What to Compare When Choosing an Office Campus for Your Company

The best office campus is not the one with the lowest quoted rent or the most impressive lobby. It is the location that gives your workforce a workable commute, meets operational and technical requirements, can be occupied on schedule, and remains financially and operationally sound over the period you expect to use it.

Compare candidates with a company-specific scorecard. Start with workforce access and business requirements, then test total occupancy cost, building readiness, utilities, resilience, safety, accessibility, amenities, surrounding conditions, and flexibility. Screen regions, profile finalists using the same assumptions, inspect each site, and document the cost-benefit case before signing.

Decide what the campus must enable

An office campus can be one building or a group of buildings operated as one workplace. Your comparison should therefore begin with the work the campus must support, not with a property listing. Write a short requirements brief that states:

  • Which teams will work there and how often they are expected to be onsite.
  • Current headcount, planned growth, peak occupancy and any shift or 24-hour requirements.
  • Special spaces such as laboratories, customer areas, secure rooms, training rooms, storage, loading areas or production support.
  • Critical service levels for power, cooling, connectivity, water, sanitation, security and emergency response.
  • The target opening date, acceptable transition period and tolerance for construction or permitting risk.
  • Budget limits, preferred tenure and any need for expansion, contraction, sublease or shared space.

Minnesota’s Department of Employment and Economic Development (DEED) puts defining key selection criteria at the start of its site-selection process. Its guidance is a useful checklist, but the priorities and thresholds must come from your operating model (Minnesota DEED site-selection guidance).

Separate non-negotiables from preferences

Mark each requirement as mandatory, scored or informational. A campus that cannot provide the required electrical capacity, security zoning or occupancy date should be eliminated rather than rescued by a high score for amenities. Preferences—such as a particular neighborhood or an extra fitness facility—can differentiate otherwise feasible finalists.

Compare workforce access and the real commute

Commute performance is an operating issue. It affects recruiting reach, attendance, punctuality, retention and the willingness of employees to work onsite. DEED identifies transportation access, workforce quantity and quality, and commute-distance profiling as core screening factors.

Map where employees actually live

  1. Use anonymized home-area data, such as postal codes or census tracts, rather than names or precise addresses.
  2. Plot current staff, priority hiring markets and hard-to-recruit skill clusters.
  3. Model travel at the times employees start and finish, including shift changes and school or caregiving patterns where relevant.
  4. Test more than one mode: walking, cycling, public transport, driving, carpooling and employer shuttles. Include transfers, parking availability and the reliability of the final connection.
  5. Repeat the analysis for expected headcount after expansion. A site that works for today’s staff may shrink your future hiring pool.

Do not reduce the result to a single distance from a train station or highway. A short station walk can still mean an impractical total journey for workers who need two transfers, while a farther site may be viable with a direct route and dependable parking.

Use market evidence without overgeneralizing it

In CBRE South Asia Pvt. Ltd.’s 2026 India Office Occupier Survey, about seven in ten occupiers said commute and connectivity was their top criterion when selecting office space within a chosen city. The finding is specific to that India survey, not a global benchmark. The same release reported that 50% saw poor air quality as a major infrastructure threat, 31% flagged water availability and quality, and 29% expected waste-management and sanitation challenges to disrupt daily productivity (CBRE India, 2026 India Office Occupier Survey). Treat those figures as a prompt to investigate local conditions, not as universal weights.

Compare the full cost of occupancy

Rent is only one line in a campus decision. Build a cost model for every candidate using the same period, escalation assumptions and occupancy plan. DEED recommends feasibility analysis and identifies broad cost categories that should be tested locally.

