Choose it only after proving that the specific site, power design, network paths, suppliers, contracts and data-handling model meet your workload’s availability, recovery, security and legal requirements.
Start by documenting the workload and its data flows. Then obtain site-specific evidence from each candidate, test a representative migration, and have privacy and security specialists review the actual operating parties and access paths.

1. Define the workload before comparing locations
A data-center move is a workload decision, not a country decision. Record what you are moving, what must remain elsewhere, and what happens if the new environment is unavailable.
Build a workload inventory
- Applications, databases, file stores, virtual machines, containers and physical appliances.
- Data classes, retention periods, encryption requirements and backup copies.
- Users and systems that depend on the workload, including offices, customers, identity services, payment systems and external APIs.
- Every third-party processor, cloud service, managed service and support organization.
- Administrative, monitoring, troubleshooting and vendor-support access paths, including access from outside Japan.
Set measurable service requirements
Write down the availability target, recovery-time objective (RTO), recovery-point objective (RPO), acceptable latency, maintenance windows and maximum tolerable interruption. These are your requirements; Japanese policy documents do not prescribe universal thresholds for every workload. Also define migration rollback criteria, such as a maximum error rate, data divergence limit or failed dependency test that requires returning to the old environment.

2. Demand evidence for the exact facility
The Ministry of Economy, Trade and Industry (METI) and the Ministry of Internal Affairs and Communications (MIC) described strengthened resilience and secure energy and communications as infrastructure-location requirements in their October 4, 2024 Interim Report 3.0. That report is policy context, not a certification of any particular building. Convert it into questions about the site and service you would actually buy.
Resilience questions
- Which building, room, power train and network paths are covered by the provider’s resilience claims?
- What events are included in continuity planning: earthquake, tsunami, flood, fire, prolonged utility outage, telecommunications failure and restricted site access?
- How are critical systems separated, and what single points of failure remain?
- How often are backup generators, uninterruptible power systems, fire suppression, failover procedures and emergency communications tested?
- Can the provider supply test dates, results, corrective actions and the scope of any independent assessment?
- What staffing, spare parts, fuel arrangements and remote-operation procedures apply during a regional disruption?
Ask for evidence that covers your contracted service, not a group-wide brochure. A resilient building may still leave your workload exposed if the service has a shared control plane, a single cross-connect or an untested recovery process.
Match resilience to your recovery design
Compare the site’s documented failure assumptions with your RTO and RPO. If the facility can keep equipment powered but cannot provide access to staff, replacement parts or upstream connectivity for the period your business can tolerate, its design does not meet your requirement. Decide whether you need a second site, a separate region, offline backups or an independent recovery environment; do not assume that colocation alone supplies geographic redundancy.

3. Verify power capacity, redundancy and energy performance
Obtain a written power allocation for your rack, suite or hosted service, including the present usable capacity and the expansion process. Clarify whether the figure is a firm commitment, a design maximum or a shared estimate.

Power due-diligence checklist
- Utility feeds, generator capacity, fuel autonomy assumptions and the number of independent power paths.
- UPS topology, maintenance bypasses, battery replacement policy and the effect of a failed component.
- Rack-level circuits, breaker coordination, metering and alerts for load or temperature limits.
- Planned maintenance procedures, notice periods and whether maintenance can be completed without breaching your availability target.
- Power-quality specifications and the provider’s process for abnormal voltage, frequency or transient events.
- How additional capacity is reserved, priced and delivered when your workload grows.
The Agency for Natural Resources and Energy’s May 20, 2026 explainer discusses rising data-center electricity demand and measures under Japan’s energy-saving and non-fossil-transition law. It says data-center reporting items were added beginning with fiscal-year 2026 submissions for covered entities. This does not prove that a facility has spare capacity or a particular efficiency level. Request current, site-level measurements and definitions for any efficiency metric, together with the measurement period and operating conditions.
4. Prove communications and latency fit
List the users, dependencies and recovery sites that must communicate with the workload. Measure latency and packet loss from those actual locations and services rather than relying on a city name.
Connectivity questions for providers
- Which carriers, internet exchanges, cloud on-ramps and private circuits are available at the exact building?
- Can diverse entrances, risers, meet-me rooms and physical routes be supplied, or do supposedly separate circuits share a trench or room?
- What bandwidth, burst limits, latency commitments, packet-loss targets and DDoS protections are contractually stated?
- How are carrier outages detected, escalated and communicated, and what is the failover sequence?
- Can you bring your own carrier, encryption appliance, routing policy and address space?
Test normal and failure paths with a representative workload. Include identity, DNS, time synchronization, logging, backup, payment and software-update dependencies. A low-latency path to users is not useful if a required authentication or database dependency takes a different, fragile route.

