Before transferring an off-plan installment, verify four things: the emirate’s authority, the project and contract registration, the exact payment trigger, and the destination escrow account. Then match the developer’s request with the evidence and notice requirements in your signed sale and purchase agreement (SPA).
Dubai and Abu Dhabi use different official verification routes. Treat the SPA, the authority’s project record and written payment instructions as one evidence set; if they conflict, pause the transfer and obtain independent legal advice.

Start with the emirate and the project identity
UAE off-plan rules and verification systems are not one nationwide workflow. Identify the emirate in which the development is registered before relying on any portal, form or payment instruction. Dubai buyers deal with Dubai Land Department (DLD); Abu Dhabi buyers use the Abu Dhabi Real Estate Centre (ADREC) and its Dari services. A project in another emirate or a free zone requires confirmation from that project’s competent authority.

Record the identifiers that must match
- Project name exactly as shown in the official record and SPA.
- Project number, plot reference or registration number, where issued.
- Developer’s legal name and licence details.
- Unit number, building or phase, and the approved sale permit information.
- Buyer and seller names, booking form, SPA version and signing date.
Keep the booking receipt, SPA, addenda, receipts, account instructions, emails and messages in one folder. A payment request that uses a different project name, developer entity or unit reference needs clarification before you pay.

Determine what actually triggers each installment
Payment plans usually combine calendar dates with construction events. The distinction matters because a date arrives automatically, while a progress-linked installment depends on an objectively verifiable stage.
Calendar-date installments
For every date-based amount, record the percentage or currency amount, due date, cumulative amount paid, bank-transfer cut-off, and any notice or grace period in the SPA. Check whether the date is tied to signing, a booking period, a quarter, an expected handover date or another contractual event. An advertised “monthly” or “quarterly” schedule is not a substitute for the signed clause.
Construction-milestone installments
Write the milestone in the same words used in the SPA: for example, a stated completion percentage, structural stage or handover event. Beside it, note the evidence required, who must issue it, how the developer must notify you, and whether a grace period applies.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIn Dubai, DLD’s FAQ says that when a schedule is based on completion rates, an investor receiving a payment request can require the current completion percentage in a letter from a project consultant approved by DLD. The FAQ states that, without that confirmation, the investor is not obligated to pay unless the agreed completion stage has been confirmed. It also says buyers can track project completion through DLD’s website or smart application. Use the contractual trigger and the official record together; a sales agent’s message is not a progress certificate.

Verify the project, seller and contract registration
Dubai checks
Use DLD’s project-status lookup to search by project name, project number or plot. Record the displayed status and completion percentage on the day you check it. Compare the result with the project named in your SPA and with the percentage stated in the payment request.
If a developer refuses or delays registering the sale contract, DLD says a buyer can apply to its Real Estate Registration Assurance section with supporting documents. Keep proof of your request, the developer’s response, the signed contract and every receipt so the authority can identify the transaction.
Abu Dhabi checks
ADREC describes project registration, off-plan sale permits and certified construction-progress updates as part of its project-development framework. Its accreditation and registration conditions include planning approval, land rights and a licensed developer. Confirm that the project is registered and that the seller’s entity in your SPA is the permitted developer or authorised seller.

Other emirates and free zones
The Dubai and Abu Dhabi procedures should not be assumed to apply elsewhere. Ask which authority registered the project, whether an off-plan permit is required, how the contract is recorded and how escrow compliance is verified. Obtain those answers from the competent authority rather than relying on a broker’s description.
Confirm the escrow account before transferring money
Dubai project escrow
Dubai’s escrow framework requires an account in the name of the real-estate development project, used exclusively for that project’s construction. A developer with several projects must maintain a separate escrow account for each one. DLD describes off-plan buyer payments as deposits into the project’s escrow account.
Compare the beneficiary name and account number in the written instruction with the project identity in the official record. Do not redirect a payment to an individual, unrelated company, personal account or a different project because an agent says it is faster. Call the authority or the escrow bank through independently obtained contact details if an instruction changes.

ADREC says off-plan payments are deposited into a regulated, project-specific escrow account. Withdrawals align with construction milestones verified by authorised entities. Use Dari to retrieve the registered project’s escrow number and completion rate, then ensure the transfer instruction uses that project account. Retain the transfer confirmation and the account verification record.

