Choose an AI infrastructure platform by testing it against the workloads you actually expect to run—not by selecting the longest accelerator or feature list. Document training, fine-tuning, inference, data, latency, concurrency and growth requirements, then compare deployment control, security, data movement, measured performance, operating cost and team fit. A public cloud, on-premises system or hybrid design can each be right; the workload and enterprise constraints decide which one fits.
NVIDIA’s enterprise reference architecture captures the central issue: “Enterprise AI projects are hard because workload strategy and infrastructure strategy have to be solved together.”

1. Define the workloads before comparing platforms
Begin with a workload inventory. An AI platform that is excellent for periodic model training may be wasteful for low-latency customer inference, while a system optimized for interactive applications may not provide the storage throughput or interconnect needed for distributed training. Record requirements for each production and planned workload, not just for a demonstration.
Classify the work
- Training: large, distributed jobs that may require tightly coupled accelerators, high-bandwidth networking and sustained storage throughput.
- Fine-tuning: smaller or more frequent jobs whose economics depend on how quickly data and checkpoints can move and how easily capacity can be scheduled.
- Batch inference: throughput-oriented processing for documents, recommendations, forecasting or other queues where completion time matters more than individual request latency.
- Interactive inference: user-facing predictions, copilots, search or agents with explicit response-time and availability targets.
- Retrieval-heavy and agentic systems: applications that repeatedly access vector stores, databases, tools and external services; their bottleneck may be data access or orchestration rather than accelerator speed.
Capture measurable requirements
For every workload, write down model size and architecture, input and output characteristics, expected requests or jobs per second, concurrency, target latency, throughput, availability, data volume, retention, geographic placement and expected growth. Separate peak demand from an average. State whether the workload is predictable, seasonal or bursty, and whether it can tolerate queueing or interruption.

Include the complete data path: ingestion, preprocessing, feature or embedding generation, training data access, checkpoint storage, retrieval, logging and backup. This prevents an accelerator purchase from hiding a storage or network constraint. NVIDIA’s guidance treats workload and infrastructure strategy as linked decisions; use that principle to make the inventory a prerequisite for platform selection (enterprise AI factory reference architecture).
2. Evaluate the whole platform stack
“Infrastructure” includes more than servers. Compare the layers that determine whether a model can be developed, deployed and operated repeatedly:
- Accelerated compute: accelerator type and memory, host CPU and memory, virtualization or partitioning options, supported precision modes, availability and replacement procedures.
- Networking: bandwidth and latency between accelerators, storage and data sources; support for distributed training; isolation between tenants; and connectivity to corporate networks.
- Storage: capacity, throughput, input/output operations, parallel access, checkpoint behavior, backup, lifecycle policies and recovery objectives.
- Software and models: drivers, runtimes, container support, orchestration, model-serving options, framework compatibility, foundation-model access and version management.
- Data pipelines: ingestion, transformation, labeling, feature or embedding generation, cataloging, lineage and movement between systems.
- Security: identity, access policy, encryption, key custody, tenant separation, audit logs, secrets handling and controls against data or pipeline tampering.
- Operations: monitoring, telemetry, validation, incident response, capacity planning, patching, upgrades, reliability responsibilities and support escalation.
AWS’s enterprise-ready generative AI guidance groups similar concerns into infrastructure, foundation-model selection, security and governance, and repeatable application patterns. Treat those as evaluation categories rather than evidence that one provider is universally superior.

3. Decide where the platform should run
Deployment location is a control and operating decision, not merely a hosting preference. Compare public cloud, dedicated private infrastructure and a hybrid arrangement against data sensitivity, governance, latency, elasticity, geographic reach and the skills available to operate the system.
| Model | Strengths | Questions to resolve |
|---|---|---|
| Public cloud | Elastic capacity, managed services, access to frontier models and broad geographic coverage. | Where data and logs reside; service and accelerator availability by region; egress and other usage charges; provider access and administrative boundaries; and portability of models and data. |
| On-premises or dedicated private capacity | Greater control over physical location, network paths, data handling and sustained utilization of owned capacity. | Capital and facility requirements; power, cooling and space; procurement lead time; hardware refresh; staffing; utilization during demand troughs; and responsibility for the control plane. |
| Hybrid | Keeps sensitive or high-volume work on dedicated capacity while using cloud resources for bursts, specialized services or additional regions. | Secure data movement, consistent identity and policy, network performance, duplicated tooling, model and feature parity, and a clear rule for which workloads move where. |
NVIDIA describes this hybrid pattern as dedicated AI capacity for proprietary data or sustained workloads combined with cloud integration when elasticity, frontier services or geographic reach are required (NVIDIA enterprise reference architecture). Validate the actual data-residency, region and service-availability terms for every shortlisted product; they change by geography and date.

