicators of compromise, such as suspicious command-and-control addresses, file hashes, processes, scheduled tasks and registry entries.
Do not run an unapproved antivirus “clean,” disk repair, defragmentation or optimization operation on evidence-bearing systems. Such actions can overwrite timestamps, remove malware or alter logs. Coordinate forensic acquisition with qualified incident responders; they can select imaging and memory-capture methods that preserve evidentiary value while containment proceeds.

4. Build an evidence package responders can use
Evidence collection should support two goals that can conflict: stopping the attacker and retaining a reliable record of activity. Containment takes priority when systems are actively spreading ransomware, but make the smallest destructive change that will stop the spread and document it.
Collect from endpoints and servers
- Full system images or other approved forensic copies from a representative sample, including an unaffected comparison system where possible.
- Volatile memory captures from selected live hosts.
- Operating-system, authentication, endpoint-detection, application and task-scheduler logs.
- Ransom notes, malware files, hashes and the paths and timestamps of encrypted files.
- Indicators such as command-and-control domains or addresses, unusual registry entries, new administrator accounts and persistence mechanisms.
Collect from the network and cloud
- Firewall, VPN, DNS, proxy, identity-provider and network-device logs, including buffered records.
- Cloud audit trails, identity events, storage access records and volume snapshots for affected workloads.
- Configuration and change records showing when firewall rules, accounts, remote tools or backup policies changed.
Store collected data in access-controlled, write-protected or otherwise tamper-evident storage. Record the source asset, collection time, collector, method, hash where your responders use one, and every transfer. Keep the original copy untouched and perform analysis on a working copy. Your legal or forensic advisers can set retention and disclosure requirements for your jurisdiction.
5. Report the incident and manage notifications
Follow the organization’s communications plan for internal and external reporting. CISA identifies the agency, a local FBI field office, FBI Internet Crime Complaint Center (IC3) and a local U.S. Secret Service field office as channels for reporting or requesting assistance. Your incident-response provider, cyber insurer and counsel may require notice within specific contractual windows, so check those requirements immediately.

If personal, health, financial or confidential business data may have been accessed or exfiltrated, involve the organization’s legal and privacy advisers. Notification duties vary by country, state or province, sector, data type, contracts and the facts established during the investigation. There is no single ransomware deadline that applies to every organization. Preserve the evidence needed to determine what was exposed, when and whose data was involved, and do not make a public statement that the investigation cannot support.

Do not reconnect an isolated server simply because its files appear readable, and do not place a restored machine beside compromised systems. CISA recommends restoring from offline, encrypted backups according to critical-service priorities and ensuring that only clean systems connect to the recovery environment.
Set recovery priorities
- List critical services and their dependencies, including identity, name resolution, networking, communications, safety systems and data stores.
- Confirm which backups predate the intrusion, are offline or otherwise isolated, and have not been altered by the attacker.
- Create a clean recovery network with separate administrative credentials, monitoring and tightly controlled connectivity.
- Rebuild or reimage systems from trusted media, patch them, enable security controls and rotate credentials that may have been exposed.
- Restore data in dependency order, testing each service before allowing broader access.
- Monitor restored systems for renewed encryption, unexpected authentication, command-and-control traffic and other indicators before reconnecting them to production.
A backup is not automatically trustworthy because the restore job succeeds. Verify its date, integrity and provenance, and test that applications can use the restored data. Keep compromised systems out of the recovery VLAN; a single infected host can reinfect rebuilt services.

7. Balance the key response decisions
| Decision | Use this principle | Main trade-off |
|---|---|---|
| Host versus network isolation | Use host disconnects for a small, known set; use switch-level isolation when multiple systems or subnets are implicated. | Broader isolation causes more disruption but reduces the chance of missing a spreading host. |
| Live evidence versus immediate shutdown | Disconnect networking first and preserve memory and short-retention logs. | Keeping a host powered preserves evidence, while a shutdown may stop activity but destroys volatile state. |
| Containment versus investigation | Coordinate changes with responders and document every action. | Waiting too long can allow lateral movement; acting without a plan can erase evidence or alert the attacker. |
| Recovery speed versus reinfection risk | Prioritize critical services but restore only into a clean environment from trusted backups. | Fast reconnection improves availability; premature reconnection can restart the attack. |
8. Close the incident and improve the plan
After containment and recovery, hold a documented lessons-learned review with technical, operational, legal and leadership participants. Establish the timeline, initial access theory, affected assets, evidence gaps, decisions that delayed or accelerated containment and the controls that failed or worked.
- Update the incident-response and communications plans with clear authority for switch isolation, cloud snapshots and emergency shutdowns.
- Improve asset inventories, network segmentation, identity protections, logging retention and offline-backup coverage.
- Exercise the revised plan, including an out-of-band communications test and a clean-network restoration drill.
- Preserve the final evidence index and access history according to legal, regulatory and organizational retention requirements.
NIST’s current incident-response publication, SP 800-61 Rev. 3, was finalized April 3, 2025. Its ransomware risk-management companion, IR 8374 Rev. 1, was finalized June 11, 2026. NIST’s SP 1800-26, Data Integrity: Detecting and Responding to Ransomware and Other Destructive Events (2020), provides additional enterprise context for detection, mitigation, containment and response.
The Bottom Line
Isolate affected systems without reflexively powering them off, preserve memory and short-retention logs, coordinate reporting with qualified responders and counsel, and restore only from trusted offline backups on a clean recovery network.
