Return only after local authorities have reopened your area, and treat that announcement as permission to approach—not proof that your house is safe. A damaged building needs its own safety assessment. The safest order is to check official notices, approach in daylight, avoid floodwater and utility hazards, leave any structure that seems unstable, have damaged systems inspected by qualified professionals, and only then begin a slow, protected cleanup.

The CDC’s guidance is explicit: “Do not enter a damaged building until local authorities determine it is safe.” FEMA also advises having damaged property professionally inspected before cleanup or repairs. Conditions can change quickly, so recheck warnings for your exact address and storm.

Area reentry and home safety are separate decisions

An official reopening applies to the affected area. It does not certify every house, apartment, garage, outbuilding, road, or utility connection inside it. Use the two decisions below in order.

Decision Who makes it What it establishes
Area reentry Local emergency-management or public-safety authorities Whether residents may travel into the affected area under the current road, flood, weather, and emergency conditions.
Building and utility clearance The appropriate building official, utility, or qualified professional Whether a particular structure and its electrical, gas, sewage, and water systems can be entered or used safely.

Check local government alerts, emergency broadcasts, road barriers, and utility notices immediately before leaving. A prior all-clear can be withdrawn if another surge, flood, fire, structural failure, or hazardous-material problem develops. If your address remains under an evacuation order or access restriction, do not attempt to bypass it.

Approach the property in daylight

CDC guidance recommends returning during the day, when hazards are easier to see and emergency help is more available. Bring only what you need to evaluate the property and leave if conditions deteriorate. Do not walk or drive through floodwater, even when it appears shallow. It can conceal holes, debris, sewage, chemicals, animals, and energized electrical equipment.

Stop before the driveway or entrance when you see these hazards

  • Floodwater covering the road, yard, floor, or access path.
  • Barricades, closed roads, or instructions to stay out.
  • Downed, broken, or hanging power lines, damaged poles, or electrical equipment in water. Keep away and do not touch anything that may be energized.
  • Walls, roofs, porches, stairs, chimneys, or trees that have shifted, collapsed, or are visibly unstable.
  • Standing water near outlets, appliances, panels, generators, or other electrical devices.
  • A gas odor, hissing sound, or other indication of a leak.
  • Shifting, popping, creaking, or other unusual noises from the building.

If you hear movement or unusual sounds, leave the area and seek professional help rather than trying to identify the source. If you smell gas, move to fresh air and contact the utility or emergency responders. Do not operate switches, light matches, start vehicles in an enclosed space, or attempt a repair.

What to do before crossing the threshold

Look at the building from outside without touching damaged materials. A house can appear intact while its foundation, roof connections, wiring, gas lines, or interior walls are unsafe. Protective equipment is for cleanup; it is not permission to enter a structurally unsafe building.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm that the area is open and that no newer evacuation or access notice applies to your address.
  2. Stand clear of lines, poles, floodwater, unstable trees, and damaged exterior walls.
  3. Check for gas odor, smoke, fire, sparking, or movement in the structure. Leave and call for help if any is present.
  4. Arrange a professional inspection when the property has structural, electrical, gas, sewage, or water damage. Do not test or repair those systems yourself.
  5. Enter only when authorities and the relevant qualified professional indicate that entry is safe.

Keep your visit brief until ventilation and safety checks are complete. If a building cannot be cleared, do not use a respirator or gloves as a substitute for that clearance.

Assume utilities are unreliable until professionals clear them

After a hurricane, power, drinking water, sewer service, and trash collection may be limited or unavailable. Do not assume that a light switch, outlet, appliance, breaker, gas valve, plumbing fixture, or generator is safe because it looks dry.

Electricity and wet equipment

Never touch electrical devices while standing in water, and do not use equipment that has become wet. Flooded wiring, panels, outlets, appliances, and extension cords require assessment by a qualified electrician or utility professional. Keep people away from any water that may be in contact with electrical equipment. Restoration of power should follow the utility’s instructions and professional inspection, not a do-it-yourself test.

Gas and sewage systems

Gas leaks and damaged sewage lines can expose occupants to fire, explosion, contamination, or disease. A gas smell means leave for fresh air and call for help; do not shut valves, relight appliances, or investigate inside the building unless responders direct you. Have gas and sewage systems inspected before use. If wastewater has backed up, keep people and pets away and wait for qualified guidance on removal and disinfection.

Carbon monoxide from generators and fuel-burning equipment

Carbon monoxide is invisible and odorless. Never run a gasoline- or coal-burning generator, camp stove, grill, or similar device inside a home, basement, shed, garage, porch, or other enclosed or partly enclosed space. Operate fuel-burning equipment outdoors and at least 20 feet from windows, doors, and vents. Use a battery-operated or battery-backup carbon-monoxide detector when such equipment is operating. If the alarm sounds, leave immediately and call 911 from fresh air. Do not reenter until emergency personnel say it is safe.

