After a company cyberattack, do not start by wiping machines or bringing every system back online. Activate the incident-response plan, contain affected systems, preserve evidence, notify the right people, assess data exposure, eradicate the attacker, and restore only verified-clean systems in a controlled order. The sequence below adapts the joint CISA #StopRansomware guidance (revised October 19, 2023) to broader cyber incidents; ransomware and data-extortion cases are the guide’s specific focus, so your approved plan and qualified responders take precedence.
1. Activate the incident-response plan and establish command
Use the organization’s approved incident-response plan immediately. The plan should identify who can declare an incident, who can authorize shutdowns, how evidence is handled, and how internal and external communications are approved. If the organization has no formal plan, appoint an incident lead and create a written timeline while qualified responders are engaged.

Name an incident lead and decision owners
Assign one person to coordinate technical, legal, operational, and communications work. Give that lead a current contact list and authority to convene the response team. Participants commonly include IT and security staff, managed security providers, the cyber insurer, legal counsel, communications staff, senior executives, and—where relevant—departmental or elected leaders.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →- Record the incident declaration time, known symptoms, affected business units, and immediate decisions.
- Set a regular update rhythm for management, even when facts are incomplete.
- Keep a single decision log and timeline; include who approved each containment or recovery action.
- Use a separate, trusted communications channel if corporate email or collaboration systems may be compromised.
Protect the response itself
Assume that attackers may monitor ordinary accounts and messaging. Confirm the identity of people joining the response, restrict sensitive details to those who need them, and preserve copies of key records outside potentially affected systems. Do not speculate publicly about the attacker, the number of affected records, or the cause before investigators establish facts.

2. Identify and isolate affected systems
Containment is the first technical priority after the response team is assembled. Determine which endpoints, servers, cloud workloads, accounts, network segments, and third-party connections show signs of compromise, then isolate them under the response plan. The safest scope is the smallest one that stops spread; if evidence indicates a wider compromise, broader isolation may be necessary.
Build an initial impact picture
- List systems showing encryption, destructive changes, unusual authentication, data-transfer, or command-and-control activity.
- Identify critical services that must remain available for safety, revenue, or legal obligations.
- Check whether privileged accounts, remote-access tools, identity providers, backups, and security-management systems are affected.
- Record host names, IP addresses, users, timestamps, alerts, and observed indicators before changing systems.
Choose the containment level
| Situation | Initial action | Main trade-off |
|---|---|---|
| One or a few clearly identified devices | Disconnect each affected device from Ethernet and Wi-Fi and disable its network access. | Limits disruption, but may miss a hidden foothold elsewhere. |
| Several systems in one segment | Isolate the segment, block suspicious accounts and connections, and investigate related hosts. | Contains spread while preserving more business capacity than a total shutdown. |
| Multiple systems or subnets, or unclear scope | Consider taking the network offline at the switch level, as CISA advises for serious ransomware spread. | Maximizes containment but can interrupt critical operations; authorize it through the response plan. |
If a device cannot be isolated through network controls, physically disconnect its Ethernet cable or disable Wi-Fi. Do not power off or reboot a suspected system solely for convenience: volatile evidence may be lost, and investigators may need to capture memory first. Follow responder instructions when immediate safety or destructive activity requires a different action.
3. Preserve evidence before it disappears
Evidence can be overwritten, erased, or altered as systems continue running. When immediate mitigation is not required to protect people or stop active destruction, preserve representative evidence before remediation. Coordinate collection with qualified incident responders and law enforcement so that handling, time stamps, and access are documented.

