Adopt advanced cooling when measured rack temperatures, heat loads and growth plans show that conventional air systems can no longer deliver the required capacity, efficiency or resilience. Begin with a site baseline, then compare improved air management, rear-door heat exchangers, cold plates and immersion against the complete heat path, facility water and energy systems, controls, maintenance model and total cost of ownership. Liquid cooling is not a universal replacement for chillers, towers or room air; the right choice depends on your equipment, climate, utility constraints and availability requirements.
Why a cooling decision becomes urgent
Compute density is rising faster than many legacy rooms were designed to handle. The U.S. Department of Energy’s 2024 data-center guide records compute racks above 125 kW, compared with 60 kW observed in 2013, in its discussion of high-performance-computing adoption of direct liquid cooling. That historical comparison does not describe the typical rack, but it shows why a room designed around modest air-cooled loads can reach thermal limits quickly.

Artificial-intelligence workloads add another source of uncertainty. NREL mechanical engineering researcher Otto Van Geet said, “AI is influencing the load growth for data centers, so energy and water usage is rapidly growing too.” A cooling review is therefore a capacity and risk decision, not simply a product upgrade. It should answer whether the existing plant can support the next load step, whether the IT equipment can accept a new cooling interface, and whether the change improves or weakens resilience.

Baseline the thermal and IT conditions first
Do not select a cooling architecture from nameplate rack power alone. Establish what the equipment is actually experiencing and how that condition changes over time.
Measure rack inlets, not just room averages
- Record temperature and humidity at rack inlets across hot spots, representative rows and the perimeter of the room.
- Trend supply-air temperature and humidity for every CRAC or CRAH unit serving the space.
- Capture return-air temperature, fan speed, chilled-water temperature and flow where those points are available.
- Correlate thermal readings with rack power, server fan speed, workload state and alarm history.
Wireless sensor networks distributed at rack inlets can reveal gradients that disappear in a room-average value. Evaluate sensor accuracy, calibration interval, network integration, cybersecurity and suitability for critical operations before relying on a particular system.
Separate recommended conditions from allowable limits
ASHRAE’s 2021 air-cooling guidance, as reproduced in the DOE guide, gives a recommended dry-bulb range of 18–27°C (64.4–80.6°F) for classes A1 through A4. The allowable ranges are wider and differ by class:
| Equipment class | Allowable dry-bulb range |
|---|---|
| A1 | 15–32°C |
| A2 | 10–35°C |
| A3 | 5–40°C |
| A4 | 5–45°C |
The recommended envelope is the target for efficient, reliable operation. The allowable envelope describes boundaries within which equipment has been tested for functionality; it is not a target operating point. Confirm the current manufacturer requirements for every server, accelerator, storage device and network component before changing set points.
Profile present and future heat
- Inventory rack, row and room heat loads at idle, normal operation and peak workload.
- Identify transient loads, clustered accelerator jobs and planned refreshes that can change density.
- Document equipment that cannot accept liquid connections or has unusual humidity, airflow or service requirements.
- Model the number of high-density racks, their physical locations and the date each load increment is expected.
This baseline determines whether an incremental retrofit is sufficient or whether the facility needs a new primary cooling loop and heat-rejection strategy.

Improve air cooling before adding liquid
Air management is often the lowest-disruption first step. Seal bypass openings, maintain hot-aisle and cold-aisle separation, blank unused rack spaces, manage cable openings and prevent supply air from mixing with exhaust. DOE FEMP reports that these practices can enable higher chilled-water temperatures and reduced airflow, producing 20% less chiller energy in the cited design guide. That figure is an attributed guide result, not a guaranteed saving for an individual retrofit.
Controls matter as much as physical separation. DOE recommends variable-speed drives for CRAH and CRAC units, coordinated temperature and humidity operation among units serving the same space, and raising supply-air and chilled-water temperatures as far as available cooling capacity permits. Variable-flow operation and low-load chiller efficiency should be included in the analysis. Decentralized humidity controls can make adjacent units humidify and dehumidify at the same time, wasting energy and creating unstable conditions.
Air-side economizing can reduce mechanical cooling when outdoor temperature, air quality and humidity are suitable. Water-side economizing uses a heat exchanger to bypass or reduce chiller operation in suitable conditions. Both require climate-specific controls and filtration assumptions; neither is automatically available year-round.
Compare advanced cooling architectures by heat path
“Advanced cooling” includes several architectures with different compatibility and maintenance consequences. Compare how much heat each option captures at the source and what heat remains in the room.
Rear-door and other localized air-to-liquid exchangers
A rear-door heat exchanger places a liquid coil at the back of a rack and transfers exhaust heat before it enters the room. Cooling doors, enclosed cabinets, in-row coolers and overhead units are related close-coupled arrangements. Active doors add fans; passive doors rely on server fans.

