Before paying for home broadband in India, verify that the provider can serve your exact address, identify the access technology, read the complete filed tariff and fair-use rules, and obtain every installation, equipment, billing and cancellation condition in writing. A provider listed nationally may still have no port, fibre route or wireless capacity at your building.
1. Verify service at your exact address
Start with the installation address, not the provider’s advertising. Ask the provider to confirm coverage for the complete address, including apartment, tower, floor and pin code where relevant. Request the confirmation in writing by email, chat or an order summary that you can save.

TRAI’s Industry Charter says consumers should receive information about network coverage and availability before subscribing. It also says consumers have the right to choose a provider “from the available TSPs in his service area.” That right does not mean every provider serves every building. A website’s city or state selector is only an initial indication; the final test is whether an installation order can be accepted for your premises.

- Is service available at this exact building and unit?
- Which access technology will be installed at this address?
- Is a new port, fibre drop, rooftop radio or other construction required?
- What is the earliest realistic installation date?
- Will the order be cancelled or refunded if a technical survey finds that service cannot be installed?
Save the agent’s name, order number, promised date and any statement about feasibility. If availability is conditional on a survey, do not treat the plan as confirmed until the survey result is recorded.

2. Identify the connection technology and performance terms
The Department of Telecommunications identifies fibre, DSL and wireless broadband among the access technologies used for internet service. Ask which one you will actually receive. Technology affects installation work, equipment, fault patterns and the practical performance you can expect.

Do not convert a plan’s advertised speed into a promise that your home will always achieve that figure. The official material used for this guide does not establish actual speeds at individual homes. Ask how the provider defines the advertised rate, whether the figure is a maximum or a committed level, and what evidence it requires when performance is poor.
3. Check the complete tariff, not just the monthly headline
TRAI’s consumer tariff portal allows searches for filed offers by service area, provider and connection type. Use the service area applicable to your address and save the tariff page or document for the offer you are considering. A filed tariff is an important reference, but it does not independently prove installation capacity or performance at your home.

Record the date of that confirmation.

Build an itemized cost sheet

| Optional services | Any entertainment bundle, static address, additional data allowance or security feature that is not required for basic access. |
Ask for the total payable at signup and the amount due on each recurring bill. An apparently inexpensive plan can cost more when installation, equipment rental, taxes or an early cancellation charge are added.
4. Treat “unlimited” as a question, not a guarantee
Ask the provider to define unlimited service in measurable terms. TRAI’s charter says tariff details, including restrictions, should be transparent. A plan can use the word “unlimited” while still applying a fair-use threshold, traffic-management rule, service restriction or reduced speed after a stated allowance.
Get these data-use details in writing
- The full-speed data allowance, if one exists, and the measurement period.
- The fair-use or usage threshold and how usage is counted.
- The speed, service limitation or other treatment after the threshold.
- Whether tethering, servers, high-volume uploads, peer-to-peer traffic or commercial use is restricted.
- Whether bundled services consume the same allowance or have separate conditions.
- When the allowance resets and what happens to unused data.
Do not rely on a salesperson’s statement that a plan is “truly unlimited” unless the written terms explain what happens at high usage. Keep a copy of the applicable policy because plan pages and promotional wording can change.

Find out exactly what hardware the provider will install and who owns it. A fibre connection may require an optical network unit in addition to a Wi-Fi router; a DSL service may use a modem; a wireless service may require an outdoor or rooftop unit. The specific equipment depends on the technology and provider.

Before the technician arrives
- Confirm the equipment model or minimum technical standard when the provider has specified one.
- Ask whether the provider supplies power adapters, mounting brackets, indoor cabling and the first length of Ethernet or fibre cable.
- Clarify whether installation includes Wi-Fi configuration or only bringing the connection to a termination point.
- Ask who pays for extra cable runs, drilling, conduit, rooftop access or apartment-association permissions.
- Request an installation receipt listing equipment supplied, serial numbers and any deposit or rental charge.
Do not buy a replacement router or mesh system before checking whether the supplied device can be used in bridge mode, whether the connection requires provider authentication and whether the provider supports third-party equipment. Hardware compatibility is plan- and technology-specific.
6. Read billing, renewal, cancellation and refund terms
Ask when billing starts: on order placement, installation, activation or the first day of the billing cycle. Confirm the due date, payment methods, late fees and the treatment of a failed installation or service outage.
Check whether the plan has a minimum commitment, automatic renewal or a promotional price that changes after a defined period. Ask how much notice is required to cancel, whether equipment must be returned, how a deposit is refunded and whether unused prepaid service is refundable. If you move, ask whether the connection can be relocated and what charges or new commitment apply.

7. Compare providers on the same decision axes
When two or more providers can install at your address, compare identical categories rather than choosing by speed or price alone.

Use TRAI’s tariff portal as one reference for filed offers, then reconcile it with the provider’s current address-specific order terms. A portal listing cannot answer whether a free port is available in your building.
8. Know your consumer rights without overstating them
TRAI’s Industry Charter describes rights to advance disclosure of service terms and tariffs, coverage and availability information, choice of provider and tariff, privacy, accurate bills, complaint redressal, quality and reliable service according to applicable quality-of-service standards, and protection from unfair trade practices.
The charter is a consumer charter and describes itself as non-justiceable. Treat it as a clear statement of expected transparency and service practices, not as a separate guarantee of a particular speed, uptime figure or compensation amount. The binding terms for your connection include the provider’s tariff, contract and applicable regulations.
9. Use the formal complaint route when service fails
TRAI’s complaint FAQ describes a two-tier mechanism. First, lodge the issue with your provider’s complaint centre and obtain a docket or reference number. State the connection number, address, fault, date and the remedy you want. Keep screenshots, outage times, bills and technician reports.
If you are dissatisfied with the provider’s response, appeal to that provider’s Appellate Authority using the procedure and contact details published by the provider. TRAI says that “individual consumer complaints are not handled by the TRAI.” Contacting TRAI directly does not replace the provider’s complaint and appeal process.
The FAQ says that where the applicable quality-of-service regulations do not specify a time limit, complaints and service requests should be addressed within no more than three days. This is not a universal three-day deadline for every complaint category; the applicable regulation and issue type determine the relevant period.
10. A final pre-payment checklist
Complete this list before authorising payment or allowing a sales representative to submit the order:
- Exact address-level availability, including building or apartment, is confirmed.
- Access technology and installation method are recorded.
- Download and upload speeds and their conditions are documented.
- Fair-use threshold, post-threshold treatment and other restrictions are clear.
- Installation, activation, equipment, taxes and recurring charges are itemized.
- Equipment ownership, deposit, rental, return and support responsibilities are understood.
- Billing start date, due date, renewal, minimum term, cancellation and refund rules are saved.
- Complaint-centre and Appellate Authority contacts are available.
- The tariff or order terms are dated, and the provider has confirmed that the offer still applies.
If any answer is “the agent will explain later,” delay payment until the condition appears in the written order or contract. That short pause can prevent a failed installation, an unexpected bill or an argument over what “unlimited” meant.