Cost area What to include in the comparison
Property commitment Lease or purchase price, term, renewal and termination rights, escalation, deposits, transaction costs and any landlord or seller conditions.
Fit-out and construction Design, permits, demolition, interior work, specialist rooms, furniture, moving and commissioning costs.
Taxes and incentives Property or occupancy taxes that apply, transaction taxes, verified incentives and the conditions or clawbacks attached to them.
Utilities and operations Electricity, water, sewer, gas, telecommunications, maintenance, cleaning, waste, security, insurance and facilities-management labor.
Workforce and access Labor-market cost implications, parking, shuttle or transport programs, travel time effects and recruitment or relocation support.
Risk and transition Temporary space, schedule delay, contingency, duplicated operations during a move, financing, remediation and end-of-term reinstatement.

Obtain local figures for each finalist. The published guidance supplies the categories, not current lease rates, tax calculations, utility tariffs or incentive amounts for your market.

Use a lifecycle view

Model cash flows over the period you genuinely expect to occupy the campus. DEED describes a 10- or 20-year net-present-value pro forma as an example within its Minnesota process; that is a planning example, not a required horizon for every company. Run a shorter case if your strategy or lease term is shorter, and a longer case when the building investment is substantial.

Show one-time and recurring costs separately, then calculate the present value using the company’s approved discount rate. Make assumptions visible: headcount by year, occupied area, utility consumption, escalation, fit-out timing, incentives, residual obligations and the probability of schedule delay. A candidate with a higher annual rent can still have a lower lifecycle cost if it needs less construction, opens earlier or avoids expensive utility upgrades.

Keep incentives in their proper place

Count an incentive only when its eligibility, timing and repayment conditions are documented. Present the decision both with and without the incentive so the campus is not viable solely because of a benefit that may expire or be clawed back.

Check building condition and occupancy readiness

Readiness means the time required to obtain occupancy, not simply whether a broker says space is available. Existing buildings can reduce startup time, risk and cost, but only if their systems and approvals match your requirements.

Inspect the physical asset

  • Confirm the usable area, floor plates, floor loading, ceiling heights, structural constraints and expansion options.
  • Review the age and condition of roofs, façades, elevators, HVAC, electrical distribution, fire protection, plumbing and backup systems.
  • Inspect water intrusion, hazardous materials, deferred maintenance and known remediation obligations.
  • Verify that the proposed layout supports collaboration, focused work, confidential conversations, storage, visitor flow and emergency egress.
  • Check the condition and capacity of parking, loading, waste handling, bicycle facilities and employee entrances.

Prove the opening schedule

  1. List every approval needed: zoning confirmation, building permits, fire or life-safety approvals, accessibility sign-off and utility connection.
  2. Separate landlord work, tenant work and third-party work, assigning an owner and finish date to each item.
  3. Request evidence of available capacity and planned shutdowns from utilities and telecom providers.
  4. Build commissioning, testing, furniture installation, technology deployment, staff move and contingency into the schedule.
  5. Define the earliest legal occupancy date and the date on which the workplace will be fully operational. They are not necessarily the same.

Do not infer readiness from photographs, a floor plan or a listing’s “available” label. Record inspection findings and unresolved conditions in the finalist profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare infrastructure and continuity

Utilities and communications are part of the workplace’s production capacity. For each campus, verify:

  • Electrical service size, redundancy, generator or battery coverage, voltage quality and the time required for an upgrade.
  • Water supply, pressure, quality, storage, sewer capacity and restrictions that could affect kitchens, laboratories or sanitation.
  • Gas or other fuels where processes, heating or backup generation depend on them.
  • Telecommunications carriers, diverse entry paths, fiber routes, internet capacity, mobile coverage and installation lead times.
  • Heating, ventilation and cooling capacity under peak conditions, along with filtration and indoor-air monitoring.
  • Road access, loading, public transport, emergency access and any single points of failure.

Ask providers and owners for service-level evidence, maintenance records, outage history and upgrade commitments. A utility listed as “available” does not prove that the site can support your peak load or that a second feed can be delivered before opening.

