Compare a Canadian phone plan against six things before you switch: your real talk, text and data use; coverage where you live and travel; the complete recurring cost; overage and speed limits; roaming terms; and the contract or device-financing commitment. Then use the Wireless Code to check that the written offer includes the prices, limits, cancellation terms and protections you are entitled to.
There is no universal “best” plan. The right choice depends on your province or territory, monthly usage, household lines, important coverage locations, travel destinations and whether you need a phone. The CRTC’s plan-shopping guidance and the provider’s current contract should be your final checks because offers and promotions change.

A quick checklist before you compare plans
- Review recent bills or your phone’s usage screen for voice minutes, text messages and cellular data.
- List the places that must work: home, work or school, regular routes, rural locations, large buildings and travel destinations.
- Write down every monthly charge, tax, one-time fee, device payment and promotional expiry date.
- Find the included data amount, hotspot rules, speed restrictions, overage rates and usage alerts.
- Confirm which countries are included for roaming and what happens when your phone uses another network.
- Compare bring-your-own-device service with financing a phone, including the cost and consequences of cancelling.
- Save the contract and Critical Information Summary so you can check the offer against the Wireless Code.
1. Match the plan to how you actually use your phone
Measure voice, texting and data separately
Start with at least two or three recent billing cycles. Note your busiest month, not just your average, and separate cellular data from Wi-Fi use. A plan that looks generous during a Wi-Fi-heavy month can become expensive when you commute, travel or work away from home.
Recommended Free Tools
Compare the allowance for each service with your measured use. The CRTC identifies talk, text and data as the basic plan considerations. If you rarely call, do not pay for a large voice allowance merely because the data bundle is attractive. Conversely, a low-data plan can be a poor fit if navigation, video meetings or streaming regularly occur over cellular service.

Account for shared lines and hotspot use
For a household, add each person’s normal and peak use, then check whether the plan shares data across lines or assigns a separate allowance to each line. Ask whether unused data can be used by another line and whether an additional line changes the recurring price. Treat hotspot or tethering as a separate requirement: a plan may include phone data while limiting hotspot use or applying a different speed policy.
Consider low-use and data-only service
Light users should examine low-cost or occasional-use options rather than automatically choosing a large monthly bundle. Someone connecting a tablet, tracker or other device without voice service may be better served by a data-only plan. Confirm that the device supports the provider’s network and that the plan permits the intended hotspot or machine-to-machine use.
2. Check coverage at the places that matter
Use maps for your real geography
Open each provider’s coverage map and check your home, workplace, school, regular driving or transit routes, cottage or rural property and destinations you visit. Coverage areas are a legitimate comparison dimension; ISED includes them among the information consumers can review when comparing providers.

Construction materials, terrain, distance from a site, congestion and the phone’s radio bands can change the result. If coverage at one address is critical, ask the provider what network access applies there and use an eligible trial period to test calls and data in that location.
Separate network reach from network performance
“Covered” can mean that a signal is available outdoors, while your important use may be indoors, in a basement or on a busy commuter route. Test the activities you actually perform: a voice call from the kitchen, a video call from work, navigation during a commute and a data session at a regular event. Record the location and time of any failure so you can describe it accurately to the provider.