Compare the plan on consistent axes
Do not compare plans by headline percentage alone. Complete this table from the SPA and official project records for every option you are considering.
| Check | What to record |
|---|---|
| Total consideration | Price and currency, booking amount, registration or administration charges, separately stated fees, and which party bears each charge. |
| Installment schedule | Amount or percentage, cumulative paid amount, due date, and whether the trigger is calendar-based or construction-based. |
| Milestone proof | Named report, certification, inspection or official progress record required before a progress-linked payment. |
| Payment destination | Exact project escrow account name and number verified through the relevant official route. |
| Registration | Project authorisation, sale permit and evidence that your unit or contract has been registered as required. |
| Delay and default | Extension rights, notice, grace period, late charges, cancellation, refund rules and any post-handover installments. |
| Affordability | Cash needed at every stage, including charges, and whether you can meet dates if construction or handover moves. |
Match a payment request to real progress
- Identify the trigger. Highlight the SPA clause that the developer says has been reached. Note the required percentage, date or event.
- Request the specified evidence. Ask for the consultant letter, certification, inspection record or other document named in the SPA. In Dubai, request the completion letter from a DLD-approved project consultant when the installment is progress-based.
- Check the authority record. Compare the evidence with DLD project tracking or the ADREC/Dari completion information for the same project.
- Check notice mechanics. Confirm that the request was sent through the notice method and within the timing stated in the SPA. Record when you received it.
- Reconcile the amount. Recalculate the percentage against the total consideration and prior receipts. Include any permitted charges separately.
- Resolve inconsistencies in writing. Ask the developer to explain any difference between the SPA, official status and request. Do not rely on a verbal assurance.
- Transfer only to the verified account. Put the unit and contract reference in the transfer description if the bank permits, and retain the receipt.
A marketing launch presentation, estimated construction programme or agent chat can explain the commercial offer, but it does not establish that a contractual milestone has been achieved.

Budget for dates, not promises
Create a cash-flow calendar showing every payment, fee and financing assumption. Test it against a delayed handover: can you still meet date-based installments, interest or rent, and other obligations if the expected completion date moves? This exercise measures your ability to perform; it is not a guarantee that the project will be delivered on time.
Separate money that is contractually due from money you are reserving for furnishing, registration, service charges or moving. Keep an emergency buffer outside the escrow transfer. Never treat a developer’s projected resale value or rental income as confirmed funding.
Understand the official figures that are often misunderstood
| Figure | What it means |
|---|---|
| 30% | DLD’s project-registration service page, accessed in 2026, lists a project guarantee route equal to 30% of construction, which may be met by construction completion, a bank guarantee or a cash deposit. This is a project-registration condition, not a buyer installment and not a universal UAE requirement. |
| 5% retained for one year after completion | DLD’s FAQ, describing Article 14 of Dubai Law No. 8 of 2007, explains escrow retention to address defects. It is not a reserve that the buyer personally keeps and it is not a payment-plan milestone. |
Dubai Law No. 8 of 2007 is a Dubai law dated 2007; the legal source was accessed on 13 October 2026. Confirm current service requirements and administrative details with DLD before acting, because portal procedures can change.
Warning signs that justify a pause
- The beneficiary account is not in the project’s name or does not match the authority record.
- The request cites a milestone but supplies no evidence required by the SPA.
- The project name, number, unit or seller differs across the SPA, receipt and payment instruction.
- A broker pressures you to transfer to a personal or unrelated account.
- The developer refuses to provide registration evidence or a written explanation of a delay.
- The amount requested does not reconcile with the agreed percentage or previous receipts.
- A revised schedule is presented without a signed SPA amendment.
Pause the transfer, preserve the documents and ask the developer for a written correction. Escalate through the relevant authority’s published channel and obtain independent legal advice where the dispute concerns contractual rights or termination.
A compact pre-transfer checklist
- Emirate and competent authority identified.
- Project, developer and unit identifiers match everywhere.
- SPA clause and installment trigger highlighted.
- Due date, amount, cumulative total, notice and grace period calculated.
- Milestone evidence obtained and checked against official progress data.
- Contract or unit registration status confirmed.
- Project escrow account independently verified.
- Delay, default, cancellation, refund and post-handover clauses understood.
- Transfer receipt and all correspondence saved.
This checklist helps you verify a payment request; it does not decide an individual contract dispute. Where the documents remain inconsistent, stop before paying and obtain advice from a qualified UAE property lawyer.