Use performance criteria as an operating lens

The U.S. General Services Administration defines a high-performance building as one that “integrates and optimizes — on a life-cycle basis — all major high-performance attributes, including energy conservation, environment, safety, security, durability, accessibility, cost-benefit, productivity, functionality, and operational considerations.” The federal definition is not a private-company mandate, but it is a useful way to test whether a campus performs well beyond its initial price (GSA high-performance building design).

Translate those attributes into measurable requirements: energy intensity, operating hours, thermal comfort, daylight or glare controls, maintenance access, system durability, indoor-air targets, accessibility and the effect of the environment on employee productivity. Compare both capital improvements and the operating savings or risk reduction they may produce.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate safety, security and accessibility

Security should reflect your threat model and the people who will use the campus. Review the perimeter, vehicle and pedestrian separation, visitor processing, access-control zones, surveillance coverage, lighting, guard operations, incident response, emergency communications and cyber-physical dependencies. Confirm how a tenant can change access rights and retrieve records during an incident.

Test life-safety systems in the inspection: fire detection and suppression, alarms, evacuation routes, refuge areas, emergency power, medical response and assembly points. Ask for inspection certificates and recent corrective-action reports rather than relying on a general compliance statement.

Assess accessibility from the public route through the entire employee and visitor journey: parking or transit arrival, entrances, elevators, restrooms, work areas, meeting rooms, signage, alarms and emergency evacuation. Include digital access controls and booking systems. A campus that is technically accessible at the entrance but difficult to navigate or evacuate is not operationally accessible.

Compare the surrounding location and amenities

The area around a campus influences recruitment, retention, client visits and daily productivity. Compare the services that employees and visitors actually use:

  • Food, childcare, healthcare, banking, pharmacies and other essential services.
  • Housing availability and affordability when relocation or sustained hiring from outside the immediate area is expected.
  • Airports, rail stations, highways and other regional connections when travel is material to the business.
  • Hotels, meeting venues and customer-access arrangements for a visitor-heavy operation.
  • Public-realm safety, lighting, walkability, cycling routes and weather exposure.
  • Local development plans, construction disruption, flood or wildfire exposure and other environmental risks.

DEED describes layered site evaluation and quality-of-life factors when significant staff relocation is involved. Use the same principle even when relocation is not planned: an area that supports employees outside working hours can strengthen the campus’s recruiting proposition.

Consider community and sustainability goals correctly

Transit proximity, emissions, community effects, environmental justice and local development context may be material to your company’s goals, customers or reporting. State which outcomes matter and how they will be measured instead of treating “sustainable” as a label.

GSA’s 2024 sustainable-and-equitable siting rule applies to federal facility location decisions. It can inform a private company’s criteria, but it is not a rule that governs private office campuses (GSA sustainable and equitable siting rule announcement). Verify local environmental requirements, community commitments and reporting obligations for your own jurisdiction.

Compare terms, flexibility and future capacity

Two campuses with the same area and rent can have very different strategic value. Review:

  • Expansion rights, adjacent availability, contraction options and rights of first offer or refusal.
  • Sublease, assignment and shared-space permissions if headcount or work patterns may change.
  • Lease break, renewal, restoration and make-good obligations.
  • Control of operating hours, signage, loading, parking, security and building systems.
  • Landlord responsibilities, service-level remedies, capital-repair obligations and dispute procedures.
  • Ability to phase occupancy so teams can move without a single high-risk cutover.

Australian Department of Finance property-planning guidance recommends recording the accommodation rationale and notes that shared or sublease arrangements can help when requirements change. That is government guidance rather than a private-sector rule, but the flexibility principle is broadly useful (Australian Department of Finance property-planning guidance).

Use a repeatable screening and inspection workflow

A defensible decision is a sequence, not a tour followed by instinct.

