Stop the requested payment or disclosure immediately. Treat a convincing executive voice call as a suspected impersonation and possible business-email-compromise incident, not as proof of identity. Verify the person through a phone number or secure channel already stored in your company records, preserve the original call and related logs, contain any exposed accounts or devices, and contact financial institutions and law enforcement quickly. AI-generated voices can sound nearly identical to legitimate contacts, and caller ID can be spoofed.

First-hour response: stop harm before investigating

The first objective is to prevent an irreversible transfer or disclosure. Investigation can follow once the request is frozen and evidence is protected.

1. Stop the transaction or disclosure

Tell the employee who received the call not to send money, gift cards, cryptocurrency, credentials, multifactor-authentication codes, files, customer data, or new vendor details. Place a hold on any pending wire, payroll change, vendor-bank update, purchase, or account-recovery action. Alert the treasury or finance team, security, legal counsel, and the executive named in the request.

Do not let urgency override the normal approval path. A caller who says a deal will fail, an account will close, or a confidential acquisition will be exposed is using pressure as part of the attack. The FBI advises withholding assets and sensitive information until identity has been independently confirmed.

2. Verify through an independent channel

Call the executive, employee, customer, or vendor using a number already held in the company directory, a signed contract, or a previously verified contact record. You can also use a pre-agreed secure messaging channel or an in-person confirmation. Do not use a number, link, meeting invite, or contact method supplied by the suspicious caller.

Ask the verified person whether they made the request, what amount or information was involved, and whether any supplied account details are legitimate. If the request concerns a new phone number or email address, confirm that change through the old, trusted channel before updating records. A familiar voice and caller ID are clues, not authentication.

3. Preserve the original evidence

Save the original voicemail or audio file, caller ID display, telephone number, call start and end times, text messages, emails and complete headers, URLs, meeting invitations, payment instructions, screenshots, and names of everyone who handled the request. Write a factual timeline while memories are fresh: who received the message, what was requested, which systems were accessed, and what action was stopped or completed.

Keep originals unchanged. Store copies in a restricted evidence location, record who collected each item and when, and avoid editing, re-encoding, or forwarding the only copy. Security and legal teams may need the metadata and logs to correlate the voice call with an email, identity-provider event, or endpoint compromise.

4. Contain accounts, sessions, and devices

Review identity-provider, email, VPN, endpoint, cloud, payment, and administrative audit logs for the people and systems involved. Look for new sign-ins, mailbox forwarding rules, newly registered multifactor devices, token use, password resets, unusual file downloads, and changes to vendor or payroll records.

Revoke active sessions and refresh tokens, reset affected credentials, remove unnecessary access, and isolate a suspicious workstation from the network while preserving its forensic state. Escalate immediately if the caller obtained a password, recovery link, multifactor code, API key, or sensitive file. Resetting one password is not enough if an attacker still has a session token or has created a persistence mechanism.

5. Contact financial institutions

If funds moved, call the originating bank and the receiving institution immediately using known fraud or relationship contacts, not details in the message. Ask what recall, hold, or freeze procedures are available and provide the transaction reference, amount, destination account, and time. Preserve the payment record and every bank communication for investigators.

FinCEN identifies executive-impersonation payment instructions as a GenAI-enabled fraud pattern in which criminals impersonate an executive or trusted employee and direct a victim to transfer large sums to an account controlled by the scammer. Speed matters because funds can be moved through multiple accounts quickly.

6. Report the incident

Report the facts to local law enforcement and the FBI’s Internet Crime Complaint Center at IC3.gov. Include the timeline, payment details, phone numbers, email headers, audio, screenshots, and any suspected account compromise. For a significant cyber incident, consider reporting through CISA’s incident-reporting channel as well. The FBI requests reports of AI-enabled fraud, even when the attempted loss was blocked; aggregated complaints help identify campaigns.

How to determine whether the caller was really an executive

Do not make the investigation depend on proving that an audio file is synthetic. The operational question is whether the requested action was authorized. Use controls that remain reliable if the voice is perfect.

  • Use a pre-established callback: dial the number in the directory or contract, rather than accepting a new number.
  • Require a second approver: finance or operations should obtain confirmation from another authorized person before releasing funds or changing bank details.
  • Use a secret verification phrase or challenge: agree on a phrase or question in advance and change it if it becomes known outside the trusted group.
  • Check the whole conversation: compare the request with the person’s normal authority, timing, writing style, current projects, and approved vendors. These signals support a decision but do not replace independent confirmation.

Never provide a two-factor code to anyone over email, SMS or MMS, or an encrypted messaging application. Attackers often use a voice call to obtain a code that allows them to take over an email, finance, or cloud account.

Evidence handling and investigation

Build a defensible timeline

Record timestamps with the relevant time zone and identify the source of each fact. Note when the call arrived, when verification was attempted, when payment instructions were entered, when a bank was contacted, and when credentials or sessions were revoked. Preserve system clock and audit-log context so investigators can distinguish an attacker’s activity from containment actions.