Use a placement rule, not a slogan
For each workload, specify the conditions that force a location: regulated records that cannot leave a jurisdiction, a latency target that requires proximity to a plant or branch, a burst that exceeds owned capacity, or a model service available only in a particular environment. A hybrid design is useful only when the transfer, identity and operational overhead are included in the plan.
4. Check compute, storage and data-path compatibility
Two platforms with similar accelerator names can behave very differently once data and orchestration are included. Ask vendors to document supported accelerator generations, memory limits, interconnect topology, virtualization, driver and framework versions, container images, scheduler behavior and the process for introducing new models.

Establish how accelerators communicate during synchronized jobs, what network fabric is available, how failures affect a job, and whether checkpoints can resume on different capacity. Measure scaling efficiency as the number of accelerators increases; a larger cluster is not automatically faster if communication or storage becomes the bottleneck.
Inference and retrieval
For serving, examine batching, streaming, autoscaling, model loading time, warm-up behavior, memory sharing, admission control and version rollback. Include vector databases, document stores, feature stores and tool calls in the test path. Retrieval-heavy applications can be limited by database latency or network hops even when accelerator utilization is low.
Data movement and lifecycle
Map where raw, labeled, transformed, embedded and generated data live. Confirm transfer bandwidth, encryption in transit, synchronization frequency, retention, deletion and backup. Determine whether logs and prompts are stored in the same jurisdiction as the source data and whether the platform exposes lineage for training and inference inputs.

5. Make security and governance explicit
Do not leave security to a generic compliance statement. Translate business risks and regulatory obligations into controls that can be demonstrated in the platform. Google Cloud’s secure and responsible AI guidance recommends contextualizing AI risks against business processes and protecting both data and pipelines. Microsoft’s Azure Well-Architected AI application guidance also emphasizes measurable outcomes and constraints such as data residency and explainability.

Identity and isolation
- Integrate with the enterprise identity provider and enforce least privilege for developers, pipelines, operators and service accounts.
- Separate development, test and production data and workloads; verify tenant isolation where multiple teams share clusters.
- Control access to model weights, prompts, embeddings, checkpoints, secrets and generated output.
Data, pipeline and model protection
- Use encryption in transit and at rest, with a documented key-management and rotation model.
- Record immutable audit events for data access, model changes, deployments, administrative actions and policy decisions.
- Validate datasets, containers, dependencies and model artifacts before promotion; protect pipelines against tampering and unauthorized substitution.
- Define retention and deletion for prompts, responses, telemetry and backups, including data copied to third-party services.
- Document how the system handles explainability, human review, harmful output, privacy requests and incident notification.
Map each requirement to an owner, evidence and test. A certification list without a control implementation, scope and audit evidence is not a deployment decision.
6. Compare performance and economics with representative tests
Run a proof of concept using sanitized but realistic workloads and the same model, data, prompts, concurrency and quality thresholds on every candidate. The goal is not a synthetic peak number; it is an operating result that includes the data path and failure behavior.
Measure what users and operators experience
- End-to-end latency, including queueing, retrieval, network calls, model execution and response streaming.
- Throughput at target concurrency, plus behavior when demand exceeds the planned level.
- Time to train, fine-tune, load, scale, deploy, roll back and recover a model.
- Accelerator, CPU, memory, storage and network utilization, with idle and peak periods recorded.
- Quality or accuracy metrics alongside speed; a faster system that misses the business threshold is not a successful platform.
- Failure impact, retry behavior, checkpoint recovery and service-level reliability.
Keep the test environment, software versions, model versions, configuration, data characteristics and benchmark output as part of the result. Repeat tests after upgrades to detect regressions.
Build a complete cost model
Separate recurring usage from one-time and operational costs. Include compute, storage, data transfer, managed services, software licenses, support, monitoring, backup, security tooling, facility power and cooling where applicable, and staff time for platform engineering and incident response. Attribute cost to teams, applications or requests so utilization and unit economics are visible.

