Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe right data center is the one that can meet your applications’ recovery requirements with evidence—not merely a high Tier label or an attractive uptime promise. Define acceptable outage and data loss first, then verify the facility certification, failure behavior, recovery exercises, operating practices, dependencies, and contract remedies against those requirements.
Start with the outcome your business requires
A data center evaluation should begin with the workloads you need to protect, not with a provider’s marketing terminology. List each application, service, database, and integration that would be affected by a facility outage. Record the business impact of losing it, who owns the recovery decision, and which services must return first.

For every important workload, establish two targets:
- Recovery time objective (RTO): the maximum acceptable time before the service is usable again.
- Recovery point objective (RPO): the maximum acceptable amount of data, measured in time, that could be lost.
These are business requirements, not generic values that a data center can choose for you. NIST SP 800-34 Rev. 1 explains that contingency planning requirements and priorities should be determined from the information system and its operations. Its publication page, dated May 2010 and updated November 11, 2010, describes practical guidance for developing information-system contingency plans; it is government guidance, not a universal legal requirement for every private organization.

Document dependencies alongside the targets. A facility may be available while your application remains unreachable because of a carrier, firewall, identity service, DNS, cloud service, storage system, software license, or customer-side procedure. Ask the provider to state which parts of the RTO and RPO depend on actions or equipment that you must supply.
Understand what a Tier classification actually proves
Uptime Institute defines four progressive Tier classifications. The levels describe facility infrastructure and operational sustainability within the standard’s scope; they do not certify that every customer application will recover on a particular schedule.
| Claim | What it means in the Uptime Institute framework | What you still need to verify |
|---|---|---|
| Tier III | The facility is characterized as concurrently maintainable. | Whether your equipment is connected to the maintainable paths, how planned maintenance is performed, and what your architecture does during a component or path failure. |
| Tier IV | The facility is characterized as fault tolerant; an individual equipment failure or distribution-path interruption should not affect operations under the stated criteria. | How the provider demonstrates that behavior, whether your racks and network connections use the redundant design, and which application dependencies remain outside the facility. |
Uptime Institute explicitly says, “The Tiers are progressive, so each Tier incorporates the requirements of the lower Tiers. This progression does not mean that a Tier IV data center is better than a Tier II — it means that these levels fit differing business operations.” Select the level that matches your risk and operating model rather than assuming the highest label is automatically the best business choice.

A Tier claim also does not settle location-specific risks. Building codes, regional weather, security conditions, neighboring property use, utility availability, and other site factors may require additional analysis beyond the Tier topology and operational-sustainability criteria.

Verify the certificate, facility and scope
Request the current Tier certificate and match it to the exact building, campus, and address where your equipment would reside. Uptime Institute certification can cover different stages:
- Design documents: whether the proposed design applies the standard.
- Constructed facility: whether the completed installation matches the relevant requirements.
- Operational sustainability: whether management, operations, maintenance, staffing, and related practices support the certified performance.
Ask the provider to identify which stage or stages are certified, the issue and expiry status shown on the certificate, and any scope boundaries. A campus-wide statement may not cover every building, suite, electrical room, or customer connection. Uptime Institute says its certification scope includes electrical and mechanical systems, distribution paths, site location, management and operations, physical security, maintenance, and other facility elements. Confirm exactly which of those elements applies to the service you are buying.
The certification program page reports more than 4,300 awards in 120-plus countries. That is the organization’s own program count, not an independent measure of how reliable any particular facility is. Treat a certificate as evidence that a defined standard was assessed, then examine the provider’s own service design and operating records.
Walk through power, cooling and maintenance failure modes
Ask for a technical walkthrough using the layout that will serve your equipment. You should be able to trace normal and maintenance power paths, cooling capacity, fuel or utility dependencies, and network entry points without relying on a single simplified diagram.

Questions about power and cooling
- Which independent power paths feed your rack, and can your equipment use both?
- Which components are redundant, and what happens when one is removed?
- How are generators, fuel supplies, batteries, switchgear, chillers, and pumps maintained?
- What alarms, transfer procedures, and operator decisions occur during a utility interruption?
- Does a cooling failure reduce capacity, trigger a controlled shutdown, or require customer action?
Questions about planned maintenance
- Can maintenance be performed without interrupting the load your contract covers?
- What isolation and verification steps prevent a maintenance error from affecting both paths?
- How much notice do customers receive, and what exceptions permit emergency work?
- Has the provider recorded incidents in which maintenance affected availability?
Redundant capacity components, concurrent maintainability, and fault tolerance are different claims. A facility may have spare equipment yet still require an outage for certain work; a maintainable design may protect planned work but not every simultaneous fault. Require the provider to demonstrate the behavior relevant to your own connection and equipment configuration.
Test whether the disaster-recovery plan is executable
Request the written plan or a customer-appropriate summary. It should identify recovery roles, authority to declare an incident, activation and escalation criteria, communications channels, dependencies, and the sequence for restoring services. If sensitive details cannot be shared, ask for a redacted plan, control summary, or supervised review.
Check the plan’s assumptions
- Which staff, vendors, carriers, utilities, and customer administrators must be available?
- Does recovery occur in the same facility, another site, or a combination of services?
- Are backups, replicas, keys, configuration files, licenses, and credentials accessible during a regional event?
- Which customer actions are required, and are they included in the stated RTO?
- What conditions allow the provider to return to normal operations, and who approves that transition?
Demand exercise evidence
Ask for the date, scenario, scope, participating teams, measured outcomes, open issues, and follow-up from the most recent relevant exercise. A credible record should show what was tested and what failed or required manual work, rather than simply stating that a test occurred. Compare the demonstrated restoration time and data state with your workload-specific RTO and RPO. The reviewed guidance does not establish one universal exercise interval or target value, so the provider should explain its schedule and why it is adequate for your risk.

