Public offers are ceilings or tier descriptions—not guaranteed cash—and “AI credits” often exclude third-party models, Marketplace services, or workloads in another account.
Why the advertised maximum is not your budget
Startup programs use large numbers to describe their upper tiers. AWS advertises up to $200,000 in Activate credits for eligible startups, while Google advertises up to $350,000 in Google Cloud credits over two years for qualifying AI startups. Those figures describe what a qualifying applicant might receive under a particular route; they do not promise that every applicant will receive the maximum.

The amount that matters is the approved award attached to your company and billing account. It may be lower than the headline figure, conditional on a funding stage or referral, limited to new usage, or subject to an expiration date. Google also states that acceptance into its AI Scale program is at its discretion. Treat every marketing maximum as a ceiling until the program dashboard, award notice, or agreement shows your exact amount and terms.
1. Verify that your company and application route qualify
AWS Activate
AWS separates a Founders route for self-funded startups from a Portfolio route for startups affiliated with an Activate Provider. Eligibility can depend on company age, stage and previous credit awards. Portfolio applicants need an Activate Provider Org ID. Before applying, establish which route you are using and whether earlier credits reduce the amount for which you can qualify.

Google for Startups Cloud Program, AI Scale
Google lists conditions involving funding stage, company age and an AI-first product focus. Its application asks for the Google Cloud billing account ID that will receive the benefit. The business email should match the startup’s public website domain. A stealth company may need to provide evidence of public funding or investor verification. An application is not an approval; Google retains discretion over acceptance and tier.
Microsoft for Startups
Microsoft says every accepted startup receives startup credits, but the amount and activation instructions depend on the offer shown to that startup. The activation flow differs for companies that joined before May 29, 2026 and those joining on or after that date. Do not follow an old walkthrough without checking your cohort and current portal instructions.
OpenAI for Startups
OpenAI says startups backed by some venture-capital partners may qualify for API credits, higher rate limits and technical support. It does not publish a universal amount for all startups. Its guidance tells founders, “Please reach out to your VC to learn how to unlock OpenAI API credits.” Ask the investor whether it participates, how to obtain a referral code, and which organization will receive the credits.
2. Confirm where the credits are deposited
Credits are generally tied to a specific billing object, not to your company in the abstract. Record the account, organization, subscription or project ID shown in the approval notice and test a small workload there before migrating production traffic.

- AWS: Activate credits typically sit at the AWS account level. Confirm which account receives them and whether linked accounts or consolidated billing can use the balance.
- Google Cloud: Submit and verify the exact Cloud billing account ID. A different billing account can generate ordinary charges even when the startup has an unused award elsewhere.
- Microsoft Azure: Manage sponsorship and credit status in the Azure portal. Verify the subscription covered by the sponsorship and the payment method attached to it.
- OpenAI: Confirm the API organization and project associated with the VC referral. Credits on one organization do not automatically pay invoices from another.
Keep a written record of the account identifier, award date, balance, expiry date and administrator who can change billing. This prevents a common failure mode: an engineer deploys to a new project or subscription and silently bypasses the credited account.
3. Map every planned model and service to the offer
“AI credits” do not necessarily cover every model your application can call. Make a line-by-line inventory of inference endpoints, training jobs, storage, networking, databases, monitoring and Marketplace components. Check each item against the program’s promotional-credit terms before committing to an architecture.

Google’s FAQ is explicit: “The credits cannot be applied to any third-party services or offerings including those on Google Cloud Marketplace.” If your design depends on a third-party model hosted through a cloud marketplace, price that component separately rather than assuming the cloud credit will offset it.
AWS points users to its Promotional Credit Terms for the definition of eligible charges. A service that appears on the same invoice may still be excluded, so check the SKU or service category rather than relying on the invoice’s cloud-provider name.

4. Check activation windows and expiry before spending
Microsoft’s 90-day rule for the older path
Microsoft’s current guidance says: “You must activate Azure credits within 90 days of accepting the program agreement.” That rule applies to the older activation path; Microsoft distinguishes it from the newer flow for startups joining on or after May 29, 2026. Write the applicable deadline in your launch plan and activate before deploying production workloads.
Record the usable period, not just the award date
For every program, capture when the credit becomes visible, the final activation date, the expiry date and whether unused value disappears at the end of a month or at the end of the award term. Google’s AI Scale offer is described as lasting two years, but your account’s agreement controls the start and end dates. AWS instructs users to monitor balance and expiration in the billing console. OpenAI’s VC-mediated terms must be confirmed with the referring partner.
Set calendar reminders at 60, 30 and seven days before expiration. Accelerating spend merely to avoid expiration can create unnecessary architecture and security risk; if the balance is large, use it for planned experiments, staging environments or migration work that you would otherwise fund, not for workloads with no product value.
5. Calculate the value your workload can actually use
Convert the award into a monthly operating plan. Start with normal list prices for the exact model, token volume, training hours, storage and network traffic. Then remove excluded services and divide the remaining eligible balance by the months left before expiry.