NVIDIA’s inference reference architecture treats capacity analysis, cost attribution, validation history, telemetry and long-term trends as platform concerns. It does not establish a universal cross-provider benchmark or price; obtain current, region-specific terms from each candidate and test them against your workload.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Verify operational and integration fit
The platform must fit the systems that already run the business. Review integration with data warehouses, object storage, databases, identity, security information and event management, ticketing, CI/CD, registries, secrets management and existing orchestration. The AWS Cloud Adoption Framework for AI highlights fit-for-purpose data architecture and publishing privacy and governance standards for downstream teams; use that as a checklist for internal enablement.
Assign the operating model
Write a responsibility matrix covering hardware, hypervisor or cloud account, cluster, drivers, model server, data pipeline, application, security controls, backups, upgrades and incident response. Clarify support hours, severity targets, escalation paths and what happens when an accelerator, region or model endpoint is unavailable.
Check observability and reliability
- Collect metrics for latency, throughput, queue depth, utilization, errors, cost and data-pipeline health.
- Trace a request across retrieval, tools, model serving and downstream systems without exposing sensitive content in logs.
- Define service-level objectives, capacity alerts, health checks, rollback, disaster recovery and restoration tests.
- Track model, prompt, data and infrastructure versions so an output can be investigated after deployment.
8. Use a repeatable selection process
- Write the workload brief. Include models, data, latency, throughput, concurrency, availability, geography, retention and growth assumptions.
- Set non-negotiable controls. Record regulatory, residency, identity, encryption, audit, isolation and explainability requirements before reviewing marketing material.
- Shortlist deployment patterns. Decide which workloads require public cloud, dedicated capacity or a hybrid path, and document the reason for each.
- Issue comparable technical questions. Request architecture, accelerator and software compatibility, region availability, support boundaries, security evidence, data handling and exit procedures in the same format.
- Run workload-specific tests. Use representative data and measure end-to-end performance, quality, utilization, reliability and scaling behavior.
- Model five-year operating reality. Include capacity, utilization, transfers, facilities, staffing, upgrades, support and failure recovery rather than only an hourly compute rate.
- Review integration and skills. Confirm that existing data, security and operations teams can run the platform or identify the training and hiring needed.
- Negotiate evidence and exit terms. Put service levels, data access, portability, audit rights, incident obligations, price conditions and support commitments in the contract.
- Re-test before production. Revalidate after final model, region, hardware, software and security choices; retain the results as the baseline for future changes.
9. Common selection mistakes and how to avoid them
Choosing hardware before defining demand
A large accelerator cluster can be underused, unavailable in the required region or constrained by storage and networking. Start with demand curves and service objectives, then size capacity and a growth path.
Benchmarking only the model kernel
A kernel or tokens-per-second result omits retrieval, preprocessing, queueing, model loading, logging and network transfer. Use an end-to-end test with production-like concurrency.
Best Value
Treating cloud, on-premises and hybrid as ideological choices
Each model shifts control, elasticity, facility work and operational responsibility. Make placement workload-specific and price the complete operating burden.
Accepting a compliance badge as the answer
Verify scope, region, service and evidence, then test the actual identity, key, logging, retention and deletion controls your application uses.
Ignoring the people who will operate it
A technically capable platform can fail if no team owns upgrades, capacity, data quality, model rollback or incidents. Assign responsibilities and test the runbooks before launch.
10. A practical decision rule
Select the candidate that meets every non-negotiable security and residency requirement, clears the quality and service targets for representative workloads, and has an operating model your organization can sustain. Among candidates that pass, prefer the one with transparent utilization and cost attribution, a credible scaling path, strong integration with existing data and security systems, and contractual terms that preserve access to your data and artifacts.
No official guidance cited here ranks a universal winner or supplies a cross-vendor price. The defensible decision is the one supported by documented assumptions, repeatable workload tests, explicit controls and an accountable team.