These systems can be attractive when servers remain air-cooled and a rack-by-rack deployment is needed. Check door weight, rack compatibility, condensate risk, quick-disconnect practices, leak detection, access for service and the residual room load. They do not capture heat generated outside the airflow path, and they do not remove the need to manage room temperature and humidity.

Cold-plate systems replace conventional finned heat sinks on processors with plates containing liquid channels. Designs may extend cooling to memory and other heat-producing components. A coolant-distribution unit (CDU) generally separates the technology loop from the facility loop and controls temperature, pressure and flow.
Cold plates can remove a large share of chip heat while leaving fans and room air responsible for memory, disks, power supplies and other residual loads. Specify the supported processors, accelerator packages, tubing, connectors, allowable pressure drop, fluid chemistry and service procedure. Confirm whether the CDU is rack-level, row-level or centralized and what redundancy is provided for pumps, controls and power.
Single-phase and two-phase immersion
Immersion places electronics in a dielectric, nonconductive fluid. In single-phase systems, the fluid circulates around the electronics and carries heat to a heat exchanger. In two-phase systems, fluid boils below the components’ maximum operating temperature and then condenses after transferring heat to a heat exchanger.
Immersion changes the service model as well as the heat path. Validate server warranty and mechanical compatibility, fluid handling, tank access, filtration, fluid monitoring, fire and environmental requirements, lifting equipment and procedures for removing wet hardware. Room air may still be needed for power-conversion equipment, storage devices or other non-immersed loads.

Hybrid arrangements
Many deployments capture most, rather than all, IT heat with liquid. Size the remaining air system explicitly, including fan energy, room airflow, humidity control and heat from networking and power equipment. A hybrid design that ignores residual heat can under-size the room system even when the liquid loop appears to have adequate capacity.
Trace the complete liquid and heat-rejection path
A liquid-cooled server is only one part of the system. The CDU may connect a technology cooling system to a facility loop, which then rejects heat through dry coolers, heat exchangers, chillers, cooling towers or a combination of equipment.
- Temperature: Establish technology-loop supply and return temperatures, facility-loop temperatures and the approach temperature of each heat exchanger. Confirm that higher liquid temperatures still meet equipment limits.
- Flow and pressure: Calculate design and minimum flows, pressure drop, pump head and control-valve authority. Check behavior at low load and during a pump or CDU failure.
- Chemistry: Specify conductivity, corrosion control, filtration, biological control and materials compatibility. A facility-water treatment program is not automatically suitable for a technology loop.
- Heat rejection: Determine whether existing chillers, towers, dry coolers and electrical distribution can accept the added load and operating temperatures. Liquid cooling does not inherently eliminate these systems.
- Leak and fault response: Provide detection, isolation, drainage, containment and procedures for a failed quick disconnect, hose or heat exchanger.
For liquid supply naming, the DOE guide lists ASHRAE classes W17 (formerly W1), W27 (W2), W32 (W3), W40 (new), W45 (W4) and W+ (W5); the number indicates the upper supply-temperature limit in degrees Celsius. Verify the current ASHRAE publication and the server manufacturer’s requirements before using a class in a specification.

- PUE is total annual facility energy divided by annual IT-equipment energy. It is dimensionless.
- WUE is annual site water use in liters divided by annual IT-equipment energy in kilowatt-hours.
PUE 2.0 is presented by DOE FEMP as average energy-efficiency context and 1.0 as the theoretical minimum. These figures are guide context, not a current market benchmark or a promise for a project. Direct liquid cooling may reduce fan energy because pumping can move heat more efficiently than air, but some configurations still require chillers and cooling towers and will not automatically reduce water use.