Prioritize volatile and short-retention data
- Capture system memory from representative affected devices when feasible.
- Collect firewall, Windows Security, identity-provider, endpoint, cloud, VPN, and application logs before their retention windows expire.
- Create forensic images of representative systems rather than making uncontrolled copies or repeatedly rebooting them.
- Retain malware samples, ransom notes, suspicious scripts, command lines, hashes, domains, IP addresses, and other indicators where appropriate.
- Record the collection time, collector, tool, source system, and storage location for every item.
Preserve logs in a location attackers cannot modify. Restrict access to evidence and maintain a chain-of-custody record if litigation, insurance, regulatory review, or criminal investigation is possible. Do not upload confidential material to an unapproved analysis service.

4. Report and coordinate through predefined contacts
Use the notification procedures in the incident-response plan as soon as the organization has enough verified information to make a useful report. Early reporting can help responders correlate indicators and identify available assistance, but reporting should not wait for a perfect root-cause analysis.
Internal and contracted contacts
- Notify executive leadership and the incident owner on the schedule defined in the plan.
- Engage legal counsel, the cyber insurer, and any contracted managed security or forensic provider.
- Inform business-unit leaders whose services are affected, using approved language.
- Coordinate with communications and customer-support teams before external statements are issued.
Government reporting for ransomware incidents
CISA’s joint guide recommends reporting ransomware incidents to CISA, a local FBI field office, the FBI’s Internet Crime Complaint Center (IC3), or a local U.S. Secret Service field office. Verify current reporting channels and contact details on the agencies’ official sites when you file. The guide also describes voluntary federal asset and threat-response support; eligibility and scope depend on the incident and the responding agency.
For a non-ransomware event, use the agencies and sector channels identified in your plan. A report does not replace legal notification, insurance notice, contractual notice, or preservation duties.
5. Assess what data and services were affected
Separate confirmed facts from working hypotheses. Determine whether information was accessed, acquired, altered, deleted, encrypted, exfiltrated, or merely exposed to an unauthorized account. Also determine which systems and services were unavailable, for how long, and whether the attacker still has access.

Ask the questions that drive notification decisions
- Which repositories, applications, endpoints, cloud tenants, and backups were reachable?
- What categories of information were present: employee, customer, health, financial, authentication, intellectual property, or regulated records?
- Which individuals, customers, partners, locations, or systems may be affected?
- Can investigators establish access or acquisition, or is the evidence currently inconclusive?
- Were records changed, deleted, encrypted, or copied, and can integrity be validated?
Determine legal and contractual duties with counsel
Breach-notification requirements vary by jurisdiction, sector, data type, contracts, and the organization’s status. Counsel should map the facts to applicable state or national laws, regulator rules, customer and supplier agreements, and insurance conditions. CISA’s guidance specifically notes state breach-notification laws and possible Federal Trade Commission or Department of Health and Human Services notification for certain electronic health-information breaches. There is no universal deadline that applies to every company or incident.
Prepare a fact-based notice process: identify the decision maker, approval path, affected populations, required content, delivery method, regulator contacts, and documentation of when each determination was made. Update assessments as forensic findings change.
6. Contain, eradicate, and remove the attacker’s access
Containment stops spread; eradication removes persistence and closes the route used to enter. Continue both under the response plan and with qualified help. Do not declare the incident over simply because encryption stopped or a suspicious account was disabled.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteClose confirmed access paths
- Disable or reset compromised accounts, especially privileged and service accounts, using a trusted administrative path.
- Revoke active sessions, tokens, API keys, certificates, and remote-access credentials that may have been exposed.
- Patch or isolate exploited software and remove unauthorized tools, scheduled tasks, persistence mechanisms, and remote-management agents.
- Review identity, endpoint, firewall, cloud, and backup telemetry for evidence of additional footholds.
- Hunt for the same indicators across systems that initially appeared unaffected.
Use clean administrative workstations and trusted credentials for recovery. If the attacker may have reached directory services, identity infrastructure, virtualization management, or backup consoles, treat those systems as high priority and involve specialists before changing them.