Floodwater, tap water, and hygiene

Floodwater is not simply dirty rainwater. It may contain germs, sewage, chemicals, sharp debris, animals, and electrical hazards. Avoid contact whenever possible. If skin is exposed, wash with soap and clean water as soon as practical. Cover cuts and seek medical advice if a wound becomes contaminated or begins to worsen.

Follow the local water notice

Only local officials can determine whether tap water at your location is safe. A boil-water notice, do-not-drink notice, pressure loss, broken main, or visible contamination can each require different action. Until authorities confirm safety, do not use suspected or declared-contaminated water for drinking, cooking, brushing teeth, preparing food, washing hands, or washing dishes. Use the approved alternative identified by local officials.

Do not infer safety from clear-looking water, normal pressure, or a neighbor’s service. Check the latest notice for your specific water system before resuming normal use.

Food after flooding or an outage

Discard any food that contacted floodwater or stormwater. Also discard perishable food that was not kept properly cold during a power outage. Unsafe food can look, smell, and taste normal, so appearance is not a reliable test. Keep contaminated items separate from clean food and follow local instructions for disposal.

Ventilate and plan mold-safe cleanup

Mold can grow after water intrusion even when you cannot see it. Ventilate the building before spending extended time indoors, but do not ventilate by entering a structure that has not been cleared. Once entry is authorized, CDC recommends an N95 respirator, goggles, and protective gloves for mold cleanup.

Who should stay out of moldy buildings

People with asthma or other lung conditions, people with suppressed immune systems, and anyone who is especially sensitive to mold should avoid buildings with visible mold or a strong mold smell. Children should not perform disaster cleanup. Arrange assistance rather than exposing someone at higher risk.

What to discard and what to clean

Water-absorbing materials that cannot be thoroughly cleaned should be discarded. Examples include saturated upholstered items, mattresses, carpets, and other porous household goods. Do not make cleanup decisions by smell alone; water damage and contamination may be hidden inside materials.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For hard surfaces, CDC gives a maximum mixture of one cup of bleach per gallon of water. Never mix bleach with ammonia, acids, or any other cleaner. Use ventilation, wear the recommended PPE, and stop if you develop breathing difficulty, dizziness, nausea, or other symptoms. Contact medical or emergency services for serious symptoms.

Work slowly

Cleanup can involve heat, dust, mold, sharp debris, heavy materials, and contaminated water. Take breaks, drink water, and ask for help with lifting, sorting, or disposal. Do not rush to remove materials if doing so could destabilize the structure or expose you to a utility hazard.

Document damage before cleanup when possible

Photograph the building, rooms, utilities, and belongings before moving or discarding items, provided you can do so without entering an unsafe area or touching hazards. Contact your insurer before cleanup when possible and preserve the photographs and related instructions. Documentation should never delay evacuation, emergency treatment, or a professional response to gas, fire, electrical, or structural danger.

When to leave immediately

Stop work and move to fresh air or a safe location if floodwater rises, a warning changes, a structure shifts, unusual noises begin, a gas odor appears, smoke or sparks are visible, a carbon-monoxide alarm sounds, or anyone develops symptoms such as dizziness, headache, breathing trouble, confusion, or nausea. Call emergency services for immediate danger and follow responders’ instructions. Do not return merely because the immediate symptom or odor fades.

A practical order for the first visit

  1. Recheck the latest local reentry and road notices for your exact address.
  2. Travel in daylight and stop for floodwater, barriers, lines, unstable trees, or other visible hazards.
  3. From outside, look for structural movement, fire, smoke, sparks, or a gas odor. Leave and call for help if any is present.
  4. Obtain building and utility clearance from the appropriate officials or qualified professionals.
  5. Enter only after clearance, keep the first visit brief, and ventilate as directed.
  6. Keep away from wet electrical equipment and do not use damaged gas, sewage, water, or electrical systems.
  7. Use only water that local authorities have declared safe; discard flood-exposed or improperly chilled perishable food.
  8. Wear an N95 respirator, goggles, and gloves for authorized mold cleanup, keep higher-risk people and children out, and pace the work.
  9. Photograph damage and contact the insurer before cleanup when feasible.

FEMA’s March 2024 hurricane safety sheet and CDC guidance dated April 30 and August 26, 2026, all place local instructions and professional assessment ahead of cleanup. Recheck those instructions throughout the recovery period because utilities, roads, water advisories, and structural conditions remain incident-specific.
