The best photocatalyst is not the one with the highest isolated hydrogen-evolution rate. Choose a material that matches your reaction configuration, illumination, redox energetics, charge-transfer pathway, selectivity requirements, measurement method, durability target and scale-up constraints. A powder that performs well in a sacrificial half-reaction may be unable to split water overall; a strong visible-light absorber may lose carriers through recombination; and an impressive activity number may be impossible to compare with results measured under different lamps, reactors or gas-analysis methods.

Start with the reaction and reactor

Define the experiment before ranking materials. The photocatalyst requirements depend on whether you are screening one half-reaction, attempting overall water splitting, using a photoelectrode, or coupling two powders in a Z-scheme. The U.S. Department of Energy (DOE) treats particle-slurry and photoelectrode systems as distinct approaches, with different efficiencies, operating constraints and reporting needs.

Configuration What the test establishes What it does not establish Additional design questions
Hydrogen-evolution half-reaction with a sacrificial donor Whether the material can reduce protons (or another acceptor) under the stated light and chemical conditions. Ability to oxidize water, evolve oxygen, or sustain overall splitting without the sacrificial reagent. Donor concentration, donor oxidation products, pH, co-catalyst and gas-analysis controls.
Overall water splitting in a particle slurry Whether the complete suspension produces hydrogen and oxygen in the required stoichiometric relationship. Performance in a photoelectrode architecture or at a different scale and optical path. Back reactions, gas separation, particle settling, mixing, light attenuation and catalyst recovery.
Photoelectrochemical (PEC) photoelectrode How a semiconductor, electrolyte, counter-electrode and circuit operate as an integrated device. Powder behavior in a slurry or a result that transfers directly to another electrode area or electrolyte. Bias, current density, electrode area, counter-electrode, sealing, gas collection and incident-light calibration.
Two-photocatalyst Z-scheme Whether two light absorbers and their mediator or solid conductor can supply the reduction and oxidation potentials together. That either component alone can perform overall splitting, or that a half-reaction rate predicts system STH. Shuttle selectivity, transport and mixing, interfacial coatings, reverse reactions and separate H2/O2 handling.

Why sacrificial-agent results are easy to overinterpret

A donor removes one difficult step by consuming photogenerated holes. That can make hydrogen evolution a useful materials screen, but it changes the chemistry, kinetics and durability burden. Report the donor and its concentration, because a rate obtained with one donor cannot be treated as an overall-water-splitting result. If your goal is complete splitting, require direct evidence for both gases and verify that the measured ratio is chemically credible.

What changes in a Z-scheme

A Z-scheme is a coupled reactor, not simply a label for a composite powder. Evaluate the hydrogen-evolution photocatalyst, oxygen-evolution photocatalyst, redox mediator or solid electron conductor, interface coatings and reactor hydrodynamics as one system. The DOE HydroGEN project identifies selective chemistry and low-cost redox-shuttle mixing as major challenges; few composite particles had demonstrated selective H2 and O2 evolution without unwanted shuttle reactions in the cited project context.

Match absorption to the actual light source

Compare the absorption edge and useful spectral response with the lamp or solar simulator you will use. A nominal band gap is not enough: measure or document the spectrum, intensity and optical geometry at the catalyst, and distinguish absorption from action. A material can absorb strongly while converting few absorbed photons into products because carriers recombine or cannot reach reactive surface sites.

Use TiO2 as a controlled benchmark, not an automatic winner

TiO2 is widely used as a stability and cost-effectiveness benchmark among inorganic semiconductors. Unmodified TiO2 generally depends on ultraviolet irradiation, so it cannot use most of the solar spectrum efficiently. That limitation makes it useful as a baseline: it helps reveal whether a new visible-light strategy adds genuine solar-utilization value rather than merely changing particle loading or surface area.

When comparing a TiO2 experiment, document crystal phase, purity, particle-size distribution, surface treatment and co-catalyst. “TiO2” is not a single reproducible material specification. Visible-light sensitization, elemental doping and heterostructures can extend response, but they may also introduce recombination centers, photocorrosion, difficult synthesis or batch-to-batch variability. Treat every modification as a new material that needs controlled measurements against an unmodified reference.

Do not equate a red-shift with better STH

Longer-wavelength absorption is valuable only if the resulting carriers retain enough potential to drive the intended reactions and survive long enough to reach active sites. Compare wavelength-specific quantum yield, not just an absorption spectrum. A broad tail with negligible quantum efficiency should not be counted as useful operating range.

Check band energetics and charge use

The conduction- and valence-band positions must provide the reduction and oxidation potentials required by your configuration, with allowance for pH, overpotential and interfacial losses. Then ask whether carriers can be separated and consumed faster than they recombine.