Consider decryption assistance carefully
CISA’s guide advises consulting federal law enforcement about available decryptors. A decryptor may not exist for the particular malware, may fail on damaged files, or may not address data that was stolen before encryption. Never promise that a decryptor will restore data. Preserve encrypted copies and forensic evidence before experimenting with recovery tools.
7. Restore services in a controlled order
Recovery should use offline, encrypted backups and a clean recovery environment. Restore the services that the business has ranked as critical, but reconnect nothing until its integrity and security are checked. A rushed restoration can reinfect rebuilt systems or give an attacker access to the recovery network.
Prepare the recovery environment
- Isolate a recovery network from the compromised production environment.
- Rebuild or validate identity, security-management, and core infrastructure from trusted sources.
- Verify that backup systems and backup credentials were not altered by the attacker.
- Select offline, encrypted backup sets and confirm their dates, integrity, and malware status.
- Restore a representative system first and test applications, authentication, logging, and security controls.
Restore by business priority
| Priority question | What to verify before reconnecting |
|---|---|
| Is the service essential to safety, critical operations, or legal obligations? | Business owner approval, documented dependencies, and a tested fallback if restoration fails. |
| Is the system demonstrably clean? | Rebuilt or scanned from trusted media, patched, monitored, and free of known persistence. |
| Can it be monitored after return? | Centralized logs, endpoint coverage, alerting, administrative controls, and an assigned owner. |
Validate data integrity, permissions, integrations, and transaction processing before declaring a service operational. Bring systems back in stages, watch for renewed indicators, and keep emergency isolation controls ready. An encrypted external hard drive can be one possible offline backup medium when it fits the organization’s architecture, access controls, retention policy, and physical-security requirements; it is a preparedness option, not an immediate response remedy.
8. Communicate with employees, customers, and partners
Communications should be accurate, coordinated, and limited to information that has been approved. Tell employees how to work safely, which systems are unavailable, where to report suspicious activity, and how the organization will provide updates. Do not ask staff to use compromised channels or to send sensitive data through improvised accounts.

Build messages from verified facts
- State what is known, what remains under investigation, and what recipients should do now.
- Explain service interruptions without assigning blame that has not been established.
- Provide a legitimate contact method and a way to recognize fraudulent follow-up messages.
- Coordinate customer, supplier, regulator, insurer, and law-enforcement communications through the approved owners.
When notification is legally required, counsel should approve the content and timing. Keep copies of notices, delivery records, questions received, and answers provided so the organization can demonstrate a consistent process.
9. Monitor for reinfection and close the incident deliberately
Recovery is not complete when systems are switched on. Maintain heightened monitoring for unauthorized authentication, renewed encryption, unusual data transfers, disabled security tools, and changes to backup or identity systems. Compare new activity with the incident timeline and escalate anomalies immediately.
Define closure criteria
- Known access paths are closed and credentials have been rotated.
- Critical systems have passed integrity, security, and functionality checks.
- Required notifications and contractual reports are complete or actively tracked.
- Evidence is preserved, stored securely, and available to authorized investigators.
- Owners accept residual risk and management records the decision to end heightened response.
10. Conduct a post-incident review and improve the plan
Document lessons learned while the timeline, decisions, and technical evidence are still fresh. The review should examine detection, escalation, containment, evidence handling, communications, vendor coordination, recovery, and business impact—not just the initial vulnerability.
Turn findings into concrete changes
- Update response thresholds, contact lists, authority matrices, and notification procedures.
- Improve log retention, time synchronization, backup isolation, identity protection, and recovery testing.
- Record which decisions slowed containment and which controls reduced impact.
- Assign an owner and due date to every corrective action.
- Use the incident to design tabletop exercises and technical recovery drills.
- Share appropriate indicators and lessons with CISA or the organization’s sector information-sharing group, subject to legal and confidentiality review.
CISA corporate-leader guidance recommends documented thresholds for reporting incidents to senior management and the U.S. government and including leadership in response planning. A review that changes procedures, exercises, and technical controls is more valuable than a report that merely archives what happened.