Account for cooling-tower water
Towers consume water through evaporation and blowdown. Increasing cycles of concentration from three to six is attributed by DOE FEMP to 20% lower makeup-water requirements and 50% lower blowdown. The result depends on water chemistry, treatment capability and operating constraints.
Reverse-osmosis treatment can reclaim blowdown for makeup in water-constrained locations. It adds energy demand and operations and maintenance cost, and DOE notes that it can worsen PUE. Include concentrate disposal, membrane replacement and operator workload in the lifecycle model.
Model local climate and utility conditions
Compare annual energy and water under the actual climate file, utility tariffs, water availability, discharge rules and backup-power strategy. Include hot and humid design days, smoke or poor-air-quality events, drought restrictions and the consequences of losing an economizer. A system that performs well in cool weather may still need full mechanical cooling during the most consequential hours.

Cooling controls must maintain continuous availability while responding to changing ambient conditions and IT load. Define operating sequences for normal, low-load, peak-load, maintenance and component-failure states.
- Use rack-inlet temperature and humidity as control and alarm inputs, not only CRAC or CRAH return air.
- Coordinate set points across units serving the same space to prevent simultaneous humidification and dehumidification.
- Use variable-speed drives and variable flow where equipment supports stable control at low load.
- Set high-temperature, low-flow, high-conductivity and leak alarms with clear escalation and shutdown logic.
- Test loss of utility power, pump, CDU, chiller, tower cell, control network and sensor before production occupancy.
Redundancy should be evaluated at the level that can actually fail: pumps, heat exchangers, CDUs, valves, controls, electrical feeds and heat-rejection cells. A nominally redundant loop can still have a single valve, controller or power path that defeats the design.
Include serviceability and total cost of ownership
Compare more than installed cooling capacity. A credible lifecycle model includes equipment, piping, electrical work, structural changes, controls integration, commissioning, water treatment, spare parts, labor, planned outages, energy, water, fluid replacement, disposal and eventual decommissioning.
Ask maintenance teams how a server is isolated, drained, disconnected, lifted and returned to service. Check whether technicians need new qualifications, clean-room procedures or specialized recovery equipment. Confirm supplier support periods, replacement lead times and interoperability among servers, CDUs, controls and facility equipment. A technically efficient design that cannot be serviced during an outage is not resilient.
A staged adoption checklist
- Validate the baseline: trend rack inlets, room conditions, IT power, workload peaks, airflow and current plant performance.
- Confirm compatibility: map every server, accelerator, storage and network device against air, cold-plate or immersion requirements and warranty conditions.
- Set the target envelope: use manufacturer limits and current ASHRAE guidance; do not substitute allowable conditions for recommended operating conditions.
- Model the heat path: calculate technology-loop and facility-loop temperatures, flow, pressure, chemistry, residual air heat and heat-rejection capacity.
- Compare alternatives: evaluate optimized air, rear-door exchangers, cold plates, immersion and hybrid designs on capacity, controls, serviceability, resilience, energy, water and lifecycle cost.
- Plan monitoring: specify calibrated rack-inlet sensors, flow and pressure points, fluid-quality measurements, leak detection and data retention.
- Stage the transition: pilot on representative high-density racks, define rollback criteria and keep sufficient air capacity for mixed populations during migration.
- Commission failure states: test loss of pumps, CDUs, chillers, towers, controls, sensors and power feeds under realistic IT load.
- Verify outcomes: measure PUE, WUE, inlet conditions, fan and pump energy, water consumption and availability after stabilization, then compare results with the design model.
The practical decision is not “air or liquid.” It is which heat-removal path, control strategy and operating model can meet the next density step without creating an unmanageable water, energy, maintenance or resilience risk. NREL high-performance-computing researcher David Sickinger described the motivation for updating a facility plainly: “We just needed to modernize it, especially with the increasing rack compute densities, which was one of the big triggers for the update.”