Examine 24/7 operations and human readiness
Equipment diagrams cannot reveal whether staff will operate the facility safely during an abnormal event. Uptime Institute’s operations criteria identify staffing, maintenance, training, planning, and operating conditions as factors that affect performance.
Ask for specific operating evidence:
- Hours of on-site coverage and the escalation chain outside business hours.
- Required qualifications, role-based training, and how competency is refreshed.
- Runbooks for utility loss, cooling problems, fire or water events, security incidents, and abnormal alarms.
- Change-control approval, peer review, maintenance windows, and rollback procedures.
- Incident communications, status updates, customer notification thresholds, and post-incident reviews.
- How corrective actions from incidents and exercises are assigned, tracked, and closed.
Ask to see anonymized examples of maintenance records, change approvals, incident timelines, or exercise action logs. The goal is not to collect confidential customer information; it is to determine whether procedures are controlled and practiced.

Best Value
Connectivity and upstream providers
- Identify every carrier, entrance facility, cross-connect, and upstream utility on which your service depends.
- Confirm whether diverse paths are physically separate all the way to your network equipment.
- Ask how a carrier outage is detected, escalated, and communicated.
- Verify that your firewalls, routers, DNS, identity systems, and monitoring can use the available paths.
Application and customer dependencies
Document dependencies that remain your responsibility, including backup jobs, replication, encryption keys, software images, orchestration, and staff access. A provider’s facility recovery may complete while your application remains stopped because a customer-controlled dependency was not restored.
Read the uptime SLA as an engineering and legal document
Do not compare headline availability percentages without reading how each provider measures them. Request the service-level agreement and mark the following terms:
- Measurement boundary: the exact service, port, rack, facility, or network segment included.
- Scheduled maintenance: whether planned work is excluded, and how notice is provided.
- Exclusions: customer equipment, carrier failures, force majeure, security events, utility events, or other carve-outs.
- Evidence and reporting: how incidents are measured, who can challenge a record, and when reports arrive.
- Notification duties: how quickly the provider must inform you of an incident or material risk.
- Remedies: service credits, other contractual remedies, caps, and claim deadlines.
- Exit assistance: support, data access, equipment removal, and transition obligations if the service ends.
The reviewed sources do not establish a universal SLA percentage, remedy, or contract wording. Evaluate the actual agreement with legal and technical owners, and check applicable local requirements before signing.
Use one evidence matrix for every provider
When several facilities are in scope, give each provider the same workload profile and questions. Record the answer, supporting document, date verified, owner, and unresolved risk.
| Comparison area | Evidence to collect | Decision question |
|---|---|---|
| Certification | Certificate, facility address, certification stage, scope and status | Does the certification apply to the exact service location and operating state? |
| Failure behavior | Power and cooling diagrams, maintenance procedures, failure walkthrough | Can the design and your configuration tolerate or safely manage the failures you prioritize? |
| Recovery commitments | RTO, RPO, assumptions, recovery roles and dependencies | Do the obligations match your documented workload targets? |
| Exercise proof | Scenario, date, scope, results, open issues and remediation | Has the provider demonstrated recovery rather than only described it? |
| Operations | Staffing, escalation, training, change control and incident records | Are people and procedures prepared for abnormal conditions? |
| Dependencies | Site hazards, utilities, carriers, network paths and customer responsibilities | What can still interrupt service or delay recovery? |
| Contract | SLA measurement, exclusions, notices, remedies and exit terms | Are performance claims enforceable and measurable? |
Uptime Institute describes a data-center risk assessment that examines technology, processes, people, skills, facility topology, and operational plans, then reports expected performance, risks, and possible mitigations. An independent review can be justified when the workload’s business impact is high, the design is complex, or provider evidence is difficult to validate. It is an option, not a requirement for every buyer.
Common evaluation mistakes
- Choosing a Tier before defining impact: this reverses the decision process and can produce an expensive design that still misses application dependencies.
- Accepting a certificate without checking scope: a valid certificate for one building or stage may not cover the room, service, or operational state you are buying.
- Confusing redundancy with recoverability: spare components do not prove that your application, data, credentials, and network paths can be restored.
- Accepting an untested plan: a document without exercise results leaves staffing, timing, and dependency assumptions unverified.
- Ignoring customer actions: failover steps that require unavailable personnel or inaccessible credentials can invalidate an otherwise credible RTO.
- Comparing SLAs without exclusions: different measurement boundaries and maintenance carve-outs can make similar percentages mean very different protection.
- Overlooking exit: recovery and portability matter if the provider suffers a prolonged disruption or your organization must move.
A practical approval checklist
Before approving a data center, obtain written answers and supporting evidence for each item:
- Have business owners approved workload-specific RTO and RPO targets?
- Are all critical network, identity, DNS, cloud, carrier, utility, and customer dependencies documented?
- Does the current Tier certificate match the exact facility and state of operation?
- Has the provider explained power, cooling, maintenance, and distribution-path behavior for your connection?
- Are recovery roles, escalation triggers, assumptions, and customer actions documented?
- Do exercise results demonstrate the required recovery time and data state?
- Are staffing, training, change control, incident communication, and corrective-action processes evidenced?
- Have location hazards and upstream utility and carrier dependencies been assessed?
- Do the SLA measurement rules, exclusions, notices, remedies, and exit terms match your risk tolerance?
- Has an independent review been considered where the impact or uncertainty warrants it?
Certification status, service-level terms, recovery claims, and commercial arrangements can change. Reconfirm them for the named facility at procurement and periodically during the contract. NIST SP 800-34 Rev. 1 remains useful dated guidance, but current organizational policy, contractual obligations, and applicable law should govern your final requirements.