  1. Define the brief. Set the location envelope, workforce and commute requirements, capacity, timing, operating constraints, budget logic and non-negotiable facility conditions.
  2. Screen regions and sites. Compare geography, labor supply and skills, transport, utilities, cost categories, recruiting context and available property terms.
  3. Profile finalists consistently. Use one template for area, capacity, access, costs, infrastructure, condition, risks, schedule and commercial terms. Never compare one option’s base rent with another option’s fully loaded occupancy cost.
  4. Conduct site visits. Inspect the building, surrounding routes, utilities, telecom entry, security, accessibility and employee experience. Interview providers and local authorities where capacity or approvals are uncertain.
  5. Build the feasibility case. Prepare the lifecycle cash-flow model, schedule, risk register and sensitivity cases for headcount, delay, utility upgrades, construction cost and incentives.
  6. Document the decision. Record assumptions, evidence, trade-offs, unresolved conditions, approval owners and the reason the selected campus best fits the company’s requirements.

Build a company-specific scorecard

Use a weighted score only after defining the requirements. A practical method is to score each criterion on a common scale, apply a weight that reflects business impact, and keep a separate pass/fail gate for mandatory requirements. The scale and weights are management choices; the cited sources do not establish a universal formula.

Scorecard dimension Evidence to collect Decision question
Workforce and commute Employee-origin map, travel times by mode, transit reliability, parking, labor supply and skills. Can priority employees reach and remain at this campus?
Total cost and terms Lifecycle model, lease or purchase terms, labor, construction, taxes, utilities, insurance, operating costs and incentives. What is the full cost under realistic scenarios?
Readiness Condition survey, approvals, landlord and tenant work, commissioning plan and occupancy date. Can the business open safely and legally when required?
Infrastructure Power, water, sewer, gas, telecom, cooling, redundancy, outage history and upgrade lead times. Can critical operations run reliably?
Facility performance Energy, environmental conditions, durability, functionality, productivity, maintenance and lifecycle impacts. Will the building perform efficiently throughout the term?
Safety, security and accessibility Access controls, emergency systems, incident procedures, accessible routes and evacuation arrangements. Can everyone use the campus safely and securely?
Location and amenities Services, housing, airport or regional access, visitor convenience, public realm and quality-of-life factors. Does the surrounding area support recruitment and daily work?
Flexibility and risk Expansion, contraction, sublease, phasing, schedule risk, environmental exposure and documented assumptions. Can the commitment survive plausible changes?

Keep the underlying evidence beside every score. A high score without a source, measurement or named assumption is an opinion, not a defensible comparison.

Failure modes that make campus comparisons unreliable

Choosing by headline rent

Why it fails: fit-out, utilities, taxes, insurance, labor, parking and transition can outweigh the rent difference.

Correction: compare the same lifecycle cost categories and show one-time, recurring and risk-related costs separately.

Using a single commute statistic

Why it fails: an average hides long journeys, shift schedules, transfers and differences between employee groups.

Correction: use anonymized origin clusters, several travel modes and realistic arrival times, then test the future hiring catchment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Trusting marketing descriptions for readiness

Why it fails: “available” space may still need permits, utility upgrades, remediation or major tenant work.

Correction: tie every readiness claim to an inspection finding, responsible party, date and contingency.

Scoring without gates

Why it fails: a campus can win on amenities while failing a mandatory power, safety, accessibility or opening-date requirement.

Correction: eliminate non-compliant options before applying weighted preferences.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hiding assumptions

Why it fails: different headcount forecasts, escalation rates or incentive treatments make the options look comparable when they are not.

Correction: publish one assumptions register, run sensitivity cases and retain the rationale for each material judgment.

Make the final decision auditable

The final recommendation should let an executive, board or investment committee see what was compared and why the result changes if an assumption changes. Include the requirements brief, finalist profiles, commute analysis, inspection records, lifecycle model, risk register, negotiation points, approvals and a short explanation of rejected alternatives.

Assign owners to unresolved items and make them conditions of signing or occupancy where appropriate. Recheck the model before execution if the area, opening date, incentives, utility commitments or workforce plan changes. The campus decision is complete when the company can explain not only which site it selected, but how that site will support people, operations and costs over the intended term.