  • Redox driving force: Check the actual electrolyte and pH rather than relying on band positions measured under unrelated conditions.
  • Carrier lifetime versus surface kinetics: A long lifetime is not useful if surface transfer is slow; rapid surface chemistry cannot compensate for carriers that recombine before reaching a site.
  • Surface states: Defects can act as productive adsorption sites or as recombination centers. Identify which role is supported by your characterization and controls.
  • Cocatalysts: A noble-metal or earth-abundant co-catalyst can lower kinetic barriers and collect carriers, but loading, dispersion, oxidation state and stability must be reported.
  • Interfaces: In a heterojunction or Z-scheme, verify the intended charge path experimentally. An apparent interface benefit may instead come from changed surface area, light scattering or catalyst loading.

For a Z-scheme, preserve the highly reducing electrons needed for hydrogen evolution and the highly oxidizing holes needed for oxygen evolution. A mediator that absorbs the lamp spectrum, undergoes side reactions or transfers charge in the wrong direction can erase the theoretical advantage.

Evaluate selectivity, not only hydrogen evolution

Hydrogen detection alone can hide side chemistry. In overall splitting, quantify oxygen as well as hydrogen and inspect the gas ratio over time. Look for sacrificial-donor fragments, mediator reduction or oxidation products, peroxide formation, corrosion products and reverse reactions that consume the gases.

Selective coatings can protect a photoelectrode or restrict a shuttle from reaching the wrong surface, but a coating also adds resistance and may block active sites. The DOE HydroGEN project presentation lists an expected advance of at least 95% selectivity for coated planar electrodes against Fe(III) or iodate shuttle reactions. That figure is a project goal, not a universal specification or a demonstrated value for every coating.

Compare candidate systems on the same evidence

Candidate or architecture Where it can fit Evidence and cautions Questions to ask before comparison
TiO2 Baseline inorganic semiconductor for stability, controls and UV-driven studies. Generally UV-dependent when unmodified; benchmark value does not prove solar-spectrum competitiveness. Which phase, purity, size, surface treatment and co-catalyst were used? Was the lamp UV-only or full-spectrum?
Ir-doped SrTiO3 Visible-light hydrogen-evolution studies in the cited DOE project context. Described there as a stable state-of-the-art particle for that project; do not generalize to every synthesis, reactor or overall-splitting test. Was the result a sacrificial half-reaction? What were loading, wavelength, donor and gas-analysis conditions?
Z-scheme pair Systems in which separate photocatalysts handle hydrogen and oxygen half-reactions. Requires compatible mediator or solid conductor, selective interfaces, transport, mixing and gas management. Are both gases measured? Are shuttle back reactions and mediator light absorption controlled?
Modified or polymeric photocatalyst Strategies for extending visible response or tuning charge transport. May trade absorption for recombination, swelling, photodegradation, synthesis complexity or uncertain scale-up. Are phase, composition, molecular weight or surface chemistry reproducible between batches?

Do not rank these categories by a single hydrogen rate. Illumination, sacrificial reagent, catalyst concentration, reactor path length, stirring, co-catalyst and gas calibration can change the number by orders of magnitude.

Measure activity with enough context

Use the metric that answers your question

  • Hydrogen production rate is useful for reactor throughput, but it depends strongly on catalyst mass, illuminated area, reactor volume and gas-collection method.
  • Apparent quantum yield (AQY) connects product molecules to incident photons at a stated wavelength. Always report wavelength, bandwidth, photon flux, absorbed versus incident basis and reaction conditions.
  • Internal quantum yield can be more informative when reliable absorbed-photon measurements are available; state how absorption and scattering were determined.
  • Solar-to-hydrogen (STH) efficiency is a complete-system metric. DOE defines it as the lower-heating-value energy in net hydrogen divided by the full-spectrum solar energy consumed. For hybrid systems, count additional non-solar energy inputs rather than presenting them as solar-only performance.

Do not convert a selected-wavelength AQY into an STH value without a defensible spectral integration and complete-system accounting. A half-reaction with a donor is not an STH measurement for overall water splitting.

Report the minimum reproducibility set

  1. Identify the photocatalyst phase, composition, purity, particle-size distribution, synthesis route and batch.
  2. State catalyst loading, illuminated volume or area, reactor geometry, mixing rate and optical path.
  3. Give the lamp or simulator spectrum, irradiance at the sample, calibration method, wavelength bandwidth and temperature.
  4. List electrolyte, pH, sacrificial reagent or mediator concentration, dissolved gases and pre-treatment.
  5. Describe co-catalyst identity, loading, deposition method and any protective coating.
  6. Explain hydrogen and oxygen calibration, sampling frequency, detection limits and whether blank reactors were tested.
  7. Provide replicate results, uncertainty and the time course, not only a best single point.

