A phone can show as connected while individual Phone Hub capabilities remain disabled or unsupported. App streaming and Smart Lock also have requirements that do not apply to every Phone Hub feature.

Why Phone Hub can be connected but still incomplete
Phone Hub is a group of connected-phone features, not a single switch that guarantees every capability. ChromeOS can recognize your Android phone while notifications, photos, app streaming, Smart Lock or hotspot access remain off, unavailable on that phone, or blocked by policy.
Open the Phone Hub panel from the Chromebook shelf, or go to Settings → Connected devices, select your phone and inspect the individual controls. Google says most connected-phone features are enabled by default, but each feature can be switched off separately. This is the first place to look when one function is missing while another still works.

Phone Hub features described by Google can continue working when the Chromebook is offline. App streaming is different: it requires a local network connection between the devices, so an offline Chromebook cannot stream phone apps even if other Phone Hub controls remain available.
Check requirements for the exact connection path
Google publishes requirements in more than one help workflow. Do not combine the version thresholds into one universal minimum; use the threshold that matches the page or setup method you are following.

Both devices should use the same Google Account, Bluetooth must be enabled, and the phone should be running current Android and Google Play Services updates. These are early checks because account mismatch, disabled Bluetooth or stale services can prevent discovery before any Phone Hub setting appears.

Step-by-step repair sequence
1. Confirm the basic setup
- Verify that the phone is an Android device and that the Chromebook and phone are signed in to the same Google Account.
- Turn on Bluetooth on both devices and keep the phone nearby while testing.
- If the Chromebook cannot find the phone or the connection repeatedly fails, install every available Android system update and update Google Play Services on the phone.
An account mismatch can make an otherwise compatible phone invisible to the Chromebook. Bluetooth discovery also fails when it is disabled on either device, and outdated Play Services can prevent the connection workflow from completing.

2. Check whether administration is blocking the feature
On a Chromebook supplied by an employer or school, connected-phone features may be disabled by administrator policy. Ask the administrator whether Phone Hub, notifications, app streaming, Smart Lock or hotspot access is permitted. Do not attempt undocumented Chrome flags or service resets to bypass a managed policy; only the administrator can change that restriction.
3. Enable Phone Hub and the missing capability
- Open the Chromebook shelf’s Phone Hub panel, or open Settings.
- Select Connected devices.
- Choose the connected phone.
- Turn on Phone Hub, then enable the specific missing capability, such as notifications, photos and media, app streaming, Smart Lock or hotspot access.
ChromeOS labels can vary by version, so the wording or panel arrangement may not exactly match these names. Return to this screen after each change and test one feature at a time.
4. Remove a stale Bluetooth pairing
If the two devices were paired before, an old Bluetooth record can interfere with the current connection.
- Remove the Chromebook’s Bluetooth pairing for the phone.
- Remove the Chromebook from the phone’s saved Bluetooth devices.
- Turn the phone’s Bluetooth off, wait briefly, and turn it on again.
- Restart the Chromebook.
- Run the connection process again from Settings → Connected devices.
This sequence clears both sides of the old relationship rather than repeatedly trying to repair a stale record.

5. Pair a different or new phone correctly
ChromeOS handles one connected phone at a time in the Phone Hub workflow. Disconnect the currently connected phone before adding another. Before starting the new pairing, enable both Bluetooth and Wi-Fi on the new Android phone, keep it close to the Chromebook, and complete the on-screen account and permission prompts.
Fix individual features
Notifications, photos and media
When notifications or photos do not arrive, inspect the relevant Phone Hub toggle under the selected phone in Settings → Connected devices. Then review the phone permissions requested by that feature and allow access where appropriate. A working connection does not automatically grant every permission, and disabling one permission can affect only that capability.
App streaming
App streaming has stricter limits than ordinary Phone Hub controls. Confirm all of the following:

- The Chromebook and phone are connected to the same Wi-Fi network.
- The devices are close together.
- Phone permissions for notifications, photos and media, and apps are enabled.
- The network permits the required device-to-device traffic.
Google notes that some public and private networks do not support streaming. If available on your devices, Instant Tethering can help establish a local network; it does not remove the supported-phone, software or permission requirements. Streaming can therefore fail in a hotel, office, school or guest network even when browsing works normally.

Smart Lock
Treat Chromebook Smart Lock as a separate troubleshooting case. Check these conditions:
- The phone is unlocked.
- Bluetooth is enabled and the phone is near the Chromebook.
- A screen lock is configured on the phone.
- Both devices use the same Google Account.
- Both devices have internet access.
- The Chromebook shows a completed verification status.
If Smart Lock remains Pending, select Verify to send another verification request. If unlocking still fails after verification, restart both devices and test again. Smart Lock can fail even while notifications or other Phone Hub features continue to operate because its security checks are different.
Phone hotspot and phone-network access
For a missing hotspot, keep the phone nearby and leave Bluetooth enabled. Open the Chromebook’s Wi-Fi menu and look under device hotspots for the phone. Using the phone’s connection can consume more battery and may count against the carrier’s mobile-data allowance, so check your plan before extended use.
What not to replace or buy first
These failures are normally configuration, update, pairing, permission or policy problems. Replacing the Chromebook or phone is disproportionate unless the device separately has a hardware fault or cannot meet the documented software requirements. A generic Bluetooth adapter is not identified as a remedy for Phone Hub, and a router is relevant only to the narrower app-streaming network condition.
Work through the official settings, update, pairing and restart sequence before considering new hardware. If a managed Chromebook is involved, administrator support is more appropriate than a purchase.
When the official steps do not work
Record the exact symptom, ChromeOS version, Android version, phone model, Google Account arrangement, network type and the step at which the process fails. Then use Chromebook feedback or Google support, contact the device administrator for a managed Chromebook, or contact the phone manufacturer for model-specific Android and permission problems.
The exact menu layout and supported-phone list can change with ChromeOS and Android updates. Google’s support material does not establish one universal root cause or a current outage for recurring Phone Hub sync failures, so a failure after these checks should be treated as device-, account-, network- or policy-specific rather than assumed to be a platform-wide problem.