3. Calculate the complete cost, not the headline price
Build a first-bill and steady-state total
Compare two totals for every finalist: what you will pay on the first bill and what you will pay after any promotion ends. Include the service price, applicable taxes, activation or other one-time fees, device payments, mandatory add-ons and any discount conditions. A low advertised price is not comparable if it excludes a device payment or lasts only for an introductory period.
| Cost item | What to verify in writing |
|---|---|
| Monthly service | The recurring charge for each line and the included voice, text and data. |
| Taxes | Whether the quoted amount includes taxes and which taxes apply in your province or territory. |
| One-time charges | Activation, connection, SIM or other fees charged on the first bill. |
| Device payments | The phone’s total price, monthly instalment, term and any remaining balance if service ends. |
| Promotions | The discount amount, expiry date and conditions such as autopay, multiple lines or a required term. |
| Usage charges | Fees that can arise from extra data, roaming or other limits when you exceed the included service. |
Read the Critical Information Summary and contract
For postpaid service, the written agreement must describe the included voice, text and data, limits that can trigger overage charges or other fees, one-time costs, trial terms, and where to find coverage maps and usage-management tools. Use the Critical Information Summary to reconcile every verbal promise with the contract. If a discount or feature is absent from the written documents, treat it as unconfirmed until the provider corrects the paperwork.
Do not infer a market “average”
Canadian plan prices vary by region, usage, line count and promotion. There is no single current market-wide price or provider ranking that can identify a winner for every reader. Compare the offers available at your address on the date you buy and keep a copy of the terms that produced your calculation.
4. Examine limits that can create a surprise bill
Find the exact data boundary
Check the included high-speed data amount, what happens after it is used, and whether the provider reduces speed, blocks data or charges for additional usage. Look for separate limits on hotspot data, video quality, international use and data sharing. A plan can be “unlimited” while still applying a speed restriction after a stated threshold, so the post-threshold experience matters as much as the headline allowance.
Understand overage alerts and caps
The CRTC says, “Service providers must notify you before you reach $50 in data overage fees during a billing cycle.” That is a notification threshold, not a sensible data budget. Set your own usage alerts earlier, and ask how the provider calculates overage, when the alert is sent and whether you can block additional data. The Wireless Code also provides protections for extra data and data-roaming charges; read the plan terms to see how those protections interact with its specific rates and limits.

Check management tools before you need them
Confirm where the account portal or app shows current usage, shared-line consumption, roaming status and alerts. Ask whether an account owner can set a hard spending or data limit for another line. These controls are especially important for children, shared accounts and travel, when a phone can consume data without the user noticing.
5. Compare roaming and use outside the provider’s network
List the countries you actually visit
Write down every destination, including stopovers and border areas. Verify whether voice, text and data are included in each country, whether the allowance is shared across lines, and what rates apply after the included amount. Do not assume that domestic coverage or a large Canadian data bundle includes international roaming.
Ask about domestic roaming
In areas where the provider has no own-network coverage, the phone may use another carrier’s network. Find out whether that use is included, restricted to certain regions or subject to a separate charge. The contract should explain how the phone identifies roaming and how you can monitor it.
Use the Code’s roaming protections correctly
Data-roaming charges are covered by Wireless Code protections, but the exact included countries, allowances and plan-specific conditions still come from the provider. Before travelling, confirm the destination and the activation method in writing. Keep roaming disabled when you do not need it, and use the account’s usage tools to check that the phone is on the expected network.
6. Decide between bringing your own phone and financing one
| Question | Bring your own device | Device financing or subsidy |
|---|---|---|
| Upfront cost | You already own a compatible phone or buy one separately. | The phone cost is paid upfront, in instalments or through a subsidy arrangement. |
| Monthly comparison | Compare the service charge without a device payment. | Add the device instalment or other device obligation to the service price. |
| Switching | Usually simpler if the phone is compatible and unlocked. | Check the balance, subsidy recovery and cancellation terms before changing service. |
| Contract evidence | Verify compatibility, unlocking and any service term. | Verify the device price, term, remaining balance and early-cancellation calculation. |
Calculate the device and service together
Compare the total amount you will pay over the commitment period, not only the monthly service figure. Ask what happens if the phone is lost, damaged, returned or replaced, and whether a device promotion requires you to keep a particular plan. A cheaper service can cost more overall when a larger device balance remains.

Know the early-cancellation rule
When a subsidized device is provided, an early-cancellation fee cannot exceed the original subsidy. It must decline over the lesser of 24 months or the contract term until it reaches zero. If no subsidized device is provided, the provider must not charge an early-cancellation fee. These limits do not erase an unpaid device balance, so read the device-financing agreement separately.
7. Compare prepaid, postpaid and contract flexibility
Identify whether the offer is prepaid or postpaid, the length of any service term, and the steps required to cancel or change it. Prepaid service can suit someone who wants to control spending or avoid a long commitment; postpaid service may be convenient for predictable monthly billing but requires closer review of overage and roaming exposure. The important comparison is the written obligation: recurring charge, renewal or expiry, cancellation method, trial eligibility and any device commitment.
Ask whether a plan can be changed without losing a promotional credit, whether a temporary suspension is possible, and whether a move to another province affects taxes or eligibility. Keep confirmation numbers and copies of cancellation requests.