On March 31, 2026, METI and the National Cybersecurity Office (NCO) announced English and Japanese guidance on the roles expected of cyber-infrastructure providers. It covers providers that develop, supply or operate software, including cloud services, and organizes responsibilities and concrete requirements into six categories. The release also provides evaluation-checklist materials that customers can use to understand supplier efforts and manage cybersecurity risk.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Use the guidance as a supplier interview framework
Request the English or Japanese guidance and its checklist from your security team, then map every applicable requirement to an owner. Ask each provider to identify whether it is responsible, shared with you, or outside its service boundary. Require evidence such as policies, architecture diagrams, access logs, vulnerability-management records, incident exercises and independent assurance reports where available.
- Who hardens the host, hypervisor, operating system, container platform and management plane?
- Who configures identity, multifactor authentication, privileged access, key management, logging and retention?
- How are vulnerabilities prioritized, patched and communicated, and what exceptions are permitted?
- How are subcontractors, open-source components, software updates and remote support controlled?
- What constitutes a security incident, how quickly will you be notified, and who leads investigation and recovery?
- What evidence can be retained after termination, and how are accounts, keys, media and backups securely removed?
Put the answers in contracts and operating procedures. A checklist response without enforceable notification, access, audit, remediation and exit terms is not a control.
6. Determine how personal data is handled
Physical server location does not by itself answer the privacy question. The Personal Information Protection Commission (PPC) distinguishes storage location from who actually handles personal data, under what authority and with what access.
Map every handling party
- Where primary data, replicas, snapshots, logs, support tickets and backups are stored.
- Which legal entities operate the facility, cloud platform, software, support desk and monitoring service.
- Whether foreign operators, parent companies, subcontractors or engineers can view, retrieve, troubleshoot or otherwise handle the data.
- Where administrators and support personnel are located, and which remote-access tools they use.
- Which databases or personal-information systems are used in Japan and which are operated elsewhere.
PPC FAQ Q12-4 explains that a foreign operator’s handling of personal data can be relevant even when servers are physically in Japan, with a qualification where the operator handles the data domestically and uses personal-information databases in Japan. Therefore, investigate actual operator handling, not only the rack address.

Understand the foreign-server distinction
PPC FAQ Q12-3 states that storing data on a foreign server operated and controlled by your own organization is not, on that fact alone, provision to a foreign third party. It also explains that storage with a foreign operator may fall outside that particular third-party-provision characterization when the operator is contractually prohibited from handling the data and access controls are appropriately implemented. Even in that situation, you must understand the foreign legal environment and apply necessary and appropriate safety-management measures.
Document the legal entity that decides processing purposes, the entity that operates the service, contractual prohibitions on access, technical enforcement, break-glass procedures and audit evidence. Have Japanese privacy counsel classify the arrangement under the Act on the Protection of Personal Information (APPI); do not label it compliant merely because equipment is in Japan.
Check cross-border-transfer routes
The PPC guideline on providing personal data to third parties abroad was partially revised in December 2025. It describes a general need for advance consent unless a specified route or statutory exception applies. The listed routes include a qualifying foreign personal-data protection system and a recipient that continuously takes measures equivalent to those required under Japanese law, along with other exceptions.