- Estimate monthly requests, input and output tokens, training jobs, data-transfer volume and storage.
- Assign each line item to the provider account and SKU that will be billed.
- Mark each line as covered, conditionally covered or excluded according to the credit terms.
- Apply the award only to covered new usage; do not subtract historical invoices unless the agreement explicitly allows it.
- Calculate a full-price monthly bill for the post-credit period and a higher-usage scenario for launches or model evaluations.
- Decide which workloads will be capped, paused, downgraded or moved if the balance falls below a threshold.
This calculation exposes why two offers with different headline amounts are not directly comparable. A smaller credit that covers your chosen model and account for 18 months can be more useful than a larger award that excludes the model your product requires.

Credits defer payment; they do not remove the underlying price. AWS says standard charges apply when credits are exhausted or expire, and that promotional credits do not retroactively cover past charges. Microsoft requires a payment method for activation and warns that charges may begin when credits are exceeded and the account moves to pay-as-you-go.
- Identify the card, bank account or invoice arrangement that will be charged.
- Set budget alerts below the credit balance, not only after it reaches zero.
- Configure service-level quotas and maximum token or compute limits.
- Give finance and engineering separate visibility into usage and remaining credit.
- Define a shutdown or downgrade procedure for non-production workloads.
- Run a paid-rate test on a small volume so the team knows the real invoice behavior before launch.
Do not wait for an alert after exhaustion. Some services continue running while the account switches to paid billing, which can turn an unreviewed experiment into a material invoice.

7. Avoid double-counting and assumed stacking
Do not add AWS, Google, Microsoft and OpenAI amounts into one runway figure until each provider confirms that the awards can coexist, apply to the same workload and remain valid after another award is accepted. AWS includes prior-credit value in eligibility considerations, and Google’s Scale program also has prior-credit criteria. A new application can therefore reduce eligibility or fail because the company has already received support.
Keep a credit ledger with one row per award: provider, account, approval date, amount, covered services, activation deadline, expiry, remaining balance and conditions. Mark an amount as “pending” until approval is final. Treat referral-based access, such as OpenAI credits obtained through a VC, as contingent until the referral code and organization-level balance are visible.
8. What to do when the terms are unclear
The dashboard shows no balance
Check that you are signed into the approved billing account or API organization, that activation was completed, and that the award has reached its start date. Ask program support to confirm the account identifier rather than creating a second account.
A model appears excluded
Request confirmation of the exact model endpoint or SKU in writing. For Google, assume third-party models and Marketplace offerings are excluded unless the agreement says otherwise. For AWS, check the Promotional Credit Terms and Bedrock eligibility for the specific charge.

Google may request a matching business-domain email, public funding evidence or investor verification for a stealth company. AWS Portfolio applications require the provider’s Org ID. Resolve the identity or referral requirement before submitting multiple applications, because duplicate applications can complicate eligibility checks.
The credit is about to expire
Stop nonessential experiments, export cost and usage reports, and confirm whether any extension is available. Never assume an extension or rollover; the account’s stated expiry controls.
A final pre-commitment checklist
- Approval is final, and the exact amount and tier are recorded.
- The company meets the route-specific funding, age, product and prior-credit rules.
- The receiving account, subscription, billing ID or API organization is identified.
- Every production model and supporting service is checked against the eligible-SKU terms.
- Activation has been completed before the applicable deadline.
- The expiry date and reminder schedule are in the company calendar.
- Normal-price monthly spend and a launch surge scenario are documented.
- Budget alerts, quotas and a shutdown plan are live.
- The payment method and owner of post-credit billing are known.
- Overlapping awards are listed separately until stackability is confirmed.
Only after these checks should startup credits enter your runway model. The reliable figure is not the largest number on a program page; it is the approved, unexpired balance that can pay for your specific workload in the account where that workload actually runs.