Collect across every channel

A deepfake voice call may be only one part of a cross-channel campaign. Correlate the telephone event with email headers, SMS messages, collaboration-chat history, calendar invitations, remote-access logs, identity-provider alerts, payment-system records, and endpoint telemetry. Preserve the original message and an export or screenshot that shows surrounding context; a cropped image can omit a spoofed domain or altered timestamp.

Restrict access to sensitive material

Limit evidence access to the incident team, counsel, and investigators who need it. Do not upload the audio to public services or circulate it widely for informal opinions. Public sharing can expose personal information, alert the attacker, or destroy useful metadata. If a recording includes customers or employees, apply the same privacy controls used for other incident evidence.

Communicating with employees, customers, and partners

Appoint one incident lead and publish a written approval path for updates. Tell employees what is confirmed, what remains under investigation, which requests are suspended, and where verified updates will appear. Give staff a practical instruction such as “do not release funds or information from an unsolicited voice, text, or video request; use the directory callback.”

Do not speculate about who created the audio or state that it is definitively synthetic without supporting evidence. A real compromise can be combined with an AI-generated voice, and a poor-quality recording can be misclassified. The FTC advises against misleading statements and recommends a comprehensive communication plan covering employees, customers, investors, business partners, and other stakeholders. Coordinate notification timing with law enforcement when disclosure could affect the investigation.

Assess notification and contractual duties

If personal information, credentials, health information, payment data, or customer files were exposed, involve counsel and review applicable state, federal, sector, contractual, and insurance requirements. All U.S. states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands have breach-notification laws for certain personal information, with additional duties depending on the data and the organization. Document the facts supporting the decision to notify or not notify.

Controls to install after the incident

Use the incident to strengthen the approval process rather than relying on a promise that employees will “listen more carefully.”

Payment and account-change controls

  • Require dual approval for wires, large transfers, vendor-bank changes, payroll changes, and urgent payment exceptions.
  • Require an out-of-band callback to a previously verified number for every new beneficiary or bank-account change.
  • Separate the person who enters a payment from the person who approves it, and limit emergency overrides.
  • Require a second, independent confirmation for requests to reset credentials, register a new multifactor device, or disclose a recovery code.

Identity and access protection

  • Enable multifactor authentication on every account that supports it, especially email, finance, remote access, administrator, and executive accounts.
  • Use a FIDO2 security key for administrator, finance, and executive accounts where supported. It can reduce phishing and account-takeover risk, but it cannot prove that a caller’s voice is genuine.
  • Review privileged access regularly and remove permissions that are not needed for a person’s current role.
  • Alert on unusual sign-ins, new forwarding rules, newly enrolled authenticators, impossible travel, and changes to payment beneficiaries.

Training and exposure reduction

  • Train staff on vishing, voice cloning, deepfake video meetings, and cross-channel social engineering, not only traditional phishing email.
  • Maintain a trusted contact directory and a written escalation route that remains available during an outage.
  • Reduce unnecessary public audio and video exposure for high-value employees where practical. This is a risk-reduction measure, not a guarantee that a voice cannot be cloned.
  • Exercise the response plan with a simulated executive voice request, a payment hold, an out-of-band callback, evidence collection, and an IC3 report.

What voice-deepfake detection can and cannot do

The FTC describes three broad intervention points: prevention and authentication before audio is trusted, real-time detection while a conversation is happening, and post-use evaluation of an existing recording. None is sufficient alone.

Watermarks can be removed or distorted. Detection methods evolve as generation techniques change, and false positives can cause serious harm in financial or health settings. Treat a detector’s result as an investigative signal that may justify a callback or escalation, never as the sole approval decision. A clean detector result does not authorize a payment, and a suspicious result does not establish who created the audio.

When evaluating a detection service or internal control, compare the factors that affect the whole response:

Evaluation factor Questions to ask
Containment speed Can the control stop a payment or disclosure before an irreversible action?
Identity independence Does it require a callback or trusted channel that the caller cannot control?
Phishing and takeover resistance Does it protect credentials, sessions, and multifactor enrollment as well as voice interactions?
Evidence quality Does it preserve original audio, metadata, headers, logs, and a documented chain of custody?
System coverage Can the team review payment, email, identity, endpoint, and cloud activity together?
Reporting and legal support Does the process produce records suitable for banks, law enforcement, counsel, and insurers?
Deployment burden and cost Can the organization operate the control consistently, including after hours and during an incident?

Avoid selecting a product solely because it advertises a high “deepfake detection” percentage unless the provider supplies a current, independently reproducible evaluation under conditions similar to your calls.

Why this threat deserves a formal process

The FBI reported more than 22,000 complaints involving AI-related information in 2025, and warned that AI-generated content has advanced to the point that it is often difficult to identify. The combination of a cloned voice, a spoofed caller ID, a compromised mailbox, and a real executive’s public information can make an attack persuasive even to experienced employees.

A written process changes the decision from “Does this sound like the CEO?” to “Has this request passed the company’s independent authorization checks?” That distinction protects money, credentials, confidential data, and the people who must make a fast decision under pressure.