The Wireless Code applies to retail mobile wireless voice and data service, whether purchased alone or in a bundle. The CRTC states: “All service providers must comply with the Code.” Its simplified Code and consumer-protection summary explain the rights that should appear in your agreement.

- Clear disclosure: The contract must present prices, included services, limits, one-time costs, trial terms and information about coverage maps and usage-management tools.
- Two-year exit: Customers can cancel after two years without a cancellation fee, even if they agreed to a longer term.
- Unlocked devices: A newly purchased device must be unlocked, and a provider must unlock a device free upon request.
- Trial period: An eligible contract with an early-cancellation fee must provide at least 15 calendar days. A customer who self-identifies as a person with a disability receives at least 30 calendar days, subject to the Code’s conditions.
- Device-related cancellation fees: The fee for a subsidized device cannot exceed the subsidy and must reduce to zero over the lesser of 24 months or the contract term. No subsidized device means no early-cancellation fee.
- Usage notifications: Providers must notify you before data overage fees reach $50 in a billing cycle.
Trial rights are conditional. Follow the provider’s return, usage and cancellation instructions, and keep proof of the date you started and ended the service.

9. A practical comparison workflow
- Define the requirement. Record province or territory, lines, typical and peak data, calling needs, hotspot use, must-work locations, travel countries and whether you need a phone.
- Shortlist coverage first. Check each provider’s map at home, work, routes and destinations. Remove plans that fail a critical location before comparing small price differences.
- Gather live offers. ISED’s comparison page lists services including Compare Cellular, PlanHub, Protégez-vous (French only) and WhistleOut for reviewing mobile and internet prices, plans and coverage areas. ISED’s listing does not establish that those services are independent or comprehensive, so verify the current result directly with the provider.
- Request the documents. Obtain the contract, Critical Information Summary, device agreement and roaming terms before agreeing. Check that promotions, taxes, one-time charges and limits are written down.
- Model three months. Calculate the first bill, the normal bill after promotions and a high-use or travel month. Include device payments and possible overage or roaming charges.
- Check the exit. Calculate the remaining device balance and any permitted cancellation fee on the date you might leave. Confirm how to return equipment and how to obtain an unlocking request.
- Test and monitor. During an eligible trial, test calls and data at critical locations, then watch usage alerts and the first invoice. Dispute discrepancies promptly with the provider and retain records.
10. Situations that need extra scrutiny
Families and shared accounts
Compare the cost of the complete line count, not the price of one line. Check whether one person’s heavy use can consume the group’s data, who can change settings, and whether each line has separate roaming and overage controls.
Rural, remote and indoor users
Give coverage more weight than a small monthly saving. Check the exact address and route, ask about domestic roaming, and use the trial period to test inside the building where the phone is needed.
Frequent travellers
Make a destination list and compare the included countries and post-allowance charges. A plan with fewer Canadian gigabytes can be the safer choice if it has transparent travel terms that match your trips.
People who need accessibility accommodations
If you self-identify as a person with a disability, ask the provider to document your eligibility for the longer 30-calendar-day trial and confirm the conditions before service begins.
Someone buying a new phone
Keep the handset decision separate from the service decision long enough to calculate both totals. Verify that the phone is unlocked, compatible with the network and not tied to a device balance that would make switching expensive.
Common comparison mistakes to avoid
- Choosing by the advertised monthly number while ignoring taxes, one-time charges or a device payment.
- Using only an average data month and overlooking a recurring high-use month.
- Treating a coverage map as proof of indoor performance.
- Assuming domestic service includes roaming in another country or on another network.
- Accepting “unlimited” without reading the speed, hotspot and overage conditions.
- Forgetting to price every household line and the effect of shared data.
- Relying on a sales conversation when a promotion or promise is missing from the written contract.
- Ignoring the device balance when comparing cancellation or switching costs.
- Skipping the first invoice review, when setup fees and incorrect discounts are easiest to spot.
When you are ready to choose
Select the plan that meets every must-have coverage location, fits your measured usage with a reasonable high-use margin, shows a sustainable post-promotion total, and has roaming and cancellation terms you understand. Save the contract and monitor the first bill and usage alerts; those records are more useful than a headline price when you need to resolve a billing or coverage problem.