NREL senior scientist Todd Deutsch, discussing PEC water-splitting comparisons in an October 31, 2022 release, observed: “It’s really difficult to compare reported PEC water-splitting efficiency results between labs, because people tend to make measurements under different conditions.” NREL described round-robin efforts to improve consistency and emphasized direct measurement of produced hydrogen for accurate STH characterization.

Put DOE target figures in context

DOE’s technical-target table lists a 10% STH ultimate target for a specified dual-bed photocatalyst system and a separate 25% ultimate target for a photoelectrode system using solar concentration. These are research-tracking targets based on particular slurry-reactor or economic assumptions, not current universal achievements or guarantees for a material. The same target framework defines projected particle replacement lifetime as the period until process energy efficiency falls to 80% of its original value; its five-year ultimate value applies to a specified dual-bed system, not to every photocatalyst.

Test stability under the intended chemistry

Run stability tests with the electrolyte, illumination, temperature, gas environment and loading planned for the real application. Track hydrogen and oxygen rates continuously enough to reveal induction, deactivation and recovery. Analyze the solid before and after testing for phase changes, surface reconstruction, oxidation-state shifts, particle growth, cocatalyst loss and protective-coating damage. Measure dissolved elements to detect leaching.

An eight-hour or one-day test is a screening result, not a service-life claim. The HydroGEN presentation cites an expected advance of more than 90% stability for one day for a long-wavelength hydrogen-evolution target and separately reports more than 90% stability over eight hours for a project experiment. Preserve those scopes when citing them. Explain whether “stability” means retained rate, retained selectivity, unchanged composition or all three.

Include cost, scale and life-cycle practicality

After activity and durability, compare precursor availability, precursor price, synthesis yield, solvent and energy demand, reproducibility, coating steps, co-catalyst scarcity, reactor compatibility and catalyst replacement. A high AQY from a milligram batch does not establish economical production if the synthesis requires rare elements, hazardous reagents, extreme temperatures or difficult purification.

  • Availability: Record element supply risk and whether the catalyst depends on a scarce co-catalyst.
  • Scalability: Test whether mixing, heating, deposition and drying produce the same phase and surface chemistry beyond laboratory batches.
  • Manufacturing fit: A powder, coated plate and suspended composite require different reactor hardware and recovery methods.
  • Environmental burden: Include solvent handling, waste streams, mining concerns, coating replacement and end-of-life recovery.
  • Lifecycle evidence: Treat claims about sustainability as incomplete unless the system boundary and assumptions are stated.

The 2026 review literature highlights stability, precursor cost and availability, synthesis scalability and life-cycle sustainability as selection metrics for larger-scale applications. Use them during down-selection, not after choosing a material on activity alone.

A practical selection workflow

  1. Write the target reaction: Specify half-reaction screening, overall splitting, PEC operation or Z-scheme operation.
  2. Set the illumination envelope: Define the lamp or solar simulator, spectrum, irradiance and operating temperature.
  3. Screen energetics: Confirm redox potentials, overpotentials, pH dependence and intended carrier direction.
  4. Choose controls: Include a documented baseline such as TiO2, a dark control, no-cocatalyst control and, where relevant, donor-free and oxygen-analysis controls.
  5. Measure wavelength-specific performance: Report AQY or internal quantum yield with photon-flux and reactor details.
  6. Verify products: Quantify H2 and O2, check stoichiometry and investigate side products.
  7. Stress the system: Run repeated illumination cycles and post-test composition, leaching and surface analyses.
  8. Model scale-up: Estimate catalyst replacement, precursor supply, reactor throughput and non-solar energy inputs.
  9. Down-select on a scorecard: Weight complete-system evidence, selectivity, durability and practical constraints according to the intended application.

Common comparison errors and fixes

Error Why it misleads Fix
Calling a sacrificial-donor hydrogen rate “water splitting.” The donor supplies the oxidation chemistry. Label it as a half-reaction and measure oxygen before claiming overall splitting.
Comparing rates from different lamps. Photon flux and spectrum can dominate the result. Report calibrated irradiance and compare under matched spectral conditions.
Using absorption edge as proof of activity. Absorbed carriers may recombine or lack sufficient potential. Pair spectra with AQY, carrier and surface-kinetics evidence.
Quoting STH without gas verification. Undetected leaks, dissolved gas or side reactions can inflate the estimate. Measure produced hydrogen directly, quantify oxygen and state all energy inputs.
Treating short stability as lifetime. Photocorrosion and leaching may emerge later or under cycling. Report duration and degradation mode; apply the 80%-of-original-efficiency criterion only in its defined target context.
Assuming a commercial powder represents a material class. Phase, purity, size and surface treatment vary by product and batch. Characterize the actual powder used and publish those specifications.

A defensible photocatalyst choice therefore ends with a matched system statement: reaction, reactor, spectrum, energetics, selectivity, measurement protocol, stability horizon and practical pathway. Only then can an activity number support a meaningful research decision.