Best Value
7. Compare candidates on evidence, not reputation
Use one scorecard for every facility or hosted model. Mark a value as “not stated” when the provider has not supplied comparable evidence; do not fill gaps with assumptions.
| Decision area | Evidence to request | Workload-specific test |
|---|---|---|
| Resilience | Site scope, failure scenarios, test records, continuity staffing and recovery commitments | Demonstrate the RTO/RPO under a relevant outage scenario |
| Power and energy | Committed capacity, redundancy, maintenance plan, metering and current efficiency data | Confirm peak load, growth headroom and maintenance-window impact |
| Connectivity | Carrier list, route diversity, service levels, failover and DDoS response | Measure latency, loss and dependency behavior from real user locations |
| Data handling | Storage regions, legal entities, support access, subcontractors and APPI analysis | Trace production, backup, log and support-data flows end to end |
| Cybersecurity | METI/NCO checklist mapping, control evidence, incident process and audit rights | Verify privileged access, patching, logging and incident notification |
| Migration and operations | Tooling, skills, support model, exit process and all recurring charges | Run a rehearsal, rollback test and post-cutover verification |
The cited government materials do not rank Tokyo, Osaka or any other Japanese location, and they do not establish provider prices. Compare the options only after collecting equivalent evidence for your architecture and service level.
8. Plan a staged migration with a tested rollback
- Discover dependencies. Export configuration, ownership, network flows, credentials, certificates, scheduled jobs, data-retention rules and support contacts. Identify undocumented integrations before moving production.
- Classify data and access. Separate personal data, secrets, regulated records and public information. Define encryption, key custody, administrator roles and approved support locations.
- Build a representative environment. Reproduce production topology, identity, monitoring, backup and network controls. Use masked or synthetic data where live personal data is unnecessary.
- Test performance and failure. Measure latency, throughput, database behavior, backup restoration, power or network failover, alerting and dependency recovery. Record results against the written acceptance criteria.
- Validate data integrity. Use checksums, row counts, application-level reconciliation and replay tests. Confirm timestamps, permissions, indexes and retention settings.
- Rehearse cutover and rollback. Define the freeze window, final synchronization, DNS or routing changes, owners, decision times and the exact trigger for returning to the old environment. Keep the source system recoverable until verification is complete.
- Cut over in stages. Start with a low-risk workload or limited user group. Monitor errors, latency, capacity, security events, backup completion and support response before expanding.
- Verify after the move. Reconcile data, test user and administrator access, inspect logs and alerts, restore a backup, confirm billing and inventory, and obtain business-owner sign-off. Remove obsolete access and document the final architecture.
9. Put operational and contractual details in writing
Request a responsibility matrix that names your team, the facility, the hosting or cloud operator, carriers and software suppliers. Align it with incident severity, notification deadlines, maintenance approval, evidence retention, audit rights, subcontractor changes, data return, secure deletion and termination assistance.
Ask how the provider handles a simultaneous facility and communications incident, a compromised administrator account, a suspected personal-data breach and an inability to enter the site. Confirm who can authorize emergency access, how that access is logged and when credentials are revoked.
Price the whole operating model: installation, circuits, cross-connects, power, managed services, backup storage, security tooling, travel, migration labor, testing, support tiers, egress, expansion and exit. A low monthly rack charge can be outweighed by duplicated connectivity, specialist staffing or a second recovery site.
10. A practical go/no-go checklist
- Every workload has documented availability, RTO, RPO, latency, maintenance and rollback requirements.
- The candidate supplied site-specific resilience, power and communications evidence, with gaps recorded.
- Capacity and expansion commitments are contractual and tested against measured peak demand.
- Network diversity and dependency latency were verified from actual users and services.
- METI/NCO cyber-infrastructure guidance was used to assign supplier responsibilities and evidence.
- All operators, support locations, subcontractors and data replicas are mapped.
- PPC/APPI counsel approved the applicable handling and cross-border-transfer route.
- A representative migration passed integrity, performance, security, backup and rollback tests.
- Incident, maintenance, audit, data-return and exit obligations are enforceable in contracts.
- Ongoing operating cost, skills and recovery arrangements remain acceptable after migration.
A Japanese facility can be an appropriate home for a workload, but suitability is established by this evidence and testing—not by geography alone.
